2 Introduction This school is committed to safeguarding and promoting the welfare of children and young people. This policy should be read in conjunction with other Safeguarding policies (Equality, Child Protection, E-safety, Educational Visits, Whistleblowing, Behaviour for Learning, PSHCE, Anti Bullying, Critical Incident Plan) Aims The Governors and Headteacher of the School are committed to ensuring a safe and healthy environment and for providing safe equipment and procedures for all staff, pupils and visitors involved in school activities. They recognise also their responsibility to consider the health and safety of contractors and any other person whose health and safety may be affected by school activities. The effective management of health and safety ranks equally with any other managerial or supervisory responsibility. There is also a legal and moral responsibility on all employees to safeguard their own health and safety and to cooperate with their employer by following established procedures and bringing to the attention of school management any health and safety problems of which they are aware. It is the intention of the Governors and the Headteacher that the established policies and procedures issued by the LA shall ensure that the County Council s health and safety policy are complied with at all times. The aim is to ensure that health and safety becomes an integral part of school activities. The Governors wish to encourage the recognised Trade Unions to exercise their legal rights to appoint safety representatives at the school, as provided for in the Health and Safety at Work etc. Act The Governors wish to work in a constructive and cooperative way with such safety representatives in order to promote high standards of health and safety. Responsibilities Responsibility for health and safety rests with the School Governors, assisted by the appropriate committee. Day-to-day executive responsibility rests with the Headteacher or in her absence with the senior management. All staff have a health and safety responsibility to ensure that they are safe in what they are doing and their actions/activities do not cause harm/injury to others. Accordingly, all staff shall ensure that they comply with the schools health and safety policy, training or instructions. Monitoring This policy will be reviewed annually by the relevant committee, to ensure that it is relevant and continues to be best practice. The reviewed policy will then be ratified at the next Full Governing Body Meeting, as appropriate. Page 2 of 17

3 Part 1: Statement of General Policy on Health, Safety and Welfare 1. The Governing Body & Headteacher of Woodfield School: Recognise and accept their responsibilities to provide a safe and healthy working environment for all employees, students and visitors, Act in accordance with the general health H&S policy of Surrey County Council. Require all managers, in the school community, to act in accordance with SCC/School H&S policy and procedures, and require same of persons that they supervise and take responsibility for. 2. The Governing Body & Headteacher will, provide as necessary, policy, procedures, arrangements and supervision, sufficient to ensure to comply with all relevant H&S legislation, and will, so far as is reasonably practicable ensure: A school/workplace in a safe condition. A safe working environment. Safe systems of work. Safe plant and equipment. Safe access and egress to all areas of the school. The safety of articles and substances for use at work and in school. Sufficient Instruction and Training Supervision 3. In support of the above, the Governing Body & Headteacher will ensure an adequate process for all necessary risk assessments for the school to be carried out and communicated to al relevant persons, and for the significant finding to be properly incorporated into the school s H&S procedures. 4 Part 2: Organisation and Responsibilities for Health, Safety and Welfare The following H&S organisational structure, and roles and responsibilities are approved by the Governing Body & Headteacher of Woodfield School. 1. The Governing Body The Governing Body approves the H&S Policy of the school and monitors its successful implementation. The Governing Body further ensures, as administrators of the school s delegated budget that sufficient and appropriate resources are allocated to implement the H&S Policies. The Governing Body will specifically: 1.1 Include Health and safety targets in the School Development Plan. Targets may include, Provision of facility for health and safety purposes. Reductions in accidents/incidents. Training for Governors/staff, and revision of policy/procedure 1.2 Nominate a Governor (H&S) as an H&S link between the Governing Body and the wider school community, who will stay up to date with school H&S initiatives and inform the Governing Body accordingly. 1.3 Be informed and updated of Surrey County Council s H&S Policy, and receive advice and support from relevant Officers of SCC or Advisers acting on SCC behalf. 1.4 Ensure that H&S is an agenda item on full Governing Body termly meetings, and receive a termly H&S report from the School Business Manager in liaison with the site manager and the governor with responsibility for H&S. This report should include information on, Progress of the H&S targets in the SDP. Accident/incident analysis Relevant H&S information received from SCC or its Advisers. Suggestion on future H&S initiatives. 1.5 Facilitate any necessary review of the school s H&S policy and procedure as may become apparent via the strategies above. 2. Headteacher As Senior Manager for the premises, and of all on & off site school related activities, the Headteacher is responsible for the day to day management of H&S. The Headteacher will advise SCC/Governors of any H&S issue where their support or intervention, either via system or finance, is necessary & appropriate in order to

