10 PROGRAM OVERVIEW ATC Range Maintenance Contractor shall provide personnel, equipment, materials and any other items and services not Government furnished to perform services in support of the military testing program, the maintenance and improvement of the various Test Ranges, environmental remediation, and the installation, maintenance and improvement of new and existing test facilities at the U.S. Army Aberdeen Test Center (ATC). 12 PROGRAM OVERVIEW Test Planning and Documentation 12 The contractor shall support the West Desert Test Center (WDTC) in the planning, conducting, evaluating, and reporting on tests of military equipment; and tactics, techniques, and procedures associated with this equipment. The Test Center's mission focuses on military chemical/biological (CB) defense, smoke, and illumination systems; and related operational concepts. WDTC also plans, conducts, evaluates, and reports on non-cb testing for the Department of Defense (DoD) and other federal agencies, such as munitions system assessments. 16 PROGRAM OVERVIEW Test and Evaluation Technical Support Services (TETSS) This contract provides labor, management, supervision, supplies, materials, equipment, and tools to support the operational test, data collection, and experimentation mission of the U.S. Army Operational Test Command (USAOTC), with primary support to the Fires Test Directorate (FTD) at Fort Sill, and the Integrated Test and Evaluation Directorate (ITED) and FTD Air Defense Artillery Test Division (ADATD) at Fort Bliss.
