1 A. Article 1. Theories, concepts and doctrines SOME ASPECTS OF CBRN DEFENCE MEASUREMENTS AND CHEMICAL SUPPORT INTEGRATION IN CAF Chemical corps, chemical support, CBRN Defence, Armed Forces. In 2011 started to be valid a military rule named Force protection in NATO Land Operations Oper-1-3. This rule enables to introduce Allied Joint Publication AJP-3-14 Allied Joint Doctrine for Force Protection in a practice life. A paper deals with some aspects and accesses for fulfillment of demands set in Oper-1-3 and problems with its realization into a practice. The paper introduces current valid definitions of Armed Force Chemical Corps, CBRN Defence and chemical support and it suggests a possible content of CBRN Defence regarding demands fulfillment set in AJP LTC Dipl. Eng. Pavel OTŘÍSAL, Ph.D., MBA, born in He graduated from Military College of Ground Forces in In the year of 2012 he finished professional educated program Public Relations. In the year of 2012 he finished Ph.D. study He came through positions within company, staff and brigade. In he took command, staff and teacher positions in a framework of the 1 st brigade of chemical protection, in position of deputy of battalion chief of staff at the Military Academy in Vyškov and in in positions of an officer at the operational section and the security information section. In 2005 he joined NBC Defence Defence Institute of University of Defence as a special assistant. He works there so far. In the pedagogical work he devotes to Chemical Corps combat and operational employment within units, battalion and brigade. In the scientific work he elaborates problems related to Individual and protective equipment. He is the author of more than 100 skilled articles and publications and 6 textbooks for University students. Dipl. Eng. Jozef KUČÍK, Ph.D. (LTC retired) was born in He graduated from the Military College of Ground Forces (branch Military Chemistry) in In 1985 he finished postgraduate studies at the Military University in Brno and in 1996 doctorate studies. During his military career he assumed
2 many command and staff positions, starting from the platoon commander up to chemical chief officer of the division. He participated in a lot of military exercises and special military courses in the Republic and abroad (Holland, Germany, the USA) and UN observing mission (Sierra Leone). From 1988 to 2000 he worked as a teacher at the Military Academy in Brno, when he was teaching both, and foreign students. He currently works as an academic Department of Chemical Corps, Department of NBC, University of Defence in Brno. Longtermly he deals with chemical security and combat operations, the use of the Armed Forces Chemical Corps, combat employment of Chemical Corps and CBRN defence in its scope. CARRYING OUT OF APPROVED CZECH MILITARY FORCES DOCTRINAL SYSTEM IN THE FIELD OF TACTIC AND OPERATIONAL SKILLS Doctrinal system, military doctrine, military regulation, military publication, manual, STANAG. The author of the article addresses the issue of carrying out of approved Military Forces Doctrinal System in the field of tactic and operational skills. He delimits the relation between doctrines and internal regulations. He elucidates the issue of military regulations development after the Ministry of Defence Order nr. 29/09 preparation, approval and announcing of Ministry of Defence internal regulations and Ministry of Defence bulletin publishing came in power. The first part elaborates on current legislative frame for military regulations development. The second part is dedicated to the issue of military forces accession to NATO standard agreements. The last part tackles the lack of tactic and operational skill regulations, and offers several possible solutions. Dipl. Eng. Milan SOJKA was born in After graduation from the Ground Forces Military College (1978) he went through tank command positions at company, battalion and regiment level. Since 1984 he was assigned as a staff officer at operational headquarters (The Fourth Army, Military Command Centre, Ground Troops Command and Ground Forces Command). While carrying out the above listed positions, he completed postgraduate study (Brigade Commander s course and Operational level staff course) at Military University in Brno. In 2003 he was assigned as a Chief of Planning Department of new established Joint Forces Headquarters. He retired from the army
3 after 36 years of service. Since 2009 he works at the Doctrine Department of the Training Command - Military Academy in Vyskov. He deals with ground forces doctrines development. 2. Experience and knowledge acquired in operations FLIGHT SAFETY IN AIR TRAFFIC CONTROL IN THE CZECH REPUBLIC Flight safety, human factors, air traffic controller, incident, separation minima infringement, day-time, season, workload, time on duty, time after break, length of service. Flight safety is in conjunction with demand on effective and well-ordered air traffic flow essential requirement of modern society. The flight safety is subject to proper human and machine operations. The paper is focused on impact of objective and subjective aspects on human factors in the air traffic control in the Republic. Within European Union (EU), there is reported decreasing number of incidents in the airspace with contribution of air traffic management (ATM) in the last 7 years ( ). The downward trend is perceptible in the Republic as well. In years was reported 73 incidents (and no one accident) in Flight Region (FIR) Republic where civil air traffic controllers (ATCo) were involved. The aim of the article is to analyze and evaluate importance of season, day-time, time on duty and time after break and ATCos service on occurrence of event. LTC Dipl. Eng. In worked as a senior officer of Organization Department, operational officer, chief of Command Post and Commander of Wing Operation Centre of 24th Transport Air Base in Prague- Kbely. Since 2005 he works as a leading senior officer specialist of Air Force Department of Forces Developlment and Operational Division (Ministry of Defence). His responsibilities are defence standardization of the Air Force, producing and coordination of military regulations of the Air Force and Force Goals (Defence Planning Capabilities). In 2010 began PhDstudies at Air Transportation Department of Transportation Sciencies Faculty ( Technical University in Prague).
