President s Message CAPT Mark Leary, USN (Ret.) Well January is in the rear-view mirror and your Chapter Officers are off and running transitioning into their new assignments with fresh ideas on improving our organization. We submitted this publication as well as our Halifax MOAA website (listed above) to national MOAA for the Col. Marvin J. Harris Communications Award. Additionally, we submitted our end of year membership roster, well in advance of the deadline, in order to qualify for the 2014 monetary retention incentive. The most significant order of business at our January Board of Directors (BOD) meeting was finding a Publisher/Editor for Officers Call as Jim Bannerman retired from that critical positon after five exceptional years of service. Jim turned Officers Call (OC) into the professional newsletter it is today and he and his wife Eleanor not only published it, but sealed it (over 200 copies), added address labels and delivered it to the post office. If you see Jim and Eleanor at one of our meetings or other events please thank them for their service, it was a great deal of hard work which they did superbly. Having found no volunteer to take on the OC Editor duty, we have had to outsource this assignment. Jim Bannerman sought out a proposal to publish from a local company and our Army ROTC Liaison and VA Nursing Home Bagels & Bingo Coordinator, Skip Keating, sought out a proposal from a current editor of a newsletter from another organization. After careful consideration of two very good proposals our new editor Mr. Mark Simcoe was selected. We have given Mark some latitude in making improvements to our Newsletter, so (Continued on page 2)

2 (Continued from page 1) feel free to comment to any of our Chapter Officers on how our newsletter has evolved or should evolve. We look forward to working with Mark to further improve Officers Call. Outsourcing OC, of course, has increased our annual expenditures and we will look for ways in 2015 to decrease other expenditures and increase our revenue. Our long term goal for Officers Call is to transition to an all-electronic transmission of our newsletter as the most significant costs of newsletter production are for printing and mailing. We know that not all of our members are currently comfortable with electronic only transmission and no changes to our current paper distribution of Officers Call will happen in the near future, but, we may have some proposals for changes, for you our members, at the General Membership Meeting in November. We will keep you posted. In the short term, if you have an address and want to be added to our current electronic distribution of OC (you will still receive the paper copy as well), let us know via an to our organizational address (listed above in our header). OC will also continue to be posted to our Halifax MOAA website (also listed above in our header). Finally, let me end by encouraging your participation in our First Monday of the Month Bennett VA Nursing Home Bagels & Bingo and our Fourth Wednesday Coffee & Doughnuts at the VA Clinic. Chitwood On May 30, 2006, Michael J. Chitwood was sworn in as Daytona Beach's Police Chief. He had previously served for one year as Chief of Police in Shawnee, Oklahoma. Prior to his service in Shawnee, Chief Chitwood served for 17 years with the Philadelphia Police Department which consists of over 7,000 sworn members and is the fifth largest police department in the nation. During his career with the Philadelphia Police Department, he worked in patrol, tactical, narcotics and detective divisions. He was officially cited 58 times by the Philadelphia Police Department and received commendations for merit, heroism, bravery and the highest award; valor. When he left the department to assume command of the Shawnee Police Department, he had attained the rank of lieutenant. As lieutenant, he commanded in the Special Investigations Unit and the Homicide Divisions. Michael Chitwood received his bachelor s degree in management from Eastern University in Pennsylvania and is a graduate of the FBI National Academy, class of He is also a graduate of Northwestern University s School of Staff and Command and holds a master's degree in criminal justice from NOVA Southeastern University. 