2 Chapter 0 FOREWORD DGCA has been assigned with responsibility of approving Flying Training Organizations (FTO) and their Chief Flight Instructors, Dy. Chief Flight Instructors and Designated Examiners in accordance with the regulatory provisions contained in the Aircraft Rules The approval process of FTO requires the issuing authority to assess the formal application for grant of FTO approval, evaluation of application by technical officers, assessing the facilities, followed by inspection of institute prior to grant of approval. DGCA has laid down Civil Aviation Requirement for grant of approval of FTO. The approval process of Designated Examiner/ Chief Flight Instructors, Dy. Chief Flight Instructors, requires the issuing authority to access the formal application, evaluation of application followed by oral exam by the board. DGCA has laid down Civil Aviation Requirement for approval of Chief Flying Instructor & Dy. Chief Flying Instructor of Flying Training Organisations. DGCA officers involved in the grant of FTO Examiner and Instructor approval process are technically trained & qualified to deal with the processes involved in the approval of Flying Training Organisation & its Manpower. This document contains the guidance material for executing the functions related to Flying Training Directorate. It is therefore required that all DGCA officers, involved in functioning of Directorate shall comply with the guidelines provided in this manual. (Approved vide F. 4 Chapter 0 RECORD OF REVISIONS Directorate of Flying Training, DGCA, India is responsible to ensure that this manual is updated as required and to maintain the contents of the manual current at all times. Amendments to this manual are promulgated by means of revisions issued whenever necessary to cover corrections and to add or modify the contents. The page number and the revision number of the effected page must be changed accordingly. The list of effective pages and history of revisions page must be amended accordingly. 5 Chapter 1 CHAPTER 1 INTRODUCTION 1. Background In order to ensure that the Flying Training Organization have the required capability to impart initial flying training to pilots for issue of licenses, Directorate lays down the procedure and the minimum requirements relating to infrastructure, procedures and manpower for grant of approval for undertaking flying training activities. As per Aircraft Rules, the flying experience required for issue of Private Pilot s and Commercial Pilot s Licenses shall be acquired at the flying training organizations approved/ recognized by the Director- General. Further to implement the provisions of Rule 41A, 41B and the provisions of Schedule II of the Aircraft Rules 1937, the requirements are laid down in CAR Section 7 Series D Part 1 and CAR Section 7 Series I Part V. These CARs are issued by the Director General under the provision of Rules 133A and 41B of the Aircraft Rules These requirements are available on DGCA website 2. General 2.1. A Flying Training Organisation (FTO) providing training on aircraft below 5700Kgs all-up-weight are required to obtain the approval of the Director-General as per the provisions of rule 41B of Aircraft Rules 1937, before the students are enrolled to acquire flying experience and the level of competency required for obtaining a license or rating specified in rule 38 and Schedule-II of the rules Rule 41B prescribes for the provision of obtaining of NOC for setting up of FTO, provision for getting approval of FTO, provision 1

6 Chapter 1 of fee, maintenance of training records, FTO Safety Management System and enforcement provisions. Accordingly, DGCA has laid down the Civil Aviation requirements for specifying the detailed requirements and processes involved in execution of these provisions This (TPM) is issued for providing the guidance material and procedures that are sufficiently detailed to enable key personnel and other staff to carry out their functions and responsibilities effectively. Document contains relevant processes of systematic review and evaluation of submitted application related to various functions of Directorate including Designated Examiner. The document ensures compliance of the provisions of the rule 41B and related CARs, for issue of NOC, for setting up of FTO, approval of FTO & associated manpower, their continued approval, enforcement, related functions of Flying Training Directorate etc. 3. Applicability and Scope Provisions of this TPM are applicable to all organizations imparting flying training for issue of pilot licences upto CPL and associated ratings, Instrument Rating, AFIR, FIR, recurrent training, extension of aircrafts rating (single/ multi engine a/c having AUW not exceeding 5700kgs category). It is also applicable to the officers and staff executing the functions of Flying Training Directorate. 4. Functions and responsibilities of Flying Training Directorate 4.1 Following are the main functions of the Flying Training Directorate: 1) Grant of NOC for setting up of an FTO 2) Approval/certification of Flying Training Organization 2

