3 DRAFT Attachment ESIR - 1 MILWAUKEE AREA TECHNICAL COLLEGE DISTRICT BOARD EDUCATION, SERVICES, AND INSTITUTIONAL RELATIONS April 17, 2008 CALL TO ORDER The regular monthly meeting of the Education, Services, and Institutional Relations Committee of the Milwaukee Area Technical College District Board was held in open session on Wednesday, April 17, 2008, and called to order by Chairperson Baker at 5:05 p.m. in the Board Room, Room M210, at the Milwaukee Campus of Milwaukee Area Technical College. ITEM A: ROLL CALL Present: Ms. Lauren Baker, Mr. Fred Royal Absent: Dr. Victor Rossetti ITEM B: COMPLIANCE WITH THE OPEN MEETINGS LAW The Education, Services, and Institutional Relations Committee meeting was noticed in compliance with the Wisconsin Open Meetings Law. ITEM C: APPROVAL OF MINUTES March 13, 2008 Attachment 1 Motion: Action: The minutes were approved without objection. Motion approved. ITEM D: COMMENTS FROM THE PUBLIC None ITEM E: ACTION ITEMS None ITEM F: DISCUSSION ITEMS F-1 Program Quality Review CNC Machine Operator/Programmer Program Attachment 2 Discussion: Dr. Dan Burrell, associate provost, introduced Mr. David Turner, dean, Technology and Applied Sciences Division, Ms. Dorothy Walker, associate dean, and Mr. Christopher Haase and Mr. Ronald Hornik, faculty. Ms. Walker noted that this program is not for individuals coming out of high school. The students must have some previous work experience in the Machine Tool industry in order to enter into this

Most of the students come from incumbent workers in the field or graduates of the MATC Machine Tool program. This program is currently located in the ECAM facility. The action plan focuses on increasing the graduation rate, increasing recruitment with the industry and dislocated workers, and increasing recruitment of women in this field. Ms. Baker noted that the YWCA has a new Workforce Development initiative that is looking for projects such as this. In addition, Ms. Baker noted that both Bradley Tech High School and South Division High School offer machining. F-2 Quarterly Advisory Committee Report Attachment 3 Discussion: Dr. Burrell introduced Mr. Mike Jenkins, curriculum manager. Mr. Jenkins highlighted the advisory committee information. F-3 MEC Update Attachment 4 Discussion: ITEM G: Dr. Rick Kettner, retired vice president, West Allis Campus and Mr. Mike Sargent, vice president, Finance explained the information regarding potential strategies regarding the MEC buildings and operations. Due to the need to invest funds in the facilities, continued ownership of the buildings will be difficult. The Board will continue these discussions at future Committee the Board meetings. INFORMATION ITEMS G-1 Enrollment Update Discussion: ITEM H: Mr. Al Pinckney, associate vice president, Student Service reported that the overall FTEs are up for the fiscal year. 5 Attachment ESIR -2 Resolution to Suspend Printing Technical Diploma ( ) Program Background: Program suspension determinations begin with an annual review of program viability conducted by the Office of Strategic Planning and Research. This office reviews all programs for low headcount, low FTE, graduation, job placement and other factors. After the divisional review of this data, and following discussion at ESIR as part of the program s QRP process, it was determined that a survey of employers should be done to confirm the lack of market need for this program. Previously, the Advisory Committee had recommended and a modification was implemented to change the program from associate degree to diploma. This modification was an attempt to address the severe declining enrollment and the changing printing industry climate within Milwaukee and Waukesha counties resulting in industry relocation. The survey was conducted in Fall 2007 and based on the results as well as additional divisional discussion of diploma program outcomes it was determined that the Printing Technical Diploma should be suspended. Over the past few years, the faculty have been aware of the program decline and the potential for suspension and have pursued alternative certifications. Students have been advised of the recommended suspension. Accommodations and other program options have been made for students continuing in the program. Resolution: THEREFORE, BE IT RESOLVED, that the MATC District Board approves that the Wisconsin Technical College System Board be informed that the following program is being placed on suspended status: Printing Technical Diploma ( )

12 General recommendations Set quantifiable recruitment and retention funnel goals. Form an enrollment management committee and consider appointing a Chief Enrollment Officer. Develop a strategic enrollment management plan to complement any institutional strategic plan. Make a commitment to the development and maintenance of the MATC Web site by establishing a budget beyond staffing. MATC should focus its communication plan, including the Web, on its external audience your current and prospective students and those that influence them.

