3 1 GENERAL INFORMATION Operation Harrow is a forcewide ongoing operation to detect, investigate and deter metal theft in the force area. Metal theft is an increasing problem which impacts upon the country and the force area in many ways, critically interrupting power supplies and causing the failure of communications. There is significant difficulty in establishing ownership of recovered metal, and scrap metal dealers are the primary disposal market for stolen metal. All scrap metal dealers in the force area will be visited on a regular basis and inspected and any offences found will be investigated. Metal identification experts will be available around the force area on agreed days of action to assist with investigations. 4 5 METHOD Operations to disrupt the activities of those involved with metal theft will be planned and implemented by individual Districts, who will be expected to coordinate their own enforcement operations and scrap metal dealer visits on a regular basis. 6 Appendix B GENERAL BRIEFING GUIDE The District SPoC will arrange a central briefing location for its officers. Tours of duty will be listed in the resources and deployments schedule. These operations will be a standard uniform duty where officers should wear white shirts and have their shoulder numbers clearly visible on their PPE. Custodian helmets will be worn and some hard hats will be available for District use. Reflective tabards are needed for these duties. Staff who have force issued overalls and Wellingtons are advised to have them readily available. Officers will provide their own refreshments. The nature of these operations are unpredictable so staff are advised to have refreshments with them. Officers who are trained and equipped for the use of Taser may carry it for these operations but there is no specific Taser authority in place All staff will be from duty strength. Any overtime must be authorised by the district Bronze Commander. 6

8 Appendix D SERVICE LEVEL AGREEMENT All scrap metal dealers within the Avon and Somerset area will be visited as part of Operation Harrow. All dealers will be required to sign a new service level agreement. A copy of Service Level Agreement (SLA) is available to view and print from the intranet. Copies should also be made available at all district briefings for staff visiting individual premises to take. Two copies of the SLA must be taken to each premise visited. Both copies need to be signed. One must be left with the premise owner/manager. The second must be submitted to the district Bronze. District Bronze Commanders must record the premises which have signed the SLA on their district and then forward the signed copies to Bryan Sheppard (RPU Weston). 8
