Judith Geddes read through the notes and checked the actions. Previous Action: Bournemouth People First to draft a letter on behalf of the Communication For All Sub Group about getting Photo Symbols in Libraries. Previous Action: Judith to decide who from the Council should take this matter forward. - Letter no longer needed. Anja will give an update under Agenda Item 3. Anna has sent both. -Previous Action: - Bournemouth People First were asked to do another report on Citizen Checkers in 6 month s time. - Emily said the item has been added to the November Agenda. -Previous Action: - Learning Disability Partnership Board Self-Assessment - Liz Elwick to arrange a meeting of the key members of the Board in August so the report can be agreed and signed off. - Bournemouth People First spoke to Liz Elwick and arranged a meeting at 2 pm on Monday 13th August at the Town Hall. Anyone from the Board can come if they want to. 3

4 Amanda Frost said that the launch of the Bournemouth and Poole Supported Employment Forum will not be on 28th September. It has been cancelled until next year. The new date will be given out once it has been agreed. -Previous Action: Emily Snelling to ask the Management Committee, and the Trustees, of Bournemouth People First if they are happy for the Bill of Rights to be made into a Charter that companies can sign up to. - Emily said he Management Committee and the Trustees agreed with the idea. She is waiting for People First Dorset to agree as well before doing any more. -Previous Action: Tim Branson to send a copy of the Joint Employment Plan for all people with disabilities to Bournemouth People First to go out with the Minutes. Tim said that there is no report at the moment. There is a meeting soon with Bournemouth and Poole Social Care, and Health, to talk about a plan for all people with disabilities (not just learning disabilities). Amanda Frost said that the Employment Sub Group has not met very often. Emily said the Employment Network for Bournemouth and Poole grew out of the Employment Sub Group of the Board. This difference between the 2 groups has become confusing for some people. 4

Anna Braczek from Dorset Race Equality Council was asked to look at the Report and the Action Plan. meeting. - Anna was unable to come to this Board Page 14 - Sporting Chance, Bryanston School - Linda Rieder said that this had had to be cancelled because of the wet weather. They will be having it again next year. Anja said she had been trying for 18 months to sort out the problem of Libraries not having Photo Symbols. This means that people in the community are not able to make their own accessible information. Judith has spoken to Sue Bickler, the Service Manager for Libraries, and she is happy to talk about this with Anja. Anja has a meeting with Kirsty from the the Speech and Language Therapy Team next week to look at which programmes (e.g. Photo Symbols) would be the best. Anja will talk about how this is going at her next Sub Group Up-date. Linda Maguire talked about their Action Plan. 5

No Big Night Out planned at the moment because there is no money. Friday. - the DJs played at Camp Bestival last Emily said they were very good, and pulled in the crowds. We did not get the grant from the Arts Council for the Big Nights Out and for the DJs. We will keep trying to get money for these. ongoing. Some groups have already finished, and others are taking place now the project helps people to be a part of their community. - this is one of the 3 important areas of work in the Big Plan. The Lovin Feeling Report is now finished. - the Out Right Project is dealing with this through their various groups. Amanda Frost said that Bournemouth People First had a stand at Bournemouth s Family Fun Day last Thursday. They took some leaflets, and talked to lots of people. 6

Chris Wakefield said that the changing place toilet in the Lower Gardens seems to be working well. Note : This Changing Place Toilet is only open from a.m. to 7.00 p.m. when the attendant is there. Because this is still a new team they are working out whether a social worker, a nurse, or both should be doing a certain job.

8 The Joint Management Board gets the information from - The report from Kellie Salter which says what is happening in the Integrated Learning Disability Team, and what decisions need to be made. Jo O Connell tells the Joint Management Board about things that are being planned across Dorset. Kellie has finished her Team Plan which has been worked on by the whole team. She will send this to people for their comments. They had a team development day which included a part called confirm and challenge. This was a task where they had to vote from 1 to 5 about how the team was doing in different areas. Because this is still a new team they are working out whether a social worker, a nurse, or both should be doing a certain job. Staffing - they have just recruited a new Social Worker, and hope to recruit an extra Nurse and 2 team assistants in September. 1 man is retiring tomorrow. The Team is still waiting to move to the old Hillcrest building. Emily asked if the name Hillcrest is going to be changed because of the associations people have with the name. Kellie said it had been talked about but, because the name is so well known, it was decided to keep it. Kellie said the Intensive Support Team moved to Hillcrest last week. Linda Rieder said that this is already working well because Speech and Language, Psychology, and Psychiatry are all in offices near each other. 8

Linda is looking forward to the Integrated Team moving as well so that it will be easier for everyone to work together.

9 Linda is looking forward to the Integrated Team moving as well so that it will be easier for everyone to work together. Linda said that another thing that is better is that they have a room available for Physiotherapy treatment which can t be done on the beds in people s home. Kellie said the Integrated Learning Disabilities Team s main task is doing reviews. They did a lot of reviews for people in residential care last year. This year they are catching up with those on Direct Payments, and Day Services. Kellie said they are also working with Jo and Housing. They are looking at the housing needs for the future. At the moment there are places available in residential homes. There is a need for supported housing in smaller homes for people in Transition (those moving from Children s Services to Adult Services). Emily said that Bournemouth People First are not getting as many referrals for Paul s Witness Support Service. Emily asked if it would be a good idea for Paul to visit to talk to the team. Kellie said this would be a good idea. Chris Wakefield asked if they were wanting Providers to provide housing, or for the Council to build new houses. Kellie said they can often get the support services, but there are not enough houses for people to live in. They hope to work with a local housing provider to look at any suitable properties that may be available. Social Care do not have any housing for people who would like to move on, or for those with an urgent need. 9

