He passed away on May 8, 1916 and is buried at the old Prospect Church in High Point, North Carolina. His fellow Confederate soldiers conducted the last rites at his burial. On July 7, 1862 Felix Cicero Frazier enlisted in Halifax County, NC as a private in the "Wilmington Horse Artillery," later designated 1st Company A, 36th Regiment North Carolina Troops, (2nd Regiment North Carolina Artillery). On April 30, 1863 he was promoted to 2nd Lieutenant and assigned to Company A, 10th Battalion North Carolina Heavy Artillery. He rose to the rank of First Lieutenant in September- October of Frazier's first involvement in the war came on December 13-14, 1862 with his battery in battle around Kinston, NC. On December 17, 1862 at the Battle of Goldsboro Bridge, they were successful in driving the Federals back. After assignment to Company A, 10th Battalion, Frazier was likely among some friends he had grown up with men from Davidson, Randolph, and Guilford Counties. This company saw very little action from April of 1863 through December 10th when it was ordered to Fort Caswell in Brunswick County. Lt. Frazier described the events in Clark's Histories of the Regiments. "The battalion was at Fort Caswell some months in While there the Ad-Vance, State blockade runner, grounded on the bar, off the fort one and a half miles. The writer, Sergeant Harris and fifteen men were sent aboard to keep the Federal gunboats off; a storm coming up, we were not relieved for three days. The steamer was loaded down with stores for our North Carolina soldiers; we did not know for some time whether we were going to Hart's Island or 'Davy Jones' locker.' While out there a blockade-runner passed by and entered the Cape Fear at 10 a.m. Governor Vance presented the writer with a suit of English grey, a small fortune at the time." There were other assignments at Forts Campbell and Anderson in Brunswick County until November 24, 1864 when they were sent to Georgia to reinforce Lt. Gen. William J. Hardee's command in resisting Sherman's advance on Savannah. After being moved around to various positions around Savannah, Frazier was moved up the Central Railroad forty-five miles towards Macon, GA. At a place called Jenks' Bridge, Frazier and twenty-four other men were taken prisoner after an engagement with some of Sherman's advance troops. Frazier was held prisoner at Hilton Head, S.C. for two months along with 160 other Confederate officers on "retaliation." Frazier described this as meaning "one pint of corn meal a day and some pickles, no meat, no fire in the buildings, meal old and bitter, bran and bugs in it." He also stated that "one third of the officers could not walk when moved north to Fort Delaware." He was paroled on June 17, A final note of tribute to Felix Cicero Frazier was paid him by Charles S. Powell who served as a 2nd Lieutenant and Adjutant of Company B, 10th Battalion, N.C. Heavy Artillery. While writing a piece for Clark's histories of the N.C. Regiments, he stated Felix Cicero Frazier was "the best gunner in the army." On January 14, 1992 the Lt. F. C. Frazier Camp 668 in High Point, North Carolina was chartered by the Sons of Confederate Veterans in tribute to Lt. Frazier and all of those who wore Gray. Lt. F. C. 3 We invite you to a meeting Second Tuesday of each month NEW LOCATION Gordy s Restaurant High Point, North Carolina We welcome you to attend one of our meetings and join us in the study of history, remembrance of our ancestors, honoring our Confederate veterans, and the preservation of our heritage. Our guest speakers focus on the education of the culture, heritage, and history of our ancestors. The inspirational and motivational programs are very interesting and promote the learning of the true history of the South. The Sons of Confederate Veterans is comprised of people just like you. We make positive contributions to society and serve our respective communities throughout the United States. We are proud of our Heritage and of the many contributions made to the fabric of society by our ancestors. We believe history should be seen, taught, and understood not removed from view, disparaged, or deliberately manipulated. This Historical Honor Society was established in 1896 as direct heirs of the United Confederate Veterans. We have focused on programs designed to preserve truth in history, protect the good names of our ancestors, and honor our Southern Heritage. The Frazier Camp is in the North Carolina Division of the Sons of Confederate Veterans, and is not affiliated with any other group, and we are non-political. The Frazier Camp rejects any groups whose actions demeans or distorts the image of the Confederate soldier s good name, and their reasons for fighting. We do not support, condone, or embrace any group whose philosophy involves racism. Neither do we accept such as members to our organization. Qualification for membership is a male descendant of any veteran who served honorably in the Confederacy. Membership can be obtained through documented genealogy of either direct or collateral family lines. The minimum age for membership is 12. The Frazier Camp invites you to become a part of the Sons of Confederate Veterans. If any help is needed to find a Confederate s military record, we will be glad to assist you. You are welcomed to join the Sons of Confederate Veterans Sesquicentennial Society and support our efforts