7 NAF El Centro JLUS INTRODUCTION The County of Imperial is seeking proposals from qualified firms for professional services to perform all tasks related to the preparation of the Naval Air Facility (NAF) El Centro Joint Land Use Study (JLUS). The Department of Defense (DoD) Office of Economic Adjustment (OEA) has awarded Community Planning Assistance Funds for a Joint Land Use Study for NAF El Centro and the surrounding civilian jurisdictions. The NAF El Centro JLUS will include the jurisdictions of the County of Imperial, City of El Centro, City of Imperial, and the NAF El Centro located in the southeast corner of California, bordered by the County of San Diego, County of Riverside, State of Arizona and the Republic of Mexico. The County of Imperial is the project sponsor for this multi-jurisdictional planning effort. The purpose of a Joint Land Use Study is to promote compatible civilian development patterns near military installations by applying the local planning process to update the local general plans and supporting land use regulations. The JLUS will identify current and future encroachment sources, including new physical developments and potential natural environmental promotion such as conservation corridors, conservation easements, and designated wetlands. The JLUS program relies on strong community planning and land use regulatory (zoning) capabilities to implement the compatibility recommendations through the local community s comprehensive planning programs and processes. This program is community controlled and community directed. This Request for Proposals describes the scope of services and tasks, the consultant selection process and the requested consultant activities for the NAF El Centro Joint Land Use Study. BACKGROUND Imperial County is located in the southeast corner of California. It is bordered on the west by San Diego County, on the north by Riverside County, on the east by the Colorado River which forms the Arizona boundary, and on the south by 84 miles of the International Boundary with the Republic of Mexico (Baja California). The County covers an area of 4,597 square miles or 2,942,080 acres. Imperial County Approximately fifty percent of Imperial County lands are undeveloped and under federal ownership and jurisdiction. Presently, one-fifth of the nearly 3 million acres of the County is irrigated for agricultural purposes, most notably the central area known as Imperial Valley. The developed area, where the County's incorporated cities, unincorporated communities, and supporting facilities are situated, comprises less than one percent of the land. Approximately seven percent of the County is the Salton Sea. Historically, the County of Imperial has been best charterized largely as a farming community, however this is changing. The shift is coming from an explosive population growth which saw a 22.6% population increase from 2000 to 2010, (142,361 in 2000 to 174,528 in 2010). The push for renewable energy in California and the nation has seen an unpressidented push for renewable energy projects including solar, geothermal, wind and biomass. Finally, the proximity to the Republic of Mexico, specifically, the over one million population of Mexicalli, is creating ecomonic growth in Impeiral County. While NAF El Centro has historically enjoyed an encroachment free relationship with the surrounding jurisdictions, it is hoped that this will continue with the anticipated future population growth. Naval Air Facility El Centro Located within the Imperial Valley in southern California (CA), Naval Air Facility (NAF) El Centro lies approximately 120 miles east of San Diego, California and 60 miles west of Yuma, Arizona. Originally designated as a Marine Corps Air Station (MCAS), the base became NAF El Centro in Today, the base is an integral part of military air missions in the United States, providing realistic training opportunities to active and reserve military units, and is the "winter home" of the Blue Angels. NAF El Centro and its personnel have a role of providing essential support to the squadrons and units training here. This includes flight operations, logistics, billeting, messing, hangars, ramps, aircraft parking space, administration and supply transport. Every month, seven to 12 squadrons and up to 1,600 personnel train here. Additionally, Navy SEALs and British, French, German and Italian aviators visit for various phases of their training. 9 NAF El Centro JLUS NAF El Centro provides base support to Naval Aviation Squadrons and is associated with the R and R-2512 Restricted Airspace Ranges that ensure and provide for critical military operations for their weapons and combat air training. NAF El Centro is recognized as one of three critical flight training bases in the United States that support fleet replacement squadrons. It is also designated with primary responsibility for the support of all Naval and Marine flight training activities. The base s isolated desert location, predictable climate, restricted non-military aircraft use, and its gunnery and bomb ranges, make it a vital training facility for Department of Defense aviators. According to the NAF El Centro Economic Impact Report, in 2006, NAF El Centro had an estimated $115.5M total economic impact to the local community, including $81.7M industrial output, $22.9M direct and indirect employee compensation (1,302 jobs), and $10.9M in Federal, state and local tax revenues. As a primary location for transient units to train at its associated gunnery and bombing ranges, NAF El Centro brings in a large number of military personnel to the Imperial Valley. In 2006, 8,302 transients participated in training operations at NAF El Centro, having an estimated economic impact of $3.4M Average Annual Direct Spending. R-2510 and R-2512 encompass approximately 218,000 acres (155K for R-2510 and 63K for R- 2512) of diverse terrain and is critical for DoD testing and training. Continued operational utility of R-2510 and R-2512, as well as the NAF El Centro airfield and ranges, is vitally dependent on preventing incompatible civilian development. 10 NAF El Centro JLUS Although population growth (175,000 U.S. Census 2010) has not yet had a significant impact on operations within R-2510 and R-2512, or the NAF El Centro airfield and ranges, recent urban development trends towards military operational areas via urban sprawl have raised concerns. To assess current and future training operations, NAF El Centro recently completed an AICUZ (2010) and plans to release portions of an updated Range AICUZ (RAICUZ) in Although the off-station noise levels are currently compatible with guidelines for established land use in this area surrounding R-2510 and R-2512, future mission changes may create inconsistencies with the guidelines. Incompatible urban development continues to pose a threat to the viability of operations at NAF El Centro and the training ranges of R-2510 and R In addition to R-2510 and R-2512, NAF El Centro utilizes a number of military training routes (MTRs) at varying elevations, including low-level flight routes. Further, the Chocolate Mountains Aerial Bombing and Gunnery Range, owned by Marine Corps Air Station Yuma and used by personnel training at NAF El Centro and other installations in California, Nevada and Arizona, covers approximately one-third of Imperial County. City of El Centro Covering approximately 11 square miles, El Centro is the largest city within Imperial County, and located approximately 5 miles southeast of NAF El Centro. City of El Centro population has grown over the past ten years from 37,835 in 2000 to 42,598 in 2010 a 12.6% growth rate. As of 2010 The City of El Centro had 4,200,000 square feet of commercial/retail space with a 16% vacancy rate. Request for Proposals Page 4

11 NAF El Centro JLUS City of Imperial Covering 5.77 square miles, Imperial is the located north of city in El Centro, and approximately 3.5 miles east of NAF El Centro. City of Imperial population has exploded, over the past ten years from 7,560 in 2000 to 14,758 in 2010 a 95.2% growth rate. City of Imperial is home to the County Regional Airport, Imperial Irrigation District headquarters, and the County fair grounds. As of 2006, The City of Imperial had 142,000 square feet of commercial/retail space. Request for Proposals Page 5

12 NAF El Centro JLUS PROJECT OVERVIEW A Joint Land Use Study is a basic planning process designed to identify encroachment issues confronting both the civilian community and the military installation and to recommend strategies to address the issues in the context of the local general plan process. The NAF El Centro JLUS will include several jurisdictions including the County of Imperial, NAF El Centro, City of Imperial, and City of El Centro. The NAF El Centro military installation will be an important partner in the study, with administrative oversight provided by Imperial County. The Joint Land Use Study should be conducted in a collaborative manner involving a variety of stakeholders, including the local elected officials, planning commissioners, the NAF El Centro military base command staff, community business leaders, land owners, natural resource groups, the development community, and chambers of commerce or other redevelopment agencies. Several public meetings should be conducted throughout the study so that interested members of the public can have the opportunity to learn about the project and provide comments. The NAF El Centro Joint Land Use Study will have two primary goals; to encourage cooperative land use planning between the military installation and the surrounding jurisdictions so that future civilian growth and development are compatible with the training or operational missions of the installations and to find strategies to reduce the operation impacts on the adjacent lands. This study should examine the land use planning concerns from both the jurisdictions and NAF El Centro perspectives. The recommendations that emerge from this JLUS should be used to guide the local jurisdictions in the development and implementation of land use and related policies. The NAF El Centro Joint Land Use Study should consider at a minimum the following topics: The economic profile of the region and the impact of the military s presence on the surrounding local economy; The existing and proposed land use patterns and activities surrounding the military installation; The most current technical reports prepared by the military such as the Air Installations Compatible Use Zones (AICUZ), operational mission profiles and types of military aircraft in either testing or training operations; Environmental factors such as natural cultural resources, wildlife habitat, air quality attainment, direct and indirect urban lighting, dust and smoke emissions, electromagnetic interference, and noise; Analysis of conservation corridors, conservation easements, designated wetlands, or other related environmental designations as considered for compatibility as sensitive receptors; The extent of civilian encroachment and how likely it is to impair the continued operational utility of the military installation; and The current adopted and approved general plans, development policies, existing land use regulations and zoning of the surrounding local governments. The analysis of the various topics, background information, and other pertinent data and facts should lend itself to the development of land use strategies that can be incorporated into the local planning documents and programs of the surrounding jurisdictions. Two committees will be developed to provide support and guidance during this proposed JLUS study: 1) a Policy Group consisting of elected officials and 2) a Technical working group consisting of various staff. The Policy Group will consist of two Board of Supervisors from the County of Imperial, two City Council members from the City of El Centro, two City Council members from the City of Imperial and one Imperial Irrigation District Director. 13 NAF El Centro JLUS is responsible for the overall direction of the JLUS, approval of the budget, preparation and approval of the study design, approval of the draft and final written reports, approval of policy recommendations, and monitoring implementation of the adopted policies. The Technical Working Group will consist of County Staff, the City Manager and Planning Director from both the City of El Centro and the City of Imperial, Naval Air Facility El Centro Staff, Imperial Irrigation District Staff, other stackholders and the public. The consultant will work extensively with the Technical Working Group on draft products and then present them to the Policy Group. Several public workshops will be held in the vicinity of the project area at key milestone points in the study for the public to provide input. s, websites, and the local newspapers will be a key component in informing the community of upcoming meetings. SCOPE OF WORK The NAF El Centro JLUS planning process will identify locations where land use conflicts between the civilian population and the military installation are presently occurring or are likely to occur in the future. Once these locations have been identified, land use and other relevant regulations that are developed during the JLUS planning process will be proposed to the local governing bodies. The overall outcome will ensure that NAF El Centro can continue and/or modify its missions in the future with as little hindrance as possible, while also ensuring that civilian interests are protected to the greatest possible degree. The JLUS will identify potential modifications to zoning and other development regulations that are more likely to result in compatible land use designation and uses, thus ensuring the long-term viability of NAF El Centro. The DoD will also benefit as enhanced coordination of surrounding land uses will increase the long term operational effectiveness and serve as an important component in the protection of our Homeland from unforeseen and anticipated threats. A consulting firm is being solicited to provide technical assistance during the NAF El Centro Joint Land Use Study. At a minimum, the scope of work for the NAF El Centro Joint Land Use Study shall include the following major components or tasks: 1. Project Initiation Identify and develop a public participation strategy to be used throughout the duration of the NAF El Centro Joint Land Use Study. The consultant will facilitate a number of public workshops and or meetings throughout the process, where the public will have the opportunity to comment on the draft NAF El Centro JLUS products. The public comments should be documented and summarized into the draft and final reports. At this time, the number and timing of the public workshops has not been identified. The consultant is expected to identify the proposed workshops and timing relevant to tasks described in this section titled Scope of Work. The consultant will also develop public media tools such as an informational pamphlet and a project specific website. The consultant will also assist in the development of a Technical Working Group. The Technical Working Group will be the working group for this NAF El Centro JLUS effort and will provide information to the elected official JLUS Policy Committee for approval. Smaller working groups may also be established throughout this NAF El Centro JLUS effort to focus on specific topics as the need arises. The working groups will provide their findings to the Technical Committee. Task 1 Deliverables: Request for Proposals Page 7

