2 EADERSHIP LOOKBACK LEADERSHIP LOOKBACK The California Military Department was a dynamic and active force in We deployed thousands of Soldiers and Airmen to Afghanistan and across the Middle East and dedicated significant personnel and resources to our international training partnerships with Ukraine and Nigeria. At home, we continued to support CAL FIRE in battling the state s wildfires and conducted several life-saving rescue missions in communities across California. We expanded our Youth and Community programs by preparing for the January 2017 launch of the Discovery ChalleNGe Academy, the third Cal Guard youth program of its kind. We stood up our California State Military Reserve Maritime Support Command, offering our State Military Reservists an opportunity to serve in a maritime environment. Our organization is forging a path to the future as we take on the enormous challenges presented by cyber threats. This year our state was identified to mobilize cyber forces to Fort Meade to engineer, install, operate, and maintain critical network infrastructure for United States Cyber Command. The Cal Guard remains committed to keeping California safe and our nation secure. LEADERSHIP GLOBAL REACH: Cal Guard hosts military attaches from 27 countries at Joint Forces Training Base. RELEVANT READY FORCE LIFESAVING: Soldiers search through rubble while looking for survivors during disaster response training. Our Soldiers and Airmen work directly with Gov. Brown s office and his Office of Emergency Services to ensure the highest degree of interagency cooperation during emergency-response operations. - Maj. Gen. Baldwin Major General David S. Baldwin The Adjutant General SUPER BOWL: More than 1,300 Cal Guardsmen provide security and emergencyresponse capabilities surrounding Super Bowl 50. MENDOCINO: Cal Guard aviators and emergencyresponse personnel join two-day interagency training to rehearse spotting and hoisting distressed citizens and canines from the forests surrounding Lake Mendocino. FRESNO COUNTY: Cal Guard Airmen, Soldiers, and State Military Reservists join Fresno County Sheriff s Office for an interagency search and rescue exercise at Hume Lake. EFFECTIVE ORGANIZATIONS Since 1636, the Soldiers and Airmen of the National Guard have exemplified our country s highest ideals through their service to our local communities, state and nation. - Command Sgt. Maj. Clark COMMUNITY PROGRAMS: Airmen work with local community to provide a holiday carnival for deaf and hard-of-hearing children. YOUTH PROGRAMS: Producing cadets with the values, skills, education and self-discipline necessary to succeed as an adult.

You have all dedicated yourselves and sacrificed much to support and defend our state and nation. In our always changing and evolving world, it is more important now than ever to focus on the development of every member of our team in order to become a physically stronger, institutionally smarter, operationally trained and strategically adaptive organization. Command Sergeant Major William Clark Jr. Senior Enlisted Advisor to The Adjutant General The Cal Guard s State Partnership Program, established more than 20 years ago, provides valuable mentoring and expertise to our counterparts in Ukraine and Nigeria. - Command Sgt. Maj. Clark STATE PARTNERSHIP PROGRAM UKRAINE: Commander of the Ukraine National Guard makes week-long visit to Cal Guard sites across the state. NIGERIA: Offering subject-matter experts to help with air-to-ground integration. READY CIVIL SUPPORT The Guard s unique dual mission provides opportunities to serve citizens in our own communities at home while also benefiting people from different cultures overseas. - Command Sgt. Maj. Clark QUALITY INFRASTRUCTURE MONTEREY COUNTY: Nearly 400 Soldiers deploy to fire lines from Carmel to Big Sur while helping to fight 70,000-acre Soberanes Fire. Our Logistics Division accounted for and maintained $4.17 billion of equipment. Through regionalized maintenance and property management, processed over 18,796 work orders and reduced inventory by $35 million. - Maj. Gen. Baldwin CAMP ROBERTS and LOS ALAMITOS: Both installations are honored with Army National Guard Environmental Awards. Camp Roberts is recognized as the nation s top installation in the Environmental Restoration category and Los Alamitos is honored for a wide variety of initiatives to achieve long-term environmental goals.

