2 018 Emergency ESF Communications 1 PURPOSE, SCOPE, POLICIES/AUTHORITIES 1.1 Purpose The purpose of the ESF Communications Annex is to establish how communications activities will be coordinated to meet the needs generated by disasters affecting Wyandotte County. 1. Scope Communications is a support function for all other emergency capabilities. Effective and efficient communications are necessary to allow response agencies and organizations to share all of the information they need to appropriately respond to a disaster. This ESF Annex describes the systems and overarching policy for operational and tactical communication during an emergency or disaster. It addresses: Communications interoperability, redundancy and methods among field response units and the Wyandotte County Emergency Operations Center (EOC); Communication with stakeholders to include Unified Government departments, jurisdictional entities, regional, state and federal partners, equipment vendors and response agencies. Additional communications resources and/or systems that are available through governmental agencies, amateur radio groups, volunteer organizations and private sector entities with auxiliary communications capabilities. This annex identifies the key policies, concepts of operations, roles and responsibilities, and capabilities associated with ESF- Communications. It describes the systems and procedures to support communications during a disaster. It addresses: Ensuring for the provision and coordination of voice and data communications in support of response operations; Facilitating the restoration of the operational communication infrastructure; The roles of county and city agencies with command, control, and notification responsibilities during emergencies and supports their working relationships with the volunteer agencies providing emergency services, and; A flexible organizational structure capable of meeting the varied requirements of an allhazards response with the potential to require activation of the Emergency Operations Center (EOC) and implementation of the County Emergency (CEOP); and Emergency, ESF Annex

3 018 Emergency ESF Communications Agencies and organizations assigned emergency responsibilities have existing emergency plans and procedures and this annex is not designed to take the place of or supersede those plans. The ESF-1 Public Information Annex addresses the activities associated with communicating to the public. 1. Policies/Authorities The following local, regional, state and federal authorities apply to this ESF Annex. 4 018 Emergency ESF Communications CONCEPT OF OPERATIONS This section provides a narrative description summarizing the Concept of Operations for the following ESF activities. 1) Command, Control, and Notification, ) Communications Capabilities and ) Infrastructure. The narrative portions of this section provide summarized overviews for the topics listed above. Section. provides additional operational details by listing specific actions to be accomplished during each phase of Emergency Management for ESF. Section provides the detailed actions organized by agency detailing their ESF responsibilities..1 Command, Control, and Notification When Emergency Management is notified of an event that requires the activation of the EOC, the Emergency Management Director, in consultation with the County Administrator, and emergency management staff will determine which Emergency Support Functions are required for activation. If it is determined that ESF will be activated, the Emergency Management Director will contact the designated Coordinating Agency (s) for ESF to report to the EOC to attend an initial briefing regarding the situation. Depending on the complexity or severity of the event, the Emergency Management Director, or designee, may advise the County Administrator that the need exists to declare a local emergency. The Emergency Management Director, or designee, will advise the City Administrators in Bonner Springs and Edwardsville of the possible need for them to declare an emergency as well. For more information on a declaration of a local emergency, see the ESF Annex. If ESF is activated in support of the emergency, the Emergency Management Director will notify the ESF Coordinating Agency, the Kansas City Kansas Police Department. They will be responsible for notification of other response agencies such as: Kansas City Kansas Fire Department, the Board of Public Utilities, and Public Safety Communications Center of the EOC activation. They will notify and request that select ESF representatives report to the EOC to jointly coordinate ESF activities. As the need for additional EOC staffing becomes apparent, other agency representatives may be asked to report to the EOC to assist with communication activities. ESF will request a Temporary Flight Restriction (TFR) if requested by the IC. The procedure to request a TRF above an incident can be found as Addendum 10 to the ESF 1 Annex. Initial communications at the beginning of an event will be controlled and directed by each department s respective dispatch centers. These centers routinely coordinate with each other for request for services and support. As an event escalates and once ESF is activated, a communications plan will be developed by the ESF responders and talk group assignments will be made. If the event requires more than one agency or department to respond, one of the Emergency, ESF Annex