during the 150 th Anniversary observance of the War Between the States. Our goals are to build historical Confederate Museum for future generations and the following: To promote the observance of the activities leading up to, during, and following the War Between the States; To cooperate with and assist national, state, and local organizations with programs and activities suitable for the commemoration; To ensure that any observance of the sesquicentennial of the War Between the States appropriately recognizes the experiences and points of view of the citizens and soldiers of the Confederate States of America; To develop and promote assistance for the development of programs, projects, and activities commemorating the 150 th Anniversary of the War Between the States that have lasting educational value. 3 Information is available at the website listed above for additional details. Please join me as a proud member of the SCV Sesquicentennial Society and receive your Sesquicentennial Society Medal and Certificate from SCV Headquarters. War between the states 150 th Anniversary North Carolina Sesquicentennial Committee- Frazier Camp member, Brigade Commander Keith Jones has volunteered for History Newspaper Project designed as 1860 s style newspapers with stories and events from actual publications during the war. Plans are to provide the newspapers as history resource from 150 years ago to educators and libraries. Please contact Keith Jones if you would like to honor your ancestor on the Wall of Honor. Charge to the Sons of Confederate Veterans "To you, Sons of Confederate Veterans, we will commit the vindication of the cause for which we fought. To your strength will be given the defense of the Confederate soldier's good name, the guardianship of his history, the emulation of his virtues, the perpetuation of those principles which he loved and which you love also, and those ideals which made him glorious and which you also cherish." Lt. General Stephen Dill Lee, Commander General, United Confederate Veterans New Orleans, Louisiana, April 25, 1906 Sesquicentennial Society

4 Commander s Column We are excited to report that our camp has been blessed with more growth with new members and new faces visiting each month at our meetings. We wish to express our appreciation to all of these men for selecting our camp, our members for bringing visitors, and our visitation from other area camps, and the commitment from everyone to our Charge. In August our first official meeting at our new location of Gordy s Restaurant was excellent. We enjoyed great food with supper as it s called in the south and the additional time for fellowship prior to meeting. We had the privilege of presenting Membership Certificate to our newest member Compatriot Christopher A. Exline in tribute to his 2 nd Great Uncle Captain Laban Radcliffe Exline who served with Company A of the 31 st Virginia Infantry and paroled on May 19 th, Please give some thought to the suggestion from the Reunion mentioned in last month s newsletter. A great gift for family members is a membership to the Sons of Confederate Veterans. This would be an opportunity to share special memories while honoring your family s Confederate ancestors. A gift that keeps on giving as your relative remembers you as they honor their heritage. We are proud to report that we announced two new categories in our new fundraising program Aide de Camp in August. Volunteers who have interest in the history of Confederate Currency can now join the Confederate Treasury. Volunteers without a Confederate Veteran Ancestor or membership in SCV but wish to support our camp can now join and be represented in the Confederate States Secret Service. We discussed the opportunity to celebrate the 20 th Anniversary of the Lt. F.C. Frazier Camp 668 chartered on January 14, In honor of our charter members and the namesake of our camp, we will plan an event during the Sesquicentennial Anniversary in The current suggestion is a Special Anniversary Ceremony with our Confederate Memorial Day Service on May 10, 2012 at the Prospect gravesite location of Lt. Frazier in High Point. Our guest speaker was historian Alex Cheek, adjunct history professor at Winston Salem State University. He presented an intriguing program called Confederates on Lake Erie which covered the Confederate espionage efforts from Canada in 1864, culminating in an attempt to stage a major escape from a Prisoner of War Camp on Lake Erie. The Frazier Camp was proud to present a Certificate of Appreciation to Compatriot Cheek for his efforts in the preservation of our history and his support to our camp. We would also like to thank him for his contribution to this month s newsletter in our Guest Column. Please make plans to attend our meetings because we have some excellent programs scheduled in the future. This month author and historian Michael Hardy who is currently working on his new book, 58 th North Carolina Troops, will share his historical program, North Carolina Remembers Gettysburg. Author Chris Hartley will share a presentation in October on his new book Stoneman s Raid, 1865, scheduled to release in September. We are also proud to welcome back Lynn Salsi presenting an excellent program called the Women in the Path of Sherman s March in November. Ed and Sue Curtis will join us in December to give us a presentation on the history of the Salisbury