4 ARMY Mission Statement: The California Army National Guard organizes, trains, equips and resources community based land CALIFORNIA NATIONAL GUARD forces. On order, mobilizes to support state and/or federal authority. CALGUARD 2016 TIMELINE Fresno s 144th Fighter Wing participates in Red Flag, a multinational exercise at Nellis Air Force Base, Nevada. A groundbreaking and renovation ceremony is held in Stockton for the Discovery ChalleNGe Academy, California National Guard s third at-risk youth academy. 1 JANUARY 2016 Capt. Estelle Hong, the nation s second woman to command an Army Sapper company, speaks at the State Capitol about women in combat roles. Soldier from Recruiting Command rescues woman from sinking car. Cal Guard and the Joint Multinational Training Command agreed to continue a partnership with the Ukrainian Armed forces to further develop them to a level of NATO interoperability by FEBRUARY Soldiers, Airmen and State Military Reserve provide security and support during Super Bowl 50. MARCH Women Warriors week declared by state Capitol. Airmen from Fresno s 144th Fighter Wing return home from Operation Freedom Sentinel. Soldiers from Cal Guard s Counterdrug Task Force are honored with a High Intensity Drug Trafficking Area award for their field operations work. Riverside s 163d Attack Wing provides aerial support for the U.S. Marine Corps Infantry Officer Course culminating exercise, Talon Reach, in Twentynine Palms. Secretary of the Air Force Deborah Lee James visits the 129th Rescue Wing. The 100th Missile Defense Brigade and its Cal Guard detachment at Vandenberg Air Force Base test launch a long-range groundbased interceptor, which protects the nation from nuclear missile attack. Los Alamitos 40th Infantry Division ramps up for Kosovo mission with pre-deployment training exercise at Joint Multinational Readiness Center in Hohenfels, Germany. Annual awards banquet honors top Airmen, Soldiers and State Military Reservists.

Demetri Hank Iannois wins title of the U.S. Army s Top Shot while Team California won All Army Multigun Team Champion for the fourth consecutive year. Scramble time for pilots from Fresno s 144th Fighter Wing to respond to a threat in California s airspace. State Headquarters Inspector General office honored with Secretary of Air Force Lt. Gen. John P. Flynn award for Best IG Complaints Resolution Program Office. California Military Department biathlon team competes at the Tahoe Spring Biathlon Classic. CALGUARD 2016 TIMELINE Channel Islands 146th Airlift Wing prepare their C-130 Modular Airborne Firefighting Systems for the upcoming wildfire season and host annual certification and training for MAFFS units around the country. DEPLOYED SINCE 9/11 Ventura and Santa Maria s Bravo Battery, 1st Battalion, 143rd Field Artillery Regiment train with an active duty Stryker unit at Camp Roberts as part of an evolving Army Total Force Partnership Program. 17,976 DEPLOYED 1,332 I N In 2016, CA ANG Airmen deployed or traveled to 30 different countries across all 7 continents, including Antarctica. $624/hr Hourly federal user rate for Riverside s 163rd Attack Wing s MQ-9 Remotely Piloted Aircraft Stockton s Bravo Company, 126th Aviation Regiment lends support on President Obama s visit to Yosemite to celebrate the 100th anniversary of the National Park System. APRIL MAY JUNE Groundbreaking held for Sacramento branch of the statewide military museum. Su S Ku Los Alamitos 9th Civil Support Team conducts air, water and underground radiation training drills to prevent international smuggling. Roseville s 115th Regional Support Group sets up a Joint Reception, Staging, Onward Movement, Integration exercise at Beale Air Force Base to train for emergency response. Army and Air aviation crews train with CAL FIRE in Sutter Creek in preparation for the upcoming wildfire season. Stockton s Chief Warrant Officer 3 Nathan Champion awarded for heroism for saving the lives of eight firefighters trapped by a wildfire. 40th Combat Aviation Brigade conducts operations in Iraq and Afghanistan.