Vrabec, PhD, RN Associate Dean vrabecn@matc.edu Comprehensive Plan to Address NCLEX-PN Pass Rates of PN Program Graduates Year Two Follow-up Report March 19, 2007 This report addresses the progress that graduates of the Milwaukee Area Technical College (MATC) stand-alone Practical Nursing (PN) program are making in achieving higher NCLEX-PN pass rates. Data used for this report include NCLEX-PN results for the four quarters of 2006, separated out by program type (stand alone and one-plus-one), and NCLEX-PN pass rates for students who graduated from the stand alone program in December, 2006 and have taken their exam in the first quarter of NCLEX-PN pass rates: The table below shows the NCLEX-PN pass rates for each quarter of 2006 in aggregate and separated out by program type; stand alone and one-plus-one. The remainder of

23 2 this report will focus on the stand alone PN program and address the action steps that continue to evolve since our original plan was submitted in February Outcome #1: Admit applicants who meet the basic skills prerequisites needed to achieve success in a diploma level program at Milwaukee Area Technical College. The Accuplacer cut scores have not changed since 2003, and remain at the same level for students admitted to the PN program and RN program; reading = 80, sentence skills = 90, and math = 79. The first class of students admitted with this level of preadmission scores started PN nursing classes in the fall of 2005 and would have graduated in May 2006, at the earliest. In the spring of 2007, 43 new students who were called off the waiting list for first semester courses were given a National League for Nursing PN Pre-admission exam. Of the 43 students who took the exam, 30 (70%) scored 40 or above which is considered average performance and ability to succeed in the program. The 13 (30%) students who scored below 40 will be assigned to a part-time instructor for tutoring in basic math and reading skills. The preadmission exam will be given this April to the next cohort of new students called off the waiting list before they register for fall nursing classes. Students who score below 40 will be identified as needing additional course work in basic skills before attempting nursing classes the fall of Outcome #2: Modify the Practical Nursing program curriculum so that instruction and assessment are consistent with current practice and licensure requirements. The statewide curriculum has been in place since the fall of In 2005, Par Score software was implemented by instructors to analyze the reliability and validity of their exams. In 2006, ParTest software was added. This allows instructors to create a computerized data bank of questions, and track reliability and validity of questions over time, so only the best test items used. In conjunction with the additional software, faculty teaching in semester one and semester two met to redefine their test plan grids using Bloom s taxonomy. These grids are used by instructors to guide them when constructing exams so that higher level application and analysis questions are selected. Students continue to be enrolled in a MEDS, Inc. tutorial system as a supplement to their course work. This system is available to students in campus computer labs and via the internet off campus. Outcome 3: Prepare current program students to pass NCLEX-PN exam. While the stand alone program has used some form of exit exam since our original plan was submitted in the spring of 2003, the fall of 2006 was the first time passing the exam was required, and counted for 30% of the grade in the final course, NRSPN-308 Introduction to Clinical Management. Students in the fall 2006 class were told the first day of class about this requirement and were given four (4) chances to take the exam and achieve a passing score of 850. According to the vendor, HESI, the score of 850 equates to an average chance of passing the NCLEX-PN. Students who did not pass the HESI exam after their second attempt in December 2006, were given an incomplete for the course and have been meeting with a part-time nursing instructor who is working with them one-on-one to remediate in the areas they are weakest. These students were given a third attempt to pass the HESI exam in February of After this third attempt, a total of only 20 students have been able to meet the NRSPN-308 course requirements by passing the HESI exam. The name of each of the 20 students who passed the final course was entered into the Wisconsin Department of Regulation and Licensing website to check on their licensure status. NRSPN-308 Introduction to Clinical Management fall 2006: # of students # who passed the course # who passed NCLEX-PN 01/01/07 03/19/07 # with temporary PN licenses 01/01/07 03/19/07 # with no information of 20 (65%) 4 (20%) 3 (15%) If each of the four graduates with a temporary license converts it to an active license by passing the NCLEX-PN, there will be an 85% pass rate for the December 2006 class. This may

25 4 be higher depending on the status of the three students with no information who may not have applied to take their exam as of March 19, The 38 students who remain in the program continue to meet with their instructor/tutor to study content in the areas of weakness identified by the HESI exam. They will be given their fourth and final attempt at passing the HESI exam in April Those who are not successful will be given an unsatisfactory grade for the NRSPN-308 course and be required to repeat it in the summer of The NRSPN-308 course in the summer will be six weeks long and will include an additional requirement of on-campus time with instructors to review theory and application to clinical situations. Following the on-campus theory review, students will be sent to the clinical agency with their instructors for one and one half days of patient care and continued reinforcement of theory. The HESI requirement will continue to be a passing score of 850 and 30% of the course grade (as it is with the continuing students this spring semester). Students will also be encouraged to take a NCLEX-PN review course, either offered at Milwaukee Area Technical College or given at another location by an outside vendor.