Flight Instructor rating/ Flight Instructor rating. 8) Surveillance of FTO 9) Enforcement actions related to Flying Training Organization/ post holders 10) Other General Functions of the Directorate Parliamentary matters, VIP references, RTIs, Court Matters etc. 4.2 key personnel of directorate: Key personnel involved in the functioning of Directorate are :- i) Flying Inspector - Directorate has following strength of flying Inspector:- a. Director Flying Training b. Dy. Director Flying Training c. Flight Operation Inspector- Flying Training Organisation ii) Airworthiness Inspector - Directorate has following strength of flying Inspector:- a. Assistant Director Airworthiness. b. Dy. Director Airworthiness Note: Airworthiness inspectors are posted in Airworthiness Directorate and associates with Flying Training Directorate to discharge the functions and responsibilities related to airworthiness aspects applicable to FTO. 3

8 Chapter Job description of Key personnel: Following are the main jobs for key personnel in Directorate:- 1) Examination of Grant of NOC for setting up of an FTO 2) Recommendation of approval/certification of Flying Training Organization as per five phase process. 3) Renewal/re-certification of Flying Training Organisation 4) Approval of Chief Flying Instructor/ Dy. Chief Flying Instructor. 5) Approval of Chief Ground Instructor for FTO 6) Oral Examination for issue/renewal of Asst. Flight Instructor rating/ Flight Instructor rating. 7) Surveillance of FTO 8) Flying check of student or instructor for verification of standardization in training and in instructions. 9) Approval of Designated Examiners for FTO. 10) Enforcement actions related to Flying Training Organization/ post holders 11) Input on flying training matters. 12) Issue of Glider Instructor Authorization & Glider Examiner Authorization 4.4 In addition to key personnel directorate is provided with qualified operations discipline officers who associates with key personnel in the processing of files and documents for executing the functions related to flying training directorate. Operations discipline officers generally maintain and execute all other day to day matters of directorate being technical in nature. 4

9 Chapter 1 5. Applicable Rules & Requirements related to Flying Training Directorate 5.1 In discharge of its responsibilities for regulating and ensuring safety of aircraft operations, DGCA has laid down detailed rules, regulations and procedures under the provisions of Aircraft Act, 1934, Aircraft Rules The rules and requirements related to FTOs are mainly covered in:- Rule 41A; rule 41B; rule 38; 133A; rule 19; Schedule-II, relevant sections (as per scope of approval); CAR Section-7 Series-D Part-1 for approval of FTOs; CAR Section-7 Series-I Part-V for approval of CFI/Dy. CFI; CARs on syllabus of ground and flying training CAR Section-7 Series-I Part-XI for approval of GIA & GEA 5.2 The main responsibility for the safe conduct of the operations and for compliance with the laws, rules, regulations and directions issued from time to time is that of the FTO. These laws and regulations cannot in themselves provide the FTO with comprehensive and detailed instructions on which to base his operations. The FTO should, therefore, develop his own detailed operating procedures necessary for safety, regularity and efficiency of operations within the frame work of the laws, rules, regulations, and directions issued by DGCA from time to time. 5

10 Chapter 2 CHAPTER-2 SETTING UP OF FTO 1. Introduction: This chapter guides in the process involved in setting up of an FTO from the beginning till approval of FTO. 2. Processes Entire process including sub-processes involved in setting up of FTO is covered in following steps:- Step 1: Eligibility- Aspirant organisation shall ensure their eligibility as specified in para 3 of the CAR Section-7 Series-D Part-1. Step 2: Knowledge - The aspirant applicant must go through the rule 41B, CAR Section-7 Series-D Part-1 and Series-I Part- V along with other rules and regulations mentioned in chapter- 1. Step 3: Application for NOC and Security clearance - Applicant is advised to thoroughly understand the requirements for issue of NOC as laid down in CAR Section-7 Series-D Part- 1 and make an application in prescribed proforma (Appendix I of CAR) to DGCA along with the fee prescribed in rule 41B. Aspirant applicant shall also submit the request for Security clearance of their Chairman/CEO/Board of Directors on website Step 4: Process of issue of NOC:- a) Before processing for grant of NOC security clearances of the Directors and Chairman/CEO of the organization shall be required as per Ministry of Home Affair s guidelines, currently in force. b) Application will be examined by a Committee approved by the Director General to assess the need 6