Initial Mapping and Analysis The consultant will be expected to work with the JLUS Technical Committee on defining the specific planning area that will be studied during the NAF El Centro JLUS. In addition, the consultant will review the experiences of prior communities that have addressed land use compatibility issues relating to military installations and provide a summary of the best practices. The consultant will review the existing planning policies and regulatory framework of the surrounding jurisdictions. The consultant will also be tasked with reviewing the AICUZ study, day and night sound levels (Ldn) contour maps, and Accident Potential Zones (APZ) maps. Conflict and Database Analysis The consultant will analyze the current and proposed population data and land uses to include consideration of the maximum possible missions and related sound contour maps. Military growth objectives, the growth potential of the surrounding jurisdictions, and environmental resource promotion should also be examined. NAF El Centro will assist the consultant in analyzing the projected future aircraft operations. The consultant will also work with NAF El Centro to identify the current and future conflict locations and define the scale and scope of these zones considering sound contours and APZ maps. A summary and analysis should be prepared of the current planning policies and regulatory tools that may impact NAF El Centro operations. Changes to Regulatory Framework The consultant will draft potential land use compatibility policies and regulatory strategies which will minimize land use conflicts and identify conflict reduction strategies in coordination with the Technical Committee. Draft Report Development The consultant will prepare an administrative draft report to be circulated internally that will include consideration of the specifications as indicated in this Request for Proposal and taking into account the most recent information available from NAF El Centro such as the AICUZ 2010 study. Based on comments from the administrative draft report a draft report will be developed and circulated to the public for comments. The administrative and draft plans will identify the proposed changes to the regulatory framework specific to land use policies, zoning, and other items as developed in the analysis tasks. Conflict reduction strategies will also be given consideration in the document. The reports should also provide a summary of the public participation strategies, outcomes, and comments given during each of the public workshops and or meetings during the NAF El Centro JLUS process. The consultant will be responsible for recording all comments on the draft report and include a summarization of the comments in the final document. The NAF El Centro JLUS report should give considerable attention to performance measures, future implementation strategies, and follow-up recommendations specific to each of the jurisdictions. As the goal of this JLUS effort is to have the City of El Centro, City of Imperial, Request for Proposals Page 10

17 NAF El Centro JLUS and the County of Imperial implement specifically tailored strategies as described in the JLUS report, the consultant should also provide guidance on how this can be accomplished. 19 NAF El Centro JLUS BUDGET Proposers are requested to provide financial information and budget(s) in a sealed cost statement so that the proposals can be evaluated without the influence of cost. This RFP process will follow the requirements as detailed in 32CFR33.36, Procurement, (d) (3) Procurement by competitive proposals. Reasonableness of cost will be considered in the scoring criteria as noted on page fourteen (14) of this RFP document. PROPOSAL EVALUATION AND CONSULTANT SELECTION Proposals submitted by each consultant that meet the proposal requirements will be evaluated separately by a proposal review panel made up of planning staff from the City of El Centro, City of Imperial, and the County of Imperial, and others. The review panel will determine the necessity for oral interviews in the first phase of the proposal evaluations. The evaluation will be based on information provided in response to the RFP and information provided by former clients for whom work of a similar scope has been done. Evaluation considerations include the following: 1. Responsiveness of the proposal in clearly stating the proposer s understanding of the NAF El Centro JLUS work to be performed. 2. Cost, although a significant factor, may not be the dominant factor. Cost is particularly important when all the other evaluation criteria are relatively equal. A sealed cost statement is being requested. Please see the budget section above for additional information. 3. Approach to be followed and the tasks to be performed, including detailed steps, proposed schedule of work or timeframe, and milestones. At the completion of each task, the consultant and or representative(s) from the JLUS Technical Working Group will present the summary or findings to the JLUS Policy Group for approval. 4. Experience in prior Department of Defense Joint Land Use Studies. 5. Relative allocation of resources, in terms of quality and quantity, to key tasks, including the time and skills of personnel assigned to the task and the consultant's approach to managing resources and project output. 6. Past performance of the proposer on work previously performed for similar projects and governmental agencies. Imperial County reserves the right to select a consultant based solely on the written proposals and not convene oral interviews. If oral interviews are needed, the top consulting firms will be invited to make a formal presentation to a selection committee in the second phase of the proposal evaluations. At the oral interviews, proposers will be requested to make a formal presentation. A maximum of thirty (30) minutes will be made available to the consultant to present the firm's qualifications and approach to the project. The organization of proposals should follow the general outline below: 1. Transmittal Letter and Signature The transmittal letter should include the name, title, address, address, phone number, and original signature of an individual with authority to negotiate on behalf of and to contractually bind the proposer and who may be contacted during the period of proposal evaluation. The letter should include a brief overview of the consulting firm(s), including location, size and expertise. The letter shall also contain a statement to the effect that the proposal is a firm offer for a 90-day period. Only one transmittal letter need be prepared to accompany all copies of the proposal. 2. Title Page Indicate RFP subject, name of proposer's firm, local address, address, phone number, name of contact person, and date of proposal. This information must also be identified for all partnering agencies and sub-consultants. 3. Table of Contents A listing of the major sections in the proposal and the associated page numbers. 4. Understanding of the Project The proposal should include a brief narrative introducing the proposer's understanding of the NAF El Centro JLUS project requirements. The contents of this section are to be determined by the particular respondent, but should demonstrate an understanding of the unique Request for Proposals Page 14

21 NAF El Centro JLUS characteristics of this Department of Defense Joint Land Use Study and the requirements of the project in the scope of work contained in the RFP. 5. Project Approach The proposer shall describe the overall approach to the project, specific public participation techniques that may be used, and the specific administrative and operational management expertise that will be employed. 6. Schedule of Tasks The proposal shall contain a detailed schedule identifying major tasks to be undertaken to conduct the work, time frame for each task, and milestones. 7. Project Management Prospective consultants shall designate by name the project manager to be employed. The selected consultant shall not cause substitution of the project manager without prior approval by the Director of Planning & Development Services. 8. Project Personnel The prospective consultant shall describe the qualifications of all professional personnel who will be assigned to the project, including a summary of similar work or studies performed, a resume for each professional, a statement indicating how many hours each professional will be assigned to the contract and what tasks each professional will perform. The contractor shall not cause members of the project team to be substituted without prior approval of by the Director of Planning & Development Services. 9. Subcontractors If any subcontractors are to be used, prospective consultants shall submit a description of each person or firm and the work to be done by each subconsultant. The cost of the subcontract work is to be itemized in the cost proposal. 10. Consultant Qualifications and References The prospective consultants shall provide project manager names, addresses, information, and telephone numbers of at least two clients/ agencies for whom the prospective consultant has performed a Department of Defense Joint Land Use Study of similar complexity to that proposed in the RFP. A summary statement for each study shall also be included. 11. Knowledge and Understanding of Department of Defense Joint Land Use Studies Describe the consultant s prior experience with Department of Defense Joint Land Use Studies and the proposed approach for interfacing with the various jurisdictions. 12. Project Costs The prospective consultant shall prepare a detailed cost proposal for the work to be performed to be provided in a sealed cost statement. The cost proposal shall itemize all items that will be charged to Imperial County. Costs shall be segregated to show actual Request for Proposals Page 15