5 effect the requirements of this policy. In particular the Headteacher will ensure that: 2.1 The contents of this policy are brought to the attention of all relevant persons. 2.2 A process for risk assessments is applied within the school, and that: All appropriate areas/activities are covered Appropriate control measures are implemented, and that Assessment are monitored and reviewed as necessary. 2.3 There is a management system for monitoring the effectiveness of health and safety arrangements, which form part of this policy. 2.4 Appropriate staffing levels for safe supervision are in place. 2.5 An adequate schedule of inspection & maintenance is in place to ensure a place of work in a safe condition and a safe working environment. Inspection and maintenance will include: The fabric of the building. Play equipment. Fire appliances. Boiler/heating systems. Portable electrical appliances. Water systems. First Aid/medical facility and equipment. Premises staff equipment. Curriculum specific e.g. PE equipment and fume cupboards Minibuses 2.6 An adequate needs analysis of H&S training is undertaken for schools staff, and sufficient resources are put in place to ensure appropriate training is carried out. Appropriate training may include: Headteacher and/or School Business Manager H&S awareness H&S Induction training (all new and temporary staff) Emergency/Fire Training for the whole school community. First Aid Risk Assessment H&S Coordinator and any further specific H&S training identified by the training needs analysis as being necessary and appropriate. 2.7 Adequate and easily retrievable health and safety training records are available and up to date. 2.8 The school secures and maintains an arrangement for obtaining competent H&S advice as required by the management of H&S regulations. 2.9 A termly H&S report is provided to Governors. 6 2.10 The school cooperates and participates in the County s H&S monitoring arrangements A school s Educational Visits Co-ordinator is appointed and trained accordingly by Claudette Sims and Jim Hoskins Contractors (including catering, cleaning and grounds staff) and other authorised visitors to the school are appropriately managed and monitored Appropriate procedures are in place for the reporting, recording, investigation and follow-up of accident and incidents via SCC Oshens online reporting system Emergency/Fire arrangements are formulated and reviewed as necessary and tested at least termly The fire risk assessment is updated annually and/or whenever significant changes or building works might affect the mean of escape An appropriate Deputy is suitably instructed to take day to day responsibility for H&S in the absence of the Headteacher. The Headteacher may delegate functions to other or single members of staff (e.g. an H&S Coordinator Michele Mortimer) who is tasked with the H&S administrative arrangements for ensuring the above responsibilities are complied with. The Headteacher will in any event retain the overall responsibility for ensuring that these responsibilities are carried out. 3. Assistant Headteacher The Assistant Headteacher (Claudette Sims) will take on the above responsibilities in the absence of the Headteacher. 4. Line Managers Managers in charge of Curriculum Areas/Departments/Staff are responsible to the Headteacher for ensuring the application of this policy within the individual areas that they control. In particular line managers will ensure that: 4.1 The school s risk assessment process is applied within their area and that control measures are implemented in accordance with the assessment and monitored and reviewed accordingly. 4.2 All accidents and incidents occurring within their areas are reported, recorded & investigated in accordance with the school s procedure. 4.3 All persons they manage, or are responsible for, are aware of their specific roles in case of fire emergency. 4.4 Any equipment/appliance which has been identified as being unsafe is removed from service. 7 4.5 H&S inspections are carried out within their areas of responsibility where applicable, within a timescale agreed with the Headteacher, and a report to the Headteacher is provided where necessary. 4.6 The H&S training needs of staff are identified and the Headteacher informed accordingly. 4.7 Staff are properly consulted on any matters that may affect their health or safety whilst at work. 4.8 New transferred and temporary staff receive appropriate H&S induction training. 4.9 First aid provision is adequate Pupils are given relevant H&S information and instruction. 