Situation. Ref (a) details the lineage of 1st Marine Brigade through a century of activations and deactivations in response to crises in the Philippines, Veracruz, Haiti, Iceland, World War II, Latin America, Guam and the Korean Conflict. On 23 November 1999, 1st Marine Brigade was activated as 1st Marine Expeditionary Brigade (1st MEB) and assigned to I Marine Expeditionary Force (I MEF) in Camp Pendleton. Refs (b) through (s) govern the development of a MEB capability in the U.S. Marine Corps and I MEF. This order amplifies existing direction to establish 1st MEB as the crisis and contingency response force within I MEF. Ref (n) specifies Enhance MAGTF Warfighting Proficiency as a Line of Effort (LOE) for 2012 to 2016 for I MEF with particular focus on 1st MEB for 2012 to Ref (o) identifies Increase 1st MEB s Warfighting Proficiency as a I MEF Line of Operation (LOO) for FY13. a. Operating Environment. An uncertain and dangerous operating environment characterized by violent extremist organizations, political instability in critical areas of national interest, vast ungoverned spaces ripe for turmoil and exploitation, regional hegemons, and natural disasters demand a force in readiness with capabilities for a global response. Development of 1st MEB as a crisis and contingency response force provides Marine Component Commanders (MARFORS) with a responsive MAGTF capable of executing operations across the range of military operations (ROMO) in support of Combatant Commanders (CCDR) requirements and tasks. b. Application. This order is applicable to I MEF Command Element (CE), I MEF Major Subordinate Commands (MSCs) to include 1st MEB, and 1st MEB Major Subordinate Elements (MSEs). This order outlines desired capabilities for a MEB MAGTF and an operating concept to guide force generation and capability development. The order further provides formal tasks to I MEF MSCs and MSEs to man, train, and equip the subordinate elements of the 1st MEB. 2

3 Subj: I MEF DEVELOPMENT OF 1ST MARINE EXPEDITIONARY BRIGADE c. Assumptions (1) I MEF is capable of sourcing and sustaining a MEB in support of crisis response and Operational Plan (OPLAN)/Concept Plan (CONPLAN) tasking/response within the current operating environment. (2) Maritime Prepositioning Ships (MPS) enable the 1st MEB s rapid deployment and employment of a fully capable MAGTF. MPS is the most likely method of deployment for 1st MEB until the U.S. Navy obtains a 33-ship inventory. (3) 1st MEB will be aligned with the Service assigned I MEF OPLAN/CONPLAN alignment with principal focus in the PACOM and CENTCOM Areas of Responsibility. (4) The availability of amphibious lift will challenge the deployment of a traditional MEB-sized Amphibious Landing Force (ALF) by amphibious shipping alone. (5) The rotation of forces and individual augments, in support of global force management (GFM) and unit deployment program (UDP), will be suspended to support a crisis or contingency. Units involved in pre-deployment training will be available for assignment to 1st MEB. (6) Sufficient training and readiness of forces available for crisis response and contingencies are sustained below the regiment and group level by means of GFM rotational Pre-deployment Training Program (PTP) and unit training. (7) Strategic Lift will be available to support operational deployment in the event of crisis or contingency. (8) 1st MEB has the ability to operate in an austere environment and immature theater. d. Cancellation. This order remains in effect until cancelled by higher authority or superseded by revision. 2. Mission. I MEF develops a crisis and contingency response force capability resident in the 1st MEB through a deliberate man, train and equip process in order to support and/or accomplish CCDR and Service tasks across ROMO. 3

