Purpose. To issue general military training (GMT) policies and procedures for all uniformed avy personnel. This revision establishes two GMT categories and provides guidelines and authority for obtaining training completion extensions. This instruction is a complete revision and should be reviewed in its entirety. 2. Cancellation. OPAVST F. 3. Applicability. The requirements in this instruction apply to all uniformed Active and Reserve Component avy personnel. Enclosures (1) and (2) include all required topics along with applicable references for those requirements. 4. Discussion a. GMT Overview. GMT is defined as non-occupational general training, periodically required for all uniformed avy personnel. t is an important mechanism for emphasizing leadership responsibilities and core values, for both officers and enlisted, and is conducted both ashore and in fleet units. b. GMT Objectives. GMT topics are chosen to inform and motivate Sailors, on both personal and professional levels, related to their naval careers. Topics are developed to reinforce policies, procedures, and professional attitudes and behaviors throughout the avy.

2 c. GMT Categories (1) Topics listed in enclosure (1) are mandatory, periodic training topics for all uniformed avy personnel, Active and Reserve. For the purposes of this instruction, mandatory or required training is specifically directed by legal statute, Department of Defense (DoD), Secretary of the avy (SECAV), or Chief of aval Operations directive or instruction. (2) During the fourth quarter of each fiscal year (FY), the Deputy Chief of aval Operations (DCO), Manpower, Personnel, Training, and Education (CO (1)) shall release a GMT naval administrative (AVADM) message. This message shall specify a subset of training topics from enclosure (1), referred to as Category One. All topics listed in enclosure (1), and not specified as Category One, are called Category Two. (a) Category One Topics that must be presented as face-to-face, command-delivered training by select command leaders, command training team members, or subject matter experts as specified in the applicable requirements instruction. Training completion extension authority for Category One training resides with the type commander for fleet commands and at the first flag-level officer for all others. training completion extension requests must be submitted in writing via official or naval message and clearly describe the circumstances surrounding inability to deliver required training on time, number of personnel impacted, planned completion date, and any mitigating measures the command has instituted to reduce the impact of the delay. Additionally, completion of delayed training must be reported to the training completion extension authority once achieved. (b) Category Two Topics from enclosure (1) not specified as Category One. Training for these topics is mandatory and must be accomplished via avy elearning or through face-to-face, command-delivered training at the discretion of the unit commander. Training completion extension authority for Category Two training resides with the immediate superior in command. 2

3 5. Policy. CO (1) shall determine, validate, and disseminate annual avywide GMT requirements in consultation with commands specified in paragraph 6c(7) of this instruction. The topics listed in enclosure (1) are avywide requirements. Commanders may issue additional training requirements based on their local needs. 6. Responsibilities a. Director, nformation, Analysis, and Development Division (OPAV (15)) shall: (1) Act as the resource sponsor for aval Education and Training Command (ETC)-developed GMT. For GMT topics not developed by ETC, coordinate as required with applicable resource sponsor. (2) dentify requirements sponsors for all enclosure (1) topics. Document the responsibility in a designation letter and retain the original letter for each topic. Provide a copy of the requirements sponsor designation letters to the sponsor and to ETC for use in their coordination per paragraph 6c(7). (3) Review and adjudicate ETC-developed recommendations for modifications to enclosure (1) and topics for Category One consideration. Provide Category One and Category Two topics and applicable additional guidance for approval and release by CO (1) via AVADM, for the upcoming FY, by the end of July each FY. (4) Review results of training feedback analysis conducted by ETC and report deficiencies and recommended corrective actions to CO (1). (5) Exercise general oversight of the GMT program and this instruction through coordination with stakeholders as specified in paragraph 6c(7) of this instruction. b. Requirements Sponsors shall: (1) Establish, and periodically review, training curricula associated with GMT topics for which they have 3

4 cognizance, and coordinate with any additional stakeholders and applicable resource sponsors to provide content updates as necessary. (2) As required by ETC, assist in developing the annual training topic recommendations specified in paragraph 6a(3) of this instruction. c. ETC shall: (1) As training agent, manage curricula for the GMT program. (2) Manage procurement, development, and distribution of GMT materials as required to support the program. (3) Provide access to GMT via either downloadable files or Web-based training hosted on avy elearning. (4) Manage the GMT training feedback program and report results and recommendations to OPAV (15). (5) Ensure GMT training is developed to efficiently meet the training guidelines, provided by the requirements sponsor, while minimizing time to train. (6) Develop, and provide to OPAV (15), proposed GMT topic modifications and recommendations for Category One topics annually, by the end of March each FY. (7) Establish points of contact within the following organizations to discuss and resolve any GMT-related concerns: Department of the avy Chief nformation Officer; DCO for nformation Dominance; DCO for Operations, Plans, and Strategy; DCO for Fleet Readiness and Logistics; Chief, Bureau of Medicine and Surgery; Commander, avy Reserve Forces; Chief of Chaplains of the avy and Director of Religious Ministry; Commander, U.S. Fleet Forces Command; Commander, U.S. Pacific Fleet; Commander, U.S. aval Forces, Europe; Commander, avy Personnel Command; Commander, aval nstallations Command; Commander, avy and Marine Corps Public Health Center; Commander, aval Safety Center; and the Master Chief Petty Officer of the avy. 4

5 d. Commands, Activities, and Units shall: (1) Organize and conduct GMT for all uniformed avy personnel according to the unit training plan per chapter 8 of reference (a). (2) Ensure all GMT completions are documented and tracked in the Fleet Training and Planning System. (3) Provide feedback on the GMT program to ETC. (4) Enclosure (2) is provided to assist the command training officer. t contains a table of required GMT topics with applicable governing documents identified. 7. Records. Records created as a result of this instruction, regardless of media and format, shall be managed per SECAV M of January Reports Control.
