1 The Missile Defense Agency is seeking information for potential small business sources of expertise in knowledge based services to support functional and program organizations in delivering ballistic missile defense capability for the U.S. and its allies. This is a sources sought to determine the availability and technical capability of small businesses to provide the required products and/or services; therefore, only small businesses need to respond. Additionally, this Sources Sought notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved, to include any recommended changes to the proposed North American Industry Classification System (NAICS) codes, are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. Suggestions may be submitted separate from the small business capability statements and should be submitted via to MiDAESS2014@mda.mil. Any suggestions should be submitted not later than the cutoff date specified below. Suggestions may be submitted from both large and small businesses; however, specific capability statements in response to this announcement should be submitted by small businesses only. The Missile Defense Agency (MDA) intends to restructure the MDA Engineering and Support Services work groupings to promote a more efficient way of doing business across the Agency in future support services acquisitions. This restructure re-aligns requirements into capability areas that will allow MDA Functional Managers to better address skill sets, commonality in requirements/work, and overall synergy throughout the Agency. Table 1 below lists the capability areas, acquisition content (by areas and subareas), the NAICS, and associated size standards. The final NAICs determination for each capability area will depend on the group of work solicited at the time of the final RFP(s). The Agency contemplates awarding a single stand-alone contract for each group. Currently, it is contemplated that there will be no restrictions planned with regards to industry teaming arrangements; however, the final decision will be contained in the final RFP(s). The MDA is contemplating conducting multiple source selections with multiple requests for proposals (RFPs) in both full and open (F&O) and small business set-aside (SBSA) competitions. The RFPs are expected to be released in a phased approach as existing awards expire to ensure no gaps in support. Interested small business concerns are asked to indicate interest and declare capability at the capability area level (i.e., Business Management) and/or at the sub-area level (i.e., Earned Value Management). Small businesses which are declaring capability at the capability area level should demonstrate their ability to perform all subareas contained within the capability area. Small businesses who are only interested in a subarea can respond to the subarea only. Interested small business concerns should complete the attached sources sought form by indicating the area and subareas to which they are submitting capability statements against. The completed form should be submitted with the respondent s capability statements based on the instructions provided below. The responses to this notification will assist in development of a strategy regarding how the capability areas will be structured and which portions of our requirements will be solicited as SBSAs.

2 A summary of each capability area/subarea requirements is provided below. In addition to this summary, more detailed examples of potential requirements are provided in attachments to this notice. Please note that these documents are examples of potential requirements and are provided only for the purpose of assisting the interested small business concerns in better understanding the potential requirements in order to respond to this sources sought notice. The examples are not work statements for any resultant RFP and may not represent the final requirements of any resultant RFP. Interested small business concerns must be capable of performing requirements for which they declare capability as the prime contractor, agency or enterprise-wide, i.e., at all MDA locations. 4 RESPONSES: 1. Only small businesses need to respond to this request. 2. Submit a "separate response" for each capability area and/or subarea that you are declaring capability. 3. Responses to this notice shall include the following: 1) Company name, address, contact, phone number, address, and CAGE code 2) Capability Area Number and Title to which responding 3) Identification of small business type (i.e., SDB, SDVOSB, 8(a), etc.) 4) Average revenue for the last three (3) years and number of employees 4. An overview of the requirements for each group can be found in to this notice. Detailed requirements examples are available upon contractor request via to MiDAESS2014@mda.mil. The request should identify which capability area or subarea of interest for which you want detailed requirements examples. Responses for any selected capability area or subarea should include capability statements that address demonstrated technical capability to perform the requirements and act as the prime contractor within the area or subarea. The technical capability statement must be detailed enough to demonstrate a clear understanding of the functional performance work statement for that effort. 