11 Chapter 2 for FTO, financial soundness of the project, airport capacity, suitability of the proposed aircraft type, human resource including maintenance support. The committee will be proposed by Directorate. c) Applicants whose proposals are found satisfactory by the Committee will be granted NOC subject to any condition as may be considered necessary. Note: Validity and extension of NOCs is as per rule 41B Step 4: On receipt of NOC applicant may continue with activities related to setting up of FTO including acquisition of aircraft. Permission for Import / Acquisition of aircraft for Flying Training Organisaiton is granted by DGCA as per CAR Section 3, Series C, Part XI. Proposals for import/acquisition of aircraft is required to be submitted to, Directorate of Air Transport (DAT), O/o DGCA in the prescribed format as per Appendix-III (4 sets) of CAR Section -7 Series-D part-1 along with requisite fees and necessary enclosures in support of contents of application. Process of Permission for Import / Acquisition of Aircraft input from Directorate of Flying Training to Directorate of Air Transport reg. a) Receipt of application by Directorate of Air Transport (DAT). b) file is sent to DFT by DAT for the comments on the type of aircraft being acquired for flying training. c) DFT ensures the validity of the NOC or approval of the organisation (if already approved), ensures that the type of aircraft proposed is the same as in NOC, in case of induction of new type ensures its C of A and suitability for flying training as per CAR. 12 Chapter 2 Directorate provides the input whether aircraft type can be used of the type of training proposed e.g. single engine/ multi-engine for ab-intio trainee or for extension of aircraft rating for licensed pilots. d) with due approval of the competent authority the information is passed to DAT. e) grant of permission by DAT after completing their internal processing. Step 5: Approval of post holder: On receipt of NOC applicant may while continuing with the process of setting up of FTO, applicant may seek approval of post holders. List of post holders is available in para 13 of CAR Section-7 Series-D part-1. The process of approval of post holders is laid down in subsequent chapters. Step 6: Approval of FTO: It is a five phase process i.e. Pre- Application Phase, Formal Application Phase, Document Evaluation Phase, Inspection and Proving Training Flights Evaluation Phase and Certification Phase. The details process of approval is laid down in subsequent chapters. 3. Continued approval and surveillance of FTO: Once approved, FTO maintains the continued compliance with the initial conditions of certification and applicable Aircraft Rules, CAR and DGCA s instructions promulgated from time to time. The details process of approval and renewal of approval is laid down in subsequent chapter. DGCA will maintain regular surveillance on the FTO activities to ensure their continued compliance, in addition to conducting formal and detailed audits where the FTO s actual operations are checked against approved procedures in the FTO s documents. 8

13 Chapter 3 CHAPTER 3 FTO APPROVAL PROCESS 1. Approval Process 1.1. The certification process requires the DGCA to ascertain through a systematic process whether or not a prospective applicant has both the required ability and resources to comply with the applicable legislative requirements and to fulfill the applicant s actual and potential obligations for operation of safe and regular flying training operations as proposed. This process involves five distinct phases as stated below: Pre-Application Phase Formal Application Phase Document Evaluation Phase Inspection and Proving Training Flights Evaluation Phase Certification Phase 2. Steps to be taken in each phase of approval process:- Phase 1, Pre application:- Step 1. During this phase, the applicant conducts initial studies, prepares plans, makes inquiries from the DGCA in regard to the opportunities available and seeks advice as to the validity of different proposals. The prospective applicant at this stage is required to submit a letter of intent to the DGCA outlining the proposal preferably in line with the Appendix-IV and the DGCA will then invite the applicant for a pre-application meeting 9

14 Chapter 3 Step 2. Competent Authority will appoint a team for the certification process. A certification team is a group of DGCA Inspectors appointed to carry out the inspections and assessments required prior to certifying an applicant as suitable to hold an FTO approval. The team will be headed by a Project Manager who shall be responsible for managing the overall certification process and in particular, the coordination of the activities of operations and airworthiness teams. Constitution of certification team which will ensure compliance of regulations for approval of FTO as specified in CAR, Sectio-7 Series-D Part-1 and Series-I Part-V: Project Manager (DFT/ DDFT/ Officer approved by JDG/DG) Inspector - Flying (DFT/ DDFT/ FOI-FTO/ Officer approved by JDG/DG) Airworthiness Inspector (to be allocated by DAW) Note: In case, Inspector Flying is DFT/ DDFT, he can also be allocated the functions of project manager. Step 3. Project Manager will call meeting of FTO (i.e. CI/CFI/Dy.CFI, QM/CAM and AM) and certification team for carrying out following activities:- (a) Finalizing the certification schedule and record dates in table-1, given below:- Phase 1 Phase 2 Phase 3 Phase 4 Phase 5 Schedule of event DATES DATES DATES DATES DATES Pre application Formal application Document Review Demonstration & inspection Certification (b) Apprise FTO about the provisions of CAR, Section-7 Series-D Part 1 Issue II and CAR, Section-7 Series-I Part-V. 15 Chapter 3 (e) Explain about contents and method of preparation of Training and Procedure Manual (Appendix V and VA). (f) Explain about profroma(s) and process for approval of appointed post holders (n/a, if already approved). (g) Provisions of contract arrangement in respect of outsourced facility or equipment. (h) Method of ascertaining and reporting of para-wise CAR compliance (CAR Section-7 Series-D Part-I). (i) Internal assessment of readiness of FTO for approval by Accountable Manager and Chief of Training or Chief Flight Instructor. Note: (1) FTO shall also be apprised that all requirements shall be supported by the supplementary documents. For the knowledge of supplementary documentation reference may be made CAR, Section-7, Series-D Part-I, Para 8 to 15. (2) FTOs shall be asked to ensure that all manuals are prepared and submitted as per checklist available in CAR. Manuals put forward for initial approval should be submitted in paper copy alongwith soft copy. Step 4. Project Manager will record in the minutes of the meeting that FTO has been apprised of the documentation for approval of FTO. Minutes of the meeting shall clearly indicate the persons attended the meeting and their correspondence s, telephone numbers. Step 5. List of documents to be submitted shall be finalized and recorded in the minutes of the meeting. 11

