The reference was a CNA study which e xamined how the Marine Air Ground Task Force Training Command (MAGTFTC), Mari ne Corps Air Ground Combat Center (MCAGCC) could better organize to accomplish its mission. The study was completed in J une of In August of 2016 the study's authors brief ed the Commanding General (CG), MAGTFTC, MCAGCC on t h e results of the study. CG MAGTFTC, MCAGCC then had the authors present a similar brief to the Commanding Officer s (CO) and Director of Tactical Training and Exercise Control Group (TTECG), Marine Corps Tactics and Operations Group (MCTOG), Marine Corps Logistics Operations Group (MCLOG), and MAGTFTC, MCAGCC Assistant Chief of Staff (AC / S) G-3. At the end of the brief the CG directed the AC / S G-3 to convene an operational planning team (OPT) to determine what, if any, portions of the study could be implemented and the best method by which to then implement those changes. One of the outputs of the OPT was to propose methods by which MAGTFTC, MCAGCC could formalize coordination across its major subordinate commands and better share and disseminate information. b. The OPT determined that the best method to do this was the establishment of f ive working groups: Modeling and Simulations Working Group, Academics Working Group, Doctrine Working Group, Range Maintenance and Development Working Group, Counter Improvised Threats Working Group, and the Operations Working Group. The purpose of t h is Bulle tin is to codify the method and process by which these g r oups will oper ate. 2. Mission. MAGTFTC, MCAGCC establishes worki ng groups which meet monthly and quarterly to provide improved standardization and synchronization across the command in o r der to better support the mission of "managing the Marine Air Ground Task Force Training Program (MAGTFTP) and conducting service level Marine Air Ground Task Force (MAGTF) combined arms training to enhance the combat readiness of the operating forces and suppor t the Marine Corps' responsibilities to national security." 2 3. Execution a. Commander's Intent and Concept of Operations (1) Commander's Intent. To improve the synchronization of effort across MAGTFTC, MCAGCC in order to improve effectiveness, maximize efficiency and most importantly maximize MAGTF integration to better support the execution of the MAGTFTP. We will do this through the establishment of working groups that will bring our Major Subordinate Commands (MSCs), staff and in some cases customers together to integrate and prioritize resources and effort. The end state is better coordination, effectiveness and integration across the command. (2) Concept of Operations. MAGTFTC, MCAGCC will establish five working groups that will meet monthly and/ or quarterly. The outputs of these groups will feed into the Operations Working Group which will serve as an overarching working group that then identifies key issues which may require CG attention or decisions. The purpose, frequency, duration, location, composition, and outputs of each group are described below: (a) Modeling & Simulation Working Group 1. Purpose. Increase collaboration among MAGTFTC modeling and simulation stakeholders, identify friction points and refine current and future utilization and priorities of training systems to enhance MAGTF integration, all while reducing duplicative efforts to achieve similar goals. 2. Frequency. Minimum quarterly, up to monthly. Group lead has scheduling and 3. Duration. One hour or as required. 4. Location. Battle Simulation Center. 5. Staff Proponent/ Composition. The MAGTFTC, MCAGCC Modeling and Simulations Officer is assigned as the lead for this working group. The working group will be comprised of appropriate representatives from MCTOG, MCLOG, Training Support Center (TSC), G-3 Plans. As required, the Program Manager Training Systems (PM TRASYS), Marine Aviation weapons and Tactics Squadron-1 (MAWTS-1), Marine Corps Mountain Warfare Training Center (MCMWTC), and TTECG. 6. Outputs. Issues and areas for collaboration. New initiatives. Collaboration calendar. (b) Academics Working Group 1. Purpose. Synchronization and cross leveling of academics across MAGTFTC and the sharing of academic best practices. 2. Frequency. Quarterly. Group lead has scheduling and 3. Duration. One hour. 2

