Must be able to operate computers, able to work all shifts including holidays and weekends, interact with inmates and the public, have valid Michigan Driver s License and be a Michigan Resident. Applicants must pass drug screening, physical examination, background investigation and training program. Applicant must be willing to be trained in CPR, emergency medical dispatch, basic dispatch school, L.E.I.N., and any additional training. Prior emergency telecommunications experience; medical/fire or police preferred but not required. 7 IX DISPATCHER JOB DESCRIPTION The Dispatcher performs the following job responsibilities: 1. Receives processes and dispatches calls and non-emergency calls for police, fire and/or emergency medical services. 2. Maintains a customer service attitude and has the ability to handle a large volume of calls or contacts, sometimes under stressful conditions as required. Essential Duties and Responsibilities 1. Receives incoming telephone calls and walk-in requests for assistance. Obtains needed information for type of service needed (police, fire, medical). Classifies the complaint and determines its priority. Questions the person on the telephone to determine circumstances and exact location of the incident being reported. Enters information into computer system. Listens for background noises. After Emergency Medical Dispatch (EMD) training and certification, may give pre-arrival medical instructions over the telephone using medical dispatch cards. Provides emotional support and uses hysteria management techniques. 2. Dispatches law enforcement to the scene as determined by jurisdiction. Describes to officers via radio transmission the nature of call, address, contact person, and other information necessary to ensure safety of officer and citizens. Monitors officers' radio transmissions and takes appropriate action. Tracks all traffic stops, motorist assists, units on in-progress and report-status calls. Assists in street location guidance for officers unfamiliar with area. 3. Dispatches fire department to the scene as determined by jurisdiction. Describes to responding units via radio transmission the nature of the call, address, and other information necessary to ensure safety of fire personnel and citizens. Conduct notification of the proper department on requests for mutual aid. Other fire dispatch duties as requested. 4. Dispatches medical units to the scene as determined by jurisdiction and agency protocols. Coordinates the unit's times in computer system. Monitors traffic and renders assistance as needed. Once EMD certified, offers medical emergency instructions to callers by following the approved guide cards. 5. Operates LEIN computer. Receives queries and information from officers and enters into the computer terminal. Relays the response to the officers. Advises officers if there has been a wanted response to a person, vehicle or item checked. Advises the use of caution in appropriate cases. Advise officers of area or special broadcasts. 6. Handles non-emergency calls received. Refers caller to appropriate division of the department, county, or outside agency when possible. 7. May train new dispatchers until able to function independently, evaluating the trainees progress and ability. 8. Performs minor maintenance on equipment or notifies proper supervisor or authorities for repair work. 9. Controls access to the restricted areas of sheriff s office including dispatch room, administrative offices, jail, interacting with inmates, the public and permitting entry only to employees and authorized persons. 10. Functions as an on duty warning coordinator. Monitors need for and disseminates public warning information as required, according to established plans and procedures. 8 Incidental Duties and Responsibilities Dispatchers may be required to attend training or seminars as specified by the Sheriff or designee. Dispatchers must obtain and maintain an Emergency Medical Dispatch Certification and CPR certification. Working Conditions/Environment Individuals will work in a Sheriff s dispatch center with stress from crisis situations and constant flow of emergency calls and dispatches, radio traffic, administrative calls, and walk in traffic under consent video and audio recording systems. Qualifications Education: Minimum of a high school graduation or GED is required. Criminal Justice or related course of study is preferred, however is not required. Knowledge, Skills and Abilities Excellent oral and written communications skills including ability to understand, follow, and relay concisely complex instructions. The ability to remain calm is needed in emergency situations and handle crises in professional manner. The ability to use tact, diplomacy, to understand people from all social, economic and cultural backgrounds in a professional manner at all times. Willingness to work a variety of shifts including nights, weekends, holidays and overtime. Physical/Mental Requirements A high degree of ability to function in stressful working environment, clear speaking voice, visual acuity to read, proofread, fill in forms and use multiple computer software systems. Hearing acuity to listen and communicate in person and on the telephone, manual dexterity to use alphanumeric keyboard, ability to handle stress, mental capacity to analyze data, use logic, exercise sound judgment, and make sound decisions. Individuals are required to have the ability to keep confidentiality of business conducted by the Sheriff s Office. Individuals must be able to maintain effective working relationships with other employees, agencies, and the general public. Desired Characteristics of a Good Dispatcher 1. Desire to be helpful. This includes not only persons who are a pleasure to help, but also individuals who may be unreasonable, demanding, rude, unpleasant, and uncooperative. Remember that you represent the service oriented departments. 2. The ability to think clearly and act promptly in emergencies and under pressure. 3. The ability to speak clearly and distinctly at all times. 4. Recognition of the importance of the job. The dispatcher is the only link between the law enforcement officers, firefighters or emergency medical technicians and is often the only link between the citizen and help. 5. Courtesy and Professionalism. The communications center is essentially a business office and must be operated in a business-like manner. In our business, as in any other business that deals with the public, all employees are expected to be courteous and professional at all times.