5. Interested small businesses are encouraged to review this notice to become familiar with the requirements of this acquisition, and to submit a tailored capability statement that clearly details the ability to perform the functions described in the attachments (i.e., provide specifics about technical capability listed in each attachment). A separate capability statement is required for each capability area or subarea where the interested small business concern desires to provide demonstrated technical capability. The capability statement(s) must be submitted in a white paper format and shall not exceed four (4) single sided pages per subarea (single spaced, twelve (12) point font minimum, Times New Roman). Capability statements should address the prime contractor s strategy for satisfying the requirements of each area or subarea to include teaming arrangements if proposed. Capability statements should also include supporting past performance that addresses the prime contractor s experience/past performance delivering the capability/product/service and a brief description of the scope of work your company performed. Past performance provided shall include customer information and point of contact, contract number, contract type, contract value, role (prime or subcontractor). Past performance information should contain enough information about the activity performance for the government to determine relevancy to MDA s requirement. 7. We prefer capability statements that do not include proprietary information. However, if submitted, any proprietary information should be marked as such. Companies are also advised that the government may contact those who respond to this announcement, as needed, on a one-on-one/case-by-case basis, to further clarify the information submitted. 8. This request for information is not a commitment to fund any requirements identified in response to this request. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. 9. This sources sought is for planning/market research purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. 7 CAPABILITY AREA 1: QUALITY, SAFETY AND MISSION ASSURANCE (QS) Quality Assurance--Demonstrated experience supporting the development, implementation, sustainment, and execution of both BMDS and Program level quality assurance policies, requirements, and programs; supporting BMDS and Program level system quality assurance risk management process; and supporting quality assurance conduct of system demonstration activities, to include flight and ground tests, at both the BMDS and Program levels. Mission Assurance--Demonstrated experience supporting the development, implementation, and execution of both BMDS and program level mission assurance policies, requirements, and functional areas such as Parts, Materials and Processes; Configuration Management; and Manufacturing supporting the BMDS and program level technical risk identification and management process; and supporting successful conduct of system demonstration activities, to include flight and ground tests at BMDS and program levels. Safety--Demonstrated experience supporting the development, implementation, sustainment, and execution of both BMDS and Program level safety policies, requirements, and programs; supporting BMDS and Program level system safety risk identification and management processes; and supporting safe conduct of system demonstration and simulation activities, to include flight and ground tests, at both the BMDS and Program levels. These requirements also include supporting the development, implementation, and execution of safety and occupational health (SOH) agency wide policies, requirements, and programs; and providing management support for developing, implementing, and executing Program level SOH program(s). CAPABILITY AREA 2: CORE ENGINEERING AND ANALYSIS (DE) Systems Engineering - Demonstrated experience with architecture planning and management; requirements development; designs and specifications; conduct of assessments and analyses; program integration; test planning and execution; concurrent test, training, and operations; international engineering; risk management; operations; specialty engineering; and general engineering support. Test Analysis and Reporting Demonstrated experience supporting test analysis and reporting for the Ballistic Missile Defense System (BMDS) in support of defense of the United States deployed forces, allies, and friends against ballistic missile threats. This requirement for the Engineering Directorate (DE) addresses test analysis and reporting. Contractors participating (exchanging or presenting information) at international events are required to have Technical Assistance Agreements (TAAs), International Traffic and Arms Regulation (ITAR) Exemption, and comply with related U.S. and international requirements. An ITAR Exemption allows the contractor to exchange information for the performance of a defense service(s) or the disclosure of classified or ITAR controlled technical data. Weapons/Missile Systems Engineering - Experience in supporting: booster design, development/ integration, kill vehicle/payload design, target design, deployment, launcher design, and system safety. Threat Engineering - Demonstrated experience with developing system functions and threat mapping; identification of threat and system parameter bounds; consistent threat data usage; developing countermeasure suite descriptions; development threat data for system hardware-in-the-loop and digital simulations; and system scenario development.