22 NAF El Centro JLUS salary costs including hours, rates, classifications, administrative and overhead rates, and direct and indirect expenses. If subcontractors are to be used, the prospective consultant must indicate any markup that the prospective consultant plans to take on subcontractors. The same breakdown of subcontract costs shall be provided as is required for contractor costs above. 13. Insurance Without limiting Imperial County s right to obtain indemnification from the selected consultant firm (Hereinafter CONTRACTOR ) or any third parties, CONTRACTOR, at its sole expense, shall maintain in full force and affect the following insurance policies throughout the term of the contract: a. Comprehensive general liability insurance with coverage of not less than $1,000,000 combined single limit per occurrence for bodily injury, personal injury, and property damage. Comprehensive general liability insurance policies shall name IMPERIAL COUNTY, their officers, agents, and employees, individually and collectively, as additional insured, but only insofar as the operations under the terms of the contract are concerned. Such coverage for additional insured shall apply as primary insurance or self-insurance and any other insurance, maintained by IMPERIAL COUNTY, their officers, agents, and employees, shall be given excess only and not contributing with insurance provided under the CONTRACTOR'S policies herein. b. Comprehensive automobile liability insurance with limits for bodily injury of not less than $25,000 per person, $250,000 per accident and for property damages of not less than $50,000, or such coverage with a combined single limit of $250,000. c. Professional liability insurance of at least $1,000,000. d. Worker s compensation insurance as required by law. This insurance shall not be canceled or changed without a minimum of thirty (30) days advance written notice given to IMPERIAL COUNTY. CONTRACTOR shall provide certification of said insurance to IMPERIAL COUNTY within twenty-one (21) days of the date of the execution of the contract. Such certification shall show, to IMPERIAL COUNTY s satisfaction, that such insurance coverages have been obtained and are in full force; that IMPERIAL COUNTY, their officers, agents, and employees will not be responsible for any premiums on the policies; that as and if required such insurance names IMPERIAL COUNTY, their officers, agents and employees individually and collectively as additional insured (comprehensive and general liability only), but only insofar as the operations under the contract are concerned, that such coverage for additional insured shall apply as primary insurance and any other insurance, or self insurance, maintained by IMPERIAL COUNTY, their officer, agents, and employees, shall be excess only and not contributing with insurance provided under the CONTRACTOR s policies herein; and that this insurance shall not be canceled or changed without a minimum of thirty (30) days advance, written notice given to IMPERIAL COUNTY. In the event CONTRACTOR fails to keep in effect at all times insurance coverage as herein provided, IMPERIAL COUNTY may, in addition to other remedies it may have, suspend or terminate the contract upon the occurrence of such event. 23 NAF El Centro JLUS MODIFICATIONS OR WITHDRAWAL OF PROPOSALS Any proposal received prior to the date and time specified above may be withdrawn or modified (prior to the final submission date) by written request of the consultant. All verbal modifications of these conditions or provisions are void as ineffective for proposal evaluation purposes. Only written changes submitted to the Director of Planning & Development Services are authorized and binding. REJECTION OF PROPOSALS Failure to meet the requirements of the RFP will be cause for rejection of the proposal. Imperial County may reject any proposal if it is conditional, incomplete, contains irregularities, or has inordinately high costs. Imperial County reserves the right to reject any and all proposals without cause. Imperial County may waive an immaterial deviation in a proposal. Waiver of an immaterial deviation shall in no way modify the RFP's documents or excise the proposer from full compliance with the contract requirements, if the proposer is awarded the contract. CONTRACT AWARD The selected consultant will enter into a contract with Imperial County. The official selection of the consultant will be made by the NAF El Centro JLUS Policy Group. The execution of the contract and notice to proceed shall take place within 30 days from this date. DISADVANTAGED BUSINESS ENTERPRISES As stated in 32CFR33.36 Procurement (b) Procurement standards, grantees and subgrantees will use their own procurement procedures which reflect applicable State and local laws and regulations, provided that the procurements conform to applicable Federal law and the standards identified in this section. As Imperial County receives federal financial assistance from the U.S. Department of Transportation, the below standardized language is included in all RFPs released by this agency. There will be no points awarded in the scoring process in reference to the Disadvantaged Business Enterprise program as detailed below in this section. Imperial County has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 Code of Federal Regulations (CFR) Part 26. Imperial County has received federal financial assistance from the DOT and as a condition of receiving this assistance, Imperial County will sign an assurance that it will comply with 49 CFR Part 26. It is the policy of IMPERIAL COUNTY to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy: To ensure non-discrimination in the award and administration of DOT assisted contracts; To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts; To ensure that the DBE Program is narrowly tailored in accordance with applicable law; Request for Proposals Page 17

24 NAF El Centro JLUS To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards and are registered with the State of California as DBE s are permitted to participate as DBEs; To help remove barriers to the participation of DBEs in DOT-assisted contracts; and To assist the development of firms that can compete successfully in the market place outside the DBE Program. If the prospective contractor is DBE certified, proof that the company has been certified shall be included in the proposal. Certification will be from an agency authorized Administration, State of California, National Economic Development Administration, etc. Contract Assurance Imperial County ensures that the following clause is placed in every DOT-assisted contract and subcontract: A prime contractor or subcontractor shall pay a sub contractor not later than 10 days of receipt of each progress payment in accordance with the provision in Section of the California Business and Professions Code concerning prompt payment to subcontractors. The 10 days is applicable unless, a longer period is agreed to in writing. Any violation of Section shall subject the violating contractor or subcontractor to the penalties, sanction and other remedies of that section. Federal regulation (49 CFR 26.29) requires that any delay or postponement of payment over 30 days of receipt of each payment may take place only for good cause and with the agency s prior written approval. These requirements shall not be construed to limit or impair any contractual, administrative, or judicial remedies otherwise available to the prime contractor or subcontractor in the event of a dispute involving late payment, or nonpayment by the prime contractor, deficient subcontract performance, or noncompliance by a subcontractor. This provision applies to both DBE and non-dbe prime contractors and subcontractors. The contractor or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR part 26 in the award and administration of DOT-assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract, which may result in the termination of this contract or such other remedy as recipient deems appropriate. Prompt Payment Imperial County ensures that the following clauses or equivalent will be included in each DOT-assisted prime contract: Satisfactory Performance A prime contractor or subcontractor shall pay a subcontractor not later than 10 days of receipt of each progress payment in accordance with the provision in Section of the California Business and Professions Code concerning prompt payment to subcontractors. Release of Retainage The agency shall hold retainage from the prime contractor and shall make prompt and regular incremental acceptances of portions, as determined by the agency of the contract work and pay retainage to the prime contractor based on these acceptances. The prime contractor or subcontractor shall return all monies withheld in retention from a subcontractor within 30 days after receiving payment for work satisfactorily completed and accepted including incremental acceptances of portions of the contract work by the agency. Federal regulation (49 CFR 26.29) requires that any delay or postponement of payment over 30 days may take place only for good cause and with the agency s prior written approval. Any violation of this provision shall subject the violating prime contractor or subcontractor to the penalties, sanctions, and other remedies specified in Section of the California Business and Professions Code. These requirements shall not be construed to limit or impair any contractual, administrative, or judicial remedies otherwise, available to the prime contractor or subcontractor in the event of a dispute involving late payment, or nonpayment by the prime contractor, deficient subcontract performance, or noncompliance by a subcontractor. This provision applies to both DBE and non-dbe prime contractors and subcontractors. PAYMENT SCHEDULE The consultant will be paid based on work actually performed during the preceding month. The consultant should forward a copy of all invoices for payment for work performed and associated expenses, including salaries and overhead, travel, printing costs, postage, telephone, etc., by the 10th day of each month. Imperial County will withhold ten percent (10%) of the payments due until the successful completion of the project and the delivery and acceptance of all final products by the Imperial County Commission. Defining and addressing compatibility concerns between military installations and local communities is essential to protecting military missions, the health of local and regional economies and industries, and the quality of life for residents. To achieve effective compatibility, the military and local governments must work collaboratively to develop win win solutions. 31 1 Understanding of the Project NAVAL AIR FACILITY EL CENTRO GENERAL OVERVIEW AND UNDERSTANDING Located in Imperial County, near the California cities of El Centro and Imperial, Naval Air Facility (NAF) El Centro is situated within the Imperial Valley of southern California. Its location in the Valley, with its unique natural features, enable the installation to provide a vast range of training activities to the military services including US Navy, Marines, US Air Force, US Army, as well as international military service units. NAF El Centro is location, approximately 120 miles east of San Diego, California, 60 miles west of Yuma, Arizona, and 12 miles north of the Mexico border. This ideal location affords NAF El Centro unobstructed terrain and prime climate for aerial combat maneuvering, air to air gunnery, bombing practice, and electronic warfare nearly all year long. NAF El Centro was initially commissioned as a Marine Corps Air Station prior to designation as a Naval Air Station in Although the installation s mission and official name has changed since its establishment, it remains an integral part of military air missions today. The unique features of the base provides realistic training grounds and situations to active and reserve aviation units of the Navy's operating and training forces. Squadrons visit NAF El Centro to practice gunnery, bombing, carrier landings and air combat. The installation also serves as the winter home of the Blue Angels as well as a training site for Navy SEALs and British, French, German and Italian aviators, who visit for various phases of their training. The base conducts approximately 83,000 flight operations per year and supports flight training for active duty, reserve, and foreign military units. The ranges contain Navy controlled target areas, a parachute drop target with three parachute drop zones, and ground range facilities to support training activities. NAF El Centro provides base support to Naval Aviation Squadrons and is associated with the R 2510 and R 2512 Restricted Airspace Ranges that ensure and provide for critical military operations for their weapons and combat air training. The installation encompasses 2,700 acres, in addition to 54,000 acres of ranges and 218,000 acres of restricted airspace (R 2510 and R 2512). R 2510 and R 2512 encompass approximately 218,000 acres (155K for R 2510 and 63K for R 2512) of diverse terrain and is critical for DoD testing and training. In addition to R 2510 and R 2512, NAF El Centro utilizes a number of military training routes (MTRs) at varying elevations, including low level flight routes. Further, the Chocolate Mountains Aerial Bombing and Gunnery Range, owned by Marine Corps Air Station Yuma and used by personnel training at NAF El Centro and other installations in California, Nevada and Arizona, covers approximately one third of Imperial County. As a primary location for transient units to train at its associated gunnery and bombing ranges, NAF El Centro brings in a large number of military personnel to the Imperial Valley, thus playing a significant role in supporting the local economy. 1 2 NAF El Centro Joint Land Use Study Proposal

32 Understanding of the Project 1 IMPERIAL COUNTY OVERVIEW IMPERIAL COUNTY AND NEARBY COMMUNITIES Imperial County is located in the southeast portion of the State of California, within the Imperial Valley, and is bordered by both Arizona and Mexico. Covering approximately 11 square miles, El Centro is the largest city within Imperial County, and located approximately 5 miles southeast of NAF El Centro. The City of Imperial is located north of El Centro and approximately 3.5 miles east of NAF El Centro. City of Imperial is home to the County Regional Airport, Imperial Irrigation District headquarters, and the County fairgrounds. Although both cities have experienced rapid population growth, the developed area, where the County's incorporated cities, unincorporated communities, and supporting facilities are situated, comprises less than one percent of the land The County and Valley earned its name as a result of its rich history in crop farming. A strong agricultural presence still exists today, with approximately one fifth of the nearly 3 million acres of the County being irrigated for agricultural purposes. Approximately fifty percent of Imperial County lands are undeveloped and under federal ownership and jurisdiction. Although the area is still largely characterized as a farming community, recent population growth and development of new industries, such as renewable energy, is changing the composition of the area. Imperial Valley has become a hotbed of renewable energy projects partly as a result of the valley's excellent sun resources, the high unemployment, its proximity to large population centers on the coast, and large tracts of otherwise unusable desert land. Recent urban development trends towards military operational areas via urban sprawl as well as the increased focus on renewable energy development have raised concerns about compatibility. The unprecedented growth of renewable energy, namely wind farms, in California and the installation s proximity to the Republic of Mexico is spurring economic growth in Imperial County. While NAF El Centro has historically enjoyed an encroachment free relationship with the surrounding jurisdictions, preparing a JLUS at this time, in advance of future growth and urbanization, is a prudent step in maintaining and promoting compatible development and strengthened collaboration. Although the off station noise levels are currently compatible with guidelines for established land use in this area, future mission changes paired with the potential for growth outside the installation border has the potential to create inconsistencies with safety guidelines. Safety, noise, and the growth of the energy industry are just three of the 24 compatibility factors that will be assessed as part of the NAF El Centro JLUS. JLUS GOALS AND OBJECTIVES JLUS GOALS. After reviewing the request for proposal (RFP), the Matrix Team has identified the following initial goals for the NAF El Centro JLUS in addition to the goals set forth already by the County of Imperial: NAF El Centro Joint Land Use Study Proposal 1 3

