2 One vision Inspiring confidence, sharing knowledge CSTB (Scientific and Technical Centre for Building) is an independent public institution dedicated to innovation in building, and it performs four key activities (research, expertise, technical activities, dissemination of knowledge) to achieve sustainable development objectives for construction products, buildings and their integration into neighbourhood and towns. An engineer on two CSTB is a PhD. An engineer on six has defended his thesis at the CSTB In 2010, 80 PhD students have been present all or part of the year at the CSTB. The PhD program has a cost of 2.5 million Euros (with 2 million Euros directly supported by the CSTB through the CSTB Carnot state grant. This represents 10% of the CSTB public research funds. All the research programs are carried out in partnership with more than 30 university laboratories and / or different engineering school. 12 To be a major European player of Technical Assessment Technical assessment, product certification and CE marking of products As part of bilateral relations with European TAOs (Technical Approval Organizations), CSTB is pursuing its efforts to harmonize the methods to assess the performance of buildings. This will facilitate the free trade of construction products within the European Economic Area. 14 NF HQE certification system develops in France and abroad HQE is a global approach to improve the environmental quality of the built environment. The NF tertiary buildings HQE approach is a certification run by a subsidiary of the CSTB Group. The HQE certification is applicable to all types of new and existing buildings in the residential, tertiary and industrial sectors, as well as roads and highways.