5. Teaching Staff [Including supply] Teaching staff are responsible for the H&S of all pupils under their control and in particular must ensure: 5.1 Effective and appropriate supervision of the pupils that they are supervising. 5.2 That appropriate safety instructions are given to all pupils prior to commencing practical sessions. 5.3 That they are conversant with the school s H&S policy and any arrangements specific to their own department. 5.4 They know the emergency procedures. 5.5 Where relevant, that all personal protective equipment is suitable and in good condition prior to issue. 5.6 That, where relevant, safety devices such as machinery guards are in good condition and are used in accordance with good practice. 5.7 That they report any defective equipment to the relevant person. 5.8 All accidents and incidents are reported and reviewed or investigated. 6. Site Manager The Site Manager is responsible to the Headteacher/SBM, and in particular will ensure: Page 7 of 17

8 6.1 The removal from service of any item of furniture, apparatus or equipment which has been identified as unsafe. 6.2 That any identified hazard is appropriately removed, isolated or contained as necessary to prevent danger. Work is undertaken to address any hazards and make safe, areas identified through H&S inspections or via schools reporting procedures. 6.3 Termly H&S inspections are carried out at a timescale agreed by the Headteacher, paying particular attention to the building structure, grounds, services, access to/egress from the school, and the main circulation areas. (These may be carried out with others such as governors, H and S Coordinator etc) 6.4 That persons they supervise only undertake work for which they are competent. 6.5 That any personal protective equipment issued to staff is suitable for the task and that training is provided in the correct use of the equipment. 6.6 That all staff work in accordance with safe working practices issued by the school, the County Council etc. 7. Health and Safety Co-ordinator HSCO (Michele Mortimer) The Headteacher appointed a Health & Safety Coordinator (SBM) The SBM will carry out H&S functions and maintain an overview of the H&S organisation & management of the school, and report to the Headteacher accordingly. Specific functions of the H&S Coordinator may include: 7.1 Having an overview of the school s H&S Policy and Arrangements, bringing amendments to the attention of the Headteacher where necessary. 7.2 Overseeing & supporting the school s Risk Assessment/Risk Management process and advising the Headteacher of any deficiencies. 7.3 Carrying out, with the Headteacher and others as appropriate, the school s accident/incident recording, reporting, and investigation arrangements. 7.4 Arrange for termly evacuation drills and weekly fire alarm tests etc. 7.5 Advising the Headteacher and/or County Council of any defect in the state of repair of the building or its surrounds which is identified as being unsafe, and take whatever local action is necessary to minimise the risk until repairs can be arranged. 7.6 Arranging for the repair, replacement or removal of any item of furniture or equipment which has been identified as unsafe. 7.7 Co-ordinating regular health and safety inspections, ensuring all areas of the establishment and all activities are covered. 9 7.8 Reporting to the Headteacher any situation which is unsafe or hazardous to health and which cannot be remedied from readily available resources. 7.9 Liaising with and monitoring, as far as is reasonably practicable, the activities of contractors (including catering, cleaning and grounds staff) visitors and others on the site to ensure that any risks to the health and safety of staff and others are kept to a minimum Ensuring that all Senior Managers (including Heads of Departments) are kept informed of the names and details of those persons appointed to provide competent health and safety assistance. 8. All Employees [including temporary & volunteers] All employees are required to take care of their own safety and health whilst at work and that of others who may be affected by their actions. Employees must also co-operate with the management of the school to ensure that all parties comply with their H&S responsibilites. In particular all employees must: 8.1 Participate in the school s risk assessment process and comply with findings. 8.2 Report any defects in the condition of the premises or equipment of which they become aware. 8.3 Report all accidents/incidents including near misses in accordance with the school s procedure. 8.4 Be familiar with the procedure to be followed in the event of a fire/emergency. 8.5 Make use, where relevant, of personal protective equipment provided for safety or health reasons. 8.6 To follow all relevant codes of safe working practice and local rules. 8.7 To report any unsafe working practices to their Line Manager. 9. Health and Safety Consultation The school Resources committee will be responsible for Health and Safety matters and will meet termly. The Committee will consult with staff on Health and Safety issues as necessary, and agree Health and Safety procedure. Minutes of the committee meetings are copied to Governors for termly Governing Body meetings. Page 9 of 17

