Purpose. This letter announces the opening of the application window for the Naval Sea Cadet Corps 2018 Scholarship Program. We request that commanding officers give this information the widest possible distribution and encourage interested and eligible cadets to apply. 2. Background. Enclosures (1) and (2) contain basic information and include application instructions for cadets and commanding officers. 3. Applications. The application window is now open. Cadets must apply online. Cadets can initiate their application by creating an account at seacadets.fluidreview.com and following the instructions found in Enclosure (a). 4. Dates. Scholarship applications must be submitted by midnight PDT on Monday, April 23, All applications, related materials, and reference letters must be uploaded to the FluidReview portal prior to the deadline. Late submissions will not be accepted. 5. Scholarships. The scholarships approved for 2018 are as follows: - Four (4) Harry Lee & Rose Howell Scholarship $3,500 each (one year) - One (1) LCDR H. E. Mooberry Scholarship $2,500/year (renewable for up to four years total) - One (1) LCDR H. E. Mooberry Scholarship $2,500 (one year) These scholarships are funded by the Capital Council, Navy League of the United States, and priority will be given to cadets in NSCC units supported by the Capital Council. - One (1) LCDR John Camp Scholarship $2,000 (one year) This scholarship is funded by the Northern Virginia Council, Navy League of the United States, in memory of LCDR John Camp, USN (Ret) and priority will be given to a cadet from units within the area served by the Northern Virginia Council. - One (1) NSCC Scholarship $2,000 (one year) - Four (4) NSCC Board of Directors Scholarships $1,500/each (one year)

2 - One (1) Robert and Helen Hutton Scholarship $1,000 (one year) - One (1) San Diego Gas & Electric $1,000 (one year) Priority is given to a minority cadet from units within San Diego and Southern Orange Counties. 6. 3 Scholarship Applications: Background Information and Requirements Scholarship applicants must: a. Be a currently enrolled cadet and have been a member of NSCC for at least two years. b. Have attained at least the rate of NSCC E-3. c. Be recommended by his/her: 1. Unit commanding officer 2. At least two school authorities (principal, counselor, coach, etc.) 3. An additional authority if the Commanding Officer or School authority is related d. Present evidence of academic excellence/achievement: 1. Cumulative high school GPA of at least 3.3 on a 4.0 equivalent scale (or a cumulative average grade of B+ or better) 2. SAT/ACT score in at least the 70th percentile 3. Demonstrated accomplishment in extracurricular activities e. Present evidence of acceptance by an accredited two- or four- year college, university, community college, or technical training institution. A letter of acceptance is preferred. f. Not be in receipt of a full academic scholarship from other sources (e.g., Service Academies, ROTC, or full Scholastic Scholarship, etc.). If you are an alternate award recipient for a full scholarship, you may apply, but subsequent receipt of a full scholarship will result in your forfeiture of the NSCC Program scholarship. Letters of Recommendation: a. Identify your letter providers as soon as possible, and ask them to provide a letter. Remind them that their letter should provide their contact information including address, phone number, street address, and institution if applicable; and be sent on time. b. If your commanding officer is your parent, s/he may provide a letter of recommendation but you must also request an additional recommendation from an NSCC officer. c. If your school administrator is your parent, s/he may provide a letter of recommendation but you must also request an additional recommendation from a school official. Uploading Your Credentials: a. Your high school transcript must show your classes, grades, and cumulative GPA through high school up to and including the Fall 2017 semester, and it must be an official school report. It must indicate the GPA scale being used. b. If you took multiple SAT/ACT exams, you may upload your highest result. Preferably, you will upload the PDF report showing your score and percentiles. Partial screenshots will not be accepted. c. Any documents you upload must be.doc,.pdf, or.jpg file formats. If you scan documents, they must be of adequate resolution and be oriented for proper viewing. d. Do not wait until the last day to complete and submit your application. 4 Scholarship Applications How to Apply Create your account at seacadets.fluidreview.com. Then log in to your account and complete the eligibility questionnaire by clicking Start. In this questionnaire, you will indicate whether you are applying for a scholarship or for the International Exchange Program. Once the Eligibility Questionnaire is complete, you will click View Programs to see programs for which you are eligible to apply. In this example, the applicant has selected the scholarship program. If you are applying for the International Exchange Program, it will appear on this list. Begin your scholarship application by clicking Apply Now. In the above example, you can see that this applicant still needs to upload their personal essay and that they have requested, but are still waiting for the submission of their Unit CO s recommendation and an additional recommendation. Once those items are marked Complete, the applicant will be able to click Submit application. You can make changes to your application by clicking Edit next to any of the tasks until you click Submit application. You can also withdraw your application on this screen. The task menu is the most important screen. You will use the task menu to ensure that you have completed all of the tasks that you are responsible for, as well as to monitor the submission of your three recommendations. Clicking on the task name takes you to that particular task. As you work through the tasks by completing all mandatory fields, the status for each task will change. When you have completed a task, the status on your task page will change from Incomplete to Complete. The status of your recommendations will turn to Pending when you request the recommendation, and will turn to Complete when the recommendation is submitted. Once each task is marked Complete, you will be able to click Submit Application. Once submitted, your application will move to the selection committee, and you will no longer be able to make changes to it. Enclosure (1) to NSCC Info. Ltr. 3-18

5 NSCC Scholarship Program Application Instructions for Unit Commanding Officers The Unit CO s Role in the New Online Scholarship Application Process For each scholarship applicant in your unit, you will be required to complete three tasks: 1. A simple affirmation that the cadet is an active member of your unit. 2. An upload of the cadet's record book from Magellan. (Find this Word document in Magellan under the cadet s profile. magellan@seacadets.org for questions on this.) 3. Your written endorsement of the cadet, which will be a file that you will upload to the cadet s on-line scholarship application. There is no length requirement, and it may range from a short paragraph to a full page (or more). Please include your contact information including phone number and in this written endorsement. The scholarship selection committee will have access to the cadet's training history in their record book so you do not need to re-state this information, but you may want to draw attention to particularly noteworthy accomplishments. The purpose of your written endorsement is to clarify why you think this cadet is deserving of an academic scholarship, and to emphasize what makes this cadet exceptional. If you do not believe the cadet is fully deserving of a scholarship, you may state this in your letter with justification. Important: If you are related to the applicant, you must disclose this relationship in your written endorsement and also advise your cadet to seek a third recommendation from another NSCC officer in your unit, and upload that as an additional attachment to their application. How it works: 1. The scholarship applicant will request a recommendation (written endorsement) from you (as their unit commanding officer) through the FluidReview on-line application system. They will do this by submitting your name and address, so please ensure that they have your correct address for this request. 2. After the cadet submits their request for your recommendation you will receive an prompting you to create an account within the FluidReview online application system. 3. After you create your account and log in to the FluidReview system, you will be requested to upload your written endorsement for your cadet to the system. This endorsement (recommendation) will be a file that you must upload from your computer. It may be a Word document, a PDF, or a JPG or PDF scan of a written page. (Note: If more than one cadet has requested a recommendation from you, you will see each of them listed and will be able to manage all of them from one account.) 4. Provide each of the three required items as outlined above by clicking on each task. Upon completion of each task, the task s status will update to Complete. Once you have completed all three tasks, the cadet will be able to see that you have completed your portion of the application, but will not be able to see your actual endorsement. Completion of all three tasks ends your role in their scholarship application. Important: Cadets cannot submit their application for consideration by the selection committee until all three of the required recommendations, including yours as unit Commanding Officer, have been submitted.