5 018 Emergency ESF Communications eight (8) Wyandotte County Commons talk groups will be assigned by Dispatch. These talk groups are available in all radios on the Wyandotte Countywide P radio system and should be used to enhance situational awareness and provide a common operating picture. Should the event require communications with mutual aid partners and other jurisdictions such as adjacent counties, or the State, those communications can be done from the field or the EOC utilizing regional commons or State shared talk groups. Many radios in the fleet, and all radios in the EOC, have talk groups from adjacent counties and the State radio system in their programming. Each ESF has access to a radio in the EOC and can utilize that mode to maintain communications with their respective field units at all times. This could be one of the many modes of communications that can be utilized to collect process and disseminate information among all response agencies and responders. Other methods could include telephone, texting, or WebEOC. The ESF Coordinating Agency will: Establish and maintain operational awareness of communication activities through direct communications links with Public Safety and Security units in the field and/or their appropriate coordinating entities (PSAPs, liaisons, etc.); Serve as a liaison with communication resources outside Wyandotte County, and if necessary, with State and Federal communication resources; ESF will request a Temporary Flight Restriction (TFR) if requested by the IC. (The procedure to request a TFR can be found as Addendum 10 to the ESF 1 Annex); Manage the collection, processing, and dissemination of ESF related information to and from the EOC. WebEOC will be utilized as the preferred method to disseminate information. This includes any active patches or linking between talk groups or systems. Other information will be closely coordinated through the EOC Data and Technology Coordinator to ensure necessary ESF information is disseminated to the EOC staff, and; Ensure full coordination of activities with other groups within the EOC to assist in the development and maintenance of a common operating picture. Communications Infrastructure The Wyandotte County Public Safety Communications System is an Astro Trunked Digital Simulcast system with many levels of redundancy and resilience built in. The system is made up of seven networked simulcast sites with a local prime site and master site in Johnson County. This system is based on the APCO P standards Simulcast operation provides continuous coverage over a large geographic region. Coverage has been designed for 9% reliability to a portable worn at the hip with the user inside a building with 10dB of penetration loss. Project (P or APCO-) is a suite of standards for digital radio communications for use by federal, state/province and local Public safety organizations in North America to enable them to communicate with other agencies and mutual aid response teams in emergencies. Emergency responders police officers, fire personnel, and emergency medical services must exchange communications seamlessly across disciplines and jurisdictions to successfully respond to incidents and large-scale emergencies. Multiple products and applications from various suppliers support radio communications, but product incompatibilities can compromise emergency response operations. Project (P) develops standards for interoperable land mobile radio (LMR) systems so emergency responders can exchange critical communications across agencies and jurisdictions. P standardizes interfaces between the various components of the LMR systems emergency responders use. This radio system is a shared effort between the Unified Government of Wyandotte County (UG) and the Board of Public Utilities (BPU). Together they manage and maintain the entire radio system including infrastructure and subscriber units. BPU monitors and reports the status of, and damage to, the communications system and infrastructure as a result of an incident. This information is provided to ESF Emergency Management. The UG / BPU radio system is part of the MARRS regional radio system and has total interoperability with all other jurisdictions with the KC Region except Lee s Summit and Ray County. 6 Emergency, ESF Annex

7 018 Emergency ESF Communications There is one public safety answering point (PSAP) in Wyandotte County. It is a joint public safety dispatch center, receiving 911 calls for law enforcement and fire throughout Wyandotte County, including the cities of Bonner Springs and Edwardsville. The alternate location for the Public Safety Communications Center is at the Wyandotte County EOC. There is an effort being made to utilize the Johnson County Emergency Communications Center in the near future. Incident dispatching can occur from the Mobile Command Vehicle (MCV), but dispatching cannot be managed from the MCV. The Bonner Springs Fire Department is an additional alternate location for incident dispatching. All of Wyandotte County is covered by radio reception and cellular telephone reception. The map of coverage areas for communications equipment is maintained as a part of the Tactical Interoperable Communications Plan (TICP). Additional details about the Public Safety radio system, including coverage maps, can be found in the ESF Appendix.. Communications Capabilities Communications within Wyandotte County The Wyandotte County Emergency Management EOC will serve as the County Warning Point. The Public Safety Communications Center is the back-up County Warning Point. The Public Safety Communications Center manages communications -hour /7 days a week and serves as the primary dispatch center for all Public Safety response agencies in the County. The Communication Center maintains call back lists for emergency response agencies and pager groups have been prepared for specific incident types. In addition, Chapter of the Region L Multi-Jurisdictional Hazard Mitigation Plan, details specific mitigation measures related to communication activities. Communications between the on-scene and off-site personnel/agencies is conducted using land line phones, cell phones, UHF/VHF radios, 800 MHz radios, Radio Amateur Civil Emergency Service (RACES), satellite phones, and 900 MHz/FRS/GMRS two-way radios. Emergency Management and other key responders also carry pagers and can be reached on a hour / 7 day a week basis. Wyandotte County Emergency Management personnel possess Government Emergency Telecommunications Service (GETS) cards and have access to the Wireless Priority Service (WPS) program to get priority status over cellular communications networks thus increasing the probability of completing a call when the wireless network is congested. The private telecommunication providers in Wyandotte County have their own protection of circuits and plans identifying their priorities and details for service restoration. Amateur radio operators are a valuable resource with the ability to augment communications during emergency incidents in Wyandotte County and the region. Radio Amateur Civil Emergency Service (RACES) is volunteer organization with over fifty amateur radio operators. RACES provide amateur radio communications to support Emergency Management during Emergency, ESF Annex 7

