3 EXPLANATORY MEMORANDUM The European Commission for the Control of Foot and Mouth Disease (EuFMD) was established under the auspices of the Food and Agriculture Organization (FAO) of the United Nations (UN). EuFMD has its seat at the headquarters of FAO in Rome. EuFMD was established in 1954 at a time when foot and mouth disease (FMD) was ravaging post-war Europe, as a special body under Article XV of the basic texts of FAO. Its original goals were to combat FMD in Europe and to co-ordinate the national FMD control programmes. Through the EuFMD's efforts to promote research and co-operation between the member countries, the incidence of the disease was reduced steadily over the years, and by 1992 Europe was free of the disease and decided to stop the costly annual mass vaccination campaigns. Since 1992, there have been occasional re-introductions of FMD to Italy and the Balkans, but these have been localised and sporadic. Before the outbreak of FMD type Asia 1 in Greece in summer 2000, Europe had been entirely free of FMD since However, a major FMD epidemic occurred in 2001 in parts of the European Union, affecting four EU Member States and causing a substantial re-shaping of public opinion on disease control measures. EuFMD currently has 36 member countries, including 27 EU Member States, and the membership covers almost all of Europe, but also includes Turkey and Israel, i.e. countries that are not free of FMD, practise vaccination and are surrounded by endemically infected countries. The European Commission has the status of an observer and is at the same time the principal financial donor to that organisation. A written constitution governs the activities of EuFMD and the obligations of the member countries. Its Rules of Procedures and Financial Regulations have been recognised as equivalent to those of the European Commission, thus facilitating the adoption of Decision 2001/300/EC. In accordance with Commission Decision 2005/436/EC of 13 June 2005 on Community cooperation with the Food and Agriculture Organisation with particular regard to activities carried out by the European Commission for the Control of Foot-and-Mouth Disease 1, the European Commission concluded the Implementing Agreement MTF/INT/003/EEC (TFEU ) on EC Funded Permanent Activities carried out by the FAO European Commission for the Control of Foot and Mouth Disease which was signed on 1 September 2005 and operated successfully until 31 December A new Agreement covering the period has been concluded on the basis of Commission Decision 2009/492/EC of 22 June 2009 on a Community financial contribution towards Trust Fund MTF/INT/003/EEC (TFEU ) to assist the campaign against foot-and-mouth disease outside the Community 2 to ensure the continuation of the work of EuFMD, also as a Union contribution to the Global Framework for the Progressive Control of Transboundary Diseases (GF-TADs), which is a joint initiative of the Food and Agriculture Organization of the United Nations (FAO) and of the World Organisation for Animal Health (OIE). 1 2 OJ L 151, , p. 26. 4 There are five main bodies, including the Commission itself, the Executive Committee, the Secretariat, the Standing Technical Committee ( Research Group ) and Tripartite Groups. The European Commission is invited to the meetings of these bodies and attends them regularly. EuFMD is primarily a forum to foster co-operation between member countries and to coordinate their efforts to prevent and control FMD. It also provides technical expertise, epidemiological information and advice to member countries and consequently also to the European Commission. During the past years real-time training of experts from member countries has been carried out with great access and appreciation by the trained experts and the national veterinary authorities. The costs of the activities of EuFMD are covered through three trust funds: (a) one funded by the contributions of member countries for routine activities ; (b) (c) a second fund provided by the European Commission for special activities, such as the creation of vaccination buffer zones to prevent the spread of the disease into Europe, and a third fund made up of donations from non-eu member countries. The General Session takes place every two years, followed by biannual meetings of the Executive Committee. The Director General of the Food and Agriculture Organization invited the delegates of the European Commission for the Control of Foot-and-Mouth Disease (EuFMD) to attend the 39 th General Session at its Headquarters in Rome on April The European Commission therefore proposes to the Council (the Working Group of the Chief Veterinary Officers) to authorise the European Commission: to present the written positions, incorporated in boxes into the proposed agenda, in Annex I to this document at the 39 th General Session of EuFMD; and to co-ordinate consultations with EU Member States in order to reach a Union position on matters raised during the General Session of EuFMD. An initial meeting is scheduled for 07:45 to 08:45 am on 27 April 2011 in the Canada Room (A356) at FAO. EN 3 EN

