Call to Order / Introductions Chair Solomon called the meeting to order at 3:01 p.m. Chair Solomon asked those present to introduce themselves which they then did. II. Public Comment There was no public comment. III. March 15, 2018 Minutes Mr. Solomon asked for any additions, corrections, or deletions to the March 15, 2018 minutes. ACTION: Ms. Perlow moved, seconded by Mr. English, to approve the March 15, 2018 minutes. The motion passed unanimously. IV. Intra-System Communication Health & Human Services - Mental Health Ms. Nichols thanked Lane County Sheriff (LCSO) and Lane County Jail for their collaboration with her office. She also announced the launch of Lane County Mental Health and Alcohol & Drug planning process. Lane County Public Defender Mr. Homan announced that his office was fully staffed, and they were thinking of either expanding their current space, or moving into a larger space. Youth Services Division Ms. Jackson announced that Youth Services Division (YSD) was currently working on several new projects, including expanding phone services for YSD detainees, and increasing security at the courthouse. Reentry Services Chair Chair Solomon announced that Sponsor's recent biannual benefit raised over $150,000, most of which will go to the building of tiny homes permanent housing project in order to fill local housing voids. 1

4 Lane County Sheriff Vice Chair Vice Chair Trapp thanked Lt. Dan Buckwald for his service and dedication. He said that in the past, Lane County, Eugene, and Springfield, have donated roughly $18,000/year each for staffing, etc. of the PSCC. Vice Chair Trapp reported that the City of Springfield had ceased their PSCC donation a few years ago; he also said that the JAG grant that the County uses to pay their share into the PSCC on hold this year, and he was wondering if the PSCC itself had any ideas as per future funding. Mr. Dumire asked if Lane County needed to find $18,000 or $36,000. Vice Chair Trapp said it would be $18,000 the County would need to come up with since the JAG grant was not awarded. He said possibilities were considering an additional allocation of Grant-in-Aid or Justice Reinvestment Grant Program funds or all departments represented on the PSCC sharing funding of PSCC. Lane County Board of Commissioners Mr. Bozievich announced the CJC Justice Reinvestment Grant Review Committee met recently; he wanted those present to know that the implementation of the JRGP funds were under very close scrutiny from the Legislators on that Committee. He also reported the County Budget Committee was recommending use of $4.4 million of Road Funds to fund 6.0 FTE Sheriff s Deputies (1 officer 24/7). Mayor Vinis entered the meeting at 3:16 p.m. City of Eugene Mayor Vinis announced the City of Eugene was excited to welcome new Eugene Police Department (EPD) Chief Chris Skinner on board. She said it was clear from Eugene Budget Committee meetings that public safety is a high priority, but there seemed to be budgetary shortfalls. Mayor Vinis said Eugene was rolling out a Community Justice Plan to bolster local public safety. Lane County Administration Mr. Rikhoff relayed that Mr. Mokrohisky offered his apologies for his absence. He said the funding order for local courthouses was: Lane, Clackamas, Benton, and Linn. He reported the FUSE Program presentation at the last PSCC meeting was so salient and informative that the County had been asked to give that presentation before State Legislators in Salem in September. Judge Vogt entered the meeting at 3:23 p.m. Eugene Police Department Chief Skinner offered his appreciation at being invited to the PSCC table. He said he was very excited about Eugene's current direction as per Community Justice. Lane County District Attorney Ms. Perlow reported that her office hoped to have an active DUI Investigator by the end of June. She also announced that her office was currently fully staffed. Lane County Victim Services Ms. Stewart said Kids' FIRST was still seeking an Executive Director and a Victim Advocate specifically for the Domestic Violence/Child Witness project. She reported that Womenspace was able to secure funding for on-site counseling and to pay for legal expenses outside of that organization's normal channels. Siuslaw Outreach Services has a new program for teens a Siuslaw High School who are victims. MINUTES Public Safety Coordinating Council May 17, 2018 Page 2

5 Lane County Parole & Probation Mr. Dumire offered that his office had just successfully completed its Interrater Reliability exercise, and that Sponsors had joined in on the exercise. He also said his office recently received results from the 2017 Statewide Time Study. Finally, Mr. Dumire announced that May was National Drug Court Month. Lane County Circuit Court Judge Vogt announced that recently the Adult Treatment Court had graduated 9 program participants. She stressed the need for a new Lane County courthouse in Eugene. The prisoner transport elevator is about to fail and will be shut down for two weeks for repairs. Judge Vogt said that Judge Rasmussen had announced his retirement, and he would be retiring as of June 30, V. Committee Reports A. Budget Committee There was no report from the Budget Committee. B. Behavioral Health & Criminal Justice Workgroup Ms. Nichols offered the PSCC an update on the Behavioral Health & Criminal Justice Workgroup. She said Lane County sends a large group of Aid and Assist clients to the State Hospital exceeding the County s bed allocation with 25 sent the week prior to the PSCC meeting and 22 the week of. Carla Ayres, Manager, Lane County Behavioral Health led a discussion at the Mental Health Summit about this problem and a list of possible solutions was generated. The group also discussed the lack of housing options for this population. Mr. Homan commended Ms. Nichols for her work. He expressed frustration at the State Hospital for pushing back on counties. Ms. Perlow clarified that the 19 beds were allocated based on the population of Lane County, and not the population affected by severe and persistent mental illness; she said she did not agree with the way the State made that determination. Mayor Vinis announced it was a goal of hers was to create a new Shelter Care Shangri-La program in the Shankle facility to serve this population like the Royal Ave. facility. Chair Solomon said this would be a perfect opportunity to employ a Justice Reinvestment model to provide funding to counties to incentivize them to send fewer people to State facilities. C. Executive Team Report: PSCC Citizen Members Chair Solomon offered the PSCC a report on PSCC lay membership and related changes to the PSCC Bylaws. ACTION: Mr. English moved, seconded by Judge Vogy, to support the changes to PSCC lay membership as presented by Chair Solomon. The motion passed unanimously. ACTION: Mr. English moved, seconded by Mr. Homan, to support amendments to the PSCC Bylaws as presented by Ms. Sowards. The motion passed unanimously. D. 6 E. Reentry Task Force Report Chair Solomon updated the PSCC on the Pay-for-Success program. He said they were going to try and launch the program in September of this year. F. Workplan Workgroup There was no report from the Workplan Workgroup. VI. Public Safety Program Highlight: RLAN (Release Lane) Vice-Chair Trapp introduced the Public Safety Program Highlight on the RLAN program saying this will be a regular agenda item highlighting different programs and members can suggest programs to be highlighted. He stated the intent is to provide information on what is happening and how parts of the system are interrelated. Mr. Buckwald, Mr. Crapser, and Mr. Hardy offered the PSCC a report and PowerPoint presentation on RLAN. Chair Solomon asked if the beds in question had been used for Federal offenders, and if RLAN was a way to get more local offenders in those beds. Mr. Hardy said that was correct. Mr. Rikhoff wondered how a Parole Officer would be assigned with RLAN. Mr. Dumire replied that the assignments would be distributed across available Parole Officers. Judge Vogt asked if an offender would have to have a post-prison supervision term to take advantage of this program. Mr. Solomon said that was correct. He said that this program is saving funding for the State Department of Corrections. VII. Grant Update Ms. Sowards offered the PSCC a grant application status update. Mayor Vinis asked which agency would be using the funds generated by the HUD Youth Homelessness Demonstration Project. Ms. Sowards said that the applicant would technically be Lane County, and the funds were for urban use, with the hope that he model would be replicated in rural communities. The Project includes a community planning process to determine which strategies and agencies will be funded through the effort. VIII.
