20 THE MINISTRY OF DEFENSE HAS SUMMED UP 2015 Having stressed the importance of work done by the Reforms Project Office, General of the Ukrainian Army Stepan Poltorak said that a roadmap is being finalized to bring the Ministry of Defense and the Armed Forces of Ukraine close to the standards of the armies of the highly developed countries. We have a clear-cut program of reforming the Armed Forces of Ukraine and the Ministry of Defense of Ukraine. Overall, the reform of the Ministry of Defense should be completed in three years, of the Armed Forces of Ukraine and the General Staff in five years, as there is more work to be done there, said Stepan Poltorak, Minister of Defense of Ukraine, General of the Ukrainian Army. 20

24 FOR THE FIRST TIME, FOOD FOR THE MILITARY TO BE SUPPLIED BY AN INTERNATIONAL COMPANY The Reforms Project Office is working hard to ensure high-quality food supply for the Ukrainian military. The first electronic reverse auction of the Ministry of Defense of Ukraine conducted through ProZorro e-procurement system finished on January 20, Food products for the experiment of introducing an alternative system of food supply, initiated by the MOD Reforms Office Project, have been purchased. As a result, starting from 2016, food for the military unit А-2238 and Hetman Sahaidachny frigate will for the first time be supplied by an international company METRO Cash&Carry Ukraine. The starting price of this bid was UAH 3,24 million. However, the winner offered the price of UAH 2,15 million. Thus, more than UAH 1 million or 34% has been saved. The cost of a pack of food products for one military service member at a military base for one day will total UAH 42.39, on a ship - UAH with the same nutrition value and in line with the assortment and the Catalogue. 25 IT COMPANIES HANDED OVER THE SOFTWARE WORTH UAH 110 MILLION TO THE MOD E-Health healthcare information system (HIS) that converts all the documentation of the military patients in medical hospitals from paper into an electronic form has been developed. Companies Doctor Eleks, Cryptosoft, and Efit Technologies which took part in the development of this system on a voluntary basis, have handed over the licenses for up to ten thousand users to the Ministry of Defense of Ukraine. It considerably exceeds the needs of the Ministry for many years ahead and gives a possibility to develop this system in a variety of directions. The total cost of licenses is UAH 110 million. Over the eight months of project implementation, the main system unit was deployed. Standard units for organizing workstations in the hospitals of the national level were installed at the Main Military Medical Clinical Center in Kyiv, of the regional level at Zaporizhzhia hospital, and of the first hospital level at the emergency hospital in Mariupol. All the documents have been prepared; the system has passed through all the necessary stages of deployment and testing. 26 WE ARE USING WORLD S BEST PRACTICES IN THE REFORM OF MATERIAL SUPPORT VICTORIA KART, PROJECT MANAGER The main goal of our project is clear for every Ukrainian soldier: we are working out such a system of material support when all the military service members should get the uniform, underwear, boots, and gear in time, in full, and in the necessary size. What is being done to guarantee this? Before I answer this question, let s find out what are the problems? The periods of supply, the lack of necessary sizes Exactly. One of the biggest issues of the current system of material support is that it takes five (at best) to twenty or even more days for the rear service to provide all the uniforms and gear to the military service members. This period is too long. So, this is a major issue directly related to the combat capability. Another major drawback of the existing algorithm of the material support system, in our opinion, is the lack of planning according to the size charts. As a result, people do not get the clothes in a necessary size in time. This problem is really widespread: the warehouses of the military units receive as many uniforms as stated in the application form, in the same sizes as indicated by the clothing supply offices of the military units. So, how does it happen that the sizes indicated in the application forms and the sizes actually supplied differ? It turns out that while compiling an order, the clothing supply officials are guided not by an actual need, taking into account the size of clothing of each particular soldier, but by the Soviet standards, estimating the expected needs in one size or another by eye. As a result of such planning, the warehouses are full of allowable surplus. Under certain conditions they could have been sent to another military unit which needs them, but the problem is that it is hard to get the information about this surplus and the movement of equipment in general on a timely basis, because all the records are made in paper form. So, the 26
27 corresponding services get a complete picture of the supplies available at the warehouses once in a quarter (sic!). As a result, the military service members are not provided with the military uniforms and gear in time, while the government commissions the producers to make clothes or boots in sizes which are allegedly missing. The conclusion is obvious to settle this problem, it is necessary to automate the registration of needs and supplies available at the warehouses, create an integrated information platform of military uniforms and gear registration in the Armed Forces of Ukraine, and streamline the procedures of order and delivery. It is only in this way that we will be able to speed up the process of delivering military uniforms and gear to the warehouses of the military units and to provide them in individual size to each p articular soldier. How can this process be automated? The first stage of the process we suggest is being tested in Odesa at the 46th Integrated Material Support Center and at the warehouses of military uniforms and gear of the 79th Separate Aeromobile Brigade and the 160th Anti-Aircraft Artillery Brigade. At these pilot objects, we are testing the prototype of an integrated automated system that, hopefully, will be scaled in an enhanced form onto all the units within the Armed Forces of Ukraine. Every batch of military uniforms and gear kept in the warehouses of the 46th Integrated Material Support Center, sent there or directed to particular military units will be registered in an electronic form and entered to a secure 27
28 automated system. The clothing supply officials will thus be able to track online the movement of the uniforms and gear and its remains kept at the 46th Integrated Material Support Center. Next, we are going to supply each military service member at the pilot units with an individual electronic card containing all the data on their personal parameters, current supply, and next time when particular elements of the uniform and gear should be provided. Thus, we will ensure personalized planning of needs in the area of military uniforms and gear supply. When is the automated system expected to be launched across the entire Armed Forces of Ukraine? Honestly, it is too early to talk about any deadlines, considering the amount of work to be done. Before launching the pilot project, we had to codify the military uniforms and gear, customize the system settings, build a secure network system, convert the data on the distribution of military uniforms and gear at the particular units into an electronic form, audit the supplies kept at the warehouses and storages, develop the necessary IT infrastructure, and prepare technical documentation. We are conducting trainings for the users of this system. And it is only a part of work to be done. A much larger amount of work is yet to be completed. Let s take, for example, a soldier s individual ID card. Whether it will be introduced depends not only on the outcome of our project. We are working only on the issues related to the material support, while this card will also include the parameters determined in other pilot 28
29 projects regarding healthcare support, feeding, provision of housing, etc. While presenting the project, you have stressed that it will be possible to use the automated system of uniforms and gear registration with postponed synchronization in the field. And that it will ensure that even during the combat phase the information will be up-to-date and provided on a timely basis for a science fantasy, but I would like to stress that we are working really hard to bring this radiant future nearer. Actually, everything we plan, offer, and do has already proven itself to good advantage in the armies of our partner countries, so we are relying on their experience, not reinventing the wheel. Every sergeant major of a subunit will have a standard electronic pad with all the operational data on the status of supply of soldiers in their unit with the military uniforms and gear. Thus, they will be able to apply for particular items to the clothing supply offices as soon as the need arises.
