3 CGB Operations Personal Log: Section 2: All Personnel Involved in CGB Operations 2.0 Introduction & Explanatory Notes 2.1 Purpose The purpose of the CGB Operations Personal Log (The Log) is to monitor and record an individual s familiarisation, training and continued development in relation to CGB Operations as described in the Irish Coast Guard Boat Operations Manual (The Manual). 2.2 Application The appropriate Log must be individually issued to any Volunteer who is involved in any of the CGB operations contained within the Manual. 2.3 Structure and Content The Log is structured by Section. The header of each section identifies personnel to whom the section must be issued and completed and are colour coded as follows: Black Header: Pages to be issued and completed by All Personnel Involved in CGB Operations Blue Header: Pages to be issued and completed by all Personnel involved in Afloat CGB Operations Orange Header: Pages to be issued and completed by all Personnel involved in Care and Maintenance Operations The Log contains the following records, colour coded as follows Records of Operating Hours (Section 3) Records of Implementation and Understanding: Care & Maintenance Procedures (Section 4) Records of Implementation and Understanding: Operating Procedures (Section 5) Records of Familiarisation and Understanding: Policy Chapters (Section 6) Records of Familiarisation and Understanding: CGB Operation Safety & Amendment Notices (Section 7) Records of Training and Assessment: Attainment Tables (Section 8) Copies of Certificates & Archived Records (Section 9) 2.4 Log Entries There is only one edition of The Log which covers all Rib and D Class procedures: Personnel must ensure entries against the appropriate type specific procedures (R) = rib entry (D) = D Class entry

5 CGB Operations Personal Log: Section 4 All Personnel Involved in Operating Procedures 3.0 Record CGB Operating Hours To be completed for all CGB operations: Refer to Section 1 Chapter 2 Appointment, Qualification, Training and Development for guidance as to the shoreside and training hours which may be logged. Initialling of Entries: The Boat Cox verifies and initials entries for all CGB Personnel. The OIC verifies and initials entries for the Boat Cox. 7 CGB Operations Personal Log: Section 4 All Personnel Involved in Operating Procedures 4.0 Record of Familiarisation & Implementation: Care & Maintenance This section references the procedures contained in Section 2 of The Manual. All personnel have a duty to care for the equipment they use during the course of their duties. Boat Cox (or other personnel appointed by the OIC) are requested to familiarise personnel with the following care & maintenance procedures: In order to sign off a procedures as implemented and understood the Boat Cox (Supervisor) and Volunteer (Participant) must be satisfied that the Trainee is capable of correctly conducting the required care and maintenance job steps as described in the job cards. 8 CGB Operations Personal Log: Section 4 All Personnel Involved in Operating Procedures 5.0 Record of Familiarisation & Implementation: Operating Procedures This section references the procedures contained in Section 4 of The Manual. It can take time to become familiar with operations, particularly at the higher ends of the operating ranges: Personnel must use this section to manage their own training in order to be able to conduct their CGB duties safely and effectively in all likely response scenarios. Boat Cox are requested to familiarise personnel with the following procedures during CGB exercises: In order to sign off a procedures as implemented and understood the Boat Cox and Volunteer (Participant) must be satisfied that the Participant is capable of correctly conducting the required procedural job steps (Cox commands) without assistance: Recording Implementation & Understanding: Both the Boat Cox and Participant must initial the appropriate box and assign the date upon which successful implementation was achieved. 9 CGB Operations Personal Log: Section 4 All Personnel Involved in CGB Operations 6.0 Record of Familiarisation and Understanding: Policy Chapters This section references the policy chapters which underpin the operating procedures contained in Section 4 and care and maintenance job cards contained in Section 2 of The Manual. All personnel must record their familiarisation and understanding of the policy chapters in the tables contained in this Section. The IRCG recognise that it will take time to become familiar with all aspects of the Boat Operations Manual: Personnel must utilise this section to manage their own familiarisation in order to be able to conduct their CGB duties safely and effectively. NB. The IRCG recommend that personnel familiarise these chapters in groups to aid the proper interpretation of the information contained in policies. Personnel can reference Section 1 Chapter 1 - Index by Boat Operations Manual Chapters and Topics to find out which policy chapters and topics are of particular relevance to their role. It is recommended that personnel familiarise these chapters first. Clarification in relation to policy topics can be obtained from boatops@dttas.ie. 11 CGB Operations Personal Log: Section 4 All Personnel Involved in CGB Operations 7.0 Record of Familiarisation & Understanding: CGB Operation Safety Notices and Amendment Notices CGB Operations Safety Notices (CGB-OSNs) are issued by the VS&T Branch to append boat operations documentation in instances where incidents occur which highlight the requirement for further guidance but do not require an alteration to existing boat operations documentation: CGB-OSNs are indexed and stored in Section 1 - Chapter 5 Information Management - CGB Operations Safety Notice Registry (The Registry) of The Manual. Amendment Notices are issued when an alteration to procedure or policy requires a change to the Boat Operations Manual. Amendments are recorded in the Record of Amendment in the Explanatory Notes Section of the Manual. All personnel have an individual responsibility to access CGB-OSNs and Amendment Notices at least once every two months and must complete the records of familiarisation and understanding contained in this section. CGB- OSNs can be accessed via the Intranet or at the CGU: This policy is a safety measure to ensure that all personnel involved in CGB operations promptly receive and understand changes to Operations. Hours cannot be logged for training conducted on non-ircg assets therefore completion of this table is not necessary for non-cg related training.
