Roles Enhancing knowledge and skills in ICT of government leaders, civil servants, women entrepreneurs, and youth; Strengthening the ICT capacity of training institutions through Training of Trainers (ToT); Providing advisory services on institutionalizing ICT for Development (ICTD) in human resource development progammes; Conducting research to support ICT capacity development on topics including ICT trends, training needs, good practices and training methods; Facilitating knowledge sharing and the exchange of experiences through knowledge resources and online portals; and Providing a platform for regional dialogues on policies, strategies and practices on ICT capacity development for inclusive and sustainable development.

Shamshad Akhtar Under-Secretary-General of the United Nations and Executive Secretary of ESCAP ICT creates opportunities for us to devise new strategies towards inclusive, equitable and sustainable socio-economic growth and development. While the ability of countries to deploy and utilize ICT necessitates adequate ICT infrastructure and resources, the institutional and human capacities to harness the full potential of ICT for economic growth and sustainable development are equally important.

5 Director s Remarks Rhee Hyeun-Suk Director, UN-APCICT / ESCAP ICT is transforming people s lives around the world. It drives social development and innovation through increased connectivity, improved access to basic services and the creation of employment opportunities. In developing countries, the use of ICT to address social, economic and environmental challenges is helping to improve living conditions of impoverished people and communities. Success stories on the effective use of ICT for development abound. Improved connectivity and mobile based applications have played a key role in increasing farmers access to good agricultural practices and technologies to improve their livelihoods. ICT has enabled the creation of telemedicine networks that contribute to better disease surveillance. Remote sensing and geographic information systems (GIS) have also contributed to building climate-and disaster-resilient communities. In the 2030 Agenda for Sustainable Development, ICT is cross-cutting in 17 Sustainable Development Goals. In this regard, APCICT works to help countries build their human and institutional capacities to effectively leverage ICT for sustainable socio-economic development. In partnership with member States, development agencies, academic institutions, civil society organizations, private sector and other related stakeholders, APCICT is committed to bridging the digital divide and providing a strong foundation for sustained ICT capacity development. 7 The Academy of ICT Essentials for Government Leaders (Academy) Launched in June 2008, the Academy is APCICT s flagship capacity building programme for government leaders and civil servants. It aims to equip them with the essential knowledge and skills needed to fully leverage the opportunities presented by ICT for sustainable development. Consisting of a core ICTD curriculum available in different languages, the Academy continues to be rolled-out and institutionalized in countries in Asia and the Pacific. 9 Turning Today s Youth into Tomorrow s Leaders (TTYTL) Turning Today s Youth into Tomorrow s Leaders aims to cultivate students and youth to become future leaders who are equipped with the knowledge and skills on using ICT for sustainable development. Under this programme, the Primer Series on ICTD for Youth (Primer Series) was launched in February 2012 to provide learning resources that institutions of higher education in Asia and the Pacific can use, thereby expanding the coverage of ICTD education in university curricula. The Primer Series is now utilized over a hundred universities and colleges across the region. 10 03 Enhancing women s potential through ICT

11 Women and ICT Frontier Initiative ( ) is a flagship programme that has an overall mission to create socially and economically-empowered women through ICT-enabled entrepreneurship. It endeavors to accomplish this through two key objectives: 1) Strengthen the capacity of current and potential women entrepreneurs in Asia and Pacific on utilizing information and communication technologies (ICT); and 2) Strengthen capacity of government leaders and policymakers to create an enabling environment for ICT-empowered women entrepreneurs. Launched in June 2016, 5 modules are available with additional resources. 13 01 APCICT Virtual Academy The APCICT Virtual Academy is the online distance-learning version of the Centre s flagship capacity building programmes. It is an integral component of APCICT's strategy to diversify the delivery channels for its capacity building efforts. 02 e-collaborative Hub (e-co Hub) The e-co Hub aims to enhance the learning and training experience by enabling easy access to relevant resources, and fostering continuous learning through an interactive online space for sharing knowledge and experiences on ICTD. 15 01 Research for ICT Human Capacity Building 02 APCICT undertakes research and analytical studies on ICTD and capacity building with the aim to assist member countries in making timely and appropriate decisions in the choice and adoption of relevant ICT tools towards achieving development goals. APCICT offers valuable knowledge products such as a Briefing Note Series, Case Study Series, Knowledge Sharing Series and Brief on ICT Trend. Advisory Services APCICT shares its expertise with countries implementing ICTD human capacity building programmes through technical assistance and advisory services. It provides consultation and advice to governments, universities and training partners on how to institutionalize its flagship programmes and sustain ICT capacity development efforts. It offers customized training, consulting on course design, curriculum development, and their incorporation into human resource capacity building frameworks. 17 A Global Partnership Approach APCICT is well-aware that one organization alone cannot effectively strengthen capacities in understanding and using ICT applications for sustainable development. Thus, the Centre is actively and continuously building strategic national, regional and global partnerships with various stakeholders, including government agencies, civil society organizations, the private sector, other UN organizations, international development partners and academic institutions, in the development of value-added ICT human capacity building programmes and fulfilling the Centre s vision of utilizing ICT for socio-economic development towards delivering the Sustainable Development Goals. 19 APCICT and the UN Family As a subsidiary body of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), APCICT works to build the capacity of the member States of ESCAP to use ICT for their socio-economic development through human and institutional capacity building. Working Together for a Better World ESCAP is the regional development arm of the United Nations and serves as the main economic and social development centre for the United Nations in Asia and the Pacific. Its mandate is to foster cooperation between its 53 members and 9 associate members. It provides the strategic link between global and country-level programmes and issues. It supports governments of countries in the region in consolidating regional positions and advocates regional approaches to meeting the region s unique socio-economic challenges in a globalizing world.