8 018 Emergency ESF Communications severe storm conditions and other disasters when normal communications are disrupted. RACES is capable of providing voice, digital, and video communications to all of the Kansas City region emergency operation centers, forty-eight hospitals, The Salvation Army, and American Red Cross. Public shelters are not equipped with radios thus land lines and cellular phones are used at these locations. If needed a member of the Radio Amateur Civil Emergency Services (RACES) could be deployed to shelter locations and provide communications back to the EOC of to the managing agency (i.e. Red Cross). Communications are accessible to persons with communication disabilities working in emergency operations in accordance with the Americans with Disabilities Act. Those communication tools include the TTY telephone systems, translation services and other computer based tools. The Unified Command Center, also known as the Mobile Command Vehicle (MCV) is available for temporary radio communications for emergencies and planned events such as races at the Kansas Speedway. Details about the MCV are found in Addendum of the ESF Annex. Regional Communications Resources The Kansas City Tactical Interoperable Communications Plan (TICP) dated August 016 documents the interoperable communications systems and resources available in the Kansas City Metro region; identify who controls these resources; and document what operational procedures, protocols or rules of use exist for the activation and deactivation of these interoperable communications resources. The TICP was developed by the Regional Interoperability Committee under the authority of the Public Safety Communications Board. The TICP is a controlled unclassified document. Contact Wyandotte County Emergency Management for questions regarding the TICP. Regional Area Multi Band Integrated System (RAMBIS) is a system developed to enhance and expand current interoperability methods by allowing interconnection of various shared channels throughout the region. RAMBIS will include the three major radio frequency bands used by public safety (UHF and 800 MHz) and provide first responders with an immediate resource for communicating with other agencies. The Metropolitan Area Regional Radio System (MARRS) is a consortium of 700 MHz and 800 MHZ trunked radio systems in the MARC region that comply with APCO Project standards and with Inter Sub-system Switch Interoperability (ISSI) standards. This consortium provides authorized radio users with the ability to seamlessly roam and have voice communications through each of the radio systems and is available for regional response and communication. The Metropolitan Area Regional Radio System (MARRS) Standard Operating Procedures are available from Wyandotte County Emergency Management. 8 Emergency, ESF Annex

