2 NFPA Technical Committee on Wildland Fire Management First Draft Meeting - NFPA 1143 Double Tree Suites by Hilton Hotel Phoenix 320 North 44 th Street, Phoenix AZ Conference Call and Adobe Connect provided November 17-18, 2015 Minutes Steve Gage, Chair Randall Bradley Charles George Joseph Holland Steve Oaks Stephen Pollock Patrick Shipp Thomas Sing, Sr. Jim Stumpf Ron Raley Kathryn Butler, Guest NIST Jim Gogolski, Guest Hoover Treated Wood Tom McGowan, NFPA staff Chair Steve Gage called the meeting to order at approximately 8:05 am Introduction of Members and Guests Chair s Brief Remarks and Purpose of Meeting Minutes from Previous Meeting were approved - Second Draft Meeting for NFPA September 9, 2015 Conference Call Staff Liaison presented a PPT on Standard Development Process and relevant dates for revision cycle. Technical Committee acted on Public Inputs received and developed First Revisions for NFPA Adjourned for the evening at approximately 4:35 pm to reconvene at 8:00am the next day. The Chair called the meeting to order for the second day at approximately 8:05 am. The Technical Committee continued to review Public Inputs and developed First Revisions for NFPA No other business came before the Technical Committee. Next Meeting Tentatively first week of October (3-6) 2016, SDM NFPA Adjourn at approximately 3:00pm local time.

A basic premise for Logistics section is that the deal with service and support. Support was left out First Revision No. 10-NFPA [Sections , ] Submittal Date: Wed May 04 15:38:17 EDT 2016

4 2 of 8 9/19/2016 2:22 PM Public Comment No. 3-NFPA [ Section No ] These responsibilities shall include, but not be limited to, the following: (1) * Developing the command and support organization for the incident (2) Establishing a command post (3) Developing, reviewing, revising, evaluating, approving, and distributing an incident action plan (IAP) for each operational period (4) Ensuring adequate safety measures are followed, using the following principles: (5) Activities that present a significant risk to the safety of fire fighters shall be limited to situations where there is a potential to save endangered lives. (6) In those situations where improved property is threatened but lives are not at risk, threats to fire fighter safety shall be minimized. (7) Maintaining command throughout the duration of the incident, including transfer and termination of command (8) * Acquiring a formal Delegation of Authority from the AHJ (9) Controlling access of essential and nonessential individuals to the incident scene (10) Maintaining awareness of situation status (11) Evaluating progress of the incident (12) Maintaining awareness of deployment of all assigned units (13) Maintaining personnel accountability (14) Requesting additional resources as needed (15) Notifying key people, officials, and the agency administrator of incident status Agency Administrator is not defined suggest defining or using AHJ for consistency (16) Approving release of information to the public (17) Approving the demobilization of resources (1) Add support to sentence - Much more than command occurs (6) Receive the delegation from the AHJ - all we say is obtain a delegation but it doesn't say who issues. 7 5 of 8 9/19/2016 2:22 PM Public Comment No. 5-NFPA [ Section No ] The following are the major responsibilities of the public information officer, which shall apply to any incident: (1) Determine from the IC if there are any limits on information release (2) Develop material for use in media briefings (3) Obtain IC's approval of media releases (4) Inform media and conduct media briefings (5) Arrange for tours and other interviews or briefings as requested (6) Obtain media information that can be useful to incident planning (7) Maintain current information summaries and displays on the incident and provide information on the status of the incident to assigned personnel (8) Maintain unit log (9) Participate in Planning Meeting Participation in the Planning Meetings is one of the major sources of information gathering for the PIO and team member of the command staff Public Input No. 18-NFPA [Section No. A ] Submittal Date: Fri May 06 13:21:12 EDT 2016

8 6 of 8 9/19/2016 2:22 PM Public Comment No. 6-NFPA [ Section No ] The following are the major responsibilities of the safety officer, which shall apply to any incident: (1) Participate in tactics and planning meetings (2) Identify hazardous situations associated with the incident (3) Review theiap for safety implications (4) Exercise emergency authority to stop and prevent unsafe acts (5) Investigate accidents that have occurred within the incident area (6) Assign assistants as needed (7) Review and approve the medical plan (8) Maintain unit log The tactics meeting is a pre-event to the development and approval of the IAP.
