1 SPECIFICATIONS Work under this contract shall be performed in accordance with the following specifications/statement of work (SOW) which for this contract will be referred to as (PWS): 1.0 PURPOSE 1.1 INTRODUCTION The Space and Naval Warfare Systems (SPAWAR) Center Atlantic (SSC LANT) Team s mission is to enable knowledge superiority for its customers by developing, delivering, and maintaining effective, capable and integrated command and control (C2) systems. SPAWAR provides full spectrum support from development and design through life cycle support for mission critical command and control capabilities for the Warfighter. The purpose of this contract is to provide the necessary C2 support services required to sustain the United States Joint Forces Command (USJFCOM) in its mission to provide training to US and foreign joint forces. The role of USJFCOM is to train and provide forces from all services (Army, Navy, Air Force, Marine, Coast Guard, NATO, Coalition, Home Land Security, etc) to commanders around the world to work together as a joint team. The C2 systems developed for this effort provide Joint military and DoD teams with the unique skill sets necessary to deploy at a moment s notice to assist an operation. The training venues come from various Joint Exercises that occur throughout the year such as Unified Endeavour, Talisman Saber, Austere Challenge, Turbo Challenge and others. USJFCOM controls these exercises, some of which will occur simultaneously, regardless of the services that participate. USJFCOM acts as the hub that provides the Systems Engineering and design expertise to develop, plan and ensure operability/interoperability during execution of joint training events. SPAWAR C2 Advanced Technology and System Engineering has provided support in the Tidewater area for more than a decade. Recent and ongoing SPAWAR support includes: Command Center C2 systems life cycle management and operation. Command Center Information Technology (IT) infrastructure design. IT infrastructure design, prototyping, implementation and subsequent management and operation. C2 Intelligence Surveillance Reconnaissance (ISR) systems engineering for experimentation. Collaborative Information Environment (CIE) development and implementation. Joint training and exercise IT systems design, implementation and support. Service C2 systems technology insertion, test & integration. Cross-Domain solutions engineering, design, prototyping and transition support. Telecommunication engineer support for the Enterprise Content Management for Joint Forces Command (JFCOM), Joint National Training Capability (JNTC), and Joint Warfighter Center (JWFC) initiatives. 1.2 SCOPE In support of SSC LANT Code 52000, this single-award, performance-based contract shall provide various services in the following areas: a. Systems Engineering (PWS Para 3.1) b. Systems Design (PWS Para 3.2) c. Information Assurance (PWS Para 3.3) d. Modeling and Simulation (PWS Para 3.4) e. Net-centric Enterprise Services (PWS Para 3.5) f. Information Systems (PWS Para 3.6) g. Information Systems Transfer / Transport (PWS Para 3.7) h. Power Infrastructure Support (PWS Para 3.8) i. Program Management (PWS Para 3.9) Note: In accordance with the Fleet Forces Command and NAVSEA Joint Industry-Navy Improvements Initiative (JINII) and in accordance with current SPAWARSYSCEN Atlantic (SSC LANT) Installation Management Office (IMO) Policy, the scope of this contract specifically excludes system installation related tasks involving U.S. Navy property (ships, shore stations) and excludes installation related tasks funded with U.S. Navy Funds." 2.0 APPLICABLE DOCUMENTS All work shall be accomplished using the best commercial practices and current acceptable industry standards. The applicable references and standards invoked will vary within individual tasks and will be

2 specifically called-out in each task order (TO). In accordance with Defense Acquisition Policy changes, maximum utilization of non-governmental standards will be made wherever practical. Where backward compatibility with existing systems is required, selected interoperability standards will be invoked. For purposes of bidding, the following documents are not exclusive; however, all contractors shall be able to meet those cited when applicable to the TO. 2.1 REQUIRED DOCUMENTS The following documents are part of this PWS and are mandatory for use. Copies of military specifications may be obtained from the Commanding Officer, Naval Supply Depot, 3801 Tabor Avenue, Philadelphia, PA Application for copies of other Military Documents should be addressed to Commanding Officer, Naval Publications and Forms Center, 5801 Tabor Ave., Philadelphia, VA All other commercial and industrial documents can be obtained through the respective organization s website. 3.0 PERFORMANCE REQUIREMENTS The following paragraphs list all required support tasks that shall be required throughout the life of the contract. The contractor shall provide necessary resources and knowledge to support the listed tasks. Specific objectives

