Purpose: This Standard Operating Procedure (SOP) details the rules and regulations for Bates Hall Laundromat (Facility) 2. Applicability: This SOP is effective 1 February 2017 and applies to the Corps of Cadets and the Commandant s Staff. It will expire at the discretion of the Commandant of Cadets. 3. General: As part of the Bates Hall renovation of a new Laundromat has been installed in the northeast end of the Bates basement. 4. Scope: This SOP identifies the rules and regulations for cadet laundry procedures This Laundromat is for cadet use every day to include holidays when cadets are permitted to be in residence from 0600 (0730 Sunday) - TAPs. All cadets pay for the contract laundry and dry cleaning service as part of tuition and fees. This contract service handles a reasonable number of items per week and includes most uniform items that cadets are authorized to wear as part of the cadet uniform. Some items are dry clean only to include blue trousers and Class A jackets and the white uniform shirt. These items should never be placed in washing machines and dryers since doing so will decrease the lifespan of the garment and negatively affect the colors and whites. Any abuse of the facility or failure to follow instructions posted in the facility, or as outlined in the Bluebook or this SOP can result in the facility being closed until corrective action occurs. 5. Hours of Operation. The Laundromat will open at 0600 (0730 Sunday) or as soon as the campus police officer on duty is available to unlock the doors until TAPs. 6. Responsibilities: a. The Commandant of Cadets: 1) Approves changes and exceptions to this SOP. 2) Provides guidance to Corps leadership and Commandant s staff on the operation of the cadet Laundromat. 3) May order the facility closed for safety, mechanical, or disciplinary purposes. b. The Deputy Commandant for Operations (DCO): 1) Provides guidance to TLAsSLAs, night staff, campus police or others as necessary. 2) Provides disciplinary action as required consistent with current disciplinary policies and charges. 3) May designate an investigating officer if needed for violations of the SOP or as a result of the normal disciplinary and appeals process. An investigation may include the review of surveillance camera tapes as needed. 4) May order the facility closed for safety, mechanical, or disciplinary purposes. c. The Deputy Commandant for Support (DCS): 1) Manages the routine operation of the Laundromat.

2 2) Submits work orders as required based on complaints submitted from cadets through the Quartermaster. 3) Monitors use of the Laundromat and draft any changes as required to this SOP for Commandant s approval. 4) May order the facility closed for safety, mechanical, or disciplinary purposes. d. Squadron Leadership Advisors: 1) Assist in the supervision and routine inspections or patrols of the facility during duty. e. TLA Command Post 1) Duty officer will obtain reports presented to the TLA CP from staff members, Officer of the Day, or cadets on issues with the Laundromat or machines and notify the DCS when necessary. 2) Duty officer may submit work orders as needed. 3) Duty officer may request that Campus Police lock the Laundromat if a report of facility abuse or emergency work order situation is reported. 4) Duty officer will review the Cadet Officer of the Day (OD) inspection checklist report in the Cadet Duty Log and highlight any issues in the TLA Log. f. The Regimental Commander (RC): 1) Ensures the chain of command understands this SOP and procedures for Laundromat use, to include guidance published in the current Blue Book. 2) Recommends any changes to the SOP or procedures to the DCS. 3) Tasks commanders at every level and key regimental staff officers to routinely inspect the Laundromat and report any issues to the TLA CP or DCS. 4) Be prepared to provide a cadet detail to police the Laundromat if cadets abuse it. g. The Command Sergeant Major (CSM): 1) Ensures the NCO chain of concern understands this SOP and procedures for Laundromat use to include guidance published in the current Blue Book. 2) Recommends any changes to the SOP or procedures to the DCS. 3) Tasks Sergeant s Major and First Sergeants to routinely inspect the Laundromat and report any issues to the CCSM or TLA CP or DCS. 4) Be prepared to provide a cadet detail to police the Laundromat if cadets abuse it. h. Tour Squad. 1. At 1500 SUN the OIC for Tour Squad will send at least 5 in ranks cadet under the supervision of the Cadet Officers in charge, or themselves, to the Cadet Laundromat in order to thoroughly clean and then inspect its appearance. 2. While inspecting, the Cadet OIC will complete the following: All clothes left on counter from the previous day will be placed into the large black garbage bag by the door. All clothes from garbage bags not collected by the 1 st of every month will be donated. All unused washers are open to prevent water build up. The Cadet will then inspect floors for loose items and garbage to be cleaned up and clear the lint traps of the dryer. Floors will be swept then mopped and counters will be wiped down with cleaning wipes. The front surface of washers and dryers will be wiped also. 3. The OIC in charge will then, after completing the assigned checklist, sign and date the document.