5 COMMISSION STAFF WORKING PAPER concerning the Union comments to be made to the 39th General Session of the European Commission for the Control of Foot-and-Mouth Disease (Rome April 2011) The Director General of the Food and Agriculture Organization (FAO) of the United Nations (UN) invited the delegates of the European Commission for the Control of Foot-and-Mouth Disease (EuFMD) to attend the 39 th General Session at its Headquarters in Rome on April In view of the status of the EuFMD, in particular in making recommendations to the member countries on measures to control foot-and-mouth disease and in carrying out specific activities directed to combat the disease, an area which is fully harmonised by Council Directive 2003/85/EC of 29 September 2003 on Community measures for the control of foot-and-mouth disease, and taking into account the contributions of the Union to the funding of the activities carried out by the EuFMD in accordance with Council Decision 2009/470/EC of 25 May 2009 on expenditure in the veterinary field (codified version of Decision 90/424/EEC), it is necessary for the Union to take a common position on the agenda items (see Annex I). FAO has circulated the agenda of the EuFMD General Session in advance (see Annex II). The European Commission therefore proposes to the Council (the Working Group of the Chief Veterinary Officers) that it authorise the European Commission to present the following written comments in the form of a letter to the EuFMD setting out the Union views on the items tabled on the agenda of the above session. In order to facilitate the examination of the comments of the Union, these have been incorporated in boxes in the order of the proposed session agenda. Where necessary a co-ordination meeting between EU Member States prior to the election of the executive committee may take place between 07:45 to 08:45am on 27 April 2011 in the Canada Room (A356) at FAO. 6 ANNEX I 1. Opening of the Session and adoption of the agenda The agenda is available in Annex II. 2. Managing FMD epidemics: recent impacts and experiences in the use of decision support tools 2.1. Managing national and regional epidemics; experiences: FMD control in Japan in 2010; FMD Control in PR of Korea FMD Control in Bulgaria -2011; The Regional FMD type O epidemic in West Eurasia in ; dynamics of the epidemic in Iran and Turkey. The European Union appreciates the fair sharing of experience with Japan on the lesson learned from the recent FMD outbreak that underlined the need for disease preparedness including an antigen bank and a vaccination policy. The European Union regrets that the FMD situation in the EU earlier in 2011 and the ongoing re-organisation of the EU antigen bank did not allow drawing from the vaccine stocks in the EU antigen bank in support of the measures implemented in South Korea. The European Union actively supported Bulgaria in containing FMD and preparing for the reinstatement of its previous FMD-free status Experience in the use of decision support tools in contingency planning, simulation exercises and during an FMD crisis Use in Contingency Planning; Simulation exercises and during a crisis (UK); Cross border simulation exercises. The European Union is pleased to report that in EU Member States had a total of 63 and in EU Member States had 27 FMD exercises of different levels and partly involving cross border activities. Many of those had been reported as required by legislation with a summary of the main findings. Attention must be paid by EU Member States that had no exercise over a period of 2 to 5 years Putting it into practice: adapting the tools for application in contingency planning in the EuFMD Member Countries The European Union recommends including cases of FMD in wildlife or outbreaks in extensively kept and difficult to handle domestic animals in exercise scenarios. 7 3. The Progressive Control Pathway for FMD (PCP-FMD): towards a global system for monitoring risk and promoting progress in FMD control 3.1. The PCP-FMD: principles and applicability to developing long term control of FMD at national, regional and global scale in affected and managing effective FMD control programmes. The European Union has been participating in the development of the concept and first testing of its application PCP- FMD: monitoring and surveillance principles and experiences. The European Union wishes to draw the attention to the agreed activities for surveillance and control in countries bordering Turkey PCP-FMD: relevance to improved viral threat detection and risk management at regional to global scale. The European Union wishes to draw the attention to a major FMD control programme in Turkey co-financed by the European Union PCP-FMD: approach to identifying critical risk control points and benefit-cost of changing control strategies. As agreed at the 81st Executive Committee of the EuFMD, Budapest, Hungary, 2 February 2011, priority is given to the protection of the FMD free status of the majority of member countries and gradual improvement of the situation in those member countries that are not free without practising vaccination. Outside those remits, action can only be decided either on a formal request from GF-TADs Europe or where directly necessary to achieve the objectives outlined above PCP-FMD; towards a global FAO/OIE Strategy for FMD control. The European Union agrees to continue supporting the FAO World Reference Laboratory for FMD through EuFMD as a direct contribution of GF-TADs-Europe to the PCP-FMD 4. Financial Matters: accounts for 2009 and 2010, and proposed budgets for 2012 and 2013: The European Union wishes to draw the attention to the successful completion of the implementing agreement for the operation of the EU Trust Fund in support of permanent activities of the EuFMD for the years , which was signed on 4 August 2009 for a total amount of 8,000,000 (Commission Decision 2009/492/EC) EN 6 EN