4 Living a Healthy Lifestyle CAPT Mary McLendon, USN (Ret d), Personal Affairs / Benefits January is National Healthy Weight Awareness Month. It s also the month most people take stock of their physical fitness and make changes to their lifestyle. The most important thing you can do for yourself and your family is stay healthy. And it doesn t matter at what age you start, it s never too late and anything you do is never too small. You don t have to be on a diet constantly and you don t have to exercise an hour each day. Simply make the commitment to start living a healthy lifestyle today! Making just a few changes in your lifestyle can help you live longer. A recent study found that four bad behaviors smoking, drinking too much alcohol, not exercising, and not eating enough fruits and veggies can hustle you into an early grave, and, in effect, age you by as many as 12 years. Fortunately, you can do something to correct these and other unhealthy behaviors. Adopt the following habits to keep your body looking and feeling young. Don't overeat - Obesity predisposes people to dementia. Eat foods with omega-3 fatty acids (salmon and walnuts) and foods high in antioxidants (deep-colored fruits and vegetables). It s been found that the oldest Japanese people stop eating when they are feeling only about 80% full. St. Louis University researchers confirmed that eating less helps you age slower; in a 2008 study they found that limiting calories lowered production of T3, a thyroid hormone that slows metabolism and speeds up the aging process. Turn off the TV - Too much time in front of the tube can take a serious toll on your health. In fact, a 2010 study found that people who watched four or more hours a day were 46% more likely to die from any cause than people who watched less than two hours a day. Even cutting back a little can help; each additional hour you watch increases your overall risk of dying by 11% and dying from heart disease by 18%. Stay out of the sun - Avoiding too much sun can head off skin cancer, and it can also keep you looking young by preventing wrinkles, fine lines, and saggy skin. It s never too early or too late to add sunscreen to your daily skin-care regimen (look for an SPF of 30 or higher). And don t focus only on your face. Reach out - Research shows that you re at greater risk of heart disease without a strong network of friends and family. Loneliness can cause inflammation, and in otherwise healthy people it can be just as dangerous as having high cholesterol or even smoking. Loneliness seems to pose the greatest risk for elderly people, who are also prone to depression. Drink in moderation - Women who have two or more drinks a day and men who have three or more may run into detrimental effects ranging from weight gain to relationship problems. But in smaller quantities, alcohol can actually be good for you. A 2010 study in the Journal of the American College of Cardiology linked light drinking (defined as one drink a day for women and two for men) to significant heart benefits. Eat fruits and vegetables - Getting fewer than three servings of fruits and vegetables a day can eat away at your health. Nutritional powerhouses filled with fiber and vitamins, fruits and veggies can lower your risk of heart disease by 76% and may even play a role in decreasing your risk of cancer. Focus on fitness - Daily exercise may be the closest thing we have to a fountain of youth. Make (Continued on page 5) - 4 -

5 (Continued from page 4) exercise a habit. When exercising becomes part of your everyday routine, you ll be less likely to stop. Put two-pound weights next to your chair so you can do some lifting while you watch TV. Walk up and down the soccer field during your grandchild s game. Even moderate exercise a quick, 30-minute walk each day, for example can lower your risk of heart problems. Don t smoke - Quitting smoking is perhaps the single most important thing you can do for your health and your life span. A study published in the American Journal of Public Health found that women who quit smoking by age 35 add roughly six to eight years to their lives. It s never too late to kick the habit. Quitting can slow disease and increase survival odds even in smokers who have already caused significant damage to their lungs, like those with early lung cancer or COPD. Stay mentally fit - Socialize studies show isolated individuals typically have a higher risk of dementia. Get mental stimulation travel, learn a new language, play a musical instrument, or play a board game. Engage in spiritual activities both formal religion and informal practices such as relaxation, meditation, and tai chi can reduce stress and slow physical and mental aging. Get a good night s sleep - Go to sleep and wake up at the same time, even on weekends. Sticking to a regular bedtime and wake time schedule helps keep you in sync with your body s circadian clock, a 24-hour internal rhythm affected by sunlight. Don t drink beverages with caffeine late in the day. Develop a bedtime routine. Do the same things each night to tell your body it s time to wind down. Some people watch the evening news, read a book, or soak in a warm bath. Remember, it s never too late to start living a healthy lifestyle, so