27 2 Outcome #1: Admit applicants who meet the basic skills prerequisites needed to achieve success in a diploma level program at Milwaukee Area Technical College. Beginning in January 2007, PN students on the waiting list were required to take the National League for Nursing (NLN) PN Pre-admission exam. All students called off of the wait list were enrolled in nursing courses and provided with a half time dedicated instructor to provide tutoring and supplemental instruction regardless of their NLN score. In the fall of 2007 students that were called off of the wait list were admitted full time in nursing courses if they achieved a raw composite score of 100 out of a possible 200 points. Those with scores below 100 were admitted into nursing courses part time with 6 hours a week of supplemental instruction and tutorial support. In April 2008 those who are being called off the waiting list with NLN scores below 100 will be required to take remediation courses in math, reading and/or science and pass these courses with a grade of 80%, before starting nursing classes in August of Those who score above 100 on the NLN exam will be enrolled full time in nursing classes in the fall of These gradual revisions in admission requirements were based on data related to student success in nursing courses. Students with raw composite scores under 100 on the NLN exam were not successfully completing required courses in the PN program, even with supplemental instruction and coaching. Additional Actions Step(s) The college admission exam (Accuplacer) cut scores for Practical Nursing will be raised to a level consistent with other Wisconsin Technical College Practical Nursing diploma programs beginning in the fall of The new scores will raise the reading cut score from 76 to 80, sentence skills from 75 to 90, and math from 70 to 79. The policy of the Health Occupations Division is that students who have failed the same nursing course twice or three different nursing courses are ineligible to continue in either the PN or RN programs. In the fall of 2007 additional requirements were added that students may appeal this decision one time only. If readmitted, one additional failure or withdrawal results in permanent dismissal from the program.

28 3 Outcome #2: Modify the Practical Nursing program curriculum so that instruction and assessment are consistent with current practice and licensure requirements. Instructors continue to use test grids to guide them when constructing exams so that higher level application and analysis questions are selected. They have also been meeting and discussing test question construction with their counterparts in the 1+1 PN program and strive to use the same level of measurement as instructors in the first year of the RN program. Instructors continue to use NCLEX style questions in their clinical and theory courses. Students continue to be enrolled in a MEDS, Inc. tutorial system as a supplement to their course work. This system is available to students in campus computer labs and via the internet off campus. Additional Action Step(s) Instructors have added a first semester Fundamentals standardized exam on which students must score at least 80% to earn points toward their final clinical course grade. This benchmark exam will help students and instructors evaluate learning at the midpoint of the program and provide feedback in terms of content areas of strength and weaknesses. The instructors have integrated an online learning system called MYNURSING LAB that corresponds with the Fundamental text book. This system provides individualized study plans and quizzes related to their reading assignments. Case management, tutorial support and mentoring are provided for all students in the PN program. Learning is further enhanced by networking opportunities and exposure to professional nursing and student nursing organizations. Outcome 3: Prepare current program students to pass NCLEX-PN exam. Students in the final PN course must pass the Health Education Systems, Inc. (HESI) exam with a score of 850 or higher in order to earn 15 points toward their final course grade. Students who do not earn these points may still pass the course, but they must achieve a nearly perfect score on all other course assignments. Instructors have found a close correlation between students who pass the HESI exam then go on to pass the NCLEX-PN exam.

29 4 A summer boot camp was taught as an elective in the summer of In the summer of 2008 a NCLEX-PN review course will be offered for students who choose to take the one-credit intensive review prior to taking the NCLEX-PN exam. Instructors continue to encourage students to take their licensure exam as soon as possible following graduation as they are more likely to retain the information taught throughout the program. Additional Action Steps(s) In the fall of 2008 graduates of the stand-alone PN program will be required to pass their NCLEX-PN licensure exam before going on to the second year of the RN program. In the past, this was not required at MATC-Milwaukee. It was discovered that the better prepared PN graduates were not taking the PN licensure exam at all, just moving into the RN program. This may have skewed the NCLEX-PN results toward the weaker students. The requirement that all stand-alone PN graduates pass their PN licensure exam prior to moving into the RN program will help give the stand-alone program a more accurate outcome measure than in past semesters. Outcome #4: Implement Effective Classroom Teaching Strategies In addition to the above changes in the stand-alone PN program, all PN instructors were required to attend a two-part Educator Workshop held at MATC-Milwaukee in August and December of The workshop on Effective Classroom Teaching Strategies was facilitated by a nursing instructor from Alverno College and offered multiple strategies for teachers to use in the classroom to promote learning. In addition, at the January 2008 faculty coordination day, elements of an On-Course teaching effectiveness workshop were demonstrated for all instructors in the Health Occupations Division so that effective teaching methods could be shared among instructors in all programs and at all levels. Additional Action Step(s) The Health Occupations Division is sponsoring a nationally recognized speaker on Brain Based Learning for a two day workshop May 22 23, All PN instructors will be attending to acquire additional skills in effective classroom teaching.
