School RN Role Medical Intelligence and overall Medical Consultant for all conditions. Wear double hats as Social Worker and Psychologist. School RN / EM Role Assist in site selection for reunification site. Select Alternative Care Facility within the reunification center. Establish plan for recall of other nurses during a disaster within the district. 1

2 School RN / FD Interface Could act in any of the following roles in a school based disaster. Reunification Manager Medical Branch Dir. Liaison Officer Triage, Treatment of Transport Officer. School RN/EM Crosswalk Need to have knowledge of Incident Command System. Need to have mental health triage training (PSYSTART). Need to have input in all (4) phases of Emergency Management plans. Mitigation Prevention Response Recovery School RN / EM Interface Work as part of Medical Reserve Corps (MRC) for Emergency Management. Become member of Community Emergency Response Team (CERT) Where are all shelters located in the community and who fills them up. Whose office for medical emergencies do they use? 2

3 Good Practices Former School District Nurse Manager Carilyn Rains coordinated (3) meetings a year with all School Nurses and Fire Department personnel. Discussion about emergency procedures, student illness trends and evacuations are discussed. Constant updates on issues and site visits and check ins done at least twice a month. Emergency Procedures Individualized emergency plans for those students or staff in wheelchairs or unable to ambulate. Plans put together with affected member, school RN and Administration with FD and PD input. Currently there are a handful of students in the district that fall under this criteria. Numbers change in part to athletic seasons (football etc..) School District BERT members and Public Safety partners work together during drills to tighten up these assistance procedures. Fire Department and Police Department provides in-service training to teaching staff on how to evacuate students or staff with functional needs. School Evacuation Plan calls for relocation to Corpus Christi Parish Center. Police and Transportation play a critical role. Agreement made with Sandwich Council on Aging to use Human Services Building as Special Population evacuation site. 3

4 Cape Cod Collaborative Exercise CCC exercise has been yearly event every June since Fire Department practices response to functional needs populations and is used as a teachable moment for emergency response. Students are medically compromised and also have autistic students on all spectrums. School Nursing Considerations Areas of Concern for Nurses 2017 Medical Issues for Children with Autism Room set up for housing evacuated special population students. Transportation of special populations HIPAA issues as it pertains to special populations. Emergency responder interaction with special populations. Communication issues with special populations. 5 Medical Emergency Response Plans otherwise known as the MERP As a result of a Medical Emergency Law An Act Relative to Medical Emergency Response Plans for Schools, Chapter 77 of the Acts of 2012 (Spring, 2012) The Department of Elementary and Secondary Education (DESE) set to the task of requiring school districts across the state to submit MERP s as of the School Year/by September 4, 2012 Required a multi-disciplinary team approach in schools These plans need to be reviewed/updated/resubmitted to DESE every 3 years The Interdisciplinary Team Approach School Nurses at the helm! District and Building Administration Building Crisis Teams School Staff Local Fire/EMS and Police School Physician Consultant District Safety Team Athletic Department should include students and families School Nurses Educating Heartsaver AED Trainings EpiPen Trainings Educating staff re students with special medical/behavioral health concerns a need to know under FERPA (including any re equipment) Basic safety-related education topics for students Professional development opportunities for school staff Coordination of mock codes with local Fire/EMS/Police involvement 5

6 School Nurses Collaborating Many opportunities for collaboration with local Fire/EMS: Sharing special medical/injury concerns impacting safety and/or mobility Tourniquet Trainings for nurses SHARPS containers/disposal Heartsaver AED Trainings for staff AED and other equipment purchasing (stair/evacuation chairs) Narcan in Schools Program planning Student/district and transportation staff education and of course yearly MERP planning updates and drills!