8 Sensors Engineering Demonstrated experience in support of sensor design, development and deployment to include Radio Frequency (RF) sensors, Infrared (IR) sensors and laser sensors. Demonstrated engineering capability in support of ground, space and sea based sensor systems. Space Portfolio Engineering Demonstrated technical and engineering experience in support of Ballistic Missile Defense System (BMDS) Space Portfolio research, experimentation, design, development, integration, test, fielding, and sustainment of systems developed by Missile Defense Agency (MDA) as well as systems developed by Other Government Agencies (OGAs). C3BM Engineering - Demonstrated experience with general Command, Control, Communications/ Battle Management (C3/BM) system engineering. Support includes, but is not limited to, development, validation, and deployment of command and control weapon systems; demonstrated familiarity with the command and control systems; and demonstrated support for developing situational awareness and in-flight system update capabilities. Command, Control, Communications, and Battle Management (C3BM) Concurrent Test, Training, and Operations (CTTO) Training Development Engineering Demonstrated experience in support of executing the Command, Control, Communications and Battle Management (C3BM) System for the Ballistic Missile Defense System (BMDS) to defend the homeland, regional interests, allies, and deployed forces against ballistic missile threats, which includes system engineering for hardware and software in areas such as planning, situational awareness, sensor management, correlation, system track, discrimination, and engagement coordination. Modeling and Simulation (M&S) Engineering - Demonstrated experience in design, testing, validation, verification, and operations; and use of models in support of systems engineering processes. Demonstrated experience with developing system and program M&S strategies; ensuring consistent data usage/data interfaces and scenario development; providing general engineering support; and using technical models. Directed Energy System Engineering - Demonstrated experience in providing support for Directed Energy systems, beam control/fire control, and sensor. Provide engineering support to effectively detect, track, control, and engage targets using Directed Energy systems. Risk and Lethality Engineering Demonstrated experience supporting the Corporate Lethality Program (CLP) mission in assuring the effectiveness of the BMDS to negate a ballistic missile threat, developing the ability to assess the effectiveness of the BMDS engagement of a ballistic missile threat, and analyzing the consequences of a ballistic missile engagement. CAPABILITY AREA 3: TEST (DT) Flight and Component Test This requirement includes support for all phases of Flight Testing and Component Testing, which is generally a program (element) level activity below the level of BMDS testing. The contractor shall support the Test Directorate with the five phases of the test process within MDA: (1) Test Event Requirements Phase, (2) Test Event Planning and Design Phase, (3) Test Event Readiness Phase, (4) Test Event Execution Phase, and (5) Test Event Analysis and Reporting Phase. This includes the phase executive reviews requiring numerous reports, briefings, meetings, and coordination of information for flight testing, as well as planning, executing and collecting data for component testing in support of elements and their component organizations. Ground Test Support This requirement includes test infrastructure engineering and technical analysis support during the planning, assessment, and execution of Ground Tests, Pre-Mission Hardware in the Loop Tests, and element wargames and exercises for the Ballistic Missile Defense System (BMDS) Test Program. This effort includes the MDA phased test process with executive reviews, reports, briefings, meetings and coordination in accordance with (IAW) applicable BMDS and other external test policies, statutes, regulations and instructions. 2

9 Flight Test Provisioning--This requirement includes the development and validation of flight test resource architectures; verification and validation of truth data collection requirements; review of data collection capability analyses; review of mission requirements documents; generation of test asset requirements; telemetry, radar and optical link margin analysis; generation of Universal Documentation System (UDS) materials for all flight tests; assistance with test resources during flight test execution; generation of post-mission analysis data products; coordination with both internal and external agencies; and quick reaction tasking for test execution. Ground Test Provisioning This requirement includes support to define requirements, identify, de-conflict, and prepare test resources required for the successful execution of the Missile Defense Agency (MDA) system-level ground test (GT), hardware-in-the-loop (HWIL) tests, and developmental tests, as specified in the MDA Integrated Master Test Plan (IMTP) and in emergent test requirements. The contractor will develop and execute Ground Test Provisioning Resource Architectures supporting Ballistic Missile Defense Systems (BMDS). The requirements in this area include assistance in defining the resources required to support BMDS ground testing (e.g., ground test infrastructure sufficiency, gap analyses, asset upgrades, and test facility near term and long-range strategic planning). This effort also includes assistance with test asset operations, development of test management tools for ground test