2 PSGP Notable Success Stories The following items are excellent examples of successful PSGP stories. 1. MDA: The FMSC/COTP with advice from the Area Maritime Security Committees in reviewing and selecting projects that close maritime security risk vulnerabilities gaps have done more to raise MDA than any other program or philosophy. 2. Interoperable Communications: The PSGP has funded private and public entities in their unique efforts to develop resources such as radios; E-911 CAD stations, towers for relay and/or transmission, and satellite phones. These resources enable an effective communications plan that should work as a minimum--locally, and regionally. 3. Seafarer Access: The PSGP has funded transportation vehicle projects such as vans to allow non TWIC holders such as foreign nationals to securely and safely cross an MTSA regulated facility under a TWIC holder escort. 2
3 PSGP Notable Success Stories The following items are excellent examples of successful PSGP stories. 4. Interagency Operations Centers: These centers are a DHS/CG lead requirement mandated by law. The PSGP is funding equipment for use by the various non - federal government agencies and maritime partners to participate in the IOCs.. 5. Marine/Shipboard CBRNE Response and Firefighting Training for Land-based Firefighters: The PSGP was expanded to allow these firefighters who are members of a collaborative effort under the AMSP and ACP to obtain resources and training for a waterborne CBRNEC incident on an MTSA regulated vessel or facility. 6. The PSGP is influencing training standards and requirements. Ex. National Association of State Boating Law Administrators BOAT training and NFPA standards. 3
4 PSGP Notable Trends 1. The PSGP is the third strongest proponent in supporting efforts to understand MDA. The first component is the Area Maritime Security Committee. The second component is the Area Maritime Security Plans and Facility Security Plans. 2. The implementation of the Area Maritime Security Plans and Facility Security Plans supported by the PSGP is achieving a high level of success within the maritime security risk mitigation realm; this is singularly important due to relative short timeline to create these plans and establish a working maritime security risk mitigation protocol. 4
5 PSGP Notable Trends 3. MTSA regulated facilities and public sector response mitigation agencies are recognizing and understanding their respective maritime security vulnerabilities. 4. The PSGP is evolving in the measurement of maritime security risk to ensure the appropriate factors are being measured to identify maritime security risk. 5. The PSGP is evolving to capture the a PSGP funded project s maritime security risk mitigation performance. 5