4 THE HELICOPTER EMERGENCY MEDICAL SERVICE AS ONE OF THE FORMS OF THE CZECH REPUBLIC MILITARY COOPERATION WITH THE INTEGRATED RESCUE SYSTEM Emergency Medical Service, the Helicopter Emergency Medical Service (HEMS), Integrated Rescue System, Pre-hospital Emergency Care. The main theme of this article is a Helicopter Emergency Medical Service, which is an integral part of the emergency medical services. The aim is to clarify the position of this service as a part of the Republic Integrated Rescue System. The article also informs a reader basics of the Helicopter Emergency Medical Service execution by military personnel and military assets. The first part includes definitions of the basic terms regarding the Helicopter Emergency Medical Service. Next, the history and the present state of the Helicopter Emergency Medical Service are described. The important part of the article informs well-educated staff and sophisticated modern medical devices of the Center Emergency Medical Service. LTC Dipl. Eng. 5 3. Foreign studies and experience acquired in operations. FRENCH STRATEGY FOR THE PROTECTION AND SECURITY OF INFORMATION SYSTEMS Slovak Critical Communication Security, Systems Protection, Infrastructure, Cyber Attacks, Cyberspace, Strategy Objectives, Strategy Supporting Lines, Threats. This article presents the strategy of France in the area of Systems Protection and Security, which was published on 15th February 2011 in a press communiqué by the French National Agency for Systems Security. The strategy was established as one of the priority tasks that were set in the White Paper on Defense and National Security to ensure the protection of cyberspace. Its subject consists of four main goals and seven supporting lines which are described in detail in the present article. For each goal and line are presented the possible threats, incentives and general suggestions and specific measures taken by the competent authorities in all areas. There is also indicated the progress in the implementation of the goals and the relevant measures. RNDr. Eva KOSTRECOVÁ, Ph.D., studied Computer Science at Comenius University Bratislava and Management of Free- Market Economy at EGC (Ecole de Gestion et de Commerce) in Angoulême, France. She received Ph.D. in 2008 at Police Academy in Bratislava in the field of Data Protection in Systems. During the years she was the trainee of French and Swiss Government in the area of Stock Exchange Transactions. She teaches at Slovak Technical University of Bratislava Security and Cybercriminality and is Director of Statistics and Registers Division in National Health Center in Slovak Republic. PERSPECTIVE OF INDIAN NAVY DEVELOPMENT Indian navy, naval strategy, maritime force building, aircraft carriers, Monroe Doctrine. The purpose of this article is to analyze implications of India s maritime military build-up for the future. Two distinct areas, which are keys for the future of navy and its role, are addressed. On the one hand, it is development and ship building, but also
6 Indian strategic principles for the maritime domain. On the other hand, there is a focus on the development of Indian naval strategy concerning conceptual documents of the Navy and also more abstract archetypes of thinking the role of Indian Navy. Regarding naval capacity building, it is evident that India tries to create significant sea power. This effort seems to be successful, which is demonstrated by a volume and character of contracts. In terms of strategic outlook the situation is fuzzy because of unclear Indian security policy interests. Though it is possible to use concept of Monroe Doctrine to create three scenarios of future India s ambitions regarding maritime domain. Jan TENORA was born in He is a last-year student of bachelor s degree of Political Science Program, field Security and Strategic Studies and International Relations at Faculty of Social Studies, Masaryk University. In his thesis, he addresses maritime security, specifically threads from non-state actors within maritime domain. 4. Personnel training MISSION SPECIFIC TRAINING FOR REGIONAL COMMAND HEADQUARTERS English Mission Specific Training, Training plan, Regional Command, Training objectives, Specific training objectives, Functional Area Training, Functional Area Systems Training, Lecture, Roundtable discussion, Panel discussion, Media training, White Cell, International organizations, Governmental and Nongovernmental organizations, Subject Matter Expert, ANSF. The integral part of the Regional Command Headquarters training for the ISAF mission is the Mission Specific Training. Although the Mission Specific Training supports achievement of the majority of the main and specific mission training objectives it only scarcely finds its place on the pages of professional military magazines. Also, only a few training centres exist which are designated for training of the ISAF Regional Commands. That even further limits attainment of the information this type of training. Therefore, the aim of the article is to partially fill this informational gap and provide overview the JFTC s approach to the organization of the Mission Specific Training. Content of the article covers the structure of the exercise, purpose and training objectives of the Mission Specific