events, resource cost tracking and de-confliction of test assets. Warfighter Operational Support--This area will support efforts for the mission of the DT operational-level interface to the Geographic (Regional) Combatant Commands, primarily: United States European Command (USEUCOM); United States Pacific Command (USPACOM); and United States Central Command (USCENTCOM) for the BMDS. The DT also facilitates Warfighter participation in the development of future missile defense capabilities, in conjunction with the United States Strategic Command (USSTRATCOM) and its subordinate Joint Functional Component Command for Integrated Missile Defense (JFCC IMD). The Geographic Combatant Command (GCC)/Combatant Commanders (COCOM) support and Wargames and Exercises functions are in this mission. Emphasis will be focused on fulfilling DT goals, in support of Missile Defense Agency (MDA) strategic and operational goals to defend the homeland against the threat of limited ballistic missile attacks and to defend against regional missile threats to deployed US forces while protecting allies and partners. The DT, in partnership with the JFCC IMD, interfaces with the COCOMs and their Service components and provides the means for COCOM participation in the MDA programs to define, design, develop, and field future missile defense capabilities. Test Infrastructure/Logistics This requirement includes support required to provide products and services to assist with the development, sustainment, management, and operations of flight test infrastructure supporting Ballistic Missile Defense Systems (BMDS) testing. Specifics include but are not limited to: Assist with the planning and execution of special studies to determine out-year test infrastructure requirements. Establish the foundation (scope, schedule, documentation, etc.) for future test infrastructure acquisition programs. Develop recommendations for test infrastructure improvements and upgrades. Assist with flight test infrastructure operations. Develop programmatic status reports for development and sustainment programs. Develop mission support plans. Work with organizations internal and external to MDA to execute functions listed above. Assist with test facilities at National Ranges: Pacific Missile Range Facility (PMRF); Reagan Test Site (RTS); Wake Island; Kauai Test Facility (KTF); San Nicholas Island (SNI). Assist with platforms: High Altitude Observatory (HALO) -I, -II, -IIB and III; Pacific Collector (PC); Pacific Tracker (PT); Mobile Launch Platform (MLP). Assist with Instrumentation: Transportable Telemetry System (TTS) operating in L, S, and C-bands; XTR- 1; Translated Global Positioning Range System (TGRS); Early Launch Tracking System (ELTS); Time Space and Position Information (TSPI). Assist with Communication Systems. 3

10 Assist with Telemetry Operations (TMOPS). Assist with Test and Evaluation Data Acquisition and Communications (TEDAC) CAPABILITY AREA 4: INFORMATION TECHNOLOGY/CYBERSECURITY (IC) Information Technology Management and Analysis experience as follows: Enterprise Architecture, Engineering, and Operations Information Assurance/Computer Network Defense (IA/CND) Knowledge and Information Management (IM) Enterprise Networks and Systems (network and system design) Unified Communications Enterprise Planning and Customer Portfolio Management IT Regional Leadership and Customer Support CIO/Director, Program Control : Cyber Security and Computer Emergency Readiness--This requirement includes cybersecurity compliance and testing, computer network defense analysis, and cybersecurity/computer network defense policy, planning, project and program support within MDA/IC under Cybersecurity and Computer Emergency Readiness and for worldwide MDA information system capabilities across all programs within the agency in a broad array of information technology (IT) areas that include: Cybersecurity and Computer Emergency Readiness Enterprise Engineering and Operations (IT engineering and operations) Knowledge and Information Management Enterprise Networks and Systems (network and system design) Unified Communications Enterprise Planning and Architecture Customer Portfolio Management Program Control BMDS Cybersecurity Management (CSM)/Computer Network Defense -- This effort includes identification of cybersecurity threats, BMDS test vulnerabilities, technical requirements, Cybersecurity Management (CSM)/Computer Network Defense (CND) integrated architectural concepts, Information Assurance (IA) standard procedures, and risk mitigation approaches to support the protection of the IA posture of the BMDS and Test systems. Timely, consistent, and coordinated efforts are required for operation of worldwide information system capabilities across all programs within the Agency in a broad array of information technology (IT) areas that include: Cybersecurity Management/Computer Network Defense (CSM/CND) Enterprise Engineering and Operations (IT engineering and operations) Knowledge and Information Management Enterprise Networks and Systems (network and system design) Unified Communications Enterprise Planning and Architecture Customer Portfolio Management CIO/Director, Program Control GROUP 5: ACQUISITION SUPPORT (DA) 4