9 018 Emergency ESF Communications The Mid-America Regional Council Emergency Rescue Committee (MARCER) radio system is utilized by emergency medical services in Wyandotte County and throughout the bi-state region, which includes over hospitals and 0 EMS agencies. The Metropolitan Emergency Radio System (MERS) is used by the National Weather Service (NWS), Emergency Management Agencies and other emergency response agencies in Wyandotte County and throughout the metro region to exchange severe weather information and to help improve communications between agencies and jurisdictions. The Hospital Emergency Administrative Radio (HEAR) system links all acute care hospitals and many area EMS agencies on a single channel radio system in Wyandotte County and throughout the region. The HEAR system serves as a backup to the EMResource. EMResource is a Web-based program providing real-time information on hospital emergency department status, hospital patient capacity, availability of staffed beds and available specialized treatment capabilities. EMResource links all acute care hospitals and many EMS agencies in Region A. It is the region s primary method of communicating hospital status and capabilities and coordinating patient routing.. Public Warning and Notification Public alerts and warnings are distributed via a wide variety of methods including outdoor warning sirens which indicate that some part of Wyandotte County is currently under a tornado warning. Details of that policy can be found in the ESF Addendums. Within Wyandotte County staff and partners a mass notification system from Everbridge is used. This system can send a message via various modes including voice, text, and fax. The Everbridge system also allows for access to the Intrigued Public Alert and Warning System (IPAWS) suite of alerting options including Wireless Emergency Alerts, Haz-Collect, and the Emergency Alert System among others. For other public notifications mass media outlets (i.e. TV, radio, etc.) are used. Details of which are more specifically outlined in the ESF 1 Annex. Emergency Management is responsible for making alerts and warning accessible to the public with various impairments such as hearing and vision. In addition accommodations will be made for those who are non-english speaking or have low literacy skills. This is accomplished by posting text warnings in a banner on all pages of the UG Public Webpage for those with hearing impairments. Weather / All Hazard radios are encouraged for those with visual or written literacy limitations. The Mass Media also often broadcast with closed captioning in various languages for non-english speaking viewers. Language Translation Needs Should there be a language barrier when providing services to the public please refer to page in the Base Plan portion of the CEOP for information about translation services. 10 018 Emergency ESF Communications RESPONSIBILITIES This section describes responsibilities and actions designated to coordinating, primary and support agencies. Actions are grouped into phases of emergency management: Preparedness, Response, Recovery and Mitigation. Ensure personnel are trained on EOC operation, the Incident Command System (ICS), and the National Incident Management System (NIMS). Collect, process, and disseminate information to and from the EOC. 6 Participate in the development and maintenance of ESF- Annex. 7 Identify alternate or backup communications systems and facilities. 8 Develop standard operating guides and checklists to support ESF- activities. Below is contact information for communication resources. Wyandotte County Emergency Management utilizes a resource management, credentialing and accountability system that can tag, track and report on personnel and assets during incidents and pre-planned events. It is most efficient and effective to credential personnel pre-incident and efforts are made to so. If additional resources are needed, resource requests can be made through the Wyandotte County Emergency Operations Center (EOC). 38 018 Emergency ESF -Communications Addendum Mobile Command Vehicle The Wyandotte County Mobile Command Vehicle and available for use by all Wyandotte County Emergency Agencies. It can also be deployed in mutual aid to assist other jurisdictions in the Kansas City Metropolitan Area and by request throughout the State of Kansas. The Mobile Command Vehicle is a thirty-nine (9) foot vehicle equipped with six (6) Dispatch/Coordinator workstation positions, Radio, Telephone and Technology equipment to support Unified Operations, a policy and operations command area, as well as external facilities and sheltered work area for briefing and response team coordination activities. The purpose of the Mobile Command Vehicle is to provide the facilities and equipment necessary to conduct field operation command for large or long-duration incidents and events that require coordination and a unified command between Local, State and Federal agencies. It is kept in a state of readiness and is available to respond to any request without prior notice. The Mobile Command Vehicle is designed for a wide variety of incidents, such as: Tornado's and other Weather Events For Urban Flash Floods and River Flooding Events dispatch support Large fires and Hazardous Material Incidents Missing person searches Major Crime scene activities Hostage and Special Enforcement Unit Responses Support other Community activities that require communications and technology support. The Mobile Command Vehicle was acquired entirely with Department of Homeland Security Grand Funding coordinated through the Kansas Department of Emergency Management and the Kansas Highway Patrol to serve the Emergency Response Agencies of Wyandotte County.

39 018 Emergency ESF -Communications The Mobile Command Vehicle is equipped with: An onboard generator and also has a significant amount of backup battery power. Radios (800/VHF/UHF) for County and many Metro emergency agencies and radio interoperability equipment to allow channels to be linked for field operations. These radios can be interconnected via an ACU-1000 interoperability solution for on demand patching in the field. Computers with access to on-board and remote databases and Police/Fire/EMS dispatch information. Telephone system with internal and external extensions serves both landline and cellular services. If connected to a landline access port can provide up to 10 lines for use by any of the 1 on board phones. There are wireless lines available at all times. Cellular/Wi-Fi/Radio systems with an on-board antenna system for field connectivity. This capability creates an almost 1000 foot coverage footprint of Wi-Fi connectivity. Wide-Band connectivity via a 1. meter satellite dish to allow -way video transmission between the Vehicle and the Wyandotte County Emergency Operations Center. It can also receive live video from several potable cameras when used in conjunction with the Wyandotte County Communications Trailer. The satellite dish system also can provide Internet connectivity for all users in the vehicle. Forty-two () foot tower with a pan-tilt zoom camera for video capture and extended range on the two-way radios systems. Broadcast (On Air) and Satellite TV reception for all local and cable channels. Scene lighting capability by a directional roof mounted light tower. External monitor mounted so that large groups of responders can be briefed at the same time and see photos, PowerPoints, video imagery, etc.