34 PROJECT APPROACH This section will outline several components that the County of Imperial requires the Matrix Team to perform for the NAF El Centro JLUS. In the following pages, you will learn based on the RFP and the Matrix Team s lessons learned and best practices the various elements that comprise a successful JLUS. They include but are not limited to the following: identification and consensus on the JLUS goals and objectives, a clear understanding of the JLUS process, and a detailed outline of the tasks to be accomplished within the JLUS timeframe. The Matrix Team has gained an extensive amount of directly related experience and has developed a comprehensive list of lessons learned from past JLUS efforts as well as community planning projects in California and Arizona. Our approach for the NAF El Centro JLUS includes a carefully selected assortment of techniques that we believe will lead to a successful planning process and implementation efforts. Our approach for the NAF El Centro JLUS is built on the following principles: Consensus building throughout the duration of the project will be developed by working collaboratively with the Policy Group (PG), Technical Working Group, and the public to assure relevant constituents are included and critical issues are addressed. The project should be inclusive, allowing appropriate jurisdictions and federal agencies, state agencies, special interest groups, and other stakeholders (i.e., residents and land owners) that are affected by NAF El Centro s activities, participation in the process. Education and continuous communication should be integrated throughout the process, providing decision making bodies and stakeholders with a comprehensive understanding of existing and future land use conditions, potential alternatives, and the implications of specific policy choices and actions. Public outreach and awareness should be an integral part of the JLUS process. The public will be engaged through newsletters, project brochures, interactive workshops, a dedicated project web site, social media, and a continuous dialogue. The primary goals of the study will be: To develop planning policies that balance the growth of the community while protecting the military mission; NAF El Centro Joint Land Use Study Proposal 2 1

35 2 Project Approach To manage growth and potential conflicts around NAF El Centro; and To ensure the health, safety, and general welfare of the public. As identified in the RFP, the JLUS will also seek to identify appropriate regulatory and nonregulatory actions and mechanisms to ensure future land use compatibility between the local governments and the military operations and to foster increased communication between the installation and surrounding communities and governments. SCOPE OF WORK The following Scope of Work (SOW) is intended to clarify our approach to completing the SOW included in the RFP. Unless specifically noted, the following SOW is intended to complete all of the items identified in the RFP. During Task 1, the Matrix Team will work with the Policy Group to prepare a final study design and work plan to be included in the contract agreement. A preliminary project schedule is shown on Figure 3 1 in the following section. This schedule illustrates the major work tasks, time frame for each task, milestones and public involvement events (including committee meetings). The schedule will be finetuned in developing the formal project approach with the NAF El Centro JLUS Team during Task 1. Task 1. Project Initiation Our vision for public involvement is a very open and thorough process that allows no single interest to dominate and ensures that all segments in the affected study area have access to frequent and timely progress reports, meaningful and convenient methods of participation, and timely access to draft documents in advance of public workshops. Various methods will be used to facilitate the distribution of information and provide venues for effective public input. The Matrix Team will facilitate, organize, and staff all public meetings, as well as prepare and distribute meeting minutes. TASK 1.1 COMMITTEE / WORKING GROUP DEVELOPMENT As outlined in the RFP, Matrix will assist the County of Imperial and the JLUS Policy Group (PG) in the development of the Technical Working Group (TWG) by reviewing the list the County has created to ensure no entities are overlooked (based on our past experience). Matrix will also suggest additional members to the PG and TWG as necessary to ensure that all interested stakeholders are included in this JLUS process and appropriate technical experts are included. Prior to the first meeting, we would suggest the TWG be formed. As the first meeting will refine the work program, the technical expertise of the TWG will be beneficial to this effort. 2 2 NAF El Centro Joint Land Use Study Proposal

36 Project Approach 2 TASK 1.2 PROJECT KICK-OFF MEETING The Matrix Team will participate in one (1) kick off meeting with the County JLUS Staff and one (1) kick off meeting on the same site visit to coordinate the start of the JLUS project. This meeting will cover the following topics: Introduce and identify key members of Matrix to JLUS Staff; Identify key individuals to be included in the stakeholder interviews (described under Task 1.5); Review and finalize a work program, products, and schedule; Identify data collection resources, roles, and responsibilities; and Establish methods for submittal, review, and approval of work products. NOTE: For all meetings attended by Matrix and covered in this SOW, Matrix will be responsible for development of the agenda, meeting handouts, minutes, photographs of the event, and creating Adobe Acrobat (PDF) versions of all materials for posting to the County s website (and project website, as desired). TASK 1.3 PUBLIC INVOLVEMENT / PARTICIPATION STRATEGY One of the most critical elements of the JLUS is to create a community based plan that builds consensus and obtains buy in from varied interested parties (stakeholders) and the public throughout the process. To achieve this, our proposed approach is broken down into two distinct, but not exclusive, components: stakeholder engagement and public engagement. Our vision for public involvement is a very open and thorough process that allows no single interest to dominate the public process. It also ensures that all segments in the affected study area have access to frequent and timely progress reports, meaningful and convenient methods of participation, and timely access to draft documents in advance of public workshops. Unlike the other phases, Task 1 is unique in the sense that it will remain a continuous and iterative process that occurs throughout the duration of the JLUS and will be integral to the implementation of the other phases. Key components of the public involvement strategy will include: Posting timely and comprehensive information to the project website; Broadly distributing project information to a contact list of community organizations, agencies, and individuals via monthly bulletins, e mail notices, and newsletters, getting information out to the public in an easy to read format; Obtaining local media coverage of project achievements, milestones, and events through distribution of press releases, public service announcements, and radio interviews; Participating with key constituent groups, community organizations, military installation representatives, and local political jurisdictions to obtain specific input through direct contacts, interviews, and numerous meetings; Assist the County, PG, and TWG members to reach out to key constituent groups, community organizations, and others to obtain specific input through direct contacts, interviews, and meetings; NAF El Centro Joint Land Use Study Proposal 2 3

37 2 Project Approach Distributing documents in hard copy and Adobe PDF via the internet, list, and compact discs; and Maintaining a public comment / response database. Matrix will develop a Public/Stakeholder Involvement Strategy in consultation with JLUS staff, the PG and the TWG. The Public/Stakeholder Involvement Strategy will document: Specific points in the process for each public involvement opportunity; Detailed plans for engagement with the media to provide positive coverage of the JLUS throughout its development; The design and purpose of each public outreach event. TASK 1.4 PG AND TWG MEETINGS The PG and TWG will be composed of a diverse group of interested stakeholders and agency representatives. The purpose of these committees is to provide feedback and suggestions to the JLUS Team and to serve as communications liaisons to their respective stakeholder groups. These committees will be important in developing and maintaining relationships between key stakeholders, interested community members, and the JLUS Team. In the interest of time and other resources, PG and TWG meetings, as well as public workshops described in task 1.5, will be scheduled on either the same or consecutive days. For example, Matrix may meet with the TWG in the morning and the PGin the afternoon of the same day. Matrix recommends five (5) meetings with the PG and TWG during the the project. The recommended discussion topics at each meeting are listed below: Meeting #1 Kick off Meeting, finalize work plan, review Public Involvement Strategy, and identify preliminary compatibility issues (this meeting set is covered under Task 1.2). Meeting #2 Present draft compatibility findings; overview of future trends (community growth trends, foreseeable military operations). Meeting #3 Refine compatibility issues; identify existing tools for addressing compatibility issues. Review preliminary implementation actions and compatibility planning tools and strategies. Review preliminary implementation actions and compatibility planning tools and strategies. Meeting #4 Review of Draft JLUS at PG meeting (with TWG in attendance). Purpose of the meeting is to finalize comments and proposed revisions needed prior to publishing a Public Draft JLUS. Meeting #5 Present final report to governing boards of the City of El Centro, City of Imperial, and the County of Imperial. TASK 1.5 STAKEHOLDER INTERVIEWS Informing stakeholders and keeping them apprised of project information through consultations is key to developing and maintaining positive and cooperative relationships. Interviews are also an opportunity to personally define and explain the project objectives or receive feedback, comments and suggestions directly and informally from stakeholders in an informal setting. 2 4 NAF El Centro Joint Land Use Study Proposal

38 Project Approach 2 Matrix s approach to data collection will be conducted via a Tiger Team on site effort to complement data provided or collected by request. This approach involves coordination of data collection activities such that initial interviews and stakeholder meetings will be conducted during a week long on site trip. A key aspect of the data collection and Tiger Team approach will involve stakeholder interviews. Up to 15 interviews will be conducted with local government officials, staff, NAF El Centro representatives, and other pertinent stakeholders to collect relevant documents and data that will be used to identify trends and possible compatibility issues that may result in encroachment issues within the study area. A continuous dialogue with these stakeholders will be a key factor in the JLUS team gaining an understanding of the local and regional issues and will shape the development of the JLUS recommendations. In addition, the following stakeholders will be identified and interviewed during the JLUS process as appropriate: Local, regional, statewide and federal partners for potential outreach opportunities and collaboration in the process. Local government officials and staff, developers, property owners, and military representatives to understand current and future compatibilities and conflicts. NAF El Centro representatives to identify current training and mission activities and objectives, as well as any anticipated activities. Federal and State land or resource management agencies (current plans and planning efforts, resource documents, and areas of concern). The stakeholder interviews will be conducted during the on site Kick off Meeting (Task 1.2) to obtain critical information for the planning process and to identify compatibility factors. Matrix will facilitate the individual or group interviews. It is assumed that up to fifteen (15) individual or group interviews will be conducted during a two day session. TASK 1.6 PUBLIC WORKSHOPS The public engagement piece of the JLUS will involve a series of strategically located public meetings and an outreach campaign that may include, but will not be limited to, the following: direct mailings to landowners, e mail notifications, project website, informational newsletters, public service announcements, radio, television, brochures and pamphlets, and public meetings. The County will be responsible for the organization of meeting rooms and assisting in dissemination of meeting information to the public. Matrix will prepare agendas, presentation material, public participation materials, and summary minutes for the events. 39 2 Project Approach Public Workshop #1 Explain the purpose and function of the JLUS, explain the nature of military operations at NAF El Centro, introduce project participants, share the JLUS approach, and discuss the goals of the JLUS. The format of this workshop will include a presentation to the public followed by an interactive working session where attendees will be invited and encouraged to share their input on potential JLUS issues. Attendees will work in groups around large scale study area maps to complete a Compatibility Issues worksheet as well as engage in small group discussions with the JLUS team. To ensure the greatest amount of participation and input, this workshop will be held at two (2) locations one in Imperial County for the City of El Centro and one in Imperial City. Public Workshop #2 Overview of existing conditions and land use and development trends. Review of existing regulations and land use ordinances. This workshop will be held at one (1) central location in the study area. Public Workshop #3 Present draft compatibility factors, planning tools, and strategies. This workshop will be held at one (1) central location in the study area. Public Workshop #4 Public hearing format to present the Draft JLUS and receive public comments. This workshop will be held at one (1) central location in the study area. All meeting materials will be posted to the project website. In addition, Matrix will work with the JLUS team (designated County staff), NAF El Centro, and local governments within the study area to develop a Participation Database. This Participation Database will be continually updated throughout the JLUS process for the purposes of providing public notices and other project mailings. This list will include PG and TWG members, interested agencies and organizations (i.e., community groups, major employers in the JLUS area, local communities, resource agencies, realtors, environmental groups, builders associations, etc.), and members of the public. It is assumed that existing contact databases and distribution lists will be provided by the client to be used for public notifications related to the JLUS study and process. Matrix will provide public announcements and press releases for dissemination to the public and identified stakeholders by the client. TASK 1.7 FACT SHEETS Matrix will prepare one hundred (100) hardcopies each of three (3) informational fact sheets to be distributed to the public during the JLUS planning process. These informational fact sheets will be made available via e mail, the project website, and at workshops. These fact sheets will cover the following topics: JLUS Overview / Standard Compatibility Factors. The first fact sheet will describe the purpose, goals, and objectives of the JLUS program and methods to provide input into the process. This brochure will also provide an overview of the standard compatibility factors (such as land use, noise, etc.) that could occur in the study area. While not all of the factors listed will apply to this JLUS, this look at potential compatibility factors ensures the JLUS is comprehensive in its approach. This fact sheet can be used to brief interview participants and the general public. JLUS Strategy Toolbox. This fact sheet provides an overview of the strategy types that could be considered when addressing compatibility issues. This brochure is helpful in discussing possible approaches to issues with the PG / TWG and the public. 2 6 NAF El Centro Joint Land Use Study Proposal