11 Acquisition Management To provide the Missile Defense Agency (MDA) Program Offices with strategies, plans, analysis, assessments, and decision tools supporting Ballistic Missile Defense System (BMDS) baselines, acquisition planning, program management, and small business innovation and cooperative research. The requirements in this area include acquisition and program management support for the MDA Program Executive office s programs and implementation of acquisition policies, procedures, guidelines, and instructions across the agency. Requirements for this effort align with the comprehensive process employed by the DA Directorate for execution of standardized methodologies agency-wide: Analysis and assessment of program evolution and progress through all phases of the BMDS acquisition lifecycle. Baseline development, reporting, reviews, changes, and updates. Acquisition planning, integration, and documentation. Program management, including cost, schedule, performance, risk, and progress updates. Acquisition policy implementation and execution in compliance with MDA acquisition framework and DA Directorate guidelines, and recommendations based on industry best practices. Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Program Management. The requirements in this area also include support for Acquisition Executive functional management responsibilities to include: Providing acquisition assessment, oversight, documentation, and assistance throughout the Agency. Developing and/or updating policies, plans, processes, procedures, and guidance for MDA acquisitions. Providing subject matter expert (SME) acquisition support to Program Executive organizations; programs; and other functional offices for execution of policy and processes in the MDA Acquisition Framework. Preparing analyses, providing advice, and making acquisition recommendations Supporting management of the MDA Small Business Programs. Integration Synchronization Group (ISG) This requirement supports the ability to identify requirements and associated products for the Missile Defense Agency (MDA) and the Integration Synchronization Center (ISC) for effective change management, analysis, and operations support to sustain the Ballistic Missile Defense System (BMDS) throughout the acquisition life cycle. The requirements in this area support the BMDS change management process to affect the six components of the BMDS Baselines: contract, resource, technical, operational, test, and schedule. CAPABILITY AREA 6: BUSINESS MANAGEMENT (DO) Strategic Planning and Financial Management Support This requirement will provide the Missile Defense Agency (MDA) with strategic budget planning and programming, financial analysis, liaison support to internal and external customers, business financial management support, and interface for integral budget functions, including cost estimating and earned value management. 5

12 The requirements in this area will provide support to the DO organization and deliver a full range of integrated financial management support to enable informed and timely decisions, as well as preserve and promote good stewardship of public funds. Contractor support is required for Planning, Programming, Budgeting, and Execution (PPBE) of the resources assigned to MDA in accordance with all applicable laws, Department of Defense (DoD) regulations and MDA policies and procedures. Support will ensure timely assignment to Agency objectives in an effective, responsive, integrated, and mission focused manner. This effort defines and integrates a strategic capability-based budgeting and financial management approach and process for MDA in support of program and budget planning, executive reviews, reports, briefings, meetings, and coordination providing full spectrum financial management services, integrated with cost estimating and earned value management counterpart offices. Support the establishment and execution of analysis processes, procedures, and reports to monitor programs technical, schedule, and financial performance. Analysis support shall include the review, interpretation, recommendations development, resolution, and reporting on subjects including funding adequacy, estimated costs, and financial performance. Support program Work Breakdown Structure (WBS) planning and change management, and drafting Program Objective Memorandum (POM)/ Budget Estimate Submission (BES)/President's Budget (PB) documentation to include RDT&E, Procurement, and O&M exhibits (R and P Forms/POM Exhibits). Support the development of recommendations of alternative business and program strategy which results from major program increases or deficiencies, and preparation and coordination of independent analyses of resources using knowledge of DOD guidelines, contracting, and accounting methods and program production/procurement schedules to effect financial changes in a timely manner. Budget Execution/Funds Control This support is required to effectively execute financial and budgetary efforts for the Missile Defense Agency (MDA), administer associated databases, and manage manpower to sustain the Ballistic Missile Defense System (BMDS) throughout the acquisition life cycle. Cost Estimating and Analysis-- The purpose of this effort is to identify requirements and associated products for the Missile Defense Agency (MDA) and the Cost Estimating and Analysis Directorate (DOC) for effective cost reporting to provide cost based decision analyses for the Missile Defense Agency s Strategic Goals and sustain the Ballistic Missile Defense System (BMDS) throughout the acquisition life cycle. Earned Value Management - The requirements in this area provide support for developing, updating, and implementing Integrated Baseline Review (IBR) policies; ensuring programs with requirements have a well planned and executed annual IBR process; providing agency managers and leaders with integrated earned value and schedule data analyses; establishing a process for integrating earned value