10 Part 3: Arrangements and Procedures for Health, Safety and Welfare The following procedures and arrangements have been established within our school to eliminate or reduce health and safety risks to an acceptable level and to comply with minimum legal requirements: 1. Access Control/Security The site is protected via Electronic video entry gate panel, managed by the school office. All visitors to the site sign in at the main office and are given information about child protection procedures and site safety information. Expectations of staff are identified within the staff code of conduct. Emergency Procedures (Fire and Bomb) The school ensures effective arrangements are in force to facilitate the evacuation of buildings in case of fire or other emergencies and that firefighting equipment is readily available and properly maintained. All new staff are made aware of fire procedures by reading the designated Fire book and signing, overseen by the Assistant Headteacher. All staff are familiar with the emergency procedures and the evacuation drill. A continuous bell=exit premises by nearest door. A pulsing bell= all stay in rooms until senior member gives all clear. The fire alarms is tested weekly by Site Manager and recorded in the appropriate book. The fire alarm shall be tested once a week as follows:- Day: Tuesday Time: before school Duration: 1 minute The fire evacuation drill is carried out once a term as instructed by the Headteacher. Staff are required to report defects or missing fire-fighting equipment to the fire safety officer (Neil Guerney) immediately. Fire exits, routes and firefighting equipment shall not be obstructed at any time. The H&S Inspection highlights any concern. The site manager oversees a book in his office whereby staff can log any H&S concern. This is dealt with and dated when completed. Page 10 of 17

11 2. Accident Reporting, Recording & Investigation Student accident injury ensure that accidents involving students are reported using the log book. Any head injury is reported to the parents. For serious incidents, an ambulance will be called and the office will provide necessary documentation to aid treatment. There is an online monitoring mechanism linked with the local authority and this is used for more serious accidents and incidents. Accidents/Incidents are reported and reviewed via the Oshens online recording system and reported to governors through the Headteachers report. Staff injury - Staff who have been injured or involved in a near-miss liaise with the Assistant Headteacher to record the details on OSHENS, the SCC online reporting system. This records the nature of the incident/injury, any witness and any time spent absent from work. The senior management team/assistant head or head teacher undertake a review of the injury and state what action to take to prevent a recurrence. The record from OSHENS is printed by the headteacher and filed in the Staff Injury Report folder. Guidance for reporting of RIDDOR can be found in the same file as the school uses the SCC on-line reporting system this automatically raises a statutory report when required. Where a child or staff member contracts an infectious condition, we seek advice from Health Protection Agency (HPA) and seek to inform all. 3. Asbestos The Asbestos survey will be kept in the School Business Manager s Office and the Site Manager will ensure that this is read and signed by contractors prior to starting any building works on the premises. Staff must not drill into walls or ceilings without first obtaining permission from the Headteacher. In case of asbestos disturbance refer to the school s emergency plan. 4. Contractors The Site Manager/SBM shall ensure that the management guidelines regarding contractors are adhered to at all times. The Site Manager/SBM meet with and oversee induction of contractors, arrangements to exchange health and safety information and agree safe working arrangements. These include risk assessments, frequency of liaison meetings, name of person responsible for monitoring contractors working methods, how staff should report concerns and who to. 5. Curriculum Safety (including out of school learning activity/study support) Staff are required to undertake written risk assessments prior to undertaking any off site curriculum related activities, these should be signed by the Education Visits Co-ordinator and Headteacher and passed to the school office for retention. (Refer to Educational Visits Policy for full details). Teaching staff undertake suitable dynamic and written (where appropriate) risk assessments for any activity deem to be hazardous. Curriculum leaders are required to refer to and communicate advice in relation to health and Page 11 of 17

