8 USPACOM J8 Mission The Resources and Assessment Directorate (J8) leads USPACOM resource planning, programming and budgeting efforts for operational requirements, conducts warfighting analyses and technology assessments, and advocates for capabilities to accomplish the USPACOM mission. 8

9 USPACOM Joint Innovation and Experimentation Overview Mission Provide USPACOM opportunities to explore innovative concepts and emerging technologies through limited objective experiments (LOEs) and enable rapid fielding of warfighting capabilities to improve operational readiness and ensure credible plans. Key Tasks Oversee the processes to identify, integrate, and assess new technologies and procedures to address USPACOM specific capability gaps Initiate follow-on joint rapid acquisition of successful initiatives Facilitate integration of projects into joint and combined exercises Conduct independent military utility assessment of tech and procedures by operational warfighters during Joint/Coalition exercises and operations 9

12 NE 09 Experimentation Summary Joint Pacific Alaska Range Complex (JPARC) One of the few ranges with the airspace, instrumentation, and remoteness required large force on force EW training/experimentation. USPACOM J8 has capitalized on utilizing the JPARC during Northern Edge to break ground in the Electronic Combat arena. Analysis is on-going for the following NE09 Experiments: Joint Electronic Protection for Air Combat (JEPAC) Static Discharge Multi-band Advanced DRFM Jammers Standoff Land Attack Missile Expanded Response (SLAM-ER) P-3 with Littoral Surveillance Radar System Joint Off-board Targeting Engagement System BAC1-11 with APG-81 radar 12

13 Obvious Need for Integrated M&S More sophisticated, realistic threat emulation Capitalize on limited resources for both training and experimentation Greater fidelity in telemetry, data management, and collection Flexible range and threat configuration 13

14 Joint Threat Emitter A Radio Frequency (RF) threat simulator used for realistic training of surface, ground, and air based platforms Provides the ability to provide training in a denied electro-magnetic spectrum, while providing the threat simulation of adversarial weapons platforms such as surface-to-air missile systems Currently being produced and delivered to Air National Guard Funding in place to develop capability for shipboard use $2.5M (FY10) Provides enhanced EW training capabilities to forward deployed forces Helps compensate for inability to utilize CONUS EW training facilities 14