16 Chapter 3 Phase 2, Formal application:- Step 1. FTO will submit the completed application as per Appendix-IV, as per the schedule agreed to and finalized as per table-1. The fee shall also be submitted in accordance with rule 41B. The formal application phase commences when the applicant lodges a formal application for a FTO Certificate, accompanied by required documents intended to prove or describe the manner in which he intends to conduct the training. Step 2. Project Manager will hand over the documents to certification team for assessing that all the requisite documents as advised in the pre-application phase to FTO are submitted. Step 3. In case of any deficiency they will report to Project Manager who in turn will get the documentation completed from FTO and may invite the applicant for a Formal Application meeting where the details relating to the certification process would be formally discussed. Step 4. Once satisfied with the documentation. The document review phase can be initiated. Phase 3, Document Review:- Step 1. Project Manager will hand over the documents to certification team for review; they will make a detailed study of submitted documents and manuals to determine adequacy and compliance of the proposed training operations. Step 2. In case follow-up discussions between DGCA and FTO is needed, Project Manager will fix the meeting with FTO representatives to finalize document content. Step 3. Project Manager and certification team will finalize evaluate qualifications of key personnel during document review phase, so that the process of approval of post holders can be initiated simultaneously. 12

The certification team: Checks the FTO s application in Appendix-IV for completeness Examines the qualifications of all proposed chief flight instructors, assistant instructors, ground instructors, etc. vis-à-vis CAR Section-7 Series-I Part-V. Checks the para-wise compliance of CAR, Section-7 Series-D part-i. Checks the Training and Procedures Manual for compliance with CAR Section 7 Series D Part I (Appendix V and VA). Ensure each para of appendix-va is adequately addressed and all the contents are acceptable. In case they are not acceptable then co-ordinate with FTO to bring them to the acceptable level. Once all the contents are accepted then project manager should approve TPM. Checks Quality Assurance Manual for compliance with CAR Section 7 Series D Part I (Appendix VI and VIA). Ensure each para of appendix-via is adequately addressed. In case they are not acceptable then coordinate with FTO to bring them to the acceptable level. Once all the contents are accepted then project manager should approve TPM. Checks aircraft checklists, aircraft MELs, safety procedures, etc. Evaluates recordkeeping procedures. Review maintenance program (airworthiness) Note: Where the FTO does not or cannot comply with the normal requirements and seeks a concession in lieu, the Compliance Statement should reflect that a particular concession has been sought. Under these conditions, approval of the Compliance Statement is contingent on approval of each requested concession. 13

18 Chapter 3 Phase 4, Demonstration & inspection:- Certification team of DGCA under the supervision of Project Manger will conduct a comprehensive initial inspection of the organization for verification of the information submitted in the application,, Quality Assurance Manual and other documents which were reviewed in the Document Review Phase. The demonstration phase shall:- Include observing training and evaluation flights with instructors Include DGCA testing of proposed chief flight instructors as a designated examiners for DGCA Inspects aircraft Inspects the recordkeeping system Conducts a facility inspection Conducts a practical test for the Chief Flight Instructor Inspects flight simulation training devices (if applicable), all training aids and other training equipment as required Phase 5, Certification:- Followed by the satisfactory completion of all above phases, Project Manager prepares the FTO Certificate and Training Specifications that indicate scope of approval, conditions etc. Before submission of file for issue of certificate Project Manager will ensure that all the five phases are clearly distinguishable in the file and has relevant evidences of completion of each phase. Project manager submits the certificates for signature of competent authority with the recommendation for approval for conducting flying training activities (as per the scope). 14