3 shall be dependant on the base contract and the task order (TO) written against the base contract. The contractor shall complete all required tasks while controlling and tracking performance and goals in terms of costs, schedules, and resources. 3.1 SYSTEMS ENGINEERING (20%) The contractor shall perform in-depth systems engineering tasks in support of new various integrated systems, networks and support equipment in the functional areas of information systems, information transfer, video systems, model and simulation, and communication systems. Tasking shall include but is not limited to: The contractor shall provide technical direction and analysis for telecommunication activities, including planning, designing and maintaining large-scale telecommunications/communications networks and services with computer systems to provide complete systems solutions. The systems include: satellite, microwave, broadband, fiber optic, voice, video and digital telecommunication systems. The existing operating systems include but are not limited to Microsoft, Cisco and Solaris. N D-4800 Page 18 of The contractor shall apply telecommunications/communications engineering principles and theory to propose design and configuration alternatives. The contractor shall investigate Joint C2 program requirements and prepare studies / give presentations concerning data communications concepts integrated with computer systems and applications for total systems solutions The contractor shall investigate Joint C2 program requirements, perform studies, analyze new and/or existing systems and/or equipment performance issues (analyze network performance, usage and traffic flows, accesses and interfaces, transmission techniques, and protocols to interface with computer systems), perform feasibility analysis, interoperability analysis, develop integration design documentation, develop interface designs and submit recommendations for development, upgrades, modifications, or alterations of hardware and/or software as appropriate to improve system operation and enhance security posture in the field environment The contractor shall develop prototype systems or proofs of concept to demonstrate the specific integrated design process development for integration of new technologies, such as the Joint National Training Capability (JNTC), Horizontal Fusion or Advanced Distance Learning, or schedule and technical reviews for new systems under development Computing for architecture requirements. This includes, but is not limited to: 1. Network vulnerability tools experience within multi-processing environments 2. Firewall load balancing requirements 3. Security requirements 4. Development of multi-threaded intrusion detection 5. High Band-width Asynchronous Transfer Mode (ATM) (OC-3, OC-12) Intrusion detection development test & evaluation. 6. Perform studies and analysis utilizing network performance tools such as Active Measurement Program (AMP) The contractor shall develop design plans (CDRL A001) for integrated Network Architectures. This includes, but is not limited to: 1. ATM, Ethernet, and Fiber Distributed Data Interface (FDDI) technologies 2. Network Operations Center (NOC) engineering 3. Integration of systems in a DoD Research Engineering Network environment 4. Migration of Modeling & Simulation results into a Network Architecture The contractor shall develop design plans (CDRL A001) for Internet Protocol version 6 (IPv6) Integrated Network Architectures. This includes, but is not limited to: 1. IPv6 testbed experience interfacing network devices 2. IPv6 architecture and integration 3. Interface IPv6 environment The contractor shall design, fabricate, and test prototype ancillary equipment (few of a kind - special/custom hardware) and fabricate and test specialized test and/or analysis systems. As required, the contractor shall provide commercial technical manuals (CDRL A019) and technical data (CDRL A018) for any new hardware, software, and firmware introduced. This effort includes the submittal of any associated supplemental data for maintenance, operational, and testing support The contractor shall perform factory change orders, engineering change orders, and update all documentation. The contractor shall provide subject matter expertise in support of the SPAWARSYSCEN Tier 3 (Systems Engineering) team The contractor shall study operational requirements (OR) to determine system performance criteria and to outline functional requirements. Performance specification(s) shall be generated/reviewed (CDRL A002) in

4 order to specify, in detail, system requirements based upon the operational approach and selected alternative. The contractor shall participate in design reviews and other technical reviews and discussions regarding SSC LANT systems, equipment and programs as directed in the TO. The contractor shall provide support to Comprehensive Security Assessments (CSA s) and Security, Test, and Evaluations (ST&E s) to assist in site security posture The contractor shall conduct Research and Development (R&D) based upon directed requirements. To facilitate system and equipment research and testing, the contractor shall establish and operate functional test beds based upon SSC LANT sponsored systems, equipment and/or requirements The contractor shall analyze system descriptions, specifications and performance, and shall determine the Test and Evaluation (T&E) requirements for systems, equipment and programs. Engineering support shall be provided during T&E, including reduction and analysis of the T&E data. T&E results shall be summarized and reported in a Test Plan and Test/Inspection Report (CDRL A003) In support of many of the subtasks, the contractor shall be responsible for Software Engineering efforts which include the design, development (CDRL A017), and documentation (CDRL A018) of software to support a specific government requirement. Utilization of certified software and computer personnel shall also be required. The lead contractor (prime and/or subcontractor) who is responsible for leading software development efforts shall define a software development approach appropriate for the computer software effort to be performed under each task. The approach shall be documented in a Software Development Plan (SDP) (CDRL A004). The contractor shall follow this SDP for all computer software to be developed or maintained under this effort. At a minimum, the SDP shall address the following: Software Development Plan (SDP) The SDP shall be initially delivered to the government NLT 30 days after contract award but no later than commencement of software activity. No specific format is required; the document is content driven. Subject to review, the SDP shall be placed under configuration control after its has been approved by the Government. The document shall