begin now. (From WebMD.com) Wash Well to Stay Well CAPT Mary McLendon, USN (Ret d), Personal Affairs / Benefits Cold and flu season is underway and, according to the Centers for Disease Control and Prevention, one of the most important steps you can take to stay healthy and avoid spreading germs is to wash your hands. By keeping your hands clean, you can help prevent colds, the flu, food poisoning, diarrhea and other illnesses. Wranglers Support Demilitarization Operations CAPT Mary McLendon, USN (Ret d), Personal Affairs / Benefits BAGRAM AIR FIELD, Afghanistan (Jan. 14, 2015) -- For the past 13 years, U.S. and coalition forces have been moving military equipment and supplies in and out of Afghanistan to sustain combat operations across the country. As the drawdown continues in Afghanistan, the 4th Resolute Support Sustainment Brigade (4RSSB) (the Wranglers) finds itself as the only sustainment brigade left in country and has been tasked with ensuring all equipment, ranging from vehicles to food and water to ammunition finds its way safely out of Afghanistan (Continued on page 6)

6 (Continued from page 5) Recently at Bagram Air Field, Soldiers from the 4RSSB joined forces with a convoy escort team from the Wisconsin National Guard and civilian explosive ordnance disposal and ammunition technicians from the Joint Munitions Destruct-Afghanistan Team to safely disburse approximately 6,000 pounds of out of date explosives. "We are here to demilitarize approximately 6,000 pounds of code H [out of date or unserviceable] ammunition," said Staff Sgt. Richard Perec from the New York National Guard. "It's safer to blow the ammunition up, than to let it fall into the hands of the enemy or try to ship it home and risk it detonating in transit," he added. Ken Barnett, a disposal safety specialist, is responsible for overseeing the demolition operations to ensure that everything went smoothly, all safety guidelines were followed, and that nobody - U.S. military, civilian contractor, or local national - were injured in the process. "We have everything here from.50-cal small arms that can't be burned in an incinerator to artillery rounds, mortars, and even rockets," Barnett said. One of the main reasons his team conducts demolition operations is to ensure that munitions like these don't fall into enemy hands, which stops them from potentially being used against coalition forces in the future. "The villagers come out and collect the scrap metal of the shots which in turn becomes their source of income," said Barnett. "They collect the scrap and use it for things like engine parts because it is still good quality metal and can be melted down." As the U.S. footprint in Afghanistan continues to shrink and the current bases are prepared to potentially be handed over to the Afghan Army, safely downsizing and retrograding equipment, Soldiers, and munitions out of the country will continue to be a key task of the Wranglers. (from TAPS in Review CAPT Mary McLendon, USN (Ret d), Personal Affairs / Benefits Over this past year, we lost 2 members of our chapter: CDR Robert L. Hoyt, USCG (Ret.) died on 28 November. Formerly enlisted, he was commissioned in 1969 and rose to command one of the Coast Guard's major Cutters in the Atlantic fleet the High Endurance Cutter TANEY (WHEC 37). He retired from the Coast Guard in As a licensed Master Mariner, he then commanded several USNS ships in worldwide Naval operations. Dorothy George (Auxiliary) died on 11 August. During World War II she served in the Royal New Zealand Navy as a WREN and Gunnery Instructor. She then moved to Fiji and met and married Lt. Joseph W. George (USAF). Dorothy was very involved as President of the Officers Wives Clubs at many USAF bases and was a U.S. Customs and Immigration Inspector. After retirement, Dorothy was very active in volunteer work including The Casements Guild in Ormond Beach, the Red Cross and the DeBary Chamber of Commerce (Continued on page 7)

7 Let s take a moment to recognize our shipmates who died over this past year. May their service and sacrifice not be forgotten. Robert L. Hoyt, Commander, US Coast Guard Dorothy George Auxiliary Member All is well, safely rest Put your unwanted Prescription Medications to good use Col. Ron Giampietro, USAF (Ret.) Most of us know we should take certain precautions to safely destroy and dispose of unwanted medication. Homeowner guidelines are available at most pharmacies upon request. The News-Journal also periodically publicizes specially scheduled collection dates and locations. If you want to avoid the process of self-disposal, (simply flushing them down the toilet is a no-no), you can wait for an announced collection near you or you take them anytime at your convenience to the Ormond