cost data with fiscal year funding availability; supporting procurement process by reviewing contractual requirements including award fee inputs; supporting Defense Contract Management Agency (DCMA) in conducting system surveillance on contractors; responding to annual Government Accountability Office (GAO) inquiries regarding their annual review of cost, schedule, and performance (earned value and schedule); interfacing with DoD and industry working groups; and providing for program offices and functional organizations specific to scheduling and IBR. Accounting-- This support is required to responsibly direct and plan resources in three primary areas: Audit Readiness, Managers Internal Controls Program, and Financial Statements. The Accounting Directorate must follow guidance in accordance with applicable laws, Department of Defense (DOD) regulations, and MDA policies and procedures, and ensure timely assignment to Agency objectives in an effective, responsive and mission focused manner. The effort covers audit readiness and reporting working closely with MDA program offices, Defense Finance and Accounting Service (DFAS), and other applicable entities related to C/CFO accounting management and/or submission to the OSD by established due dates. Financial Systems Support and Integration-- The requirements in this area will provide support to the DOB organization and deliver a full range of integrated financial systems management support for One Mission, One Agency, that enables informed and timely decisions, and preserves and promotes good stewardship of public funds. Support of these business systems are required to Plan, Program, Budget and Execute (PPBE) the resources assigned to MDA in accordance with all applicable laws, Department of Defense (DOD) regulations and MDA policies and procedures ensuring timely assignment to Agency objectives in an effective, responsive and mission focused 6

13 manner. This effort supports effective implementation and utilization of MDA business systems, provides Systems Helpdesk support for Defense Agency Initiatives (DAI), Program Resource Intranet Database Environment (PRIDE), Comprehensive Cost and Requirement System (CCaR), and Legacy systems Information Management Activity Control Tool Standard Operation and Maintenance Army Research and Development System (IMPACT and SOMARDS), and enables quality system development, maintenance, and integration. CAPABILITY AREA 7: SECURITY AND INTELLIGENCE (DEI) Security and Program Protection This area provides support to develop, implement, maintain, and assess security, emergency management, and program protection for the emerging and fielded Ballistic Missile Defense Systems (BMDS) around the world and missile defense technologies, facilities, information, and people. Declassification This area supports the Government in declassification of documents related to all MDA Research, Development, and Acquisition (RDA) Programs, including Test and Evaluation (T&E) activities, and fielding of the Ballistic Missile Defense System (BMDS) worldwide. Intelligence This requirement is intended to identify requirements and associated products for the Missile Defense Agency (MDA) and the Intelligence Community for effective utilization of Intelligence reporting to sustain the Ballistic Missile Defense System (BMDS) throughout the acquisition life cycle. The requirements in this area cover support to the MDA Intelligence Requirements Division for all-source intelligence on current and emerging threats provided by the Intelligence Community for use by missile defense developers, operators, and MDA senior leadership. Counterintelligence (CI)--The requirements in this area include mission areas authorized by DoD Directive O to detect, identify, deter and mitigate criminal, international terrorism and Foreign Intelligence and Security Service (FISS) threats to MDA programs, personnel, facilities, information, technologies and activities worldwide. This includes CI Functional Services in accordance with DoD Instruction ; CI Collections in accordance with DoD Instruction S ; CI inquiries in accordance with DoD Instruction ; CI Awareness and Reporting; in accordance with DoD Directive ; CI Activities Supporting Research, Development, and Acquisition in accordance with DoD Instruction O ; Technical Surveillance Countermeasures (TSCM) Investigations in accordance with DoD Instruction ; and, CI in Cyberspace activities in accordance with established DoD Instruction S policies. Counterintelligence (CI) officers, Cyber Specialists, and Technical Surveillance Countermeasures (TSCM) Specialists must be trained and certified, based upon completion of courses that meet the Under Secretary of Defense (Intelligence) approved standards for training. Cybersecurity Engineering This requirements in this area provide support to execute a Cybersecurity Systems Engineering program that ensures BMDS Cybersecurity design is fully propagated to the BMDS engineering lifecycle, designs, and paths to verification; influence changes in the BMDS engineering process in response to evolving Cyber threats and trends to the mission systems based on validated intelligence reporting; and assess impact to MDA processes and mechanisms in place. CAPABILITY AREA 8: HUMAN RESOURCES (DOH) Human Resources-- This requirement includes supporting the implementation, sustainment, and execution of both the Agency and Operation levels of human resource initiatives and workforce planning, structure, and position management. The HR initiatives supported in this requirement provides vital knowledge to the MDA leadership and 7