7 Training, forms, methods and content of the training. The article represents one of the possible approaches to the organization of this training and our experience with it. Brigadier general Jaromír ZŮNA, Ph.D., is a graduate from the Military University of the Ground Forces in Vyskov. During his military career BG Jaromír Zůna occupied number of positions at tactical, operational and strategic levels of command within the Armed Forces of the Republic and abroad, that includes 22 years of service as commander, deputy commander or chief of staff. Besides others he served at the Military University of the Ground Forces in Vyskov, Military Academy in Vyskov, Territorial defense Forces, Support and Training Forces, Training Command Military Academy in Vyskov, General Staff, U.S. Army TRADOC, IFOR, SFOR. At present he holds position of the Deputy Commander Chief of Staff at the NATO Joint Force Training Centre in Bydgoszcz, Poland. His publication activities cover the following topics: preparation of personnel, training, multinational operations and missions of the UN, EU, OSCE and NATO, security and force development.
8 MILITARY GRADES AWARDING FOR LOGISTICS PROFESSIONS Military grades, criteria and standards, logistics, competition, specification. This article briefly reflects on the current system of granting of military grades in the Army of the Republic. It describes the present state and tries to identify its inherent risks. The second part of the article is devoted to the granting of military grades in the area of logistic expertise that are not currently governed by any internal regulation. The article presents its own criteria for the granting of military grades to selected types of logistic expertise. The conclusion offers several suggestions to simplify the current system of the granting of military grades and to make the process more transparent. This article does not have ambitions to replace the provisions of the internal regulations and probably does not solve the problems of the selected types of logistic expertise. Readers with experience from other areas of logistics will find many points with which they can agree, as well points with which they might disagree. However, the objective of the article was to demonstrate that it is possible to establish appropriate criteria also in the so far neglected area of logistics. Capt. Dipl. Eng. Michal ZELENÁK, born 1964, since 1984 held the basic professional features of accoutrements support units. In 2004 he graduated from University of Land Forces in Vyškov and consequently master s degree at the University of Defence in Brno. Since 2004, he served as deputy company commander of Logistics Company since 2008 as Chief of Logistics support group. At the same time is a person qualified in occupation health and safety, fire protection and dangerous goods security adviser according ADR. He currently holds the position as assistant professor in logistics support group at the Department of Logistics Faculty of Economics and Management University of Defence in Brno. His deals with the issues of logistics service especially military uniform and issue of Occupation health and safety and Fire protection.
9 MULTINATIONAL EXERCISE RAMSTEIN ROVER 2012 RAMSTEIN ROVER 2012, Close Air Support CAS, Forward Air Controller FAC, Host-Nation Support HNS, Joint Fire, Rules of Engagement ROE, Exercise Operation Order EXOPORD, Exercise Plan EXPLAN, Special Instructions SPINS, Air Tasking Order ATO, Airspace Control Order ACO, International Security Assistance Force ISAF. The author of the article deals with the multinational exercise RAMSTEIN ROVER 2012, which took place in the Republic from 5th September to 21st September The aim of the article is to inform readers this multinational exercise as a whole. Firstly, the article evaluates how this exercise influences the Forward Air Controllers readiness to fulfill their tasks within International Security Assistance Force ISAF. Next, the goals of this exercise including training of Land Forces and air crews are explained in this article, too. The author also describes the chain of command and control of the exercise. Finally, the significant part of this article focuses on capabilities to improve and provide Host Nation Support for units and means from the North Atlantic Treaty Organization which were deployed in the Republic during the exercise. 1LT Dipl. Eng. Jan HRDINKA was born in He graduated from the University of Defence in Brno, specialization-commander of mechanized and tank unit, in After graduating he was appointed as commander of mechanized platoon in 72nd mechanized battalion in Přáslavice. He served in Afghanistan in 2010 as squad commander of Mobile Observation Team (MOT) from the task organization of Provincial Reconstruction Team (PRT) Logar. He was deputy of infantry company commander in task force the European Union Battle Group with stand by phase II/2012. His today's job title is an intelligence officer of 72nd mechanized battalion.

