EXECUTIVE DIRECTOR JESSUP PRE-RELEASE UNIT AUDIT REPORT NOVEMBER 7, 20 An audit of the Jessup Pre-Release Unit was conducted on August 22-25, 20 by Commission staff and four Duly Authorized Inspectors. This Final Report and attached Compliance Plan were approved by the Commission on Correctional Standards at its meeting on November 7, 20. SUMMARY The Jessup Pre-Release Unit is located in Jessup, Maryland and houses male inmates classified at minimum level security. The Facility Administrator Michele Jones is responsible for the daily operations of the facility and reports to Warden Betty Johnson of the Maryland Correctional Pre-release System. The Assistant Commissioner of Correction Felicia Hinton is the administrative authority for the Maryland Correctional Pre-release System. AUDIT RESULTS After a thorough review of the documentation, the facility was found to be in compliance with the majority of the standards for an Adult Community Correctional Facility. The identified deficiency is: The records of the issuance and return of the Inmates Dietary Uniforms were not available for the entire audit period, October 2008 through August 20, as required by the standard.
2 Jessup Pre-Release Unit 2. AUDIT PROCESS The administration and staff were prepared and professional during the audit. Pre- audit worksheets and the audit report templates were received at the MCCS office for review, prior to the audit. The majority of the secondary documentation was located in the conference room. Facility staff was available to escort the audit team members to specific locations and provide additional documentation, as required. The current manuals of standard operating procedures provide functional instructions for the staff and are responsive to the needs of the inmate population. Emergency plans and post orders address staff, inmate and public safety concerns. The inmate orientation materials provide clear and concise instruction for the inmate population. TOUR NOTES The physical plant was in fair condition on the day of the facility tour. Several items that were identified during the tour were addressed promptly by the maintenance department. However, a number of other items that were identified, such as, missing floor tiles in Dorm-F, inoperable water fountain in Dorm-E and several missing light covers in the dorms, required additional time for repairs. The facility provided copies of work addressed, and requisitions for those issues which need to be addressed by maintenance. MANAGING RESULTS The Department of Public Safety and Correctional Services (DPSCS) Managing for Results (MFR) initiative includes specific core objectives that address compliance with the minimum standards for places of adult confinement. Outlined below are the results for these objectives: Percent of applicable inmate security standards met 00% Percent of applicable inmate well-being standards met * Medical, dental and mental health 00% * Food Service 00% * Housing and Sanitation 9% The compliance results are incorporated as part of this audit report for the Division of Correction fiscal year reporting requirements for MFR. CONCLUSION The Maryland Commission on Correctional Standards will conduct a monitoring visit to assess compliance of the one noncompliant standard from the initial audit on Friday, June 8, 202 at 0:00 a.m. Once compliance has been determined, the Jessup Pre-Release Unit may be recommended for the Recognition of Achievement Award. In conclusion, the Jessup Pre-Release Unit continues to be managed by professional and dedicated employees. The administration is encouraged to continue to implement standards as a best practice tool. The Division of Correction should continue to provide the support and resources necessary to encourage total compliance.