14 supports their ability to foster a motivated, high-performing workforce by enhancing retention, recruitment, education, and opportunities for increasing responsibility and authority. Personnel Liaisons provide matrixed human resources support for the Functional and Program Managers (FMs/PMs). The FMs/PMs are responsible for coordinating the daily taskings of their personnel liaisons; the personnel liaisons provide the working level interface between the Human Resources Directorate and their assigned FM/PM. Additionally, the Personnel Liaison working for High Powered Directed Energy (DVL) will work with the appropriate DoD organization or military component. As a matrixed member of the DOH staff, the personnel liaison supports the program execution of HR initiatives such as: hiring, developing, rating, rewarding and advising MDA staff; organizational structure; and supporting the FM/PM s execution of various HR actions. Training and Development Support The Training and Development organization, within the Missile Defense Agency Human Resources Directorate, obtains training and development for the Agency. This requirement includes supporting the implementation, sustainment, and execution of both the Agency and Operation levels of training and development initiatives. The training and development requirements and execution assessment will be identified to DOH by the Senior Leadership and functional organizations across the Agency. The functional organizations will identify training requirements which are not user specific and those will be assessed and approved for implementation. In addition, the DOH Training and Development organization will conduct training; secure training through other Government approved sources; and/or develops training courses to meet the Agency mission. CAPABILITY AREA 9: ADMINISTRATION/OTHER SERVICES (DS) Public Information Support--The requirements in this area cover development, implementation and dissemination of internal and external information products to include news releases, talking points, public affairs plans, fact sheets, information papers, news release video, social media sites and products, and other means of communicating the overall Ballistic Missile Defense (BMD) mission and elements of that mission to the workforce of MDA, the news media and the public at large as described in specific functional responsibilities listed in section 2.2. NOTE: While contractors will at times assist with dissemination of materials and products to the news media and general public, at no time will a contractor speak in public or to news media on behalf of MDA. Functional Management, Execution and Non-Matrix Administration--Provide a knowledgeable, well-trained, and cohesive administrative services workforce that leverages agency capabilities to consistently provide customized, high performing, and efficiency-oriented administrative services support to the Missile Defense Agency s (MDA s) Functional, Execution and Non-Matrix leadership and organizations. The Functional, Execution and Non-Matrix administrative support services include dedicated: 1) administrative support, 2) correspondence support, 3) schedule support, 4) policy and training support, and 5) command suite receptionists. Executive Administrative and Action Officer Support The requirements in this area support executive level administrative efforts for MDA organizations led by a Flag Officer or a member of the Senior Executive Service (SES), including coverage during temporary absences. The executive level administrative support includes dedicated: 1) administrative; 2) correspondence; and 3) schedule support. This support covers geographically dispersed locations. Support is also required for the Secretary of the General Staff (SGS, which includes four subordinate offices: Staff Action Control (SACO), Congressional Correspondence, Ancillary Services, and the Correspondence Management). Support for the SGS includes Action Officer activities such as: correspondence, files, forecasting activities, tracking actions, managing organizational boxes, staffing packages and documents, managing templates, and courier efforts. Subordinate SGS Staff Action Control Office (SACO) and Correspondence Management Office (CMO) activities include liaison support services throughout the Agency. 8

15 Protocol and Event Management To execute protocol initiatives and other major events across the enterprise and provide effective guidance, oversight, and assistance to subordinate organizations for their internal activities at the Missile Defense Agency (MDA) in support of Ballistic Missile Defense System (BMDS) efforts throughout the acquisition life cycle. The requirements in this area cover DS Directorate efforts to consistently provide reliable, value-added, direct, professional protocol and event management support in an efficient and business-oriented manner that is fully aligned with successful mission execution. Strategic Planning, Programmatic and Communication Support This requirement supports strategic planning, strategic communications, and organizational integration support for Agency Executives and Senior Leadership, functional management and executing organizations, and MDA Office of General Counsel. This covers daily operations and management support for Agency Executives and Senior Leadership, organizational synchronization, executive boards processes, and legal administration/paralegal. Visual Information Production Center (VIPC)--The requirements in this area include: 1) Visual Production and Design; 2) Visual Information Analysis; 3) Video Design and