4 Subj: I MEF DEVELOPMENT OF 1ST MARINE EXPEDITIONARY BRIGADE 3. Execution a. Commander s Intent (1) Purpose. To develop 1st MEB as an embedded MAGTF within I MEF as a certified crisis and contingency response force capable of executing assigned missions across the ROMO. (2) Method. I MEF will develop 1st MEB capabilities in accordance with MCTL [ref (h)] and the most likely assigned OPLAN/CONPLAN missions. A deliberate man, train, and equip process will be applied to develop MEB capabilities within the 1st MEB CE, Aviation Combat Element (ACE), Ground Combat Element (GCE), Logistics Combat Element (LCE), Brigade Headquarters Group (BHG) and associated Naval Support Element (NSE). 1st MEB will not have assigned forces, but will develop habitual relationships with designated subordinate command elements to develop a cohesive MAGTF. A MEB force list will be identified, predicated upon the most ready units to deploy and employ. Crisis Response Force packages will be developed as modular MAGTF options resident in I MEF and represent I MEF s CONUSbased Crisis Response Force. The 1st MEB CE and its MSEs will develop a baseline EDL that will be scalable and task organized to support the assigned mission. 1st MEB will conduct an annual Strategic Mobility Exercise (STRATMOBEX) with all MSEs, CE, and MPF Enabler Packages confirming MAGTF Deployment Support System II (MDSS II) Level IV data for their associate EDLs. 1st MEB will develop and execute a comprehensive, three-tiered training plan in order to exercise as a MAGTF (Tier 3), develop MSE competencies (Tier 2), and ensure individual readiness (Tier 1). 1st MEB tactical standard operating procedures (TACSOP) will guide capability development and operational execution. I MEF will share and exchange capability development and lessons learned with HQMC, Marine Force Pacific (MARFORPAC), Marine Forces Command (MARFORCOM), II MEF, and III MEF. (3) Endstate. Manning documents for 1st MEB CE, MPF Enablers, to include the AAOG, SLRP, OPP and MOLT, and 1st MEB MSE Headquarters (HQs) are sourced and updated monthly. The Baseline EDL is identified and validated via the annual STRATMOBEX in order to enable the development of the Time Phased Force Deployment Data (TPFDD). 1st MEB and its MSEs are trained and certified to execute the most likely missions in accordance with MEB mission essential task lists (METL). 1st MEB capability is developed to composite rapidly, deploy on short notice, and employ across the ROMO. 4

The MEB CE will be formed from the I MEF CE with support from I MEF Headquarters Group (I MHG) MSEs. 1st MEB ACE, GCE, and LCE HQs are identified and formed from standing O-6 level [Regiment and Marine Aircraft Group (MAG)] HQ as designated by the I MEF MSCs and approved by CG, I MEF. Additionally, a BHG staff will be formed from within I MHG HQs existing organic structure. The 1st MEB Force List is identified and reported in accordance with force structure specified in paragraph 3c of this order. (2) Train. Capability development of 1st MEB will be in accordance with the I MEF Capstone LOEs in ref (n) and the I MEF FY13 Campaign Plan LOOs in ref (o). The 1st MEB core competencies define capability sets derived from OPLAN/CONPLAN analysis, Service Strategy, U.S. Marine Corps doctrine, and MCTL [ref (h)]. The capability development and certification cycle of the 1st MEB is defined as a two-year period directed by the 1st MEB Training Continuum in ref (r). (3) Equip. The 1st MEB s equipment will primarily be provided from MPF and I MEF resources. 1st MEB EDL will be identified and updated annually. A Fly-in Echelon (FIE) will be identified for MPF Enablers and 1st MEB echeloning. The STRATMOBEX will validate MSE, CE, and Enabler equipment and provide MDSS II Level IV data. 1st MEB s continued participation in MPF tailoring efforts will ensure relevancy of MPSRON 2 and MPSRON 3 IAW this order. (4) Synchronization. The 1st MEB s Battle Rhythm, to include meetings, staff development, unit training, and exercises will ensure that commanders and their HQs remain engaged in MEB readiness and assessment in compliance with the CG, 1st MEB s intent and guidance. (5) Readiness Reporting. Readiness will be reported in accordance with Defense Readiness and Reporting System-Marine Corps (DRRS-MC) with specific Commander s Comments addressing current and future ability to support MEB crisis or contingency operations as directed in ref (j). c. 1st MEB Operating Concept (1) 1st MEB Mission. On order, 1st MEB provides a scalable, joint-capable MAGTF to conduct crisis response and/or 5

U.S. Marine Corps doctrine and warfighting publications apply to the development of MEB competencies and capabilities as a MAGTF. The MEB fights the single battle concept; the MEB CE, supported by the MEB ACE, fights the deep battle to shape the battle space and directs the MEB GCE, ACE, and LCE to fight the close and security area battles to decisively defeat the enemy. The MEB CE allocates resources and coordinates with Higher, Adjacent, and Supporting forces to include Joint and Combined forces as well as the Interagency through an established battle rhythm and defined Command and Control (C2) relationships. MEB capabilities must be applicable across ROMO. 1st MEB will develop the capability to serve as a nucleus for Joint Task Forces or Functional Component. (3) Force Structure/Force List. For planning and reporting purposes, the 1st MEB Force List is based on a notional MEB in accordance with ref (f). (4) Mission Sets. The most likely 1st MEB employment options in support of crisis and contingency missions: (a) Conventional Combat Operations (offensive and defensive operations) with the capability of providing command 7

