5 Message from the Head: NHLS Academy. O n May 21 st, 2013; representatives of the South African Development Community (SADC) signed Memorandum of Understanding (MoU) on Supranational Reference Laboratories and Regional Centers of Excellence. The high purpose of his MoU was to fulfill aspirations of article 9 and article 26 of the SADC Protocol on Health of 1999; and further implement the SADC decision of November 2010, to designate certain institutions in the region to provide services as Supranational Reference Laboratories for HIV and Aids, Malaria and TB; as well as designate some institutions as Centers of excellence (CoE). The NHLS Academy was designated as one of the Centers of Excellence; and on August 13, 2013; the NHLS and SADC signed a Contractual Agreement to provide training on Regional Minimum Standards for Supranational Reference Laboratories. These standards must be standardized, harmonized, and domesticate activities, functions and operations of Supranational Laboratories in the Regions. The SADC Minimum Standards for Supranational Reference Laboratories are:- 1. Laboratory Operations Policies and Regulations. 2. Laboratory staffing norms based on operations and size. 3. Laboratory Human Resource Policy. 4. Laboratory organizational structure. 5. Laboratory Quality Management practices. 6. Laboratory Information Management. 7. Laboratory Physical Infrastructure. 8. Laboratory servicing and maintenance of equipment 9. Laboratory sample transportation logistics 10. Laboratory services funding 11. Laboratory Evaluation and monitoring The SADC has invested R for the NHLS Academy to deliver the training to 45 senior officials from the Ministries of Heath of the SADC member states. The work to develop training material started in the financial year 2014 and will be delivered in July These will be master trainers of the

6 Minimum Standards for Supranational Reference Laboratories which must be delivered and monitored in each SADC country by the NHLS Academy officials. The ultimate purpose of the training is to standardize, harmonize and domesticate laboratory practices of SADCC Supranational Reference Laboratories because deceases do not have borders but countries do.
