2 LIEUTENANT GENERAL JACQUELINE D. VAN OVOST Lt. Gen. Jacqueline D. Van Ovost is the Director of Staff, Headquarters Air Force, the Pentagon, Arlington, Virginia. In this role, she synchronizes and integrates policy, plans, positions, procedures and cross functional issues for the headquarters staff. Prior to assuming her current position, General Van Ovost was the Vice Director, Joint Staff, the Pentagon, Arlington, Virginia. In this role, she assisted the Director of the Joint Staff and provided oversight to Joint Staff support activities, including administration and action management, budget, support services and security. General Van Ovost has commanded an air refueling squadron, flying training wing, and the Presidential Airlift Wing. She also served as the Director of Mobility Forces, U.S. Central Command, and as the Vice Commander, U.S. Air Force Expeditionary Center. General Van Ovost graduated from the U.S. Air Force Academy in She is a graduate of the U.S. Air Force Test Pilot School and a command pilot with more than 4,200 hours in over 30 aircraft including the C 32A, C 17A, C 141B and KC 135R. 5 MAJOR GENERAL MICHAEL T. PLEHN Maj. Gen. Mike Plehn, is the Deputy Commander, Air Force Special Operations Command, Hurlburt Field, Florida. The command is the Air Force component of U.S. Special Operations Command. AFSOC provides Air Force special operations forces for worldwide deployment and assignment to unified combatant commanders with approximately 19,000 active-duty, Reserve, Air National Guard and civilian professionals. General Plehn graduated from Miami Southridge High School in 1983 and entered the U.S. Air Force Academy Preparatory School. He graduated from the U.S. Air Force Academy with military distinction in 1988 with a degree in astronautical engineering. He is a graduate of the School of Advanced Airpower Studies and the Chief of Staff of the Air Force Fellows program. He has served on the Air Staff and in multiple joint assignments at the combatant command, headquarters level and the Office of the Secretary of Defense. General Plehn is a master navigator with more than 2,100 hours, including more than 350 combat hours, primarily as an electronic warfare officer on the AC-130 gunship. He has flown missions supporting operations over Bosnia, Somalia, Haiti and Afghanistan, and has commanded special operations units at the squadron, group and wing levels. 8 MAJOR GENERAL MICHAEL D. ROTHSTEIN Maj. Gen. Michael D. Rothstein is the Commander, Curtis E. LeMay Center for Doctrine Development and Education and the Vice Commander of Air University, Maxwell Air Force Base, Alabama. He provides full spectrum education, research and outreach at every level through professional military education, professional continuing education and academic degree granting. He leads the intellectual and leadership center of the U.S. Air Force, graduating more than 50,000 resident and 120,000 non-resident officers, enlisted and civilian personnel each year. Air University is responsible for Air Force enlisted and officer professional military education, professional continuing education and graduate education, as well as officer commissioning through Officer Training School and ROTC. The Curtis E. LeMay Center is responsible for the research, development and production of Air Force doctrine and input for joint and multinational doctrine development activities. The center is also responsible for advocating the proper doctrinal representation of airpower in exercise scenarios, war games, models and simulations, and providing policy and guidance of Air Force doctrine through education and focused outreach. General Rothstein was commissioned in 1988 as a distinguished graduate of the U.S. Air Force Academy. He earned his pilot wings at Euro-NATO Joint Jet Pilot Training at Sheppard AFB, Texas, and was assigned as an F-16 pilot. General Rothstein has commanded an operations support squadron, an air operations group, two fighter wings and an air expeditionary wing in Afghanistan. He also served as the Director of Operations and Plans, U.S. Air Forces Central at Shaw AFB, South Carolina, and Chief, Activities Synchronization, International Security Assistance Force Joint Command in Kabul, Afghanistan. Prior to this assignment General Rothstein served in the U.S. State Department as a Deputy Assistant Secretary in the Bureau of Political-Military Affairs. 11 MAJOR GENERAL KEVIN B. SCHNEIDER Major General Kevin B. Schneider is Chief of Staff of Headquarters U.S. Pacific Command, Camp Smith, Hawaii. He is responsible for the development of plans, policies, and procedures to ensure efficient operation and seamless interface between headquarters staff, component commands, and subordinate organizations. He oversees command policy and programs which support the Combatant Commander s priorities and promote U.S. interests in the Indo-Asia-Pacific region through peace, crisis, and war. Gen. Schneider was commissioned in 1988 and earned his pilot wings from the Euro-NATO Joint Jet Pilot Training program. He attended the F-16 Weapons Instructor Course and later served as an F-16 Division instructor pilot at the Weapons School. Gen. Schneider s command tours include command of the 80th Fighter Squadron at Kunsan, Korea, the multi-national 80th Flying Training Wing at Sheppard AFB, Texas, and the 380th Air Expeditionary Wing in the U.S. Central Command Area of Responsibility. His staff assignments include tours on the Joint Staff and on the Air Staff as the Director of Air Force General Officer Management. General Schneider also served as the Assistant Deputy Commander, U.S. Air Forces Central Command, and the Assistant Vice Commander, 9th Air Expeditionary Task Force. Prior to his position at U.S. Pacific Command, he served as Chief of Staff, Headquarters Pacific Air Forces. 