3 4. Location. Base Education Center. 5. Staff Proponent/Composition. The CO of MCLOG is the lead for this working group. The working group is comprised of appropriate representatives from MAWTS-1, MCTOG, TTECG, MCMWTC, and Marine Corps Communication and Electronics School. 6. Outputs. Collaboration document. Assessment of how each organization teaches Tactics, Techniques, and Procedures. Trends analysis. Schedule reconciliation. Ensure course materials are synched. (c) Doctrine Management Working Group 1. Purpose. Develop shared situational awareness of current U.S. Marine Corps doctrine in order to ensure that training is conducted in a manner consistent with that doctrine. Incorporate best practices into the development of future doctrine. 2. Frequency. Quarterly. Group lead has scheduling and 3. Duration. One hour. 4. Location. (d) Range Maintenance and Management Working Group 1. Purpose. Establish priorities for range maintenance, refurbishment, and development. Develop a long term range development plan. 2. Frequency. Minimum Quarterly, up to monthly as required. Group lead has scheduling and 3. Duration. One hour. 4. Location. Building 1559, CG's Conference Room 5. Staff Proponent/Composition. The Director, Range Management Division is the lead for this working group. The group will be comprised of appropriate representatives from Explosive Ordnance Disposal (EOD), MAGTFTC, MCAGCC Gunner, AC/S G- 4, TTECG, MCMWTC, 7th Marine Regiment, 1st Tank Battalion, 3d Light Armored Reconnaissance Battalion, 3d Battalion, 11th Marines, Company D, 3d Assault Amphibian Battalion, and PM TRASYS. 6. Outputs. Priority of work for range maintenance. Priority list o f near-term range projects (i. e. targetry). Long-term Range Development and Modernization Plan. 3

4 (e) Counter Improvised Threat Working Group 1. Purpose. Increase collaboration across MAGTFTC for improvised and emerging threat priorities, identify electronic and material resources to develop training solutions in advance of long term institutional solutions, and introduce whole of government resources to MAGTF MSCs. 2. The Joint Improvised-Threat Defeat Organization (JIDO) Command Training Coordinator (CTC) Integrator is the lead for this working group. The working group is comprised of appropriate representatives from G-3, EOD, MCTOG, MCLOG, MAWTS-1, MCMWTC, TTECG, TSC. As required, PM TRASYS, Range Management Division, and G-4 Exercise Support Division. 6. Outputs. Working Group executive summary. Decision brief for the CG (as required). Agenda topics for the Force Synchronization Conference. (f) Operations Synchronization Working Group 1. Purpose. Consolidate and review the outputs of the working groups. Provide an executive level summary to the CG. Identify issues/ topics that require CG attention or decisions. Identify issues that may need to be addressed at the Plans, Policy and Operations, Marine Forces Command Force Synchronization Conference. 2. Frequency. Quarterly. Group lead has scheduling and 3. 5 (b) Assign specific leads for the Operations Synchronization Working Group, the Range Maintenance and Management Working Group, the Counter Improvised Threat Working Group, and the Modeling and Simulations Working Group. Promulgate specific dates and times for working group meetings. (c) Assign subject matter experts as members of the Modeling and Simulations Working Group and the Range Maintenance and Management Working Group. (d) Ensure that the following tenant units: 7th Marine Regiment, 1st Tank Battalion, 3d Light Armored Reconnaissance Battalion, 3d Battalion, 11th Marine and Company D, 3d Assault Amphibian Battalion are invited to the Range Maintenance and Management Working Group. Invite other tenant units as deemed appropriate. (e) Ensure that the Operations Synchronization Working Group provides an executive working group summary to the CG quarterly and Decision Briefs as required. (f) Provide representation (syndicate/ working group l ead, if tasked) throughout the exercise life cycle, including formal planning conferences. group. Coordinating Instructions (1) MAGTFTC will promulgate annual schedules for working group meetings. Each staff proponent/ lead may modify schedules after coordination with the AC / S G-3. (2) Working groups may invite additional attendees as deemed appropriate. (3) Staff proponent/ leads will develop detailed charters for their respective working groups for approval by the AC / S G-3. (4) Staff proponent/leads are responsible for maintaining meeting notes and outputs for at least two years. (5) G-3 Sharepoint representatives will establish sites on Sharepoint for collaboration and maintaining references and other relevant documentation. Group leads should coordinate with them for modifications, as required. (6) While these five working groups are the starting point, it is likely that other working groups will be formed or deactivated based upon the needs. 4. Administration and Logistics a. Directives issued by this Headquarters are published and distributed electronically. 7 b. The AC/S G-3 has overall staff cognizance for the execution of this Combat Center Bulletin. c. There will be an overall lead coordinator appointed from G- 3 personnel. d. This directive is applicable to all special staff, directorates, and training organizations identified. b. Signal. This directive is effective the date signed. Distribution: A 7
