1 20.0 PREHOSPITAL CARE Effective: 7/ Reddinet System Who May Perform: Purpose: Department of Emergency Medicine (DEM) attending physicians, Shift Overall Charge Nurses (OCN) or other designated nursing personnel. To provide procedural guidelines to personnel responsible for operating the Reddinet system. Policy: The Reddinet system is a revision of the HEAR radio network which provides two way communication between most of the major hospitals in Southern California and a single control point. In Los Angeles County this control point is the Medical Alert Center (MAC); in a declared or simulated disaster this control point is the Emergency Operation Center (EOC). The Reddinet System: 1. Provides communication between Harbor-UCLA Medical Center and the EOC during a declared or simulated disaster. 2. Communicates air pollution alerts and miscellaneous information (e.g. police suspects) to area hospitals. 3. Communicates paramedic diversion request information between area hospitals and the MAC. 4. Provides communications between base hospitals and mobile intensive care units (paramedics) as needed. The Reddinet system is comprised of the HEAR radio network (audio portion), and the Reddinet computer system (computer terminal and screen). PROCEDURE: I. Declared or Simulated Disaster The EOC will communicable disaster information over the Reddinet system. During a simulation the message THIS IS A DRILL will appear on the screen. During an actual incident this message will not appear.

2 A. Roll Call A. After Roll Call 1. Once a disaster has been announced a roll call of each facility on the Reddinet/HEAR system will begin to determine each facilities communication status. 2. An alarm will sound and a description of the incident will appear on the Reddinet screen. The Shift Overall Charge Nurse or designated nursing personnel will respond to the call as requested. THIS IS NOT ACTIVATION OF OUR DISASTER PLAN! 3. The Shift Overall Charge Nurse will then notify the DEM attending physician, and the Administrator of the Day (AOD) of the incident. During non-business hours the AOD may be notified through the Shift Nurse Manager (Nursing Supervisor). There will be three levels of disaster activities to monitor: 1) Communication Only drill; 2) Field Exercise with mock casualties; and 3) Actual Incident. 1. Following roll call all disaster activities be monitored by designated nursing personnel until the event is over. 2. An Administrative Command Post will be set up following the announcement of a disaster incident. This Command Post will be responsible for operation of the Reddinet from a separate auxilliary terminal. 3. The Reddinet terminal in the emergency department will be monitored simultaneously for information pertinent to the emergency department operations.

3 A. Disaster Plan Activation 1. Activation of the hospital disaster plan will begin when RESPONSE GROUP 2, or Harbor-UCLA is specifically named. (Refer to the Hospital Disaster Manual for further information). 2. When the Administrative Command Post is not set up prior to ACTIVATION, ED personnel will respond to the Reddinet system after receiving authorization from the AOD. II. Pollution Alerts & Miscellaneous Information A. To report air quality alerts or miscellaneous information (e.g. police suspects), the MICN or DEM physician will: 1. Acknowledge the Medical Alert Center via the Reddinet system. 2. Read and print the message. 3. Post the message in the emergency department. 4. Notify mechanical department (ext. 3306), and the personnel (ext. 3235) for POLLUTION ALERTS ONLY. III. Diversion Request Information a. To notify area hospitals and the MAC of diversion request information. 1. Refer to the Paramedic Diversion Policy IV. Communication Between Base and Paramedic Units A. To communicate with paramedic units on the HEAR radio portion of the Reddinet system, the MICN or DEM physician will: 1. Direct the paramedic runs using the handset portio of the Reddinet terminal (the HEAR radio channel on the Paramedic Radios can also be used to tape record the run).

4 2. Document the run on the Base Hospital Form. V. Reddinet Operation Procedure Refer to the Reddinet operation instruction located on cards attached to each Reddinet terminal. A. To use the HEAR radio/speaker system 1. Pick up the handset and speak. B. To dial a hospital on the HEAR radio 1. Exit main screen. 2. Click HEAR Dial. 3. Click Dial Manual 4. Enter the Los Angeles County hospital HEAR number (located in HEAR Radio Manual). 5. Transmit when the main screen appears. C. To update your diversion; mass casualty incident information, trauma rationale; and disaster information screens. 1. Go to Main Screen 2. Click number of diversion status 3. Click to send D.