41 018 Emergency ESF -Communications Addendum Information Displays and Software EMSystem is a Web based program providing real time information on hospital emergency department status, hospital patient capacity, availability of staffed beds and available specialized treatment capabilities. The EMSystem links all acute care hospitals and many EMS agencies in Region A. It is the region s primary method of communicating hospital status and capabilities and coordinating patient routing. The Kansas Health Alert Network (KS-HAN) is a secured system housing disease surveillance and epidemiologic information. Health alert network communications as well as risk communications and health information dissemination are additional functions. Through KS HAN, alerting notices are sent to partners, alerting the right individuals in the most efficient manner possible. Kansas-Map is a Geographic Information System (GIS)-based program developed by the Kansas Division of Emergency Management. Among other functions, this program includes a resource database that is searchable using the closest resource tool which allows response organizations to look for needed assets that are available near them. This tool will also allow the user to add layers such as radar, river gauges, EOC locations, and many more. The search options begin with the adjacent counties, then the region, and then statewide. The Kansas Mutual Aid Program (KSMAP) has been developed to serve as the mutual aid program for Kansas utilities. The project is a joint effort of Kansas Municipal Utilities (KMU), Kansas Rural Water Association (KRWA), the Kansas Section American Water Works Association (KsAWWA), the Kansas Water Environment Association (KWEA), Kansas Corporation Commission (KCC), Kansas Department of Health & Environment (KDHE), and the Kansas Division of Emergency Management (KDEM). The program provides the structure for inter-utility assistance in times of disaster or other emergencies helping to bring all the pieces together to restore utility services.

44 018 Emergency ESF -Communications I. PURPOSE: The purpose of this document is to establish the procedure for activating the Unified Government Sirens. This standard operating guide (SOG) is for activating the sirens for an actual Tornado Warning. This procedure assumes that the siren control program is running and the map window is on screen. II. III. KEY WORDS: Emergency Management, Siren. DEFINITIONS AND SPECIFICATIONS: Activate To activate all sirens IV. DOCUMENTS: The Federal Commander DIGITAL TELEMETRY SYSTEM SPCDWARE Software Reference Manual. V. OUTSIDE SIREN WARNING ACTIVATION FOR TORNADO WARNING: A. There are four criteria for activation of the Outdoor Siren System: a. The National Weather Service issues a Tornado Warning for any portion of Wyandotte County, b. A county trained and certified weather spotter reports a tornado, c. A tornado is reported by a local public safety official, or d. At the discretion of the Duty Officer B. Tornado Siren Zones The Emergency Management Duty Officer has the option to activate all the tornado sirens, or sirens in one or more of zones in the county. These zones are: a. East third of the county. b. Middle third of the county. c. Western third of the county. d. Northern half of the county. e. Southern half of the county C. Zone Activation Decision Making The decision to activate any particular portion or all of the outdoor warning sirens is an attempt to limit over-warning of the public while still providing the maximum amount of warning time to the public prior to the onset of threatening weather conditions. The Duty Officer s decision to activate the sirens within the entire county or particular zones of the county is based on but not limited to information from: a. The National Weather Service. b. Radar Interpretation c. Law Enforcement, Fire Department, and Weather Spotter reports Rev E 1

45 018 Emergency ESF -Communications Once the activation criteria have been met, the Duty Officer will then use their best judgment as to which zones to activate based on the threatened area, the direction and speed of travel of the threat and the likelihood of the development of other threats. Whenever there is no clear delineation of the threat ALL sirens will be activated. Sirens will be sounded for minutes every 10 minutes until the threat has diminished. No all clear indication will be given. D. Initial Tornado Warning Activation 1. Determine that any one of the conditions in Section C Zone Activation Decision Making have been met requiring the activation of the Outdoor Warning System.. On the Siren Activation computer command line click on Activate. To activate all sirens, next click on the red button for the desired zone only once. After minutes the sirens will automatically stop sounding. (The zones are approximate with overlap.) Activates all sirens county wide Activates from East Border TO 0 TH ST Activates from 0 TH TO 90 TH ST(s) Activates from I to the West Border Activates from I 70 north Activates from Parallel south Activates sirens within the City of Bonner Springs Rev E

Continue siren activations based on the criteria in Section C. Zone Activation Decision Making until the threatening conditions have moved out of the county and / or the warning has been canceled or expired.. In place of the activation method outlined in Sections V.-D through V.-F the following method can be used to activate ALL Outside Warning Sirens for a Tornado Warning.. Determine that any one of the conditions in Section V.-C Zone Activation Decision Making have been met requiring the activation of the Outdoor Warning System.. On the siren control box turn the key clockwise to the ON position. Turn key full clockwise to ON. Press the SIREN BUTTON Once. Press SIREN BUTTON Once Rev E

Continue siren activations based on the criteria in Section V.- C.