(c) Amphibious Operations (MCT ). (d) Foreign Humanitarian Assistance/Disaster Relief HA/DR) (MCT 1.16). (e) Large scale Non-Combatant Evacuation Operations (NEO) in support of OPLAN/CONPLAN (MCT ). (f) Counterinsurgency Operations (MCT 1.18). (g) Stability Operations (MCT 1.14). (h) Security Operations to include embassy defense and critical infrastructure protection (CIP) (MCT 6.5.1). (i) Enabling Operations for larger follow-on forces or force packages in support of operations (MCT ). (j) Phase 0 Shaping Operations to include Theater Security Cooperation (TSC) and large scale military-to-military engagements (MCT 5.5.5). (k) Joint and combined operations (MCT 5.5) ). (l) Defense Support to Civil Authorities (DSCA) (MCT (5) Deployment. 1st MEB will deploy via MPS, amphibious lift, strategic air, commercial air or combination thereof. The 1st MEB CE can echelon in four distinct echelons in order to provide C2 of in-theater forces to include MEU(s), forward deployed crisis response forces, and CONUS deployed operational forces per Enclosure (5). I MEF will identify, source, and deploy MPF enabling organizations per Enclosures (2) to (8). (6) Support. The 1st MEB G-4, in coordination with the 1st MEB G-3, will determine logistics priorities. 1st MEB will use current logistics automated systems, to include but not limited to transportation, services, supply/maintenance, deployment, and embarkation. Non-USMC systems may be used to interface with civilian (DSCA, nongovernmental organization, 8

The FIE planning will include an initial sustainment block, MPF Enabler packages and remaining T/E items not sourced from MPS. Thirty days of sustainment (DOS) will be sourced (MPS primary). The assigned LCE will be the primary source of non-aviation sustainment support for all elements of the MEB; the ACE will be responsible for providing the aviation logistics (AVLOG). A Logistics Working Group/Force Transportation Board will be integrated into the 1st MEB battle rhythm to ensure logistics efforts are synchronized and confirmed. (7) Crisis Response Packages. Organic within 1st MEB Forces are discreet MAGTF Crisis Response Packages that may deploy from CONUS as either a separate global response or as an element of the 1st MEB deployment in support of a crisis or contingency. Echelons of the MEB CE may deploy to provide C2 of the MAGTF crisis response package. (a) Light MAGTF Package 1. Composition: O-5 led task force (company builds to battalion); RW assault support and CAS (mission dependent); combat logistics company 2. Response Time: Seven (7) days ready for employment 3. Mission Sets: Security missions, enabling operations 4. Remarks: Not MPF enabled/fly in Echelon (FIE) only (b) Medium MAGTF Package 1. Composition: O-6 led MAGTF; battalion task force; composite squadron; combat logistics battalion 2. Response Time: 14 days ready for employment 3. Mission Sets: HA/DR, NEO, MPF, DSCA, Defensive Ops 4. Remarks: MPF enabled (c) Heavy MAGTF Package 1. Composition: Full MEB 2. Response Time: 30 days ready for employment 3. Mission Sets: Full ROMO (8) Habitual Relations. For planning, training/exercises, operational deployment and operational employment, 1st MEB develops and maintains habitual relationships with ESG-3 and MPSRON 2. 9

(G4) (j) Utilizing MSE and CE input, develop and maintain an FIE EDL based on 1st MEB G-3 prioritization of equipment and personnel. (G4) (k) Develop, maintain, and publish a two-year 1st MEB Training Exercise Employment Program (TEEP) IAW ref (r). (G3) 10

(d) Identify and refine 1st MEB GCE, ACE, LCE, and BHG Force List in accordance with paragraph 3c(3) of this order and report monthly to I MEF G-3. (e) Develop and execute 1st MEB GCE, ACE, LCE and BHG/BHG MSE Training Plan in accordance with ref (r) NLT 60 days after this order is signed. (f) Support and execute 1st MEB Training Plan upon receipt of ref (r). (g) Develop and maintain a two-year 1st GCE, ACE, LCE and BHG/BHG MSE TEEP. order. Coordinating Instructions (1) Manning Document Verification. 1st MEB CE will verify its manning document by staff section to the 1st MEB G-1 NLT the 15th of each month. 1st MEB ACE, GCE, LCE, and BHG/BHG MSEs will verify their HQs manning documents to 1st MEB G-1 NLT the 15th of the first month of each quarter (Oct, Jan, Apr, Jul). (2) Identification of ACE, GCE, LCE, and BHG HQs will be provided IAW paragraph 3b. CG I MEF prefers an enduring relationship with identified MEB MSE HQs. GFM deployments are accepted justification for the rotation of MEB MSE HQs. (3) Unit assignment to the MEB Force List will be provided by the I MEF MSCs on a monthly basis NLT 20th of each month to the I MEF G-3. I MEF MSCs will consider a balance of readiness with availability to deploy based on the GFM cycle of each unit; for planning purposes, unit assignment to 1st MEB will be NET 90 days after deployment and remain assigned until execution of Block IV training/certification. CG I MEF retains the ability for final determination based on MSC Commander s recommendation. (4) Certification. 1st MEB certifies to its MAGTF mission essential tasks every two years. I MEF will conduct the certification and CG I MEF will certify the 1st MEB. All certification efforts will initially focus on MEB CE and MSE (GCE, ACE, LCE, BHG/MSE) HQs. The certification will be a TEEP event that is conducted during an exercise or during a scheduled TSC event. (5) Exercise Cycle. 1st MEB will normally execute a two-year (fiscal year based) exercise cycle that will inform readiness and culminate in MEB CE and MAGTF CE certification. (a) Odd years: 1st MEB will conduct an amphibious exercise (DAWN BLITZ) and a conventional maneuver/combat exercise (Steel Knight/Wing War). (b) Even years: 1st MEB will conduct an MPF exercise (PACIFIC HORIZON/NATIVE FURY) and a combined arms exercise (Large Scale Exercise/US Army Warfighter). (6) 1st MEB Battle Rhythm. The battle rhythm drives 1st MEB s progress towards attainment of CG 1st MEB s stated goals 13