40 Project Approach 2 JLUS Executive Summary. The final fact sheet will be prepared to provide a summary of the NAF El Centro JLUS. It can be used to provide public information on the JLUS as a handout at meetings, as well as to the media in support of the JLUS. This fact sheet is provided with the Draft JLUS and is updated to reflect any appropriate changes resulting from preparation of the Final JLUS. TASK 1.8 MEDIA OUTREACH To assist in achieving an informed public and attendance at workshops, it is beneficial to engage and inform members of the media early and often. Conveying the project s purpose and need while providing timely and accurate information will increase the chances that the information will be published or aired. Outreach to the media, in combination with outreach to the public, will help communicate and enhance the positive aspects of the project. The media should be used strategically to convey project information; therefore, it is beneficial to establish good relations with the media early in the process to build trust and credibility. Taking a proactive outreach approach to the media, keeping them informed of the project status, and having a designated project point of contact will help achieve this credibility. As part of the Stakeholder and Public Involvement Strategy, Matrix will develop a Media Outreach Strategy to ensure the project is highly visible and the public is well informed. TASK 1.9 PROJECT WEBSITE As part of the public involvement and communication process, it is understood per the RFP that Matrix will create and host a project website to provide public and media access to project information, informational materials, and documents. Upon approval by the County JLUS Project Manager, Matrix will incorporate JLUS related materials and other resources pertaining to compatibility planning on the website. Additionally, Matrix will work with the surrounding jurisdictions to assist them in including a link to the project website on their respective websites, if desired. The website address will be made readily available on all public information and media outreach materials produced by Matrix. Our team has had great success with its JLUS project websites, and we welcome any recommended revisions to the site content and layout. Initial Mapping and Analysis TASK 2.1 DATA COLLECTION AND ANALYSIS Matrix s approach to data collection will be conducted via a Tiger Team on site effort to complement data provided or collected by request. Sources of data will be reviewed with County staff and PG / TWG members as part of Task 1.2. Data to be collected includes the following key items: Military installation planning and operational documents (as available), such as NAF El Centro Range studies including (R 2510 and R 2512), 2010 AICUZ Study, information from the 2012 RAICUZ, natural and cultural resources management plans, noise modeling information, and airfield safety zones, employment and economic impact data, housing data, information on the installation s current and projected mission operations, safety information, etc.; Local general / master plans, installation general / master / area plans, and 1996 Imperial County Airport Land Use Plan, as applicable; Current ordinances (zoning, land development, and any other existing local land use policies and practices regarding the military); Studies / reports pertaining to current and future military operations; Capital Improvement Plans; Federal and state land or resource management agency plans (current plans and planning efforts, resource documents, and areas of concern); Applicable federal documents, including regulations and practices involving JLUSs, and other applicable Department of Defense (DoD) regulations and guidelines; Regional and local transportation plans; Relevant environmental studies and data; 2 8 NAF El Centro Joint Land Use Study Proposal

42 Project Approach 2 Regional socioeconomic data including population, per capita income, and employment by industry sector for jurisdictions within the study area; Development applications, proposals, and approved plans; and Building permit data and subdivision approval data for the past 5 years. Matrix has extensive experience in both military and community planning. This attribute will be beneficial during the detailed review of plans and programs for the jurisdictions and regulatory / resource agencies within the JLUS study area. TASK 2.2 GIS MAPPING Geographic information system (GIS) tools are a vital part of the Matrix planning toolbox. GIS tools are used in every one of our planning projects. Our experience includes collection and integration of GIS resources from dozens of sources to create an integrated spatial database for analysis. For past JLUSs, we have routinely utilized GIS to assess land use compatibility issues relative to noise contours and other compatibility factors As part of our work effort, all GIS information developed by Matrix will be prepared in a format consistent with the County s existing GIS to ensure long term value and use of the information collected and developed. Information collected from other sources outside the County will be provided to the County as part of the project. Matrix will compile the most up to date and available data from the appropriate agencies. Spatial data collected will include, but is not limited to the following: Existing and future land uses Planning (comprehensive plan, zoning, subdivisions, specific plans) Aerial photography (current and historic, as available) Site conditions Demographic (including Census data) Projected development / permits Infrastructure and transportation systems Employment Conservation and other easements Ownership Natural resources Military and civilian airspace usage, airfield imaginary surfaces, restricted airspace and volumetric space Flight patterns and corridors Noise zones and contours Light and fire protection zones Safety zones (ground and air operations) Other on the ground military operations areas and zones It will be the intent of this effort to use available mapping data provided to Matrix. It is assumed that the state, county, cities, and NAF El Centro will provide necessary GIS information at no cost for use on this project. Where significant data gaps exist, they will be brought to the attention of County staff and the PG/TWG as early as possible. Other sources of the missing data will be researched or alternative methods of data procurement or substitute data will be discussed. NAF El Centro Joint Land Use Study Proposal 2 9

43 2 Project Approach The JLUS GIS database should be considered as the "warehouse" of all data collected, processed and used by this study. Since the GIS system accommodates an almost unlimited number of geographically referenced layers of information, it becomes an ideal tool for the storing, querying, and performing overlay analysis of interrelated and non related data. With the addition of an externally referenced relational database, the GIS system can link point, area, arc, and tabular data. The interrelationships of an extensive database and mapping overlay system can result in a powerful decision making tool. The linking of tabular information and maps should be a key focus area of these services. Once the GIS database is fully populated with relevant information, it will be used to support JLUS development. Based on the availability of electronic parcel specific data, Matrix will prepare and identify: Specific sensitive areas, such as schools, hospitals, churches, significant cultural/historical sites, nursing homes, public buildings and complexes, stadiums, water and sewage facilities, alternative energy including wind turbine generators, etc. Areas where the existing density of residential or business development is inconsistent with AICUZ and RAICUZ guidelines. Areas where noise related issues may result from training and MTRs associated with NAF El Centro activities. Updated GIS coverage for the existing and future land use. Updated GIS coverage for zoning. Updated GIS coverage for population growth and historical development patterns. Updated GIS coverage for noise and light contours. Base maps indicated environmental constraints. This information will allow Matrix to identify development trends; analyze population data, current and proposed land uses, and identify current and future conflicts, as well as existing and projected future aircraft operations within the study area; define size / scope of conflict zones; identify both military and civilian growth potential; and evaluate current planning policy and regulatory tools affecting NAF El Centro operations. All GIS layers will be projected into a compatible datum and coordinate system to match the County s requirements. Metadata file descriptions will be provided with each thematic layer created by Matrix. All mapping products will be distributed as hardcopy, PDF format, and native digital files in ArcGIS to the County as final work products. Assumptions The Matrix Team will be provided the GIS data needed to accomplish this study in an ESRI compatible format. Matrix will use this data to perform needed analysis, prepare figures for the JLUS, and to support workshops and meetings. It is assumed that all GIS data necessary has been compiled by the state, local agencies or the military, and no new data development will be required NAF El Centro Joint Land Use Study Proposal

Conflict and Database Analysis Compatibility, in the context of military readiness, can be defined as the balance and / or compromise between the needs and interests of the community and the military. The goal of compatibility planning is to promote an environment where both entities can coexist successfully. Building on information collected in earlier tasks and from input provided by the PG and the TWG, the Matrix Team will conduct an analysis of conditions in the study area to identify existing and future compatibility issues. This analysis will also identify the influence of regulatory measures on land use decisions and consider existing and projected development trends within the study area. COMPATIBILITY FACTORS There are many factors that influence whether community and military plans, programs, and activities are compatible or in conflict. In our work on JLUS programs, we have developed, and continue to refine, a set of 24 compatibility factors that we use to help ensure all compatibility issues are identified and addressed. While some of these issues may not occur in this study, they are presented below to provide a sense of the comprehensive nature of our evaluation. Our purpose is to conduct a thorough and comprehensive assessment of compatibility, one that goes beyond a simple land use analysis. NAF El Centro Joint Land Use Study Proposal 2 11