19 Chapter 3 3. Validity of the FTO approval certificate:- On completion of the five phase certification process an approval certificate is issued. The FTO approval granted under rule 41B shall, unless suspended or cancelled, remain valid for a period not exceeding five years subject to such terms and conditions as may be specified by the Director- General. 4. Contents of FTO Certificate The issuance of an FTO approval certificate for a training organization and the continued validity of the certification shall depend upon the training organization being in compliance with the stipulated requirements. The certificate shall contain at least the following: i. DFT file number ii. FTO approval number iii. Organization s name and location iv. Date of issue and period of validity v. Scope of approval vi. Terms and conditions of approval vii. Signature of competent authority viii. Type of Aircraft and Aircraft registration mark 15

20 Chapter 4 CHAPTER - 4 RENEWAL OF FTO APPROVAL 1. The FTO approval granted under rule 41B of the Aircraft Rules 1937 may be renewed for a period of two years at a time on payment of a fee as prescribed in rule 41B. 2. FTO makes an application for renewal in the prescribed format (i.e. Appendix VII of CAR Section-7, Series-D Part-I) along with following documents at least 60 days before expiry of the approval: (a) Renewal fees as per rule 41B. (b) Copy of the internal audit report duly signed by CI/CFI and Accountable Manager (c) Compliance of all pending observations since last renewal/ approval. 3. DGCA may renew the approval for a period not exceeding two year on being satisfied that the FTO continues to maintain the required capability. To ensure the same an inspection of the FTO may be required prior to renewal. The inspection of the FTO will be carried out on the basis of the checklist contained in the Appendix-VII of the CAR, Section-7, Series-D Part-1. 16

Procedure of Inspection of the FTO for the purpose of Renewal of approval:- Step 1:- applicant applies in Appendix-VII of the CAR providing all the information and status of the contents of the CAR on the basis of their internal audit. Step 2:- DGCA inspection team verifies the information and status mentioned in the appendix-vii during inspection. On finding the information and the status as satisfactory the inspection team recommends for the renewal of approval of FTO to competent authority. Step 3:- Then, entries are made in the FTO certificate indicating renewal validity from/ to. (Note: In case of conditions specified by the team, same are recorded on certificate) Step 4: - After, signature of the competent authority on the renewal the renewed certificate is handed over to FTO. 17

22 Chapter 5 CHAPTER 5 CONTINUED VALIDITY OF FTO APPROVAL AND OVERSIGHT 1. During the validity of the approval, it is the responsibility of the FTO to maintain the required capability. Operations are carried out as per approved manuals. Competency of the Instructors and examiners are maintained. Facilities and equipment are properly maintained. Documentations and record keeping is proper. Ensure continued compliance of CAR, Aircraft Rules and DGCA instructions. 2. Since, it will be the responsibility of the FTO to ensure that during the period of validity of the approval, the capability of the organization is not degraded in any form and to ensure the same FTOs are advised to carry out their regular internal audits. 3. During the validity of approval DGCA carries oversight of FTOs by means of surveillance/ audits to verify the continued compliance of the requirements. DGCA officers may carry out spot checks, a sampling method to get the feel of the functioning and to initiate timely preventive measures. 4. DGCA surveillance follows a similar pattern to the initial inspection. However, the FTO will be expected to have extensive records of all internal audits available, particularly those subsequent to approval, as well as comprehensive student training, staff training and standardization records. During oversight inspections, significant 18

23 Chapter 5 emphasis will be placed on the effectiveness of the FTOs management system, including internal audits, safety management and compliance monitoring; it is therefore essential that key management personnel, e.g. CI/ CFI and Quality Manager are available during the surveillance. 5. DGCA may carry out inspection/audit of any FTO at any time. Records shall be provided to DGCA inspectors/ auditors for desktop audit forming part of the continuous oversight of the FTO. 6. DGCA inspectors/ auditors may inspect the actual instruction, aircraft or simulator flight training, including pre-flight and postflight briefings. 7. In cases of any significant non-compliance with the applicable requirements of applicable regulations or organization s procedures, which reduce safety or seriously hazards flight safety, DGCA will raise a Level 1 finding. Under a Level 1 finding, DGCA can take immediate and appropriate action to prohibit, limit or suspend activities of an organisation. 8. When any non-compliance is detected with the applicable requirements or organization s procedures which could reduce safety or hazard flight safety, as indicated DGCA will raise a Level 2 findings. Under a Level 2 finding, the DGCA can seek corrective action within a stipulated time limit, but not more than 30 days. 19

