3 Referral Special Education Process Response to Intervention (RTI) RTI helps: no FIE RTI doesn t help: Full Individual Evaluation (FIE) Referral by parent or physician FIE Comprehensive all indicated domains No eligibility do not proceed and alternate plan Eligibility: proceed with IEP IEP Present Levels of Academic and Functional Performance (PLAAFP) Goals and Objectives Nursing/health services

4 FIE: Summary (Impact) Statement EXAMPLE: Janie is a 6 year 5 month old first grade student with diagnoses of spina bifida with stiffness in her arms and legs (spastic diplegia) as well as inability to voluntarily empty her bladder or bowels (neurogenic bladder and bowel).she requires nursing services for clean intermittent urinary catheterization at school. She wears diapers. Janie uses a walker in the classroom and wheel chair for longer distances. Janie has frequent absences from school due to fatigue and urinary tract infections.

5 IEP Goals & Objectives Considerations The unique needs of the student What evidence-based interventions are needed? Student s medication, treatment, & supplies at school/home, diet concerns Does the student need to see the nurse daily, monthly, quarterly? Have an nurse on 1-1 basis? Need for Individual Health Plan and/or Emergency Care plan

8 PLAAFP Example Health: Janie has diagnoses of spina bifida with spastic diplegia and neurogenic bladder/bowel. She requires nursing services for clean intermittent urinary catheterization at school. Janie has frequent absences from school due to fatigue and urinary tract infections.

10 Annual Goal Statement Examples Janie will experience minimal loss of instructional time due to complications of neurogenic bladder and catheterization procedure required for participation in her educational program. OR Janie will learn the process of catheterization required for participation in her educational program as a beginning step to self-care of neurogenic bladder.

11 Short-Term Objective(s) HOW the student will meet the Annual Goal Steps towards achieving the goal Student-first language Always educationally relevant SMART- Specific, Measurable, Attainable, Realistic, Time-based (CDC, 2015)

12 Examples of Objectives Goal: Janie will experience minimal loss of instructional time due to complications of neurogenic bladder and catheterization procedure required for participation in her educational program. Objective: Janie will be catheterized by nursing services daily according to current medical orders on file. SMART?

13 Examples of Objectives Goal: Janie will learn the process of catheterization required for participation in her educational program as a beginning step to self-care of neurogenic bladder. Objective: Janie will place picture cards of the steps of catheterization in correct order 2/5 attempts by the end of the 1st quarter, 3/5 attempts by the end of the 2 nd quarter, 4/4 attempts by the end of the 3 rd quarter, and 5/5 attempts by the end of the 4 th quarter. SMART?

17 School Nursing/Health Services Description EXAMPLE: The school nurse* will provide intermittent urinary catheterization for the student in the health office for 20 minutes twice daily. *only place where the school nurse is the focus of the statement Calculate Nursing Minutes EXAMPLE: =200 minutes/week (40 mins/day x 5 days/week)