be resubmitted for review and government approval when periodic updates are performed subsequent to process improvement reviews The SDP shall document all processes applicable to the system to be acquired, including the Primary, Supporting, and Organizational life cycle processes as defined by IEEE/EIA Std as appropriate The SDP shall define the offeror s proposed life cycle model and the processes used as a part of that model. In this context, the term life cycle model is as defined in IEEE/EIA Std The SDP shall describe the overall life cycle and shall include primary, supporting and organizational processes based on the work content of this solicitation. In accordance with the framework defined in IEEE/EIA Std , the SDP shall define the processes, the activities to be performed as a part of the processes, the tasks which support the activities, and the techniques and tools to be used to perform the tasks. Because IEEE/EIA Std does not prescribe how to accomplish the task, the offeror must provide this detailed information so the Navy can assess whether the offeror s approach is viable The SDP shall contain the information defined by IEEE/EIA Std , section 5.2 (generic content) and the Plans or Procedures in Table 1 of IEEE/EIA Std The content of the SDP shall be tailored to contain only the sections that are applicable to the tasks defined in the Task Order. If any information item is not relevant to either the system or to the proposed process, that item is not required The SDP shall adhere to the characteristics defined in section of IEEE/EIA Std , as appropriate. In all cases, the level of detail shall be sufficient to define all software development processes, activities, and tasks to be conducted which will allow the use of the SDP as the full guidance for the developers. In accordance with section 6.5.3b of IEEE/EIA Std , information provided must include, as minimum, specific standards, methods, tools, actions, reuse strategies, and responsibilities associated with development and qualification including safety and security. 3.2 SYSTEMS DESIGN (15%) The contractor shall perform systems design and development engineering efforts for functional areas of information systems, information transfer, video systems, modeling and simulation, and command and control. Design efforts in support of IPv6 require at a minimum that Network hardware, software implementation and configuration shall support a fully enabled IPV6 network infrastructure. Systems Design efforts include design of new networks and the integration design of existing networks across organizations (joint, DoD, coalition partners, non-dod agencies) in CONUS and OCONUS settings. This network environment shall be configured for 24x7 operations and must include built in redundancies to maximize network availability. The existing systems consist of Microsoft Windows, Sun Solaris and Red Hat Enterprise Linux Information Systems. The systems use wireless, IPV4 and IPV6 technology and involve IP transport that currently incorporates but not limited to the use of ASF Streaming Redirector files (ASX), ATM switching, High Assurance Internet Protocol Encryptor (HAIPE) for data encryption, H323 std/video protocols, and multiprotocol label switching (MPLS). Systems Design tasks at a minimum shall include the following subtasks:

5 3.2.1 The contractor shall support systems engineering design efforts for the SPAWAR supported systems and subsystems, to include multiple classified and unclassified networks The contractor shall provide studies, analysis and recommendations for systems design efforts in support of new and existing systems The contractor shall develop systems preliminary designs and systems detailed designs and provide documentation of such designs in an Engineering Drawing (CDRL A005) The contractor shall design, develop and document in Design Plan (CDRL A001), prototype systems to demonstrate proof of concept, improved reliability or new process/technological improvements The contractor shall design modifications for in-service systems, deployable systems, support equipment, and training systems. The contractor shall provide modifications where needed for system modernization, enhancement or maintainability. Modifications may originate from commercial Original Equipment Manufacturer, or contractor designed modification kits Provide commercial technical manuals (CDRL A019) and technical data (CDRL A018) as required for any new hardware, software, and firmware introduced in support of systems design. This effort includes the submittal of any associated supplemental data for maintenance, operational, and testing support. 3.3 INFORMATION ASSURANCE (15%) Information Assurance (IA) includes tasks through which the contractor shall protect and defend information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. This includes providing for restoration of information systems by incorporating protection, detection, and reaction capabilities. The contractor shall provide information system security expertise for both operational and test environment implementation of security configurations for server operating systems, client workstation policies, web servers, Oracle databases, Microsoft SQL databases, and Postgre SQL databases. This task will provide for IA and network security (referred to as IA) necessary to ensure that the network is not breached or disrupted by malicious or unintentional actions. IA tasks at a minimum shall include the following subtasks: Security compliance by tracking and validating completion of Information Assurance Vulnerability Alerts (IAVA) configuration changes Configure and maintain all network devices in accordance with Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) The contractor shall provide subject matter expertise to research, document, and brief security compliance of information systems with DoD and DoN policies, instructions, and memorandums. The contractor shall provide technical support for the implementation of required security practices and the periodic audit of systems for compliance to security policies In accordance with clause , contractor personnel performing IA functions shall meet all information assurance (IA) training, certification, and tracking requirements prior to accessing DoD information systems. Personnel tracking information, which includes subcontractor personnel, shall be included at contract award in the IA Personnel Certification Report (CDRL A006) and subsequent updates every 6 months. The personnel list updates shall be included in the monthly contract status report. 