3 4. The Regimental Inspector General will collect these documents following the SUN inspection and review to determine if further action may need to be taken. If there is failure to complete the checklist, or if the laundry room is not up to standard during random checks by the Regimental Inspector General, the OIC in charge for that week will be stuck for failure to follow orders. i. Campus Police. 1) Officer on duty will open access to the Laundromat at reveille (0600) or as close to that time as other duties allow and lock access to the Laundromat one half hour prior to TAPS as scheduled in the Plan of the Day or Training Schedule. (Normally reveille is 0600 M-SA and 0730 SUN and TAPS is 2200 M-F and SUN and 2300 on SAT). 2) When cadets are using machines in the room at closing time the officer may tell them that it is time to close and they must collect their laundry or return for it as soon as possible when the facility re-opens on the next scheduled day. j. NMMI Facilities Dept Custodial staff. 1) Removes trash and provide general cleaning as part of Bates Hall basement custodial support. 2) Establish, ICW the DCS, a cleaning schedule for the facility. 3) Provides two large trash cans with liners. 4) Provides cleaning supplies as needed. 5) Custodians or supervisors will notify DCS of any concerns. k. Cadet users. 1) RATS are NOT authorized to use the laundromat for the first 10 weeks in the beginning of fall semester (first 10 weeks in the beginning of spring semester for January RATS). 2) The Laundromat is a cadet privilege for cadets only PSG and above. If any cadets below these positions are found in the laundry room they will be stuck Unauthorized Area. If an excessive number of these cadets are being caught in the laundromat, and the Regimental Commander deems appropriate, the laundromat will be closed until the RC feels the Corps has earned its privilege again. 3) Cadets should use the Buddy System traveling to during use of and returning from the facility. 4) Failure to use the contract laundry and dry cleaning service does not constitute an excuse for using the Laundromat nor does the failure to use the contract service or to use the Laundromat responsibly provide an excuse for an inability to wear the prescribed Uniform of the Day. 5) Cadets exempt from NSH (PSG and above) can take advantage of NSH time to utilize the Laundromat. 6) Cadets currently on the Superintendents, Dean s, or Commandant s Lists may use the Laundromat during NSH. 7) NSH is not the time for cadets who are NOT exempt from NSH to use the Laundromat. 8) Using the Laundromat is not an excuse for missing mandatory Corps events, formations, corps training, or NSH if not exempt as indicated in j.3-4 above. 9) Users will plan their time so that they will be able to finish their laundry during the hours of operation. Laundry left unattended or after hours is the responsibility of the cadet owner and not NMMI. 10) Loss of items may occur if laundry is left unattended. 11) Users will NOT launder (wash) blue trousers or jackets or white shirts. These items should be dry cleaned only.

4 12) Users are responsible for their own detergent and will operate the machines in accordance with the machine s instructions. 13) The issued laundry bags should be used to transport dirty laundry to the facility. 14) One standard, small, white laundry basket is authorized per cadet to transport folded laundry from the facility. The laundry basket will be stored in the cadet room per room standardsdri standards TBP to account for this new (optional and non-issued) item. 15) Overloading machines or abuse of any kind may result in machines becoming inoperable and to be repaired at the discretion of the Facilities Dept. 16) The Laundromat will be under video surveillance. All Bluebook rules apply (e.g. vandalism, conduct, judgment, manifest indifference, loss of privilege). 17) Users will police the Laundromat to include cleaning lint traps, and keeping counters and floors clean. 18) The Laundromat is not an eating facility or cadet break area. Cadets not engaged in laundry will not loiter in facility. 19) The Uniform of the Day or NMMI PT uniform will be worn in the Laundromat. On weekends or holidays the NMMI PT uniform is authorized for wear in the Laundromat or contract LaundryDry Cleaning areas ONLY. (Cadets will not wear PTs in the Cadet Store, Dining Facility, or Cadet Store uniformalterations areas). 20) Abuse of the Laundromat may result in closing the facility and loss of this privilege.