Military technologies, economics and management MAN-PORTABLE AIR DEFENCE SYSTEM ROBOT SYSTEM 70 INTRODUCTION INTO THE CZECH ARMED FORCES AND TRAINING Man-portable air defence system (MANPADS), very short air defence (VSHORAD), RBS-70, surface to air missile (SAM), ground based air defence (GBAD), Training Command Military Academy. The authors of the article elaborate on implementation of manportable air defence system (MANPADS) Robot system 70 (RBS-70) into the air defence system of the Armed Forces. First chapter of the article describes the SA7 Grail system, the predecessor of Soviet origin, and states reasons for replacement of it by an up to date system. Second chapter of the article addresses possibilities, and options for new choice of MANPADS in the Armed Forces. Five other very short air defence systems, also subjects of the option, are briefly introduced. Each system is shortly characterized, and its main attributes are listed. Third chapter shortly informs history and main focus of Svenska Aeroplan Aktiebolaget (Saab), the Swedish company, which produces the chosen RBS 70 MANPADS. Description of the system and a comparison between the SA7 Grail and the RBS 70 follows in fourth chapter. Fifth chapter brings further information each part of the new system. At the last chapter authors apprise readers of crew training system, and training equipment, available in the Armed Forces. 1LT Dipl. Eng. Tomas DĚDOCH, born 1982, joined the University of Defence in Brno city in From year 2003 to 2005, he worked as a deputy platoon commander, later on as a platoon commander in Přerov city. In 2005 he began his work in Vyškov as an instructor of the air defence systems. In 2012 he has graduated the Business University in city of Ostrava, field of study: Economy and management. Presently, he is a teacher of the air defence systems in Vyškov base. Working place: Career Preparation Department of the Training Command - Military Academy. Capt. Dipl. Eng. Frantisek GRMELA, born 1968, graduated The Military Technical Colleague in Liptovsky Mikulas, the Faculty of air defence of ground units. After two years of working with an air defence unit, he became a lecturer of automotive machinery department of Ground Forces Military Colleague in Vyskov. He worked in military education branch till Since 2009 till now, he is a member of Doctrine
11 Department. In 1998 he participated in SFOR (Stabilisation Force) mission in Bosnia and Herzegovina as an aide de battalion commander. In 2006 he was a UN military observer in UNMIL (United Nations Mission in Liberia). In 2008 he was a commander of 5th MNF-I (Multinational Forces Iraq) contingent. Review CONTRIBUTION TO THE MULTINATIONAL CAPABILITY DEVELOPMENT CAMPAIGN (MCDC ) FOCUS AREAS Combined Operational Access; Multinational Capability Development Campaign; Combined Forces; Operational Effectiveness. The Multinational Capability Development Campaign (MCDC) series is a follow-on to the Multinational Experiment (MNE) series iniciated by United States Joint Forces Command in It is designated to develop and introduce new capabilities to enhance the coalition force s operational effectiveness in joint, interagency, multinational, and coalition operations. While it maintains the foundational blocks that made the MNE series successful, MCDC incorporates significant changes in scope, mission, and governance that iprove responsiveness, agility, and relevance. COL Dipl. Eng. Petr MARKVART, Ph.D., born in He graduated from Military College Liptovský Mikuláš in He came through positions within Air Defense Missile Battalion and later started his Ph.D. study at the Military Academy in Brno. During the Ph.D. study he became an assistant at the Air Defense Department of the Military Academy and later the deputy of the Air Defense Department Head. In 2003 he graduated from the Air Defense Career Course in the USA. In 2004 he came to the Training and Doctrine Directorate in Vyškov and worked as a Joint Doctrine Branch Head. In the period he was sent to the six-month NATO Training Mission in Iraq. Betwen he worked as a Liaison Officer to the US ARMY TRADOC in USA and after returning took the position as a Doctrine Institute Head in Vyškov.
