2 IBLCE International Board of Lactation Consultant Examiners (IBLCE) International Board Certified Lactation Consultant (IBCLC) Worldwide, with over 28,000 certificants in 107 countries 8 countries represented on board Credentialing Perspective The IBCLC certification program is accredited by NCCA. IBCLC certification is a voluntary certification. Characteristics of Certifications Eligibility Criteria Exam Ethics Certifications may or may not be recognised for employment. Certification programs serve the public. Background of IBCLCs Certificant Spotlight Demonstrated the following: 1. Lactation and breastfeeding care clinical hours 2. Education in primary health science subjects 3. Education in lactation specific subjects 4. Competence in areas presented on the IBCLC exam 5. Continued competence through continuing education and reexamination 6. Agreement to abide by the Code of Professional Conduct for IBCLCs and the IBLCE Disciplinary Procedures Carmela Kika Baeza, MD, IBCLC Medical doctor from Madrid, Spain, specialising in family medicine and sexual therapy. Supporting breastfeeding dyads in a clinical setting since 2004, and became an IBCLC in Private Family Wellness Clinic, Raices, where she is in charge of the lactation programme. President of the Spanish Lactation Consultant Association (Asociación Española de Consultoras Certificadas en Lactancia Materna AECCLM). She and her husband Carlos have four children. IBCLC Scope of Practice Activities IBCLCs are educated in and authorised to engage Protect the public by promoting that IBCLCs provide the following care Safe Competent Evidence based International in scope Key Areas of Scope of Practice Duty to uphold the standards of the IBCLC profession Duty to protect, promote, and support breastfeeding Duty to provide competent services for dyads and families Duty to report truthfully and fully to the dyad s primary health care provider and to the health care system Duty to preserve client confidence Duty to act with reasonable diligence 2
3 Who Should Become an IBCLC Health care professionals and non health care professionals. Anyone with a passion for helping families meet their breastfeeding goals and is pursuing a professional role. Where Do IBCLCs Work? Eligibility Requirements Health Science Education Myth Buster 1. Education in specified health science subjects via health profession or 14 course subjects 2. Education in human lactation and breastfeeding 90 hours 3. Clinical practice in providing care that supports breastfeeding families, including lactation assistance to pregnant and breastfeeding clients and lactation education to families and/or professionals through Pathway options Non health care professionals cannot earn the IBCLC. Candidates not in an IBLCE recognised health profession should review any past education that may meet the requirements and then seek out ways to take the other courses. Health Science Education Myth Buster My heath science education is from more than five years ago, so do I need to repeat the courses? The Health Science Education can be taken at any point in time before you apply for the exam. The courses don t need to be within the five years before applying for the exam. Health Science Education Requirements If educated in one of the following health professions or can provide evidence that profession is recognized by a governmental entity as a clinical health profession, then meet this requirement: Dentist Dietician Midwife Nurse Occupational Therapist Pharmacist Physical Therapist or Physiotherapist Physician or Medical Doctor Speech Pathologist or Therapist 3
4 Health Science Education Requirements Health Science Education Requirements If not educated in one of the areas on the Recognised Health Professions List, then must meet the 14 health science subject requirements. The following 8 subjects must be taken from an accredited institution of higher learning: Biology Human Anatomy Human Physiology Infant Child Growth and Development Introduction to Clinical Research Nutrition Psychology or Counselling Skills or Communication Skills Sociology or Cultural Sensitivity or Cultural Anthropology What to look for in these 8 subjects: 1. Completed from an accredited institution ACE Credit will also meet this requirement 2. Obtained a passing grade Passing letter grade or Pass 3. Minimum of one academic credit session in length minimum of 25 hours in length 4. Content must be on the subjects listed in the Health Sciences Education Guide Health Science Education Requirements For remaining 6 subjects, courses may be offered by an institution of higher learning or continuing education courses: Basic Life Support Medical Documentation Medical Terminology Occupational Safety and Security for Health Professionals Professional Ethics for Health Professionals Universal Safety Precautions and Infection Control Lactation Specific Education Myth Buster Lactation specific education can be taken anytime before I sit the exam. Candidates are to have completed the 90 hours of lactation specific education at the time of submitting the application to IBLCE typically 4.5 months before the exam. Lactation Specific Education Myth Buster I must take one 90 hour course to meet this requirement. IBLCE doesn t require that the course be 90 hours in length, as long as the total number of hours taken is 90. IBLCE encourages candidates to take education specific to lactation that is on the Detailed Content Outline. Lactation Specific Education Complete at least 90 hours of education in human lactation and breastfeeding. Completed within the 5 years immediately prior to applying. Obtained through conferences, classroom, distance learning, and/or online education. One hour = 60 minutes May be a part of a Pathway 2 Academic Program verified by IBLCE. 4
5 Clinical Practice Myth Buster Clinical Practice Myth Buster I can count my time providing lactation care and/or support online, right? IT DEPENDS Clinical hours are to be earned in an appropriate supervised setting. The following scenarios are ways in which time providing care and/or support via online can count via Pathway 1: Through a health professional role in which you are able to provide this type of care independently within your scope of practice. Through an appropriate supervised setting in which it is part of your scope of work. Through work (paid or volunteer) with a specific breastfeeding support counsellor organisation that is recognised by IBLCE. I can count my time observing IBCLCs as part of the clinical hours. Any time observing others and/or IBCLCs does not count toward the clinical hours. Clinical Practice Requirements Lactation specific clinical practice hours must be obtained within 5 years immediately prior to exam application. The number of hours required depends upon the pathway being followed. Pathway 1: 1,000 hours obtained in an appropriate supervised setting. Pathway 2: Graduate from an IBLCE verified academic program that includes at least 300 hours of directly supervised lactation specific clinical experience. Pathway 3: 500 hours obtained under the direct supervision of an IBCLC(s); candidates MUST have these plans verified (includes an application fee) by IBLCE prior to earning the clinical hours. Clinical Practice Hours Appropriate Supervised Settings: Birth Centre Community Clinic Hospital Lactation Care Clinic/Practice Primary Care Practitioner s Practice/Office Midwifery Practices Clinical Practice Hours Clinical hours count hour for hour. Flat rate hours for Recognised Breastfeeding Support Counsellor Organisations. Organisations recognised by IBLCE. Primarily provide in person group or individual breastfeeding support receive 500 hours for each full year of volunteer service. Primarily provide telephone, or web based breastfeeding support receive 250 hours for each full year of volunteer service. Hours less than or above these hours can be counted on an hour for hour basis. Examination 4 hour exam 175 questions separated into 2 parts; images included Offered in April and October in 2018 Delivered in 17 languages for the October exam and ONLY in English for the April exam Offered at Pearson VUE testing centres world wide Exam scheduling 4 months in advance British (UK) English Exam results available within 2 3 months of exam 5
6 Recertification Recertification Certified for 5 years. At the five year mark, an IBCLC can recertify by re examination or by CERPs. Must recertify by examination every 10 years. Recertification by CERPs Recertifying by CERPs requires 75 CERPs within 5 years of the certification period and before you apply for recertification. Earning the 75 CERPs includes: Minimum of 50 L CERPs on lactation specific topics. Minimum 5 E CERPs on professional ethics. Remaining CERPs may be L, E, or R CERPs (R CERPs are on any topic related to the lactation consultant profession that is listed on the Detailed Content Outline).