10 Amanda Frost said that she had been to the Transitions Sub Group, but there was no one there from Housing. Kellie said that Steve Scott had invited staff from Housing, but no one had come. She felt they did not have a very good link with Housing. Emily said that Steve Scott comes to the Where We Live Sub Group so this might help. Jo Findlay and Debbie Barnfield gave the up-date. Please see the Report for full details. They spoke about the Health Self Assessment. They had 3 Big Health Days. One for Bournemouth and Poole, and 2 for Dorset. They asked people with a learning disability, and family carers, about 3 areas:- Access to healthcare Helping those with complex needs Keeping people safe when their care is paid for by the NHS. The areas were rated: Red - not done Amber - started Green - done All the information was put into the Strategic Health Authority s Health Self Assessment. is about family doctors, health checks, screening, hospitals, and other health services like dentists and opticians. The Health Action Group agreed that 2 areas should be green, 7 should be amber, and 1 should be red. The red one is about the Yellow Health Books and the work still to be done in linking them to Health Action Plans. 10

The Health Service Commissioners and the people providing the care said that 3 areas should be green, 1 should be amber, and 0 should be red. is about people in services paid for by the NHS being safe, and that their services are checked regularly by experts in experience (people who have received services themselves) Of the 27 areas, 13 are being reported as green and 14 as amber. Emily said that Bournemouth People First did not agree with the experts by experience being recorded as green. Although we are going to put these plans in place, they have not started yet, so it should be amber. Jo Findlay said that at the Validation Meeting it will be checked that they have the evidence to back up all of the report. Jo Findlay said there will be no signing off this year, and the Health self Assessment will be sent off tomorrow. Emily said that this year Bournemouth People First have been involved more which has worked very well. There are a couple of points that Bournemouth People First do not agree with. Emily asked if she should bring these up now, or write a letter giving the details. Frances Stevens said please send in a letter if there are any areas that are not agreed. 11

12 Jo Findlay said that the next Health Action Group meeting is this Thursday. The hospital working group is looking at care in all the local hospitals. They are making a leaflet of who to contact when you go to hospital if you need extra support. There is a new dementia group looking at services to support people with a learning disability who may also have dementia. They will look at:- A pathway to make it easier to access health services. Training and support for carers and care providers. Easy to understand information for people and carers. This will be fed into the new Dementia Strategy (Plan) The dental group has been going for about a year now. They are looking at:- Asking High Street Dentists if they are interested in treating people with a learning disability. Specialist training may be offered to those who are. A pathway for people to access dental services in the High Street and the Community Dental Services. It is hoped that some people will be able to visit a high street dentist for general dental needs. Working with care and support providers to make them more aware of the oral care needs of people with a learning disability. This will be a big area of work. Working on ways to make people with a learning disability more aware of the need to look after their teeth, and the need to visit a dentist. 12

Jo said that he has up-dated the Big Plan after the consultation. He passed round copies of the draft Big Plan, and the Work Plan that goes with it, showing the actions needed for all the areas. Jo said he had already given copies to the staff who will use them, to ask for their comments. He has had some replies and is meeting with others soon to get their views. Jo said he met with the Management Committee of Bournemouth People First last week. He found their ideas for making it easier to understand very helpful. The Work Plan will not be completely Easy Read because it will mainly be used by staff and the Board. 13

Then it may go to the new Shadow Health and Wellbeing Board, and possibly to the new Clinical Commissioning Group. Jo said this will be a very good way of showing the new people what we have been working on for the last year. Jo will report back to the Board next year when it is all finished. The Board will also have to talk about how the Big Plan is going to be launched. Jo said that, in the 14 areas of work, Carers just happen to come 13th. After the first 3 priority areas, the rest are not in any order of importance. Most people thought that putting the 11 in alphabetical order would solve the problem. Judith thanked Jo for all his hard work in making the Big Plan and the Work Plan Emily said we already have up-dates on the agenda for the Where We Live Sub Group, the Transport Sub Group, and Safeguarding. ARC have written a National Charter for Inclusion on behalf of black and minority ethnic people with learning disabilities. They would like to come to the Board to talk about us signing up to the Charter. Everyone agreed with this. Jo said the Board should also have a report from Liz Elwick about the final Learning Disability Partnership Board Self Assessment. 14

Judith said that the Council have changed the way Social Care is managed.

She has asked for voluntary redundancy and will be leaving the Council on 31st August.

Judith thanked everyone for their hard work and said that she had enjoyed being the Co-Chair of the Board.

Amanda said she had enjoyed being Co-chair with Judith, and wished her luck for the future.

15 Judith said that the Council have changed the way Social Care is managed. Adult Social Care and Children s Social Care will now have one Executive Director. She has asked for voluntary redundancy and will be leaving the Council on 31st August. That means that this is her last Board meeting. Judith thanked everyone for their hard work and said that she had enjoyed being the Co-Chair of the Board. Amanda Frost, on behalf of the whole Board, thanked Judith for her hard work. Amanda said she had enjoyed being Co-chair with Judith, and wished her luck for the future. Rosemary asked who the new Co-Chair would be. Judith said that Jane Portman is the new Executive Director for Adults and Children. There are talks about the new Co-Chair for the Board, and we will be told soon.