Beach Police Station which maintains a secure 24 hour collection container in their lobby. In just about all these situations the medications (some very costly) are destroyed. Recently, I discovered there is a clinic that gladly accepts these medications and dispenses them to families and individuals who do not have medical insurance. Those qualified to receive the clinic s services must show proof of employment and Florida residency. The clinic is called the Jesus Clinic, a ministry of Tomoka Christian Church in Ormond Beach, and is located at 1133 Sixth Street in Daytona Beach. You should call for an appointment to drop-off as hours vary. Rather than waste good medications by destroying them this local area health clinic allows for controlled and worthy repurposing. For further information call or go to BOARD OF DIRECTORS MEETING Louise Redner, USA (Aux), Secretary January 6th 2015 The regular meeting of the Halifax Chapter of MOAA was convened at 1000 hours in the Ward Room of the Halifax River Yacht club by President Mark Leary. Present were Mark Leary, Pierre Louis, George Telesh, Vicky Leignadier, Don Amiotte, Jim Bannerman, Ron Giampietro, Steve Maas, Skip Keating, Ellen Powers and Louise Redner. A quorum was established. The Secretary read the minutes of the December Board meeting for information to those who did not attend. In the absence of the Treasurer, President Leary gave the Treasurer s report. He reported the December beginning balance was $8,580.19, total December receipts were $2,254.01; total disbursements were $2, leaving an account balance on December 31st of $8, Unfinished Business: Ron Giampietro will encourage members to turn in their bios at our meetings for our Bio Book. He also reported that Frank Farmer s nomination for the state Veterans Award was still being pro (Continued on page 8)

8 (Continued from page 7) cessed. The list of this year s program speakers were reviewed and Skip Keating moved that the March meeting be moved to the ERAU Welcome center. The motion passed. It was suggested that the New Member Directories be present at all our upcoming meetings for members to take home instead of mailing them out. Skip Keating so moved and the motion passed. New Business Placing an ad for our Chapter in the upcoming MOAA Florida Council of Chapters 2015 Convention (22-24 May) in St Augustine Florida was discussed and Steve Maas moved we have a full color ad. The motion carried. A lengthy discussion was held on the outsourcing of the Officers Call. Skip Keating moved we obtain the lowest bidder for Editing and Publishing. The motion carried. By general consent it was decided for now we will keep the current method for printing, sealing, affixing address labels, and mailing Officers Call until all the details can be finalized. Several members of the Board will attend the Florida Council of Chapters 2015 Leadership Forum to be held January 17th in Ocala. There being no further business, the meeting adjourned at 1107 hours. Legislative Liaison Report CDR Janet Marnane, USN (Ret.) The 114th Conrgess was sworn in January 6th, and as predicted, the Republicans gained enough seats in the Senate to take the majority while retaining control in the House. Conventional wisdom says this will bode well for passage of legislation involving defense and veterans affairs, but with many competing demands on the budget this isn t a foregone conclusion. Nor does it imply that all Republicans are hawks and all Democrats doves. Aside from a change of party leadership, other changes include an influx of 25 veterans of Iraq and Afghanistan, and the first time since 1944 that there are no WWII veterans. Veterans still represent less than 20% of the total legislative body. There are now four female veterans in Congress. All told, new members comprise 25% of the incoming legislature. This Congress has the biggest Republican majority since the 71st in Obviously, the years that followed that one are not the best in our nation s history. It should be obvious from the contentious election for Speaker of the House, though, that the majority party is not a unified body, and that can be a good thing, sparking real debate about our nation s priorities. The biggest piece of legislation to watch every year is the Defense Authorization Act, without which no money could be spent. At over 1000 pages long, few of us will read the entire thing. Because of that, and because it must be passed for the Department of Defense to continue operations, it becomes a target for riders that have little to do with national defense. Congress should stop using what is already a massive funding vehicle as a means to spend more money without debate (Continued on page 9)

