2 Committee 2 March 4, 2015 I. Call to Order, Introductions, Approval of Minutes Anna Burton called the meeting to order at 9:03 a.m. Brian Beltran from Housing and Community Investment Department, Jimmy Kim from Recreation and Parks, Christina Johnson from the United States District Court and Herbert Seales from the United States Bankruptcy Court were introduced. The minutes of the February meeting were approved. II. Subcommittee Reports and Planning Teams Budget Bruce Aoki reported next years Emergency Operations Fund budget is under review and going through the budget process. The Mayor will present the proposed budget to the City Council next month. Community Preparedness Larry Meyerhofer reported that the subcommittee met on February 10. There are now UASI funds approved for this year for the 5 Steps to Neighborhood Preparedness Program to carry out a full scale exercise in a neighborhood in Los Angeles. This exercise will take place on the 2015 Shakeout Los Angeles date. Neighborhood Council applications are being collected and a council will be selected to work with on this exercise. This will include workshops, and training community leaders to develop a neighborhood emergency plan. The Emergency Power Facilities Assessment Tool (EPFAT) training and workshop was held with six departments. This involves conducting assessments of critical facilities in the City of Los Angeles and populating the U.S. Army Corps of Engineers database prior to a major disaster. The U.S. Army Corps of Engineers has portable emergency power generators that could be deployed after a major disaster. Completing the assessments and data input in advance of an event will expedite the delivery of the generator equipment after a major event. Larry thanked the following departments for their participation in the program: Recreation and Parks, Public Works: Street Services, Public Works: Sanitation, General Services, Police Department and Fire Department. The next EPFAT meeting is scheduled for April, The next Community Preparedness meeting is scheduled for May 19, Disabilities and Access and Functional Needs Paul Hernandez reported the Standard Operating Procedure (SOP) Department Contact sheets were available for review and questions can be directed to Paul by telephone or . By March 20, 2015, there will be a link on the Department (EMD) internet home page that will have Americans with Disabilities Act (ADA) documents and a link to all the Emergency Operations Organization (EOO) plans and annexes. The next subcommittee meeting is scheduled for March 18, On April 6, 2015, the Coalition of Community Stakeholders meeting is scheduled in coordination with the Department of Disability (DOD) and in support by EMD. Human Resources Carol Parks reported citywide ninety (90) percent of full time employees and thirty-four (34) percent of part time employees are in compliance with Disaster Service Workers (DSW) training. If a paper or electronic version of the DSW training is needed contact EMD. The Mayor s Office supports this program and would like one-hundred (100) percent compliance. Information Technology There were no reports. Local Hazard Mitigation Planning Rob Freeman advised there were no reports. Any questions regarding the program or a specific project should be directed to Gabriela Noriega.
3 Committee 3 March 4, 2015 Logistics Eric Robles reported the subcommittee is looking to address logistics gaps observed as a result of the 2014 Emergency Operations Center (EOC) Functional Exercise. Specifically, how the Operations and Logistics sections communicate with one another to ensure the proper resources are deployed at the right time. In addition to address resource gaps between the City and the County of Los Angeles during a catastrophic emergency. The next subcommittee will be scheduled for April Operations Rob Freeman reported that the subcommittee met on February 10, 2015 and discussed EOC responder qualifications and certifications as a result of the 2014 EOC Functional Exercise After Action report recommendations. There was a discussion regarding the value of conducting smaller branch and section level exercises and drills. Operations is preparing to move forward with a contract with Inter Medix, a company that designs and modifies Web EOC and will be working with the vendor in addition with ITA to review what is being done with Web EOC and what changes could be made. The next subcommittee meeting is scheduled for May 12, Planning Rob Freeman reported for 2015, Citywide Department Emergency Plan (DEP) submission is at eighty-three (83) percent compliance, and the Continuity of Operations Plan (COOP) submission is seventy-six (76) percent compliant. When submitting the plans both a hard copy and electronic copy are required. Contact Michelle Riebeling for assistance with the COOP or DEP. March 15, 2015, is the Los Angeles Marathon, the EOC will be activated at Level 1, and there will be a Multi-Agency Coordination Center (MACC) from 5am-5pm. March 22, 2015, is CicLAvia in the Valley, 9 am - 4pm. May Day, May 1, 2015, the EOC will be activated at Level 1, and an EMD liaison in the Command Post. May 17, 2015 AMGEN Tour of California, planning is in progress. Any questions or notification about planned events should be directed to Michelle Riebeling. Shelter and Welfare Brian Lam reported the subcommittee met on February 10, Items discussed included the Tarzana Shakeout After Action Report. An update of the American Red Cross and Los Angeles Unified School District (LAUSD) agreement was discussed. The Department of Recreation and Parks has a goal of conducting ten (10) facility assessments for the EPFAT program and discussed conducting six (6) Shelter Management and hands on Shelter Setup trainings. The next subcommittee meeting is scheduled for March 17, Training / Exercises Rob Freeman reported that EOC 101 and EOC 201 classes scheduled for March 17, 2015 are full. An additional date for EOC 101 and EOC 201 is being considered for the end of April. Notifications regarding this class will be sent with a registration link. An EOC 301 course is scheduled for May 13 and 14, 2015, with a registration announcement pending. Registration can be completed via Eventbrite, and type in Los Angeles ICS. EMD will host an initial beta delivery of an EOC Advanced Planning Section course on March 27 and 31, The purpose is to validate the training course for future deliveries. An invitation has been sent out for this beta training course. ICS 300 training is scheduled for May 18-20, ICS 400 is scheduled for April 13-14, These courses can be registered for through Eventbrite. The LAFD Tactical Training Unit is the point of contact for the ICS training and can be contacted at (213) The LAFD Community Emergency Response Team (CERT) training is being offered on the Eventbrite website. John Ignatczyk with the LAFD is the point of contact for the CERT training program. On March 5, 2015, the EMD Training and Exercise unit will support the EOC Training Needs Assessment Workshop for all Los Angeles area operational partners. On March 19, 2015, EMD staff will attend State OES workshop focused on validating draft State EOC Position Credentialing Program. Training funds remain