12 safety publications relating to their subject areas. Eg safe practice in physical education and school sport. Staff have necessary protective clothing when undertaking practical subjects, as do the pupils (cookery, science, DT). For DT and Science, pupils wear protective goggles and when undertaking gardening activities, they wear gloves. 6. Drugs & Medications Refer to Medication Policy and Supporting Children in School with Medical Condition Policy 7. Electrical Equipment [fixed & portable] The Headteacher, by delegating to the site supervisor, ensures that testing, inspection and maintenance of equipment as outlined in the property log book and the management guidelines within the Health and Safety Manual are undertaken as required. Day-to-day inspection of all equipment to detect visible signs of damage, obvious faults or deterioration rests with the user, or in the case of equipment used by pupils, with the teacher. Equipment found to be unserviceable, or of doubtful serviceability is taken out of service, adequately labelled, locked away and the defect reported to the HSLO who will arrange for repair or replacement. Records of any testing kept in SCC Site Log Book in main office 8. First Aid All Teaching Assistants are trained in first aid and there is a dedicated first aid room. The staff member responsible for first aid ensures that the contents of the first aid boxes are replenished as necessary and comply with the contents laid down with the Regulations. We have a defibrillator in school. This is to be checked twice yearly. 9. Glass & Glazing All glass in doors, side panels are safety glass, all replacement glass to be of safety standard. 10. Hazardous Substances The Site Manager will confirm with cleaning contractors that cleaners are given necessary health and safety information on safe working procedures; that the safety checking of their equipment is carried out; and that cleaning materials are assessed in accordance with the Control of Substances Hazardous To Health Regulations (COSHH) 1999 and the management guidelines Chemicals in Fume Cabinet in Science room is locked. 13 Asbestos Book kept in site manager s office labelled Asbestos Register (on top of filing cabinet). Site manager secures cleaning materials in locked room (no 1). Paint is stored safely in garages. Hazardous and clinical waste, whether bio-hazardous or chemical, are disposed of in appropriate hazardous waste bins. 11. Health and Safety Advice The school has access to competent health and safety advice through the Health & Safety Adviser at Babcock 4S under the service level agreement. 12. Infectious Disease The health authority is informed if any person is deemed to be suffering from serious infectious diseases and Surrey County Council procedures are followed. All staff are required to wear gloves when dealing with blood spillage or bodily fluids. Clinical waste must be placed in yellow bags provided. Staff are advised to be immunised against tetanus and hepatitis B during their employment at the school. 13. Housekeeping, cleaning & waste disposal We employ contract cleaners through Babcock 4S who undertake arrangement for cleaning, waste disposal and housekeeping this is overseen by the site manager. 14. Handling & Lifting Manual handling advisor is commissioned via SCC to undertake risk assessment and provide training for identified students who require physical support. 15. Jewellery/Clothing Staff should dress in an appropriate professional manner in accordance with the dress code. Staff are encouraged not to wear jewellery if working with students who pose a high risk and do so at their own risk. 16. Legionella An effective water hygiene management plan is in place to control the risks of legionella to staff and members of the public. The Legionella survey is carried out by Surrey County Council contractors under the building maintenance buyback programme (every 3 years). Weekly flushdowns (only out of term when water is not being used) monthly temperature checks for Legionella are carried out and documented (Book kept on Site Managers Desk), or under the supervision of, the Site Manager in accordance with the Legionella Survey. The Site Manager has a clear understanding of their duty, has undertaken training in water system management and has the competence and knowledge to ensure that all operational procedures are carried out in a timely and effective manner. Shower head needs regular cleaning. Site Manager needs to follow up on refresher course. Page 13 of 17

14 17. Lone Working Staff should avoid working alone if possible. Staff should work near a telephone or keep a mobile with them. They should notify the Site Manager if they are working outside of school hours and make sure that someone knows where they are and what time they are expected home. A torch should be kept in case of power failure. The Site Manager will be required to work for periods of time when there is no-one else on site; high risk activities should only be carried out when other persons are present. The Site Manager should carry a mobile phone at all times. 18. Long Term Evacuation Plan Chartwood School is our buddy school where staff and pupils would relocate in the event of not being able to return to the school after an evacuation. Emergency Plan to be activated and Grab bag to be taken to evacuation point. The fire evacuation procedure is detailed as above. 19. Maintenance / Inspection of Equipment PAT testing is carried out annually, fixed wiring testing is carried out five yearly. Inspections of boilers, heating systems, air conditioning, lifts, sewage pumps, legionella, trees and asbestos are carried out by Surrey County Council contractors under the building maintenance buyback programme. Fire alarm system, emergency lighting, security alarm and DT equipment are serviced and maintained under service contracts arranged by the school. PE equipment is serviced annually by Surrey County Council. Records of all checks are kept by the School Business Manager/Site Managers Office. 