24 Chapter 6 CHAPTER - 6 SURVEILLANCE PLAN AND MONITORING THEREOF DGCA has developed a system of surveillance to ensure that the standard maintained at the time of issue of aviation documents, such as approval certificate, licence, rating, etc. is maintained throughout the validity period. Therefore, primary responsibility of the DGCA is Safety Oversight, and to meet this obligation, DGCA has prepares an Annual Surveillance Programme (ASP) in respect of all the Directorates. In order to ensure effective monitoring of the surveillance programme and enforcement action, DGCA has created a Surveillance & Enforcement Division (SED). The Surveillance and Enforcement Division in Headquarters has a key role to plan, monitor, oversee and enforce actions on behalf of Directorates/Regional and Sub Regional offices. Each Directorate at Headquarter has the following broad responsibilities towards fulfillment of ASP: (i) Develop an Annual Surveillance Programme (ASP) each year in advance related to their area of surveillance and submit it to Surveillance Monitoring & Enforcement Division by November of every year. 20

25 Chapter 6 (ii) Develop a checklist for surveillance area giving reference of regulations to be complied with. (iii) Schedule surveillance activities, assigning officers and resources. (iv) Maintain records of surveillance activities/create Data Pool. (v) Follow up implementation and closure of corrective actions by tracking mechanism. (vi) Recommend regulatory action where necessary to ensure compliance of rules (vii) Report on the performance of surveillance every month. (viii) Attend the monthly surveillance monitoring meeting to represent their surveillance programme and submit the summary of monthly surveillance report to SED every month. 27 Chapter 7 CHAPTER - 7 PROCEDURE FOR SECURITY CLEARANCE 1. Introduction: In accordance with MHA guidelines Security Clearance for the flying Training Organisation s Board of Directors (Indian/ foreign nationals) including foreign trainees is required. Same is reiterated in Car Section-7 Series-D Part-1. This procedure lays down the process to be followed in Flying Training Directorate to dispose such requests. 2. PROCEDURE Step 1. FTO submits the application online on website All the FTOs are advised to furnish the required details on the website Step 2. Step 3. Step 4. The nodal officer examines the request in respect of adequacy of information and the enclosures by logging in the website The nodal officer forwards the request online to the concerned agencies for clearance. On receipt of security clearance from the concerned agencies, the security clearance receipt will be forwarded to the applicant A nodal officer in the Directorate will ensure compliance of the process. 23

28 Chapter 8 CHAPTER - 8 ENFORCEMENT 1. The holder of an approval from DGCA in respect of. Flying Training Organsiation/ Post Holder/ Facility shall not contravene or cause or permit to be contravened any conditions of the approval. 2. Upon being satisfied that, (a) any of the conditions of the approval of the FTO has not been complied with and the failure is due to any wilful act/omission or default or violation or negligence on the part of the holder of such approval or by any of his employees or agents, irrespective of whether or not such wilful act/omission or default or violation or negligence or default of the employee or agent was with the knowledge or consent of the holder of the approval; or (b) the holder of the approval has failed to impart safe, efficient and reliable training and/or has failed to maintain safe, efficient and reliable training organisation; or (c) the approval of the FTO was obtained by suppressing any material fact or furnishing wrong information, the Director-General may cancel the approval or suspend it for such a period as deemed fit: 3. 30 Chapter 9 CHAPTER - 9 CONDUCT OF ORAL EXAMINATION FOR ASSISTANT FLIGHT INSTRUCTOR RATING AND FLIGHT INSTRUCTOR RATING The Flying Training Directorate conducts oral examination for Asst. Flight Instructor Rating and Flight Instructor Rating on the request of CEO. The examination is conducted by a 3 member board approved by Jt. Director General/Director General. The application is processed by Central Examination Officer and roll numbers are given to candidates directly by CEO. The oral exam of the candidates whose application is accepted is conducted and result is forwarded to CEO with due approval of Jt. Director General/Director General. Process for Conduct of Examination for Assistant Flight Instructor/ Flight Instructor Rating Step 1. CEO sends a list of candidates with their names, computer number, roll number, appearing for AFIR/ FIR. CEO also provides the prescribed format for attendance. Step 2. Board is proposed by the Directorate and approved by JDG/ Director General for oral of AFIR/FIR. 31 Chapter 9 Step 3. Intimation to the Board. Step 4. Board scrutinizes the documents of the applicant and ascertain eligibility and requirements as below for AFIR/FIR applicant. Board may give some time during the oral period to produce the documents in case of deficiency in documentation. Note 1: Minimum requirement for AFIR oral is:- -valid licenses Completion of patter of AFIR. -Certificate of ground lectures- 20 hrs. Minimum requirement for FIR oral is:- -valid licenses Completion of 200hrs Instructional -Completion of patter of FIR. -Certificate of ground lectures- 40 hrs. Note 2: To ascertain above, the flying member of the board shall see log book and the patter dossier copy of trainee. Also, ensure the applicant is holder of a valid pilot license. Step 5. Conduct of oral examination by board and preparation of individual result sheet and consolidated result sheet by Board (Note: minimum pass marks are 70%). Step 6. Directorate then submits the result to JDG/Director General for approval of result before sending it to CEO for declaration on DGCA website. Step 7. The application is processed by Directorate of Flying Training. The oral exam of the candidates whose application is found in order is conducted and result is declared with due approval of Jt. Director General/Director General. 2. Process to conduct oral examination of Chief Flight Instructor/ Dy. Chief Flight Instructor/ Chief Ground Instructor. Step 1. List of candidates for oral is finalized by the directorate in respect of eligible candidates after scrutiny of the applications received from FTOs. Step 2. Board is proposed by the Directorate and approved by JDG/ Director General for oral. Constitution of Board (atleast following): Flying Inspector - Chairman One officer from Airworthiness Airworthiness Member One officer from Operations -Operation s Member (Note: DGCA may change the chairman) Step 3. Intimation of approval to the Board Step 4. intimation of oral to concerned FTO/candidate. 28