14 MAJOR GENERAL DIRK D. SMITH Maj. Gen. Dirk D. Smith is the Deputy Commander, Combined Joint Task Force-Operation Inherent Resolve, U.S. Central Command. He oversees joint and coalition operations, intelligence and plans in the fight against the Islamic State of Iraq and Syria. Additionally, he is the commander, 9th Air Expeditionary Task Force-Levant, AFCENT. He is responsible for ensuring the success of Air Force missions executed in support of Operation Inherent Resolve. General Smith commands 5,000 Airmen assigned to the 368th Expeditionary Air Support Operations Group, the 332nd Air Expeditionary Wing and 386th AEW. General Smith was commissioned in 1988 after graduating from the U.S. Air Force Academy. He has commanded at the squadron, group, air and space operations center and wing levels. His duty history includes multiple combat air forces operational flying assignments including serving as a U.S. Air Force Weapons School Instructor. Morris is the Commander, Air Force Nuclear Weapons Center, and Air Force Program Executive Officer for Strategic Systems, Kirtland Air Force Base, New Mexico. 20 BRIGADIER GENERAL RUSSELL P. REIMER Brig. Gen. Russell P. Reimer is the Mobilization Assistant to the Commander, Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. The organization is the single center responsible for the total life cycle management of all aircraft, engines, munitions and electronic systems. General Reimer is a native of Woodland, California. He received his commission in 1988 from the U.S. Air Force Academy. General Reimer flew as an E-3 AWACS Instructor Pilot at Tinker AFB, Oklahoma, and Elmendorf AFB, Alaska. 25 BRIGADIER GENERAL CHRISTOPHER S. WALKER Brig. Gen. Christopher Walker is the Chief of Staff for the West Virginia Air National Guard. The West Virginia Air National Guard has over 2,000 members, and consists of two mobility air forces (MAF) units, the 130th Airlift Wing in Charleston, WV and the 167th Airlift Wing in Martinsburg, WV. As Chief of Staff, he is the Deputy Commander of the West Virginia Air National Guard, and provides command and control over the Headquarters staff. He supervises the preparation of plans, policies, and programs for the Air National Guard units assigned to the state, and advises and assists the Adjutant General in their execution. General Walker s current federal dual assignment is Assistant to the Assistant Secretary of the Air Force, Manpower and Reserve Affairs, providing oversight and input concerning laws, regulations and policy of the Human Capital portfolio to ensure mission success. In this role, General Walker assists in areas of diversity, force development, force management, total force and Airman and Family Readiness. Born in New York City, NY, General Walker began his Air Force career 1988 graduate of the U.S. Air Force Academy. After Undergraduate Navigator Training at Mather AFB in 1989, he served as a C-130 navigator in weather reconnaissance and tactical airlift squadrons throughout the world, including an assignment as an airdrop planner in the Balkans CAOC in Vicenza, Italy and flying in various contingencies including Operations Provide Promise, Provide Comfort, and Provide Relief. 28 NANCY BALKUS Nancy J. Balkus, a member of the Senior Executive Service, is the Deputy Director of Civil Engineers, Deputy Chief of Staff for Logistics, Engineering and Force Protection, Headquarters U.S. Air Force, Arlington, Virginia. She is responsible for supporting the Director of Civil Engineers by providing executive leadership, direction and technical knowledge for installation support functions at a total of 182 Air Force bases worldwide with an annual budget over $11 billion. She is also responsible for organizing, training and equipping the 51,000- person engineering force along with providing policy and oversight for the planning, development, construction, maintenance, utilities and environmental quality of Air Force bases worldwide valued at more than $297 billion. This responsibility includes housing, fire emergency services, explosive ordnance disposal and emergency management services. Ms. Balkus is a 1988 graduate of the U.S. Air Force Academy. She has served in a variety of positions at the squadron, base, forward operating agency, major command and headquarters level in U.S. and overseas locations. She is a registered professional engineer in the state of Texas. Her joint experience includes the Joint Staff Strategic Plans and Policy Assistant Deputy Director for Strategic Stability where she formulated Joint Staff positions and recommendations regarding strategic deterrence, nuclear policy, combatting weapons of mass destruction and international arms control agreements. As the Assistant Deputy Director for Global Security Affairs/Partnership Strategy, she provided leadership for building national security partnerships and partner capacity for U.S. missions in Kosovo, Iraq, Afghanistan and Libya; reviewed and oversaw all Defense Department security cooperation plans, authorities and budgets; directed Joint Staff engagement for all international security assistance programs and provided oversight for the Chairman s mission to the United Nations in New York. Prior to her current assignment, Ms. Balkus served as the Deputy Director of the Export Control and Interagency Liaison Division at NASA Headquarters, in the Office of International and Interagency Relations. As a civil engineer she has served as the Programs Division Deputy Chief in the Office of the Civil Engineer at Headquarters U.S. Air Force, Deputy Base Civil Engineer at Langley Air Force Base, Virginia, Deputy Chief of Readiness at Headquarters Air Combat Command, Project Management Branch Chief for the Aviano 2000 Program Management Office, and multiple positions at the Air Force Center for Engineering and Environment, Brooks AFB, Texas.
