2 Safety Share: Lynn Fortin provided a safety share message. Her message was to be aware of carbon monoxide hazards in the home. As winter arrives and furnaces are turned on, make sure you check your appliances for leaks and install CO detectors in your home. 1. Previous meeting minutes corrections, approval L. Fortin No corrections were indicated and the previous minutes were approved. 2. Introduction of new panel members L. Fortin Lynn Fortin welcomed the following new members to the panel: Carolyn LeRoy Kirkwood Place (attending on behalf of Lisa St. Marseille) 3. Education Component The Science of Earthquakes Tobias Roth, Staff Scientist, Dynamic Earth Tobias Roth presented the panel with a better understanding of earthquakes both globally and locally. He explained the world earthquake zones, the fault lines and how earthquakes occur, as well as the meaning of seismic waves and rating scales. He also provided an overview of where earthquakes are most likely to occur in Canada and the strategies that citizens should take to prepare for earthquakes. Tobias noted that Sudbury is not on a major active fault line but earthquakes can be triggered by mining activity. Most earthquakes in the Greater Sudbury area would fall below a 5 on the Richter Scale and we would likely suffer moderate to light shaking and very light or no damage should an earthquake occur. 3 4. EMO Update John Stothers, EMO Field Officer John Stothers indicated that the Emergency Management College was looking for participants for its December 6-9 th Grandview course. BEM is a requirement of the course. Action: Note: Lynn Fortin would send out a notice to all panel members advising them of the space availability Following the meeting Lynn was advised that the College had cancelled the course. EMO is looking for locations where they could provide training free of charge. John is requesting that if any agency has training facility space that they would be willing to donate for EMO courses, to please get in touch with John. 5. Sub-Group Reports a. Pandemic Planning Sudbury & District Health Unit The Sudbury and District Health Unit indicated there is nothing new to report. The flu shot clinics are posted on the Health Unit s website. 6. Emergency Management Activity Report Lynn Fortin Lynn Fortin updated the panel on the tasks undertaken by the Emergency Management Section over the last few months. BEM The dates for the Basic Emergency Management course have been set for They are: February 9 & 10 April 26 & 27 September 20 & 21 November 1 & 2 Please contact Carolyn Salem to book your staff for these sessions. Other Training A CN Dangerous Goods course will be scheduled for the spring of 2012 and plans are underway to offer an Emergency Media Information course in Training continues for support staff and senior management on the EOC and the Mobile Command Unit. A training session was held for the Canadian Forces by Fire Services and Emergency Management to educate the reservists on fire operations and ways GSEMAP Minutes November 25, 2011 Page 3 of 5

4 they can assist and to provide information on emergency preparedness for their families while they are deployed. It was a well received training day that was attended by 60 reservists from across Northern Ontario. Projects Emergency Management is pursuing a working relationship with Volunteer Sudbury to create a volunteer registry for emergencies. A grant application has been submitted for Volunteer Sudbury to secure funding for staff to develop this project. Work is also being done with Xstrata Nickel to develop a Hazardous Material Release Notification Protocol similar to the one already in place with Vale. The City has been asked to assist in a pilot project for Environment Canada to test their new weather warning delivery method. This project will be ongoing through April Emergency Management is moving forward with the purchase and installation of FusionPoint software, which is a dashboard software to monitor multiple information sources from one window. Installation will take place in December. The Amateur Radio Emergency Services group will be outfitted with additional equipment to enhance their service to the City in emergency communications. Exercises Emergency Management partnered with Xstrata Nickel and Emergency Services (Fire and EMS) to deliver a field exercise on October 5 th in Falconbridge. The exercise successfully tested the hazardous material response protocols between Xstrata Nickel and Fire Services Hazardous Material Response Teams. Vale and Emergency Management will be conducting their 4 th quarter exercise of the Hazardous Material Release Notification Procedure on December 7 th, In 2012, Emergency Management will be looking to partner with the City s Water/Wastewater and Roads Sections as well as the Canadian Forces for additional exercises. Public Education New initiatives in public education are being pursued including the circulation of emergency messages and tips through the City s Facebook and Twitter accounts. Additional initiatives geared towards staff education are also being pursued. EP Week A sub-group is being formed for EP Week 2012 planning. 5 GSEMAP 2012 Dates The 2012 dates for GSEMAP have been set. All meetings will take place at 9:00am at the Emergency Operations Centre (Lionel Lalonde Centre, Azilda). The dates are: February 24 May 25 September 28 November Public Education Pocket Emergency Guidebooks Carolyn Salem Carolyn Salem showed the panel an example of a pocket reference book designed to provide quick information to the public before, during, and after an emergency. Discussions are under way to determine if a similar book could be created specific to Greater Sudbury. As this project moves forward partnerships with panel member agencies will be investigated to assist in the cost of creating and circulating these books to the public. 8. New Business Lynn Fortin proposed that a sub-group be formed to evaluate the current format of the GSEMAP meetings and to look for ways to make the meetings more interactive and promote information-sharing between attending agency representatives. Members interested in joining the sub-group are asked to contact Lynn Fortin. Should members wish to submit ideas/suggestions on this topic please contact Lynn Fortin.