Progress to Implement the EuFMD Strategic Plan ( ) The European Commission participated in the 81st Executive Committee of the EuFMD, Budapest, Hungary, 2 February 2011, where the following Action plan was approved for the remaining two years of the agreement: 1. Pre-agreed activities - a. West Eurasia FMD Roadmap Projects (TransCaucasus, Iran) b. Real-Time Training Programme c. Surveillance networking/virus intelligence gathering activities (Networks) 2. Activities contributing to Global risk assessment/progress monitoring (agreed in 2009) a. Support to WRL and the FAO/OIE FMD Lab Network/Global system for FMDV monitoring b. Annual, Systematic collation of information on projects/programmes on FMD control 3. New activities to be considered/proposed at the 39th Session, as a result of recent events in FMD control in European region a. Balkan Regional FMD lab; develop/initiate Training b. Develop and implement project to train in use of modelling in contingency planning (EuFMD member states). 7. Progress of the Regional Roadmap for FMD Control in West Eurasia The European Union is committed to support measures to control major infectious livestock diseases, first of all FMD, within the group of countries included in GF-TADs- Europe in close cooperation with the neighbouring GF-TADs-groups. It is important that all potential contributors are committed to such activities. By implementing the work programme of EuFMD an important contribution is made to assist those countries in their efforts to control FMD. The European Union supported the following emergency vaccination campaigns in: (1) Lebanon by supply of 200,000 doses of monovalent vaccine in 2009; (2) Iran by supplies of 800,000 doses in 2009 and 2,100,000 doses in 2010 of monovalent vaccine; (3) Zambia by supply of 80,000 doses of bivalent vaccine in EN 7 EN

FMD Training: lessons learnt in real-time and plans for 2011 The European Union wishes to thank: (1) EuFMD for this invaluable training opportunity for EU Member States experts; (2) Turkey, and in particular the GDPC and the SAP-Institute, for the efforts and resources made available to materialise this training programme; (3) the veterinary services in Kenya that facilitated the continuation of the training in 2011; (4) all participants that have made their experience available to others for training purposes: FMD diagnostic capacity: status and issues The European Union continues to support the EU Reference Laboratory for FMD and appreciates its involvement in FMD diagnosis in Europe. 10. FMD Vaccine and Antigen Banks: risk assessment and Priority Setting procedures (1) EU Member States and the Commission are aware of the situation and have received information on the available quantities and subtypes of antigens in the bank. (2) The bank currently undergoes a complete re-organisation that will be completed by the end of 2011, when all antigens stored will have a valid marketing authorisation maintained through a replacement scheme. Not less than 2 million doses of each of the 15 antigens of all serotypes will be available for EU Member States, and, where decided and in the interest of the EU to third countries. (3) Priority antigens are selected on the basis of scientific advice from the EU Reference Laboratory for FMD and the Research Group of EuFMD. 11. The EuFMD Standing Technical Committee, Research Group: linkage to international disease surveillance and control issues and status of global research The European Union: (1) has provided through Trust Fund /MTF/INT003EEC financial contributions to the work of the Research Group; (2) wishes to highlight the importance of the work carried out by the Research Group which complements in certain areas the work of the EU Reference Laboratory for FMD. (3) notes that this is currently the most important co-ordinated multinational activity of research in the field of FMD in Europe; (4) encourages the Research Group to continue their work towards improved laboratory diagnosis of FMD, and emphasises the need for a strategy to develop advanced rapid diagnostic tools; EN 8 EN

10 The European Commission: (1) was not represented at the closed meeting of the Research Group in October 2009 in Slovenia, but wishes to congratulate and thank Slovenia for the excellent meeting arrangements reported by participants; (2) attended the open meeting of the Research Group in September 2010 in Vienna, Austria, and wishes to congratulate the Austrian organisers of this outstanding meeting of international FMD expertise. 12.