20. Playground Safety Refer to playground risk assessment 21. Reporting Defects Termly Health and Safety walks are carried out by the Site Manager, Health & Safety Co- ordinator and appointed governor, and a written record of defects are noted and acted on by the Site Manager if appropriate and reported to the relevant governor committee. All staff are aware of Health and Safety policy and should report any defects to the Site Manager in the first instance or the School Business Manager in his absence. Defects that cannot be rectified by the Site Manager are reported to Surrey County Council to arrange for remedial works to be carried out. 22. Risk Assessments It is the responsibility of the Headteacher and Health and Safety Coordinator to ensure risk assessments are carried out. Teaching staff are Page 14 of 17

15 responsible for preparing risk assessments for all off-site activities. Fire risk assessments are prepared by the Site Manager and reviewed annually. Risk assessments for pregnant staff or staff returning to work after medical procedures will be carried out and reviewed by the Headteacher. Manual handling risk assessments for individual students are carried out by the manual handling advisor. Behaviour Risk assessments and management plans are written by the class teacher in liaison with the assistant headteachers with responsibility with the key stage and shared with all staff supporting that child. Classroom Risk Assessments refer to any individual student who requires an individual RA or care plan. The Assistant Headteacher is the Educational Visits Co-ordinator. She oversees the quality of risk assessments. A Risk Assessment is undertaken on all visits two weeks prior to it taking place. Parents sign at beginning of school career year agreeing to local visits. Parents are still notified when visit is taking place. The school has two mobile phones for staff use. The bursar keep Next of Kin (ICE) information for all staff and this is updated as staff join the school. Residential school journey risk assessments are supported by the local authority s online school visits and risk assessment site. Staff undertake pre inspection visits where required and they undertake ongoing training annually with regard to the Surrey Ski Residential. One member of staff, responsible for coordinating work experience, has attended training that enables her to assess risk in the workplace. The school ensures that the three minibuses are maintained regularly, in accordance with safety regulations. The LA oversees home to school transport and all its requirements. The school liaises closely with transport drivers and escorts in efforts to deal with issues of pupil behaviour. A member of staff is responsible for a coach and meets the drivers each evening. Ongoing issues are fed back to SEN Transport for action as required. The minibuses are brought out from the garage early morning and returned when pupils have left the premises. Pupils are escorted to the vehicles at all times and are not left unattended. Staff undertake a minibus test every five years. Any issues with our buses are reported in the Minibus Faults/Problems Book for the site manager for action. 23. Smoking Woodfield school is a no smoking site. 24. Staff Health & Safety Training and Development Page 15 of 17

16 All new employees, teaching and non-teaching, are provided with induction training. In the case of volunteer helpers it is the responsibility of the relevant teacher or supervisor to ensure that appropriate information is passed on to them. All employees and volunteers are informed on their first day of employment what to do in the event of a fire and what first aid arrangements are in place. Refresher training and training in new areas of responsibility is arranged for members of staff, either at their own request or at the direction of the Head Teacher. Time off for training of safety representatives is provided in accordance with negotiated agreements. Representatives are given full access to the information on health and safety, which they have a right to have under the Health and Safety at Work Act Staff Well-being / Stress Any staff identifying issues in relation to wellbeing or stress are referred for support to Occupational Health and Employee Assist Programme bought into by the school. 26. Use of VDU s / Display Screens Users of display screen equipment should avoid intensive screen work by varying their work routine. Users are entitled to an appropriate eye test at the commencement of their employment and at appropriate times thereafter. Violence to Staff / School Security All staff must report all incidents of verbal & physical violence. All visitors are required to show a visitor badge and staff are to challenge unknown personnel in and around the building. All staff undergo training on Safer Working Practice (see child protection policy). Pupils are aware of the school s boundaries and any incidents of pupils leaving the premises unattended are reported and dealt with immediately. Use of CCTV ensures oversight of the premises 24 hours. Violence to staff is reported by the Headteacher who then logs the incident using COSHH. Staff report any incident using current systems of referral. The school security alarm is tested by Admiral twice a year. 28.