14 Subj: I MEF DEVELOPMENT OF 1ST MARINE EXPEDITIONARY BRIGADE and ensures synchronization and cohesion across the 1st MEB CE, ACE, GCE, LCE, and BHG. I MEF Working Groups provide opportunities for the Battle Staff, Special Staff, and assigned forces to achieve efficiencies, prioritize demands on the force, and mitigate scheduling conflicts pursuant to the CG 1st MEB priorities and focus areas. The following events and processes require participation, representation, or input: (a) 1st MEB Chief of Staff Meeting: CE Principals or Trusted Agents meet weekly (every Tuesday at 1330). (b) 1st MEB CG Meeting: CE Principal Staff and MSE Commanders meet monthly with the 1st MEB Commanding General (1st Tuesday of each month at 1330). (c) Quarterly Staff Development: The 1st MEB CE and MSE HQs will conduct quarterly staff development. At a minimum, quarterly sessions will include battle roster verification, staff updates, training related to MEB employment/operations and pending exercises, and verification of personnel readiness. Additionally, 1st MEB CE will conduct a short duration Crisis Action Team Exercise (CATEX), in concert with ref (p), focused on crisis problem framing and deployment readiness. Expeditionary Strike Group 3 (ESG-3) will be invited to participate in two of the four quarterly sessions each year. (7) TEEP. 1st MEB will develop a two-year TEEP to provide visibility and synchronization of all significant events to include monthly meetings, exercises, CATEXs, embark and STRATMOBEXs, exercises, and certification. The TEEP will be published to 1st MEB and I MEF in record message. The TEEP will provide detailed visibility of events out to two years. (8) Crisis Response Planning. In accordance with ref (p), crisis response planning will focus on problem framing and force generation to rapidly composite and deploy 1st MEB. (9) Readiness Reporting. In accordance with ref (j), 1st MEB readiness will be reported monthly via DRRS-MC. I MEF MSCs report ability to provide 1st MEB ACE, GCE, LCE, and BHG via MSC Commander s comments. Pertinent comments include Tier 2 training events and identification of CE and units by element. (10) Public Affairs. 1st MEB public affairs will coordinate with I MEF and higher and adjacent authorities to communicate and disseminate timely and accurate information to 14

TACSOP. MEB CE, ACE, GCE, LCE, and BHG Tactical SOPs will include defined roles and responsibilities by staff section and billet; boards, bureaus, centers, cells, and working groups (B2C2WG); templates for briefs and messages; operating concepts and processes; and battle drill playbooks. g. Heraldry. 1st MEB will maintain a unit organization standard, battle standard, and distinct 1st MEB logo. h. Command Chronology. 1st MEB will be required to submit a separate command chronology in accordance with ref (i). i. EDL. Until HQMC publishes a doctrinal MEB force list and standard table of equipment, a baseline EDL will enable 1st MEB to scale and task organize its forces for any assigned mission. As a crisis response force, 1st MEB must be able to rapidly deploy as well as submit strategic movement requirements to U.S. Transportation Command via Joint Operation Planning and Execution System. Modifications to a baseline EDL can be continually scaled and modified as I&W point toward a future assigned mission. MDSS II Level IV UDL will be captured for each MSE and CE. Per this order, CG, I MEF directs a planning and coordination relationship between CG, 1st MEB and CG 1st Marine Division, CG 3d Marine Aircraft Wing, CG 1st Marine Logistics Group, and CO I MEF Headquarters Group in order to designate a 1st MEB GCE, ACE, and LCE HQs, and a BHG for planning coordination and preparation.