45 2 Project Approach TASK 3.1 LAND USES IN NOISE / HAZARD ZONES The Matrix Team will provide an overview of current and proposed population data and land uses in the areas adjacent to NAF El Centro, identifying areas where military and civilian land uses and development patterns may be incompatible while considering mission growth. The PG will use information provided by Matrix to classify existing land uses within and surrounding NAF El Centro in terms of compatibility, with existing conflicts reviewed from the aspect of military operations and civilian concerns. TASK 3.2 EVALUATE NAF EL CENTRO MASTER PLANS AND STUDIES As part of the analysis of potential future compatibility issues, the Matrix Team will evaluate data and information acquired in earlier tasks as it pertains to NAF El Centro plans for infrastructure expansions and changes to facilities, training, operations and missions. Current and potential impacts to local communities resulting from identified expansions or changes will be assessed using the the same set of 24 compatibility issues listed above. In addition, the Matrix Team will review established standard operating procedures to determine their impacts to the surrounding communities. As part of this analysis, the Matrix Team will also look at current regulations, procedures, mitigations, and processes used to reduce compatibility issues. TASK 3.3 ASSESSMENT OF COMPATIBILITY ISSUES Using the 24 standard compatibility factors described earlier, and based on issues input obtained from the public and the PG / TWG, the Matrix Team will perform an assessment of all potential compatibility issues. The issues identified will form the basis of the Compatibility Issues section of the JLUS NAF El Centro Joint Land Use Study Proposal

46 Project Approach 2 Task 3 Milestones: Analyze population data, current and proposed land uses and identify current and potential future incompatible land uses. Factors considered should include, but not limited to, urban growth in high noise and accident potential zones, trespass on military lands, renewable energy development, airspace usage, and other areas of concern. Analyze projected future aircraft operations at NAFEC, considering data provided in the Draft and Final Joint Strike Fighter West Coast Home Base EIS Identify current and future compatibility challenges define size/scope of areas of concern Identify military growth objectives and civilian growth potentials Summarize and evaluate current planning policy and regulatory tools affecting NAFEC operations Task 4. Analysis of Future Land Use Conflicts Potential future conflicts will be identified based on future land use plans and current general plan/zoning designations as well as looking at projected demographic changes and potential land use scenarios around the installation. Strategies for development controls such as zoning ordinances, subdivision regulationsand other land development policies will be evaluated to determine their ability to reduce future conflicts. TASK 4.1 FUTURE DEVELOPMENT POTENTIAL ANALYSIS This task will focus on the future development potential of the area surrounding NAF El Centro. Using data and information collected and analyzed earlier in the process, including stakeholder interviews from the real estate and development industry, the Matrix Team will develop a series of alternative future development scenarios for the area around NAF El Centro and determine compatibility conflicts. Information about existing land use, infrastructure capacity and expansion potential, safety / hazard areas, noise constraints, natural constraints, transportation systems, and so forth, will be factored into the development of alternative future scenarios. These alternatives will be prepared with substantive input from the TWG to ensure they are realistic outcomes for the area and strike a good balance between compatibility resolution and economic development potential. The purpose of this task is to refine alternative futures to the extent needed to evaluate future compatibility issues and develop appropriate protections. These are not intended to be detailed land use modeling exercises. TASK 4.2 FUTURE LAND USE IMPACT ASSESSMENT The Matrix Team will support the TWG with GIS mapping to facilitate preparation of the future land use alternative scenarios. This mapping will highlight compatibility conflicts with existing and future land uses, as well as identify any zoning district or General Plan land use designation inconsistencies. As with previous tasks, this task will use the same set of 24 compatibility issues detailed earlier. 47 2 Project Approach development scenarios and provide supporting information that can be used by the TWG in directing a preferred alternative. Task 4 Milestones: Develop land use compatibility maps Identify and analyze land use planning policies and zoning tools, strategies, techniques, that fairly allocate land use impact mitigation with respect to NAFEC operations, local governments and private landowners. Task 5. Changes to Regulatory Framework TASK 5.1 EXISTING REGULATIONS / POLICIES The Matrix Team will use the data and information collected during Tasks 1, 2, and 3 and the information derived from Task 4 elements to analyze existing land use regulations, ordinances, and policies of JLUS stakeholders including, but not limited to, local jurisdictions, NAF El Centro, and state / federal resource agencies. The primary plans and programs that are currently used or applied in evaluating and addressing compatibility issues in the study area and the plans and programs used by the installation to direct its planning efforts will be examined. Existing land developoment related coordination efforts between local governments and NAF El Centro will also be identified and analyzed, highlighting plans and programs currently used by local jurisdications and agencies to address compatibility issues. Included in this will be an overview of each jurisdiction s General Plan and other adopted regulatory tools (i.e., zoning ordinance, subdivision ordinance, building code, etc.). TASK 5.2 NEW REGULATIONS / POLICIES The Matrix Team will identify strategies to address regulatory issues identified. Recommendations will be offered for the military, local jurisdictions, and agency partners in developing options that will meet local needs and will enhance relationships between NAF El Centro and its partners. Options such as noise attenuation standards, land exchanges, land acquistion, development incentive programs, conservation easements, transferable development rights program (TDR), performance standards, special overlay zones, and special procedures for reviewing developments with potentially substantial impact within the study area may also be explored and recommended. As a study, the JLUS will make recommendations for changes or additions to existing regulations or to recommend development of new regulations. The process to modify or develop these regulations will be conducted outside of this study by the affected jurisdicitons and agencies, following each entities process and public participation requirements NAF El Centro Joint Land Use Study Proposal