33 Chapter 10 Step 5. Board scrutinizes the original documents of the applicant and crosschecks the information provided in application with regard to eligibility and requirements as per CAR Section-7 Series-I Part-V. Step 6. Conduct of oral: Board shall conduct oral for assessing suitability of the candidate for the post he applied for. Step 7. Assessment: Board shall assess the candidate as satisfactory/ not satisfactory. Board shall evaluate candidate s performance as satisfactory if he/she performs atleast 70%. Board prepares result sheets and a consolidated result sheet with due signature of entire board. Step 8. Directorate then submits the result to JDG/Director General for approval of result for declaration. Step 9. Dispatch of result Result is sent to FTOs by Exercising of privileges: 3.1 Successful CGI can start exercising the privileges on declaration of result. A certificate in this regard shall also be issued. 3.2 Successful Dy. CFI candidate shall exercise the privileges after being assessed satisfactory in the standardization/examiner competency check. In case Successful Dy. CFI candidate was already a CFI/Dy. CFI with another FTO, he can start exercising the privileges of Dy. CFI only (as per his DE certificate), provided 29

34 Chapter 10 he has valid standardization check/examiner competency check as per CAR (validity two years from the date of check). 3.3 Successful CFI candidate shall exercise the privileges after being assessed satisfactory in the standardization/examiner competency check. In case Successful CFI candidate was already a CFI with another FTO, he can start exercising the privileges of CFI (as per his DE certificate), provided he has valid standardization check/examiner competency check as per CAR (validity two years from the date of check). 4. The provision of sub-clause (d) of clause-7 of Section-A of Schedule-II of Aircraft Rules 1937 are also applicable to the CFI/Dy. CFI/CGI oral. Thus, an applicant who fails in the oral examination for CFI/Dy. CFI/CGI shall not be permitted to appear for re-examination within a period of six weeks form the date of oral examination or such lesser period as may be specified by the Director General. Unsuccessful candidates may apply in the prescribed format after proper preparation for oral. 30

35 Chapter 11 CHAPTER 11 EVALUATION OF REQUIREMENT OF NUMBER OF INSPECTORS 1. GENERAL This chapter lays down inspector evaluation methodology. The Inspector evaluation methodology allows DGCA to determine whether it has adequate number of inspectors or needs to hire additional inspectors. The Inspector Workforce Evaluation methodology for Flying Training Organisation (FTO) should be revisited periodically for calculating adequacy of inspectors in case revision of rules and regulations. 2. 36 Chapter STEPS FOR CALCULATION OF INSPECTOR HOURS 3.1 Component: Following are the important components for calculating total Hours available with an inspector: i) Number of work hours that each inspector is available to conduct his functions ii) Total number of inspectors 3.2 Work days/hours calculation: Method to determine the number of work days/ hours is based on following assumptions: i) Number of hours each day each inspector is expected to work (8 hours per day) ii) Number of working days in a year 365days minus 104days (Saturday & Sundays) = 261days 261days minus 10days (8 gazetted & 2 restricted holidays) =251days 251days 38 days leave (30 Earned leave and 8 Casual Leave) = 213 days Thus number of work days available with an inspector are only 213 days 32