Confederate Prison. We would like to mention comments from last month s newsletter again on the importance of getting our young people interested in their history. The survival of our heritage during the Bicentennial of the War for Southern Independence fifty years from now is threatened if we fail to take these actions. These next generations of descendants are the only hope that the sacrifices of our ancestors are not forgotten. We should work on new ideas to develop interest in their rich Southern history and consider that our camp supports a sponsorship for candidate to attend the Sam Davis Youth Camp in the future. Please give this some thought for discussion in our next meeting to achieve this important goal. 4 Please welcome our newest sponsors of Aide de Camp. Texas Division member Col Crutch Williams CSA is our first member in the Confederate Treasury. Compatriot J. Kim Dockery from Cartersville, Georgia with his very generous donation is our first member of the Confederate States Secret Service. The Frazier Camp is optimistic this new program will provide opportunities in our efforts to preserve our history during the 150 th Anniversary. Aide de Camp provides volunteers freedom to donate any amount that works for them. The introductory suggestions were monthly donations of $5, $10, or desired amount in your choice of six month or annual cycles for convenience. There will be an acknowledgement of your support honoring your ancestor s branch of service or Confederate Department of Secret Service or Treasury if elected in the new Aide de Camp section of our newsletter. The camp will also provide volunteers with a Certificate of Recognition for their support. We express our appreciation to the first volunteers who give tax deductible donation for 2010 and pledged contribution for January The Special Commemorative Newsletter Edition will be coming soon dedicated to Past Commander Jack Perdue and to commemorate his Memorial Plaque Dedication Service on July 10, Our goal will be to provide a special keepsake for his family, friends, and our compatriots to honor the special memory of that summer afternoon in Stokesdale, North Carolina. We are honored to announce that NC Division Commander Tom Smith has appointed our Lt. Commander Dr. Crowell as Division Surgeon. Congratulations to Dr. Crowell for this great opportunity to represent the North Carolina Division. We express our appreciation to our community, compatriots, members, sponsors, visitors, and volunteers. Let s pray for God s Blessings to our camp, compatriots, families, friends, neighbors, servicemen, and our nation in these difficult times. To the Guardianship of their Memory, Ronald Lee Perdue Commander

5 Guest Column What are Confederate Treasury Certificates? The following definitions have been adopted to assist collectors in distinguishing the substitute forms and their usage, although in practice, regulations were less precise: Certificate- a written representation that some formal act had been completed and executed. For example, an exchange certificate assures that a stated value of old currency had been delivered to a depositary and the holder is entitled to the stated amount of new issue currency. Receipt- a written acknowledgement of a transfer of property to another. An example would be a depository receipt, which is written evidence that an official had accepted property from the person named. The more specialized Interim Depository Receipt (IDR) was evidence that a transaction for the property received was still pending. Revenue certificates and receipts include documents that record bond purchases, currency issues, call certificates, refunding, exchanges, duties, tariffs, customs and taxes. These should always be distinguished from disbursement forms such as Treasury drafts, checks, requisitions, warrants, bills of exchange and departmental transfers. Confederate IDRs and Exchange Certificates were issued in many different depositories in different towns across eleven Confederate States. This makes Confederate IDRs a rich area to collect, one that has generally gone under appreciated and one that presents challenge. One can collect a favorite town, state, or regions (e.g., Trans-Mississippi). By Pierre Fricke, co-author, Confederate Treasury Certificates CSA Trainmen New Book Release Confederate Treasury Certificates A Collector s Guide to IDR s Interest Deposit Receipts of the Confederate States of America by George Tremmel, Pierre Fricke and Marty Davis The story of the Confederate Treasury at the local levelfocusing on its depository network across the Confederacy; Confederate financial history and instruments- how Confederate paper money, bonds and IDR s supported the financial operation of the Confederacy in wartime; The role of military and foreign Treasury agents; Names and locations of Confederate depositories and depositaries; How to collect and grade Confederate IDRs; All eleven Confederate States organized by issuing depository town; Hundreds of illustrations to simplify attributing IDRs; IDR catalog numbering system updated from the Dr. Douglas Ball numbering system; Rarity and prices for most IDRs many are rare and worth more than one may think!; More than two dozen contributors representing many years of research and collecting experience -Pierre Fricke, co-author, Confederate Treasury Certificates Over 500 pages in full color!