48 Project Approach 2 Task 5 Milestones: Develop a process at the local level for the Cities of Imperial and El Centro and Imperial County to work with NAF El Centro, MCAS Yuma, the Department of Defense, other Federal agencies, and the State of California, to support compatibility between development of regional renewable energy resources and military missions and operations. The Department of Defense Siting Clearinghouse requirements and standards published in title 32, Code of Federal regulations, Part 211 shall advise and guide the process to facilitate the early submission of renewable energy project proposals to the Clearinghouse for military mission compatibility review. Draft new land use compatibility policies and regulatory strategies which will minimize land use conflicts Hold public meeting(s), workshops, public forums to discuss alternatives/measures Draft final plan, conflict reduction strategies and associated maps and supporting technical data Task 6. Draft Report Development Building on the tasks and milestones outlined in this RFP and the data collected and analyzed, Matrix will draft a comprehensive JLUS report describing the context of the study, explaining the evaluaton process, outlining the findings, and providing jurisdiction specific recommendations. Matrix will include public participation summaries in the Administrative and Public Draft JLUS. The recommendations will consider, and to the extent possible indentify performance measures for accomplishing the recommendations. TASK 6.1 PREPARE ADMINISTRATIVE DRAFT JLUS The Administrative and Draft Plans will identify proposed changes to the regulatory framework specific to land use policies, zoning, and other items identified throughout the JLUS process. Matrix will submit an Administrative Draft JLUS internally to the TWG and PG for review and comment. Matrix will track all comments in a comment tracker and will propose appropriate changes to the Administrative Draft JLUS. Based on the comments received, Matrix will revise the JLUS (by either changes to the document or an addendum, depending on the extent of the comments received) and provide a revised copy internally. In line with the Public Participation Strategy developed at the beginning of this process, Matrix will facilitate a meeting with the PG (including TWG members attending, see Task 1.4) to review the revised Administrative Draft JLUS, discuss the proposed revisions, and obtain final direction on the development and distribution of a Public Draft. TASK 6.2 PREPARE DRAFT JLUS Upon final direction and approval from the PG, the Matrix Team will prepare and release the Public Draft JLUS. This draft will be available to the public on the web through the project website and through the County. Matrix will provide the County with printed copies and an electronic version of the Public Draft JLUS. 49 2 Project Approach appropriate stakeholders. Matrix will conduct a public workshop to present the Public Draft JLUS and receive comments. The public will be able to access the document and provide feedback through the website or via hard copy form. Task 6 Milestones: Prepare Draft of Final Report to include consideration of the NAFEC AICUZ 2010 and pertinent information from the 2012 RAICUZ Develop implementation strategies Develop methods for measuring success Task 7. Preparation Final JLUS TASK 7.1. PREPARE FINAL JLUS REPORT After all review comments are received and compiled by Matrix (including those from the Commission and Councils, NAF El Centro, and the public), Matrix will provide a comment tracker that will document each comment and a proposed response and change to the JLUS. The PG and TWG will review this tracker and recommend necessary revisions to the document for the development of the Final JLUS. Matrix will revise and update the Public Draft JLUS based on internal and public feedback to develop the Final JLUS. Matrix will provide twenty five (25) highquality print copies of the Final JLUS to the County. TASK 7.2 PREPARE DRAFT EXECUTIVE SUMMARY A Draft Executive Summary will be developed as a stand alone document. This product will be provided to the County in electronic format along with five (5) print copies for review by the PG, TWG, and NAF El Centro officials. TASK 7.3 FINAL EXECUTIVE SUMMARY Upon completion of Task 7.2, all comments will be consolidated into the Final Executive Summary (Fact Sheet #3). 54 PROJECT MANAGEMENT Our project management team of Celeste Werner and Mike Hrapla bring to this project direct experience on 20 JLUSsacross the United States, including a number of JLUSs for Naval Air Facilities. In addition, the project management team has key insights on the El Centro Facility as they conducted and performed the Facility Cost and Optimization Plan (FCOP). Our project management team of Celeste Werner (Project Manager) and Mike Hrapla (Deputy Project Manager) will be dedicated to the NAF El Centro JLUS from start to completion, with no subsitutions of personnel. Ms. Celeste Werner, AICP will lead the NAF El Centro JLUS effort as Project Manager. In the role of Project Manager, Celeste will be the day to day point of contact on all management and technical issues. She will be responsible for managing the technical work and for coordinating with all team members on their respective tasks. She will also serve as the primary point of contact for the County of Imperial, as it relates to project performance. Celeste brings with her the established relationship and technical knowledge gained from her role as project manager in the Facility and Cost Optimization Plan (FCOP) provided to NAF El Centro. Celeste brings over 27 years of experience in community and military planning. Part of this experience includes work as a city staff member and project manager on a wide range of community comprehensive plan and zoning / development code projects. Celeste also brings to the project vast experience in working with the public, task forces / working groups, and military installation representatives. She is an expert in meeting facilitation and public involvement that fosters an environment of open communication and trust, conflict resolution, and arriving at successful solutions. Mr. Mike Hrapla will serve as Deputy Project Manager in this project, providing management support to Celeste and the team and will be intimately involved in the JLUS project. Mike will serve as a secondary point of contact to ensure that the County of Imperial staff has access to Matrix at all times. Mike brings extensive experience in managing similar military and community planning projects and has served in various roles on several other JLUS projects. Like his counterparts, Mike also served a key role in the management team for the NAF El Centro FCOP bringing valuable military and planning expertise to the project. This specialty focus ensures a well coordinated approach by a team with a wealth of experience from around the United States that is up to date on evolving trends and state of the art approaches to addressing compatibility issues. Each member of this core group and our supporting staff has served a key role in the development of other JLUS documents. Section 8, Knowledge and Understanding of DoD JLUSs, further illustrates our qualifications of this core group of JLUS professionals. In keeping with this approach, our project management team of Celeste Werner, AICP and Mike Hrapla will coordinate closely with the Matrix project team presented in Figure 5 1, Team Organization, to ensure a consistent approach and exceptional product quality for the Naval Air Facility (NAF) El Centro JLUS. Specifically, the proposed team is extremely experienced in developing land use studies and general plans across the United States. The team assembled for the NAF El Centro JLUS project has completed over 20 JLUS projects of varying complexity. The Matrix Team s experience relative to JLUS projects is more fully described in Section 8, Knowledge and Understanding of DoD JLUSs; however, an overview of our key team members experience and a listing of recent, relevant projects are provided in Table 5 1, Key Staff Experience, later in this section. The following key team members will provide the expertise necessary for a successful JLUS. Resumes for key personnel are also provided following the team member summaries. Mr. Rick Rust, AICP will serve as the Technical Manager by providing technical guidance and helping to engage stakeholders as part of this JLUS. She has approximately 10 years of military planning and community planning experience. In addition to land use and compatibility programs, Jeanette has led dozens of public outreach efforts as part of the public involvement components of environmental and cultural documentation reviews. Ms. Michele Parlett will provide additional technical support, research, and analysis for this JLUS. She has a broad range of experience in contaminated property redevelopment, including environmental due diligence assessment of soil, sediment, and groundwater contaminated with hazardous constituents and munitions and explosives of concern (MEC); remediation technology selection, cost estimating and design; regulatory agency negotiations; remediation / construction management and oversight; and environmental insurance placement and management. Ms. Carver is an experienced project and program manager with a proven track record of successfully managing multi disciplinary, cross functional teams to complete logistically complicated projects on time and within budget. He has managed and provided technical oversight on many successful projects involving environmental investigations, civil engineering, land development and water resources engineering. Mr. Wheeler specializes in providing technical solutions for projects requiring: the application of GIS, database management, data analysis, photogrammetric analysis, hydraulic and hydrologic modeling, watershed modeling, exhibit preparation, topographic analysis and terrain modeling, and environmental characterizations. RELEVANT EXPERIENCE Compatibility Planning Mr. Wheeler has been the lead GIS Specialist for several Joint Land Use Studies (JLUS) including the Del Rio JLUS and Kingsville JLUS. He was responsible for the development of comprehensive and professional maps and other GIS related products that were instrumental in illustrating current and future conditions, compatibility issues, and recommendations. Mr. Wheeler provided similar services for the Camp Bullis JLUS, Fairchild JLUS, and the Idaho JLUS. As the GIS Project Manager for the City and County of Denver Storm Drainage Master Plan, Mr. Wheeler provided technical support and oversight for the GIS component of this storm drainage master planning project. He used the city and county s existing GIS data and imagery to analyze the current storm water infrastructure for deficiencies within the entire city and county. Mr. Wheeler was the Project Manager for the Mission Valley Database / GIS Development in San Diego, California. This database and GIS project consisted of groundwater and soil analytical data. The project featured 3 dimensional modeling using ArcView 3D Analyst and ArcInfo to provide stakeholders with the ability to view site data from any perspective. R-2508 JLUS, BEALE JLUS, CALIFORNIA HANDBOOK Project Summary Statements R-2508 JLUS Restricted Area Airspace Complex (R 2508) includes approximately 20,000 square miles of airspace in the upper Mojave Desert Region, as well as the installations and ranges of Naval Air Weapons Station (NAWS) China Lake, Edwards Air Force Base and the National Training Center at Fort Irwin. To achieve that, the JLUS preparation process included all stakeholders that regulate or influence military operations and future development within the R 2508 Complex area. The size of the study area brought with it additional challenges associated with reaching consensus among a multitude of stakeholders. BEALE JLUS Located 40 miles north of Sacramento in Yuba County, Beale AFB is the home of the 9th Air Force Reconnaissance Wing. The 9th Wing uses U 2 aircraft and is scheduled to use the RQ 4A Global Hawk unmanned aircraft to provide high altitude reconnaissance. While the surrounding community does not presently impact operations at the 23,000 acre installation, recent population growth in northern California may affect the installation in the future. The overarching goal of the Beale AFB JLUS is to ensure that future public and private development around Beale will be compatible with both the military mission and the needs of the community. 76 Consultant Qualifications and References 7 MALMSTROM JLUS Project Summary Statement Malmstrom AFB in north central Montana, lies just east of the City of Great Falls. This JLUS is very unique. Malmstrom AFB no longer hosts an active runway; rather it is tasked with the maintenance of 150 missile silos and 15 launch control facilities located throughout a seven county region of central Montana. The silos and launch facilities are serviced by rotary aircraft. With the impending reduction in nuclear forces and the multitude of jurisdictions impacted by the Missile Complex associated with Malmstrom, it is imperative to develop strategies that will allow for the future flexibility of the Base to redefine and expand its missions. These future missions will continue the long term economic support and benefits to the surrounding communities provided by the installation. This unique set of circumstances requires the development of universally acceptable strategies that will posture the Base to accept a variety of potential missions in the future, including reactivating flight operations, to augment its reduced role of maintaining launch facilities. In 2006, Matrix completed the California Advisory Handbook for Community and Military Compatibility Planning for the State of California under a contract with the Governor s Office of Planning and Research (OPR). Air Installation Compatible Use Zone (AICUZ) Studies. Our team has extensive experience in preparing AICUZ studies for Air Force and Navy facilities across the United States. We understand the type of issues that close military installations and the economic impacts associated with these closures. We have successfully developed integrated solutions for communities that have faced these issues. WE KNOW OEA EXPECTATIONS. We have conducted multiple projects under contracts funded by DoD OEA grants. For each of these projects, we have had the pleasure of working closely with OEA staff to produce high quality JLUS documents and the California Compatibility Planning Handbook. COMMUNITY PLANNING EXPERIENCE. The Matrix team brings extensive experience in the development of comprehensive plans for cities and counties around the United States, including extensive experience in California. From rural counties to large metropolitan areas, our planners have worked on the planning blueprints used for growth management, as well as land use and resource decisions made at local and regional levels. Our planners have the unique experience of integrating military compatibility into local comprehensive plans. For instance, Matrix developed two of the first Military Elements as part of the City of Oxnard, CA General Plan and City of Ridgecrest, CA General Plan (California). Our team members offer extensive government experience in working with all branches of the U.S. Armed Forces. Williams is located 26 miles south of Salt Lake City on the west slope of the Traverse Mountains. The site is a National Guard Training Site operated by the Utah Army National Guard and offers terrain and environments similar to those encountered by military forces today in Operations Iraqi Freedom and Enduring Freedom. Land uses within the Camp boundaries include small arms ranges, artillery firing points, and vehicle maneuver areas. Facilities inside the Camp boundaries include a Utah National Guard airfield used for aircraft operations, a heliport and other operational and industrial facilities. Training is specialized to include winter, desert, mountain, and amphibious training, primarily conducted within a 50 mile radius of the installation. Camp Rilea JLUS (OR) Camp Rilea is located in Clatsop County at the northwest tip of Oregon. The Camp is operated by the Oregon National Guard as a training facility, and also hosts a radar control center for the Oregon Air National Guard. The installation offers a set of small arms firing ranges and grenade ranges. Camp Rilea also provides a mock "city" (called a MOUT site, for Military Operations in Urban Terrain) which is used by National Guard, active duty military units, and local law enforcement agencies for urban training. Issues to be addressed in the JLUS include encroachment of residential uses, impacts from noise, helicopter flights into the facility, and public access from local trails and the installations location along a public beach. 86 Knowledge and Understanding of DoD JLUSs 8 Bay County / NAS Panama City JLUS (FL) The Bay County JLUS is different from many other JLUSs because it focuses on water issues, as opposed to land or airspace. Naval Air Station (NAS) Panama City is the Navy s premier location for dive and littoral warfare training. This is due to open water training areas with beach contours and water depths that replicate over 80 percent of the world s littoral regions. Three of the major encroachment challenges identified through the JLUS process were competition for sea space, competition for frequency spectrum used for training and communication purposes, and interagency coordination among entities involved with the area. Camp Roberts JLUS (CA) Matrix is presently completing the JLUS as a cooperative planning effort between Camp Roberts and the surrounding jurisdictions of the City of El Paso de Robles and San Luis Obispo and Monterey Counties. The installation is a strategic asset in the nation s defense and California s emergency response capabilities. Camp Roberts hosts heavy and light maneuver training exercises by California National Guard, Army, Army Reserve, Marine Corps, and Air Force units, as well as law enforcement agencies and other state and federal agencies. The goal of the JLUS is to ensure that both Camp Roberts and the surrounding civilian areas are compatible, taking into account the needs of the community and the military mission. Acting as the primary consultant on the Government of Guam s Advisory Consultant Team, The Matrix Team is creating the Compatibility / Sustainability Study (CSS) which is essentially identical to a JLUS conducted in the Continental United States. The study associated with this base includes current operations as well as the impact of the military build up due to the relocation of troops from Okinawa. In addition to land use and airspace issues, the study is examining the placement of munitions and missile launch facilities associated with the Air Missile Defense Task Force (AMDTF) proposed to be located on Guam. The scope of this JLUS effort encompasses all elements of the Marine, Air Force, and Army relocation as it relates to land use and compatibility for the island of Guam NAF El Centro Joint Land Use Study Proposal