4 Committee 4 March 4, 2015 frozen, however requests for training funds can be submitted and will be reviewed on a case by case basis. A Cyber Security Table Top Exercise was held on February 18, 2015, and focused on the role and functionality of the EOC during a cyber security event with participation by the City s Cyber Intrusion Command Center (CICC). This exercise explained what the CICC is and how it operates in addition to the roles and responsibilities of the EOC. The Cyber Security Tabletop After Action Report meeting is tentatively scheduled for March 25, III Special Olympics There were no reports. IV. Los Angeles Fire Department Reorganization & Pulsepoint John Ignatczyk presented a power point presentation that illustrated the LAFD reorganization. The LAFD improved operations to better service the community and to align with the LAPD organizational model and the EMD Disaster Management Districts. Under the previous LAFD organization model, requests for assistance had a long turn around. The current design allows for standardized communication between LAPD and EMD with shorter response times. Today the LAFD is going public with the Pulsepoint App. In a joint effort with the LAUSD, LAFD and Pulsepoint, hands only CPR will be taught. In the event that there is a need for CPR a citizen who has downloaded the Pulsepoint App would be alerted to the incident. Additionally, the App would have access to all of the incidents that the LAFD dispatch center has going on. Captain Ignatczyk presented a video on the Pulsepoint App. Anna Burton added EMD used to have Districts and has changed this to Bureaus in order to be organizational alignment with the LAPD and LAFD. V. Spring Workshop The Spring Workshop is scheduled for March 25, 2015 at the Radisson Hotel at University of Southern California (USC). This will be a licensed TEDex event and invitations have been sent out using Eventbrite. The program starts at 8:15 a.m. VI. All Assistant General Manager Meeting Anna Burton reported EMD will host an All Assistant General Manager (AGM) meeting on March 19, The purpose is to bring the AGMs together to get updates on what is happening from emergency management perspective and to share common information related to the budget and departmental changes citywide. VII. Accreditation Program Carol Parks reported the City of Los Angeles has begun the process to become the first city with an Accreditation. It is a long process that will consist of a two (2) day training, a self assessment and an EMAP onsite assessment in November. Carol Parks will be the lead on this project.

Sunset Water Main Break 2014 EOC Activation After Action Report Rob Freeman requested approval of the Emergency Operations Center (EOC) Activation After Action Report for the Sunset Water Main Break The EOC had a Level 1 activation with EMD staff. The report identified the following actions to sustain: 1. Level 1 EOC activation, and 2. Communication between the EOC and Department Operation Centers (DOC). The action to enhance is to review current information flow processes between LA Department of Water and Power (DWP) and the EOC. Particularly in those instances when DWP does not activate it s DOC. Departments have different thresholds for doing this and EMD respects the right of the department to make that decision Information flow is a challenge for the EOC particularly in a dynamic flow event. EMD wants a proper understanding of what s the best way to receive information. The motion was approved. Patrick Findley reported DWP has had discussions on activating the DOC at a lower level to help improve communication and concurs with the enhancement outlined in the After Action Report. IX EOC Functional Exercise After Action Report Rob Freeman requested approval of the Emergency Operations Center (EOC) Activation After Action Report for the 2014 EOC Functional Exercise. This is a lengthy document that was submitted electronically to the members of the EMC. The departments involved provided significant input into the creation of the After Action Report. This document was lead by a consultant under contract, who held numerous meetings and solicited input from all of the major stakeholders. The document has been changed many times over the past couple of months based on this stakeholder input. The document before the committee today reflects all of the concerns raised by the departments as well as EMD oversight. There is a detailed set of recommendations including certifications and qualifications and Web EOC. The motion was approved. X. Old / New Business Anat Louis from the Department of Aging reported that during EMD supported a Go Kit Program for emergency preparedness that provided one-thousand (1000) red draw string bags that included items like solar blankets, pill boxes, medical information magnet, Be Ready handouts, and additional pamphlets. These kits were distributed as part of a forty-five minute emergency preparedness presentation at senior housing facilities, senior centers and Recreation and Parks locations. The Go Kit program was granted one time funding and some bags were destroyed to the Da Vinci Fire. Department of Aging would like to seek support for additional funding for the Go Kit Program. Anna Burton reported the 2015 UASI grant process has begun. One working group meeting has been held. This is a lengthy process and it will include looking at projects that can be funded through this grant.