Production and Photography; and 4) VIPC Administration. CAPABILITY AREA 10: FACILITIES RELATED SERVICES (DPF) Facilities, Logistics and Space Management This area provides comprehensive management support for infrastructure policy, plans, facility and design standards, space management, quality assurance, oversight of infrastructure activities, and facility and infrastructure project management and support to the Missile Defense Agency (MDA), Ballistic Missile Defense System (BMDS) and other new or emerging missions assigned to the agency. The requirements in this area support agency infrastructure policy, planning, space management and infrastructure support of the BMDS. This support includes analyses, development of executive level documents, presentations, reports, briefings, coordination of complex facility, infrastructure, operations, and space management information. Facilities Life-cycle Management, Site Activation Planning, Deployment, and Integration This area provides the Missile Defense Agency (MDA) with advisory and assistance services to include, but not limited to, facility and infrastructure planning and programming and real property asset management; facilities and infrastructure design, acquisition, construction, and configuration management; integration and operations functions to synchronize strategic planning, acquisition, and financial management activities; and site activation, deployment, and integration for real property buildings and infrastructure during Ballistic Missile Defense System (BMDS) mission deployments. The requirements in this area involve the global BMDS facilities and infrastructure for the agency to site, acquire, develop, oversee design and construction of, operate, and sustain facilities in a cost effective manner for the MDA mission, while ensuring environmental compliance and enhancing the safety and quality of the workplace. Environmental Management This requirement provides comprehensive and sustainable environmental and related technical support to the MDA Ballistic Missile Defense System (BMDS) and other new or emerging missions assigned to the agency. It provides for environmental support to the MDA and the Global BMDS, including support to weapons systems development, tests, deployment and fielding, as well as, life cycle facilities and infrastructure management for deployment and test facilities activities at geographically dispersed locations worldwide. The requirements in this area include, but are not limited to support for the following efforts: 9

16 Environmental analysis, planning, strategies, estimates, regulatory requirements, and recommendations to assist in managing facilities, military construction, and environmental initiatives. Development, implementation, sustainment (includes energy, water, and waste reduction) and execution of BMDS and program facilities, MILCON, and environmental management activities. Environmental compliance, planning, and regulatory requirements for siting and geotechnical efforts. Environmental policy, test support, planning, analysis, and compliance both in the Continental United States (CONUS) and overseas. Integration of environmental management systems (EMS) and environmental initiatives into MDA missions. Environmental planning, analysis, and regulatory support for the BMDS development, test and deployment programs, including international BMDS deployment. CAPABILITY AREA 11: WARFIGHTER INTEGRATION Warfighter Strategic Integration This effort provides requirements definition, planning, situational awareness and transition of Missile Defense Agency (MDA) developed capabilities to the military Services for employment in support of Combatant Commander (COCOM) priorities. This area covers strategic level integration with the Services, Joint Staff and COCOMs, as well as strategic support with policy development. Additionally, it assists the Current Operations organization in the coordination, development, and execution of operational events supporting the Ballistic Missile Defense Program (BMDS). Assistance is also required with performance management of prime contractors and assistance in administering senior level technical program strategic efforts. Warfighter Strategic Operations To provide requirements definition, planning, deployment, life-cycle management, operations support, readiness, situational awareness and transition of Missile Defense Agency (MDA) developed capabilities to the military services for employment in support of Combatant Commander (COCOM) priorities (at the Program level). The requirements in this area cover BMDS fielding, life-cycle operations support, maintenance including technical, programmatic, deployment, site activation and follow-on operations support for the Sensors Program, Aegis Program and the Ground-based mid-course program. In addition, this effort covers: Strategic level integration with the Services, Joint Staff and COCOMs Strategic support with policy development Development, coordination and execution of operational events supporting the BMDS Performance management reviews of BMDS prime contractors CAPABILITY AREA 12: LIFE CYCLE PRODUCT SUPPORT (DPL) The area supports efforts to develop, implement, maintain and assess logistics processes, procedures, plans and policies to support and sustain the Ballistic Missile Defense System (BMDS) throughout the acquisition life cycle. The contractor supports logistics management Performance Based Logistics (PBL) and Integrated Product Support (IPS) Elements in accordance with (IAW) applicable Missile Defense Agency (MDA) and Department of Defense (DoD) guidelines.