37 Chapter 11 iii) Number of days an inspector will be on training for refresher, recurrency for license & ratings, medical etc. 10 days. Note: In case DGCA inducts untrained FI then total time for his training, medical etc will be taken as 60 days. iv) Accordingly number of days and hours availability For already trained FI is 203days {213days minus 10days ref ii) and iii) above} or in terms of hours =1624 hrs For un trained FI is 153days (213days 60days) or in terms of hours =1224 hrs 4. Method of calculation of inspector hours per functions: While calculating the hours against each person required for the functions care is taken for various components of the work. Following abbreviations are used in the tables: PC=Project Coordinator FI=Flight Inspector AWI=Airworthiness Inspector EA=Examiner Assessor P=Phase F=Functions 5. Function 1 or 2: Recertification/ Approval of FTO. This process has five phases therefore assessment is done accordingly. 40 Chapter 11 Step-4: Calculating the requirement of Flight Inspector Function of PC, FI and EA is carried out by DFT/DDFT/FOI FTO who are nomenclated as Flight Inspectors for FTO functions. Thus hours of PC, FI and EA are totaled for determining flight inspectors. 41 Chapter 12 CHAPTER 12 TRAINING PROGRAMME 1. All officers who join Flying Training Directorate are required to undergo training course to cover knowledge on various subjects including ICAO standards and recommended practices. Indian Aircraft Act 1934 and Rules DGCA, its various directorate and their functions. DGCA rules and guidelines. The Directorate of flying training organizes mainly following training to its officers which is specific to the functioning of the Flying Training Directorate. Induction training. PEL Training Examiner Assessor Training Certification of FTO Training Conduct of Oral exam Recurrent training. 2. Record of all the training in the form of dossier is maintained in the Directorate by the officer assigned with the responsibilities by the Director. The Director will keep track of the proof of flying undertaken in the last 90 days to establish that inspector s currency. In the event an inspector exceeds 90 days, he/she will follow procedures outlined in Operations Circular No. 2 of 2004, Recency Requirements for 37

42 Chapter 12 Pilot(s)-in-Command &pilot(s) operating aircraft having allup-weight not exceeding 5,700 kgs. Officers posted in the Flying Training Directorate shall undergo training and On Job Training for the working and functions related to the Flying Training Directorate. The training program includes Class Room Training interlaced with OJT and is conducted by DGCA trainer. Induction Training is completed as per CAP PEL training is carried out by DGCA approved Train-the Trainer as per the modules designed for the DTL. Examiner Assessor Training- carried out as per the procedure attached at TP-1. Conduct of oral exam- Ground training shall be given as per Appendix-EA-1 (Ground) and OJT shall be given by keeping the officer as an additional member. Certification of FTO Training-carried out as per the procedure attached at TP Recurrent Training 3.1 The recurrent training for Examiner Assessor and Certification of FTO shall be given to the existing officer of the Directorate of Flying Training in every 02 years. Re-current training on certification can be carried out in the form of refresher/discussion to the satisfaction of train the trainer or person approved by DGCA. 38

43 Chapter The Examiner Assessor shall maintain their recency/ currency as mentioned above by doing flying in any DGCA approved FTO or any other organisation. 39

45 Training Program-1 1. Introduction Clause (c) of subsection 2 of Section A of Schedule II of Aircraft Rules, 1937 require that the flying experience required for issue of private pilot and commercial pilot licences shall be acquired at the Flying Training Organisation (FTO) approved/ recognized by the Director-General. Accordingly, as per the provisions of rule 41B, DGCA approves FTOs after ensuring compliance of CAR Section-7 Series-D Part-I. However, to complete the training in accordance with Schedule-II of the Aircraft Rules- 1937, a trainee has to undergo skill tests specified in various Sections of Schedule-II e.g. Section-J for CPL. To administer the skill tests examiners are required. The power to approve these designated examiners is given in rule 41 A of the Aircraft Rules. Accordingly, CAR Section-7, Series-I Part-V lays down the requirements and procedure for approval of examiner along with the functions of examiner in FTO. This Procedure is laid down to train DGCA officers to assess the examiner capability of the CFI / Dy. CFI s. So that the CFI / Dy. CFI of an FTO can be granted examiner privileges to conduct the skill tests as specified in various sections of schedule-ii of the Aircraft Rules Eligibility (i) Following officer of DGCA are eligible for undergoing the training specified in this procedure:- a. Director Flying Training b. Dy. Director Flying Training c. FOI (FTO) d. Any other officer authorised by DGCA (ii) The officer as mentioned in para (i) above shall have the following:- a.