3.4 MODELING AND SIMULATION (5%) The contractor shall provide Research and Development (R&D) resources to perform Modeling and Simulation to meet specific DoD requirements and Industry best practices for performance and security in support of the Joint War Fighting Center and SPAWAR. One of the major components of the Joint Warfighting Center is the use of Modeling and Simulation (M&S) to conduct training for large Joint Task Forces, (JTF) and their Functional Component Staffs. Input to Service Command and Control (C2) systems can be transmitted via live forces, virtual simulators, or constructive simulations from models. Information derived may require, at government discretion, tasking contractor for integration, testing, and deployment. As part of these M&S requirements, contractor may be required to travel to ascertain site security posture and provide assessment in improving security. The contractor shall provide the requested mix of labor categories, and shall perform the applicable tasks as directed by the TO in support of SPAWAR requirements. M&S Tasking shall include but not be limited to the following subtasks: The contractor shall provide research support by investigating program requirements, perform studies, analyze system and/or equipment performance and submit recommendations for development, upgrades, modifications, or alterations of hardware and/or software as appropriate to improve system operation and enhance security posture in the field and lab environment The contractor shall develop and maintain model hierarchy, relationships and dependencies, including supporting documentation and plans and provide computer resources (personnel, hardware & software) in the development of code to model and simulate field environments. This information may then be used to determine ways to improve the sites security posture The contractor shall implement distributed modeling, simulation, and visualization technologies. The

6 contractor shall recreate scientifically an operational environment for local evaluation of field needs. This modeled environment may then be manipulated to determine improvements in security posture. The contractor shall participate in design reviews and other technical reviews and discussions regarding systems, equipment and programs as directed in the TO The contractor shall simulate the designated environment to provide a realistic or near realistic (virtual) environment. This simulation may include the development of 3-Dimensional (3-D) layers to enhance the virtual environment. The contractor must have the knowledge to work with industry leaders and shall work with industry leaders in state of the art visual simulation The contractor shall assess and test M&S applications for compatibility with complex mission specific requirements, and validate proper interface The contractor, in accordance with the DoD s Guidelines, shall develop/perform or assist in the development/performance of Certification, Test and Evaluation (CT&E) documentation, Security Test and Evaluation (ST&E) documentation and conducts Risk Assessments (RA). This tasking may either be in the form of virtual or real environments. 3.5 NETCENTRIC ENTERPRISE SERVICES (20%) The contractor shall provide technical services and subject matter expertise in the design of systems that employ Net-Centric Enterprise Services and the integration of current information management and collaboration systems with Net-Centric Enterprise Services. Design functions will focus on analysis, testing and prototyping of Service- Oriented Architectures that automate information exchange between information systems. Integration functions will require comprehensive system expertise in web, document management, and collaboration systems employed by Joint, Non- DoD, non-government, other DoD and U.S. Coalition partner users. Support will include building and supporting current web and collaboration systems in use within DoD. Tasking will include but is not limited to the following subtasks: The contractor shall prepare a Contractor Integrated Technical Information System Implementation Plan (CITIS_IP) (CDRL A007) The contractor shall provide design and test integration strategies for communication between different operational systems in the areas of authentication, directory services, publish-and-subscribe data exchanges, realtime voice communication, and real-time text messaging. 