9 (Continued from page 8) Also, because this is a new Congress, many bills that didn t make it through the legislative process last session have to be reintroduced. MOAA has identified several bills of interest, including some that were in contention before. Hopefully they have been introduced soon enough in the session to be fully debated and passed. While Congress has only been in session a few weeks, some of the bills in question have numbers in the 100 s (such as HR 303). Bills are numbered sequentially as they are received in the house of origin, which shows that many members are already pushing their agendas vigorously in the hopes of quick action in various committees. This is where the real work of Congress occurs, and now the chairmanships of all committees in both houses are in the hands of the same party. Unified leadership in Congress doesn t guarantee smooth sailing for legislation. It s true that President Obama has used his powers of veto less than any president since Garfield (who was assassinated 4 months after taking office),but it is reasonable to assume that will change in his last two years. It is important, therefore, that we engage vigorously with our new Congress to ensure those bills that affect our active duty, veteran, and retired community are given due consideration and every opportunity to pass with a veto-proof majority. If you are a member who has been procrastinating, please make a New Year resolution to begin today. The template below may help you organize your thoughts. If not, dig out the resume you put together when you got out and start cutting and pasting. Only 12% of our members have submitted their bio s so a lot of great accomplishments and experiences are going unrecorded and unknown to interested fellow Chapter members and perhaps family members. 11 January Luncheon Recap Our January speaker Dr. Richard Heist, Chief Academic Officer for ERAU, presented a comprehensive overview of the University s academic programs. Of particular interest were the many student research projects and word-wide technology competitions in which the Embry-Riddle students consistently excel. The impact on local business growth and overall contributions to the local community were evident. Dr. Heist pointed out that ERAU is attracting more Florida students and hopes to work with Florida industries to retain them in Florida after graduation. Thank You to the Halifax River Yacht Club The Halifax River Yacht Club was extremely accommodating in meeting an unexpected influx of luncheon meeting attendees at our January luncheon. Not all attendees received the menu choice they desired because of the required preparation time for one of the meal selections. We want to encourage maximum participation at our luncheon and dinner meetings, but, to insure you get the menu choice you desire it is critical for us and the Yacht Club to know that you are coming. Please help us out with this by sending in your selections and a check early by mail, or making your selection by to Roger Grubic and paying at the door. The Halifax River Yacht Club was extremely accommodating and deserves thanks from all of us. MOAA Bills of Interest From the moaa.com Website H.R. 333 Disabled Veterans Tax Termination Act. This bill would permit retired members of the Armed Forces who have a service-connected disability rated less than 50 percent to receive full concurrent receipt of both retired pay and veterans' disability compensation, including Chapter 61 disability retirees with less than 20 years of service. H.R. 303 Retired Pay Restoration Act. This bill would authorize the full concurrent receipt of retired pay and veterans' disability compensation for retirees with regular or Guard/Reserve retirements, regardless of disability rating. H.R. 218 CHAMPVA Children s Protection Act This bill would increase the maximum age for children eligible for medical care under the CHAMPVA program to age 26. H.R Department of Veterans Affairs Budget Planning Reform Act This bill would require the Secretary of the VA to establish a Chief Strategy Office to advise the Secretary on long-range VA planning. The bill also aligns the planning cycle of the VA to a four year cycle to match DoD's in an effort to advance cooperative strategic planning and provide better longterm care for veterans. S. 167 Clay Hunt SAV Act. This bill would direct the Secretary of Veterans Affairs to provide annual evaluations of mental health care and suicide prevention programs of the Department of Veterans Affairs. Support the health needs of our nation s service members and veterans who are experiencing challenges resulting from a service-related mental health issue, traumatic brain injury or post-traumatic stress. The House unanimously passed the companion measure (H.R. 203) on January