13 2. Current information WHERE ARE YOU GOING, FINABEL? Finabel; land forces (Army); evolution; future; reflection; European Doctrine Centre; doctrines; studies. The article is a contribution to a popularization of the Finabel organization. The author of the article has provided readers with the basic factual information Finabel in the previous edition of The reviewed continuing on-line source called Doctríny [1]. In this article, he deals with the key question, which Finabel is now facing What is the future of Finabel? The text also provides readers concerned with a link to the translation of the Finabel Status, 2011 edition. Readers are introduced into an initial situation, when Finabel is going to deal with its existential question its future on the 60th Finabel foundation anniversary. In the article, the author familiarizes readers with the content of two basic documents, which are the starting point for the discussion the Finabel s future. There are not only the existential questions put in those documents, but also some proposals solving the questions for the subsequent discussion. The article is concluded with the previous Land Forces commander general Kaleta s quotation the reasons, why the Republic jointed Finabel and appeals the Army members to participate on the discussion the Finabel s future. Dipl. Eng. Michal ROČKÁR, born in 1960, graduated VVS PV LS Vyskov in 1987, branch command-engineering tank, he graduated battalion commander course at VA Brno in 2002, branch military logistics logistic supports management. During his thirty years of military service he performed various command and staff appointments from platoon commander up to chief of staff of logistic battalion. He finished his military active service in 2009 as chief of co-ordination department of doctrine institute of Training Command Military Academy. At present time, he works at the same institute as specialized officer with focus on elaboration of special publications and defense standardization. He published in the military special magazine called Military professional in 2001 and two his articles were issued in the reviewed continuing on-line source called Doctrine in 2010 and He is involved in NATO working body from 2009 as the representative in AJOD working group (Allied Joint Operations Doctrine). From 2012, he is the assistant
14 of principal military expert of the Army of the Republic in the commanders Armies organization called Finabel. He is engaged with questions of defense standardization, the ground forces employment in operations and general logistics. THE PREPARATION OF CZECH REPUBLIC MINISTRY OF DEFENCE PERSONNEL (INFORMATION ABOUT FORTHCOMING OPERATIONAL DOCTRINE) Preparation of Republic Ministry of Defence Personnel, operational doctrine, qualification prerequisites, qualification requirements, methods, forms and means of preparation, education and training. The article elaborates on forthcoming operational doctrine, named The Preparation of Republic Ministry of Defence Personnel. The operational doctrine follows a military publication, called Preparation of military forces personnel. The former enhances, updates and fundamentally extends the latter. The doctrine will provide managers, commanders, personnel department officers, and many others, who participate on personnel preparation, like teachers, lecturers and instructors with necessary information the issue of personnel preparation. All professional soldiers, civilian employees and active reserves will also find there basic information Ministry of defence personnel preparation, i.e. education and training. RNDr. František HERODEK, was born in He graduated Science Faculty at Palacky University Olomouc, completed conversion course of command mechanization and automation at Military University in Brno, postgraduate study at Regional Computing Centre of Brno University of Technology and supplementary studies at Faculty of Education at Palacky University Olomouc. Additionally he completed a number of courses in the field of information and communication technologies, distance education and e-learning. Since 1980 he has held various positions at the Ground Forces Military College, most recently as a director of information technology centre. He has served in management positions in following military exercises: Cooperative Challenge (1995), Cooperative
15 Best Effort (1996) and Cooperative Guard (1999). Since 1 September 2004 he worked as deputy commander for educational activities at the Military Academy in Vyskov. In the years he worked in the same position on the Training Command - Military Academy. He currently works as a designer of information and communication systems at the Communication and Technologies Division of the Training Command Military Academy. Within the purview of him is preparation of Ministry of Defence personnel, and utilization of information and communication technologies in command and preparation of military professionals. SHOOTING TRAINING IN THE CZECH ARMED FORCES PREPARATION SYSTEM Training of the Armed Forces, structure and readiness of the Armed forces potential adversary, technological and information domain, time domain, preparation principles, systematic sequence, preparation system, curriculum, knowledge, skills, habits, firearms training instructor, shooting. Based on Ministry of Defence internal documents, the authors of this article introduces, how to constructively approach the shooting training issue, which is one of the cornerstones of the Armed Forces preparation system. The aim of the article is to underline the influence of internal conditions and changed character of security environment on the Armed forces preparation system. The first part of the article focuses on documents, which in a way evaluate current security situation
16 and establish basic requirement for the preparation system. The second part of the article is focused on status of commanders in the system of firearms shooting training. It adresses the problem, how to understand the importance of preparation principles and systematic sequence in entire soldier s training. Further more it elaborates on the positon of firearms shooting instructors in the system. They should participate in organization and control of firearms shooting training in frame of their units. The goal of the article is not to describe individual documents, but to emphasize the task of commanders (instructors, teachers) when organizing firearms shooting training. Further more, the meaning of the article was to say that firearms shooting training is not just simple shooting. Dipl. Eng. 17 as a designer of information and communication systems at the Communication and Technologies Division of the Training Command Military Academy. Within the purview of him is preparation of Ministry of Defence personnel, and utilization of information and communication technologies in command and preparation of military professionals. He publishes in professional journals.