88 Knowledge and Understanding of DoD JLUSs 8 Del Rio JLUS (TX) Located within the Rio Grande River Valley Region of southwest Texas is the City of Del Rio and Laughlin AFB. The air force base is the largest employer in the region, with over 1,700 civilian employees and 1,400 military personnel. Laughlin AFB is a premier Air Education and Training Command (AETC) installation and provides unprecedented training to the United States and multinational pilots. This JLUS focused on several challenges within the current environment, including military housing, development encroachment issues, transportation competition, and recreation preservation. Fairchild AFB JLUS (WA) Fairchild AFB is located in Spokane County, Washington, less than 10 miles west of the City of Spokane. It is an important asset to the local economy, indirectly creating nearly 2,000 jobs with an economic impact of over $420 million annually. The three objectives accomplished by the Fairchild JLUS included the identification of land use issues that could impact the operational utility of the base, development of actions that local communities could use to reduce encroachment, and creation of an action plan that all involved entities could utilize to ensure compatible development between the Air Force and surrounding areas. 89 8 Knowledge and Understanding of DoD JLUSs JLUS IMPLEMENTATION Tri-County SAS (FL) To limit encroachment generated by both military and civilian uses, the Eglin Joint Land Use Study (JLUS) was prepared in A key recommendation of the JLUS identified the preparation of the Tri County Small Area Studies (SAS). The SAS will focus within the Military Influence Area III (MIPA III) designated area, which includes the low level approach and cruise missile corridors as well as the defined 0.5 to 1.0 mile buffer area within portions of Santa Rosa, Walton and Okaloosa counties on the northern side of the Eglin Reservation. The SAS will evaluate compatible land uses and prepare specific policy and regulatory recommendations that respond to Eglin AFB and Hurlburt Field mission activities, range activities, and beddown of the 7 th Special Forces from Fort Bragg. The specific tools (i.e., new/amended comprehensive plans policies, zoning regulations and guidelines, etc.) will be prepared to protect the public's health, safety, and welfare; recognize private land owners' current property rights; and maintain the continued viability of existing and future mission activities on Eglin. Kingsville JLUS Implementation Program (TX) The Kingsville JLUS Implementation Program was the result of passage of the Kingsville JLUS. Once a JLUS is approved, the next step is to identify ways to enact the recommendations in the JLUS document. The Kingsville JLUS Implementation Program entails working with local jurisdictions and stakeholders to update planning documents to include actions and regulations that help reduce or control encroachment and compatibility issues between the local communities and military operations NAF El Centro Joint Land Use Study Proposal

90 Knowledge and Understanding of DoD JLUSs 8 North Sector JLUS Implementation (TX) As the lead planning process for six other sector plans in the City of San Antonio, the North Sector Plan will guide compatible land use in the northern portion of the City and its area of extraterritorial jurisdiction. The Plan will also provide the tools to implement the Camp Bullis JLUS, that, when approved by the City, will promote compatible use. These tools include the development of recommendations for BASH and JAZB programs, compatible development guidelines, and rotary wing safety zones to protect existing and future mission potential at Camp Bullis. MILITARY PLANNING El Centro Facility Cost Optimization Plan (CA) Naval Facilities Command Southwest (NAVFAC SW) initiated the effort to develop a Facilities and Cost Optimization Plan (FCOP) for Naval Air Facility (NAF), El Centro (NAFEC). This effort coincides with the Navy s proactive strategy to address cost reduction and elimination of redundant functions at its installations, ranges, and operating areas. The goal of this effort was to preserve the ability of NAFEC to meet its existing and future mission requirements and continue to provide effective training capabilities. The focus of the FCOP was to determine the best mix of facilities, organizations, and services required to support the training users of the NAFEC installation and complex. This objective was accomplished by our team conducting a thorough review of current and projected mission requirements and ongoing and planned project initiatives. 91 8 Knowledge and Understanding of DoD JLUSs Florence National Guard Installation Design Guide (AZ) Florence is the third oldest community in the State of Arizona. The Department of the Army, Arizona Department of Emergency and Military Affairs, which includes the Arizona Army National Guard (AZARNG), needed a design guide document to promote cohesive, functional, and aesthetic development on the Florence Military Reservation (FMR). The design guide establishes requirements for all stakeholders involved in the design, construction, maintenance, or renovation of facilities within the FMR. The design guide will enable the installation to continue to meet its current and future mission requirements while creating a sustainable built environment that satisfies Anti terrorism / Force Protections requirements, reflects positively on the AZARNG, and signifies its position as one of the premier installations within the country. Kelly Field AICUZ (TX) The Kelly Field Annex is located near San Antonio, Texas. The Kelly Field AICUZ was designed to seek a cooperative understanding and reasonable solution to balance the Air Force mission with future land development around Kelly Field Annex. The program consisted of an extensive analysis of the effects of noise and aircraft accident potential on the quality of life for people in the vicinity of the Annex. This included a detailed analysis of current development activity and land use surrounding Kelly Field. A community summary brochure was prepared and distributed to explain the impacts of development near Kelly Field and provide information on the economic impact of the Annex and Lackland AFB on the local community NAF El Centro Joint Land Use Study Proposal

92 Knowledge and Understanding of DoD JLUSs 8 Laughlin AFB General Plan (TX) The Laughlin AFB General Plan was developed to provide an overview of existing conditions, identification, and evaluation of issues facing the installation, and documentation of existing needs and future expectations. The general plan is designed to provide decision makers at the installation, Air Force higher headquarters, and the local community of Del Rio, Texas, with essential information on the plans for the future of Laughlin AFB and the projects needed to make that vision a reality. Three area development plans (the flight line, campus center, and community center) were created which focused on the conceptual planning and design of specific areas within Laughlin AFB. Pope AFB General Plan (NC) Pope AFB is located in North Carolina and was faced with a growing array of planning, operational, and engineering requirements and regulations evolving from constant changes in the local, federal, and global environments. During the general plan update process, several actions were taken, including a comprehensive update of existing conditions, identification of opportunities and constraints, scoping of future mission needs, and development of alternative approaches for meeting these challenges. Major components of this project included updating and integrating several existing area development plans into the general plan, documenting existing and future infrastructure needs, providing supporting GIS data, and creating a 3D computer simulation flyover showing current and future land uses and projects. 93 8 Knowledge and Understanding of DoD JLUSs Scott AFB AICUZ (IL) Scott Air Force Base is located in Illinois. The Scott AFB AICUZ study was an update of a 1993 study. The update presented and documented the changes to the AICUZ amendment for the period The study reaffirmed the Air Force s policy of promoting public health, safety, and general welfare in the areas surrounding Scott AFB. Specifically, the study was designed to analyze the effects of noise and aircraft accident potential on the quality of life for present and future neighbors of Scott AFB and to assist the local communities by serving as a tool for future planning and zoning activities. SOCOM Area Development Plans (FL) The Headquarters US Special Operations Command (SOCOM) is located south of Tampa, Florida and is responsible for all Special Operations Forces in the Army, Navy, Air Force, and Marine Corps. The purpose of the project was to conduct a conceptual planning and design study of the SOCOM complex and its facilities, focusing on its ability to support the global war on terror mission expansion. Key elements to the study s development process included extensive data collection on MacDill AFB, interviews with critical stakeholders and a constant dialogue with SOCOM personnel and leadership NAF El Centro Joint Land Use Study Proposal

94 Knowledge and Understanding of DoD JLUSs 8 COMPREHENSIVE PLANNING / ZONING City of Oxnard General Plan Update (CA) Like many California cities, Oxnard is expected to experience rapid growth pressures over the next several decades. The General Plan update includes a comprehensive examination of the social, economic, infrastructure, and natural resource issues facing the community. Upon completion, the resulting plan will provide guidance for future growth, promote Oxnard s unique community identity, and preserve the community s high quality of life. Associated documents produced during the project include: a comprehensive background report, a map atlas, an issues and alternatives report, a goals and policies report, and an environmental impact report. City of Tulare General Plan (CA) Faced with the need to address issues associated with increasing growth, the City of Tulare hired Matrix to develop a comprehensive update to their General Plan. Key issues that were addressed as part of the update included locations for new development, developing land use designations to assist in defining Tulare s urban form, providing tools for enhancing economic development, providing a plan for parks and recreation to ensure comprehensive coverage for the City and addressing infrastructure needs. From an infrastructure perspective, working with Caltrans to develop a long term plan for expansion of Highway 99 and developing an adequate onand off ramp system were critical concerns. To assist in plan development, this work was accomplished with a significant outreach program that included a series of well advertised and attended public workshops. 95 8 Knowledge and Understanding of DoD JLUSs City of Ridgecrest General Plan / Zoning (CA) As the closest urban area to NAWS China Lake, Ridgecrest enjoys a symbiotic relationship with the installation. The General Plan update addresses how to capture new growth and development while maintaining the features and character of the community and military. The update process focused on providing general design guidelines to promote and identify the character of the city and protecting areas in proximity to NAWS China Lake from incompatible development. The process involved the development of a map atlas, a policy directions report, a General Plan policy report, environmental impact report, and zoning ordinance revision. Lake County General Plan / Zoning (CA) The Lake County General Plan was developed to address the unique planning needs of the County, including integration of existing and proposed community plans, utilization and protection of the County s natural resources, economic development, agricultural resources development, and providing for a range of housing opportunities. The County s General Plan also needed to work with federal land managers and the six Native American tribes in the County. Public participation in Lake County included workshops with the Citizens Advisory Committee and public workshops held in locations throughout the County. City of Eloy General Plan (AZ) Arizona general plans are required to include community goals and objectives, principles and standards for future development. The Eloy General Plan includes elements for land use, circulation, housing, open space, growth area, environmental planning, cost of development, and water resources. Public participation played an integral role in making the voice of the citizens heard. Extensive inventory and analysis, creation of GIS database mapping, along with community involvement and communication between staff, advisory committees, and residents, contributed to the success of this project NAF El Centro Joint Land Use Study Proposal

96 Knowledge and Understanding of DoD JLUSs 8 City of Goodyear General Plan (AZ) The Goodyear General Plan was developed in response to the adoption of Arizona s Growing Smarter legislation in 2001 and the growth the city was experiencing. The planning process included the concurrent preparation of technical data and recommendations as well as a significant public participation program. The technical data involved the preparation of a map atlas that presented the existing physical, natural, and demographic conditions of the planning area; goals, objectives, and policies for each of the ten elements; alternative land use approaches for build out; and an implementation program of prioritized activities. City of Peoria General Plan (AZ) The City of Peoria was experiencing rapid population and development growth in the late 1990s. This growth changed the needs and desires of the city and its residents and made the previous General Plan from 1987 ineffective and obsolete. The Peoria General Plan was updated to keep pace with the city s rapid growth and development and to adhere to Growing Smarter legislation. Eight elements of the General Plan land use, circulation, environmental, resources, recreation and open space, public services and facilities, housing, safety, and rehabilitation and redevelopment were prepared. An extensive inventory and analysis, creation of GIS database mapping, community involvement, and communication between city staff, technical and project advisory committees, and residents contributed to the success of this project. 98 PROPOSED FEES As requested in the Request for Proposal (RFP), we have included Table 9 1 (presented in a sealed statement), which provides the task specific costs for preparation of the NAF El Centro JLUS. The costs presented represent a fixed fee that covers the scope of work presented in Section 2, itemized items to be charged to Imperial County, and separated costs detailing salary costs including hours, rates, classifications, and administrative and overhead rates. Tasks and associated hours are assigned by team member as requested in the RFP. The column labeled Direct Costs reflects the lump sum total of costs associated with printing and travel. It is assumed in the cost estimate that all data resources, including GIS data, will be provided at no cost to the consulting team for use on this project. Should Matrix be the highest ranking submittal, we look forward to final refinement of the scope of work and associated fee estimate to best meet the needs of the County on this project.
