2 Dr. Patricia H. Dare is Lockheed Martin s Program Director for the Targets and Countermeasures Program (TCP). Lockheed Martin develops and builds threat representative targets in support of the Missile Defense Agency. Lockheed Martin provides and flies approximately 40% of MDA s target missiles. Dr. Dare s combination of a technical background, program management experience, international breadth, and customer intimacy gives her a unique leadership approach for problem solving and program execution. Prior to her current role as Program Director for TCP, Dr. Dare was the Program Manager for TCP Re-entry Vehicle and Payloads.. This role was in direct alignment with integrating Lockheed Martin UK Special Projects under Lockheed Martin Space Systems and creating a Payload Design Center. In November 2009, Dr. Dare assisted MG (Ret) John Holly in standing up a new business unit, Lockheed Martin Missile Defense Systems (MDS). This encompassed strategy, operations and execution. The MDS portfolio consists of Targets and Countermeasures and Battle Management including MEADS (Medium Extended Air Defense System) and LEAPP (Land Environment Air Picture Provision). During this assignment, a strategic alignment with Lockheed Martin UK Special Projects was initiated and executed. Previously Dr. Dare was a Senior Manager for Business Development. Her responsibilities included strategic planning, technology development, Congressional briefings, customer reviews, market forecast, keep sold activities, trade shows and convention participation, and establishing strong internal and external customer relationships. Dr. Dare s portfolio included proposal and program activities for Terminal High Altitude Area Defense (THAAD), Multiple Kill Vehicle (MKV), Trident D5 LE, Complementary Exoatmospheric Kill Vehicle (CEKV), Kinetic Energy Interceptor (KEI), and Special Programs. Prior to joining Lockheed Martin, Dr. Dare was Program Manager for Missile Defense activities including Next Generation Avionics and Business Development Manager for the Missiles & Interceptors and Special Projects Enterprise Teams at Honeywell International Inc. from 2001 to Dr. Dare also held technical positions as a Senior Materials Engineer for Honeywell, a Research and Development Director for TSE Industries, and a Patent Research Advisor to Larson and Larson law firm. Dr. Dare s educational background includes a Ph.D. in Chemistry from the University of South Florida and a Bachelor of Science in Chemistry from University of Southern Indiana. Her professional development includes participation in the UCLA Anderson Graduate School of Business, the MIT Sloan Leadership Programs, Carnegie Melon Management Strategies Program, and Lockheed Martin Management Training and Six Sigma Certification. 2
3 Phase I Program Narrative - 1 The Targets and Countermeasures Program (TCP) organization is part of the Missile Defense Systems business unit under Lockheed Martin Space Systems Company s Strategic and Missile Defense Systems line of business. Lockheed Martin was awarded the Targets and Countermeasures Prime Contract by the Missile Defense Agency s (MDA) Targets and Countermeasures Directorate (MDA/TC) in The Missile Defense Agency s Targets and Countermeasures Program office is headquartered at Redstone Arsenal, Alabama. Lockheed Martin s program office is based in Huntsville, Alabama. Lockheed Martin TCP currently employs a talented and professional workforce of approximately 500 people located in the United States and England: Huntsville (program office), Sunnyvale, CA (program support), Courtland, AL (production facility), Denver, CO (program support), and Ampthill, England (design and manufacture of re-entry vehicle targets). Lockheed Martin TCP develops, builds, and launches reliable, relevant, and cost-effective ballistic missile targets that are used as targets in tests of the weapon systems elements of the U.S. Ballistic Missile Defense System. Target missile reliability means affordability. Lockheed Martin TCP has proven experience in representing threats, including short-, medium- and intermediate-range missiles via air, land and sea launch. Through 2012, Lockheed Martin TCP has achieved 43 successes out of 44 missions with unmatched 98-percent reliability since Lockheed Martin currently provides approximately 40 percent of the Missile Defense Agency s targets. Lockheed Martin demonstrates cost-effectiveness in developing, producing, and launching nextgeneration target systems. Lockheed Martin has more than 17 years of proven experience in integrating and launching short-, medium-, and intermediate-range legacy ballistic missile targets. These target missiles enable war fighters to gain experience with weapons system performance. Lockheed Martin targets test the capability space of ballistic missile defense system elements through ever-increasing target fidelity and complexity. Targets enable a robust test regime that stresses system design and performance. Programmatic and political realities demand affordable targets that are highly reliable and exhibit 100% mission success. The Department of Defense (DoD) Office of Test & Assessment emphasizes threat- realistic targets. Lockheed Martin innovative cost effectiveness has redefined the way target missiles are built, shipped, and launched with modular components, centralized production, ship-and-shoot operations, and process improvements. This redefined way of building targets reduces design, fabrication, and test range preparation time, improves quality, and lowers the cost to the customer. Modular components are used to build next-generation targets of various types and ranges. Each target is built and integrated for the specific needs of the mission. 3
4 Phase I Program Narrative - 2 Lockheed Martin has a world-class single integration facility located in Courtland, Alabama designed for ship-and-shoot CONOPS. Lockheed Martin s Courtlandfacility centralizes target production, testing, storage, and shipment for efficiency. Lockheed Martin s Courtland facility provides a unique capability for target vehicle fabrication. Hardware can be placed in inventory until receipt of a mission order for quick reaction. Flight hardware is integrated and tested with live boosters.. The completed target is transferred to a shipping container for transport. A fully integrated target is delivered to test range ready for launch. The ship-and-shoot approach improves reliability and quality, reduces range time and infrastructure requirements, and helps to contain costs for tests of the ballistic missile defense system. Lockheed Martin TCP has the unique distinction of being the only domestic target supplier to be qualified to modify and operate Foreign Material Assets (FMA). Lockheed Martin targets team consistently delivers highly reliable FMA targets and achieves 100% mission success on aggressive schedules and within budget. The FMA program utilizes a staffing and execution model that enables a very small team of less than 25 people to perform the entire target life cycle, including cost account management, requirements, and design, integration, test, and target launch operations. FMA team members are experienced and highly cross trained, providing flexibility in accomplishing critical tasks in a very efficient manner. As another example of program excellence, the Lockheed Martin TCP team has exhibited extraordinary technical leadership and superior collaboration in developing and delivering a critical ground support system to the Missile Defense Agency that exceeds customer expectations and doing so under aggressive schedule pressures. Lockheed Martin TCP designed, developed, and delivered a ground support equipment system to support a variety of ballistic missile defense system tests. Lockheed Martin TCP also consistently demonstrates commitment and teamwork to deliver on simultaneous re-entry vehicles/payloads milestones. Tests of the U.S. ballistic missile defense system rely on target missiles. Because target missiles are used to represent real-world threats, their development, production and launch requires the same sophisticated engineering expertise as is needed for an offensive ballistic missile. Target missile reliability is a major factor in the total cost of a missile defense test because of not only the cost of the target missile itself but also the cost of the missile defense interceptors, weapon systems operation and sensor system operation. By delivering a range of highly reliable and capable target missiles, the Lockheed Martin Targets and Countermeasures Program represents program excellence. 4