VOLUNTEER HOURS PERFORMED 130,000 VALUE OF VOLUNTEER HOURS $3,493,100 State Military Reservists offer Legal Support, Chaplain Support, Behavior Health Support, Wildfire Support, Law Enforcement Operations and Operation Archive. 100th Troop Command participates in Yudh Abhyas exercise in India. Cal Guard teens participate in Annual Teen Symposium. JULY AUGUST SEPTEMBER Two Fresno Soldiers awarded for Environmental Excellence by the National Guard Environmental Performance System team for a rare ZERO findings for their unit. 129th Rescue Wing Airmen rescue a sick sailor aboard a Canadian frigate 800 miles off the coast of San Francisco. Soldiers from the 224th Sustainment Brigade head to South Korea for the world s largest computerized command and control exercise, Ulchi Freedom Guardian, which is an annual combined military exercise between South Korea and the United States, and focuses on the two country s combined efforts to maintain the country s sovereignty. Assistant Secretary of Defense Todd Weiler visits the STARBASE Sacramento location. Airmen from Fresno s 144th Fighter Wing return from a four-month deployment to Romania, Bulgaria and Iceland. Cal Guard aviation teams join Mendocino personnel to practice interagency search-andrescue response. California State Military Reserve Maritime Command introduced during September events including Los Angeles Fleet Week and the Marine Corps Air Station Miramar Air Show.

7 YCP Mission Statement: To establish and facilitate ongoing communication, involvement, support and recognition between CA YOUTH & COMMUNITY PROGRAMS the California Military Department, our military families, local communities and the youth entrusted to our care through education outreach services and partnerships that leverage resources, training, new capabilities, concepts, and technological advances. Los Alamitos: Sunburst Youth ChalleNGe Academy has been recognized as one of the nation s top ChalleNGe programs. The academy s main goal is turning around the lives of 16- to 18-yearold high school dropouts. 100% of Seniors graduated in Lathrop: Our third ChalleNGe program, Discovery ChalleNGe Academy, exceeded expectations by opening its doors at the beginning of The academy will serve 240 potential cadets. 90% More than 60 soldiers from the 40th Infantry Division serve as the Higher Control during Exercise Allied Spirit V at 7th Army Training Command s Hohenfels Training Area, Germany. completion rate for classes at both schools during Grizzly and Sunburst both posted their highest number of graduates to date. San Luis Obispo: Grizzly Youth ChalleNGe Academy has been recognized as one of the nation s top ChalleNGe programs for bringing discipline and structure to the lives of 16- to 18-yearold high school dropouts. Both Grizzly and Sunburst enroll more than 400 cadets each year. Oakland: The Oakland Military Institute is a college preparatory academy that far exceeds the state average for the percentage of students who continue on to advanced studies. In 2016, 84% of graduates went on to college. 86% of graduates pursue higher education Statewide: The California Cadet Corps (CCC) partners with schools throughout the state to develop leadership, improve academics, foster school safety and develop citizenship. CALGUARD 2016 TIMELINE 3,200 students Chico s 649th Engineer Co. deploys to the Middle East to work on infrastructure improvements including airfields, roads and force protection structures. attended in 2016 Sacramento and Los Alamitos: A 5-day curriculum, STARBASE programs inspire 5th graders toward studies and careers in Science, Technology, Engineering, and Math (STEM) with experiential hands on, minds on activities. Assistant Secretary of Defense Todd Weiler visited the STARBASE Sacramento location in August. 129th Rescue Wing shows its aquatic and land vehicles at the Dreamforce Conference in San Francisco. Each year our higher commands send their top NCOs and Soldiers to compete at the state level Best Warrior Competition at Camp San Luis Obispo. The Cal Guard supports 79 Veterans Day events, for a total of 372 community relations events in Camp Roberts hosts twenty-five firefighters from several Central Coast fire departments for training in communication and ignition of preemptive burns to counter-wildfires. OCTOBER NOVEMBER DECEMBER Airmen from Channel Islands 146th Airlift Wing return from deployment to Southwest Asia where they performed supply missions and provided combat service support in the Persian Gulf Region. Cal Guard Soldiers and Airmen support Vigilant Guard 17, the largest Vigilant Guard exercise in the nation to date. Soldiers, Airmen and their families gather at armories across the state for holiday drill weekend parties where service awards are presented and gifts are given to those less fortunate. Deployed Soldiers from our 49th Military Police Brigade help secure and recover from Hurricane Matthew s aftermath as it passed within reach of Guantanamo Bay, Cuba. Sunburst Youth Academy hosts graduation ceremony for cadets completing the program s residential-phase.
