4 William Osler Health System Tackling Industry Challenges with a Managed Equipment Services Partnership The healthcare sector has and continues to go through a period of rapid change. Several trends are driving these changes, all of which are demanding a new type of thinking from healthcare institutions. Demographic shifts and population growth are creating challenges in terms of patient care provision, not to mention financial challenges in terms of ensuring access to services. The growing chronic disease burden is placing additional strain on an already over stretched sector. The growth of consumerism is placing higher expectations on healthcare institutions, and the pace of scientific developments and a shift to value-based reimbursement add to the list of challenges. Today s healthcare institutions have never faced such high expectations and demand, while under such intense pressure to manage costs. These challenges can be categorized into three areas: clinical, operational, and financial. Clinical challenges and expectations demand the extension of clinical capabilities, improvements in quality of care, and standardization. Operational challenges include the need to increase efficiency, and attract, retain and develop a skilled workforce. On the finance side, there is an expectation that healthcare institutions constantly increase efficiency with lower costs while at the same time improving quality of care. This environment and the myriad of challenges that face the sector have been on the radar of William Osler Health System (Osler) for some time. 4

5 Keeping pace with change in the healthcare system Osler, located in Ontario, is one of Canada s largest community hospitals, serving a population of 1.3 million people. Osler runs three sites Etobicoke General Hospital, Brampton Civic Hospital, and Peel Memorial Centre. Undertaking over 500,000 imaging examinations every year, Osler s goal from an imaging perspective was clear: We want to provide our communities with excellence in diagnostic care. This means providing the most appropriate imaging services that are reliable and accurate, commented Dr. Joseph Fairbrother, Medical Director of Diagnostic Imaging at Osler. A central question for the Osler leadership team was: how do we continue to deliver the highest standard of care and better treatment results in the face of the need to manage costs? In addition, with the Peel Memorial Centre opening in 2017 adding significant volume for the clinical services and diagnostic imaging teams, plus the financial and human resources strain, Osler needed a different approach: a tailored solution that would ensure availability of quality diagnostic imaging equipment, plus advice and guidance driven by experience to help optimize current capabilities. Our main concerns at this time were how we could replace our aging and obsolete systems when our annual budget is not large enough to accommodate the scheduled replacement cycle, said Joe-Anne McCue, Director of Diagnostic Imaging and Laboratories. We needed to ensure our equipment consistently meets the requirements of diagnosing more complex diseases, and maintain our stellar reputation and levels of service for patients. The solution came to us in the form of a Siemens Healthineers Managed Equipment Services partnership. 5

6 William Osler Health System What is Managed Equipment Services? Managed Equipment Services (MES) is a partnership with a private sector service provider to manage equipment and provide a rolling replacement plan over a fixed period of time for a fixed annual fee. MES is a cost effective and flexible way to ensure hospitals have access to the imaging and diagnostic equipment they need to serve their patients, commented Robin Santucci, who works as the Director of Strategic Accounts and Healthcare Enterprise Solutions (HES) at Siemens Healthineers. The Siemens MES with Osler will manage all its equipment concerns such as ownership, provision, purchase, installation and commissioning, user training, asset management, maintenance and ongoing replacement over the next 15 years. Moreover, we provide Osler with a multi-vendor MES. This means non-siemens products are serviced within the program. The goal of the MES partnership is to ensure Osler staff has the technology they need, which is operating as designed, to enable the team to deliver quality care. Extended Service Planning and Financing With a go live date of July 22, 2015, 190 pieces of diagnostic imaging and cardiac diagnostic equipment will be managed through the partnership for a 15 year period, with an option to extend by an additional ten years. For the next 15 years we have a sustainable solution based on a standards-based equipment replacement plan, continues Joe- Anne. MES is responsive to program requirements and replacement cycles while providing us with the structure and the flexibility we require for a sustainable diagnostic imaging equipment solution. It s very reassuring to know that we can be completely satisfied that our capital is going to be replaced at the appropriate time and replaced with the appropriate level of sophistication of equipment. Medical Technology Medical Equipment While the partnership with Osler was the first MES partnership of its kind in North America, this approach of finding a more sustainable financing method, blended with an on-site MES team providing one port-of-call, has been a popular option in Europe for a few years now. Across the pond, Siemens MES has been proven to improve lean processes, helping to enhance a hospital s reputation and success, and as a result, ensure better patient care. Siemens MES performance-based models have played a central role in transforming healthcare management by providing technological innovations and increasing the quality and value of patient care with sustainable and cost-effective outcomes. In addition, MES provides reduced risk for hospitals. Hospitals can transfer significant equipment-related management risks to Siemens, allowing them to focus on their core priority of providing the best possible health care services to patients. 6

7 More than just equipment management and replacement While there are existing solutions focused on the servicing and replacement of diagnostic equipment, MES is so much more. At Osler, the on-site MES Siemens team provides healthcare institutions with change management expertise, staff training, and advice on best practices, and also oversees all supplier and asset management. The management of these functions by the Siemens team removes the pressure and added burden from Osler staff, while providing valuable insights that ensure optimized use of equipment and on-going evaluation and improvements. Our shared passion of putting the patient first is what produces successful outcomes. One year on July 22, 2016, marked the first anniversary of the Siemens and Osler MES partnership. Feedback from the first year has been extremely positive. We are now able to replace aging equipment without relying on limited capital funds, said Robin Reid, CT Coordinator, Etobicoke General Hospital. It s great to have the MES team available to deal with all the various bumps in the road and issues that may arise with the delivery and installation of new equipment. The support they provide is top class and makes a significant difference to the operation of the imaging department in the hospital. When speaking about the partnership between Siemens and Osler, Umesh Gandhi, Nuclear Medicine Coordinator and Radiation Safety Officer, Etobicoke General Hospital, had this to say: The biggest impact of MES is one-stop-shopping for all equipment purchase, service and training needs. MES has taken the guess work out of equipment replacement, and streamlined and simplified service requests. There is more vendor accountability that has translated into faster service, resulting in reduced downtime. 7