3.6 INFORMATION SYSTEMS (5%) Information Systems includes the servers (name, directory, messaging, applications, web and collaboration), workstations, data storage, back-up/recovery, software applications, hardware platforms and operating systems required to enable a robust and efficient communication. In general, the information systems task consists of the design, installation, configuration, testing, integration, documenting, troubleshooting, repair, monitoring and management of enterprise network services environments involving Microsoft Windows, Sun Solaris and Red Hat Enterprise Linux Information Systems. The systems use wireless, IPV4 and IPV6 technology and involve IP transport that currently incorporates but not limited to the use of ASF Streaming Redirector files (ASX), High Assurance Internet Protocol Encryptor (HAIPE) for data encryption, H323 std/video protocols, and multiprotocol label switching (MPLS). Tasks shall include but are not limited to the following subtasks: Monitor operational status of the network services and systems using various monitoring software applications and take corrective action to resolve performance degradation or system/service failures Analyze information system usage, data flows, required ports and protocols for proper interface between client computer systems and server applications Provide exercise support by coordinating and consulting with Tier I, II support staff, and exercise controllers to identify and resolve network services performance issues. This task may require on call / recall or OT capacity during 24/7 exercises and mission rehearsals Evaluate/install Operating System (O/S) application patches, maintain system IAVA compliance, and manage system security configurations on all information systems, including systems distributed to remote sites Integrate new technologies and perform O/S/application upgrades during scheduled outages. This task may require scheduled shift work Participate in information systems design working groups to provide recommendations for network services improvements. Consult with end-users, managers, and senior staff to ensure that deficiencies and alternatives have been fully identified and that network services solutions will meet requirements Document network services configuration changes, design drawings, logical flow diagrams and asset management in an Engineering Drawing (CDRL A005) Evaluate client and server software applications as required for integration into training network environment Provide commercial technical manuals (CDRL A019) and technical data (CDRL A018) as required for

7 any new hardware, software, and firmware introduced in support of information systems. This effort includes the submittal of any associated supplemental data for maintenance, operational, and testing support. 3.7 INFORMATION SYSTEMS TRANSFER/TRANSPORT (5%) The Information Transfer infrastructure of the JWFC provides the telecommunications, routing, and switching to provide the globally distributed network which integrates the training audiences, the training sources and the training observers. In general, the information transfer task consists of the design, integration, configuration, operation, maintenance, monitoring, testing, troubleshooting, documentation and management of the network. This task will include work performed in Sensitive Compartmented Information Facility (SCIF) areas and requires a TS/SCI clearance level for those technicians assigned to that work. The Information Transfer equipment/technologies in this task consists of ATM switching, encryption devices, IP Transport (routers & switches) hubs, PCs, out-of-band management devices, network management and monitoring software and devices, quality of service applications, and LAN/WAN components. The information systems include but are not limited to Active Directory, Collaborative Services, DNS, Web Services, , Portal and Information Management. The Information Transfer tasks shall include but are not limited to the following subtasks: Set up, configure, install and integrate network devices to include routers, switches, hubs, servers and PCs. This includes clearing configurations and restoring equipment to default settings at completion of exercises Provide Internet Protocol (IP) management and IP documentation report (CDRL A010) Perform password management and AAA (authentication, authorization and audit) Integrate both software and hardware assets into the existing operation network without causing network disruptions Monitor operational status of the network and the network devices using various monitoring software applications and take independent corrective action to resolve performance degradation. Provide network modeling (eg, Spectrum modeling or HP OpenView) Perform network performance testing (ie, bandwidth, packet loss, transfer time, packet analysis) with varying performance software (eg, Chariot, JNMS, CISCO NAMs, Network General Sniffer), analyze and interpret results Analyze network usage and traffic flows, accesses and interfaces, transmission techniques, and protocols for proper interface with computer systems and user applications Test network devices for proper operation and resolve deficiencies Provide exercise support by coordinating and consulting with Tier I, II support staff and exercise controllers to identify and resolve network performance issues. This task may require on call / recall or OT capacity during 24/7 exercises and mission rehearsals Install new technology and upgrades during scheduled outages. This task may require scheduled shift work Participate in network design working groups to provide recommendations for network improvements. Consult with end-users, managers, and senior staff to ensure that deficiencies and alternatives have been fully identified and that network solutions will meet requirements Document network configuration changes, drawings, asset management and cable plant changes in an Engineering Drawing (CDRL A005). This effort includes the submittal of any associated supplemental data for maintenance, operational, and testing support. 3.8 POWER INFRASTRUCTURE (10%) The contractor shall provide design support to JWFC Power infrastructure. The JWFC training infrastructure can have 24/7 operational requirements during training exercises and mission rehearsals. The criticality of the systems is dependent on a reliable power infrastructure. Tasking for this effort includes but is not limited to the following subtasks: The contractor shall attend design meetings and working groups to ensure adequate power remains available The contractor shall analyze the design of the uninterruptable power system (UPS), propose design change, and provide recommendations to ensure adequate electrical power for new and existing critical IT JWFC training equipment.
