1 UNICEF Democratic Republic of the Congo FLASH REPORT #9 03 December HIGHLIGHTS Based on a total of 138,000 IDPs, at least 70,000 children have been affected by this latest humanitarian crisis in and around Goma. M23 withdrew from Goma and moved north on 1 st December. Significant looting occurred in Mungunga III camp on Saturday night. The looting occurred with violence, including rape, and highlights the need to assure the safety of the camp population given that food distribution is ongoing and large-scale NFI distributions are being planned. UNICEF partner Hope in Action has provided medical care to 12 survivors (including 3 girls) of sexual assault which occurred during the looting of Mungunga III. All 12 survivors received care within 72 hours. Since 28 November, Merlin/ RRMP has provided services to over 400 displaced persons via its mobile health clinic on 8e CEPAC/Lac Vert IDP site. 2 measles cases and 2 SAM cases were referred to structures outside the camp. Measles campaign is being organised. UNICEF RRMP partners will begin registration to distribute NFI kits for the 784 families in the public buildings and sites in Minova on 5 December. POLITICAL AND SECURITY SITUATION The Goma airport remains closed. M23 withdrew from Goma towards Munigi and Kibomba on 1st December. In South Kivu Bukavu remains calm; withdrawal of troops from Minova continues with continued patrols of MONUSCO and FARDC to minimize criminality On 30 November the DRC's Conseil Supérieur de l'audiovisuel et de la Communication (CSAC) suspended UN-backed Radio Okapi - a key source of independent news, broadcasting in French and four local languages - for the first time since the launch of the station a decade ago. HUMANITARIAN SITUATION 2 measles cases were notified on 30 November and 1st December among IDPs from Lac Vert, and 2 other cases on 2 December were provided services in Buhimba health centre. GBV actors are concerned about the lack of humanitarian access to provide care to survivors in the Kiwandja-Nyamilima-Ishasha, Rubaya-Kibabi- Kinigi, Masisi-Nyabiondo-Kibua, Mwesso-Kalembe-Pinga and Masisi-Buabo axes. Members of the working group also continue to follow-up on alerts of sexual violence on the Sake-Kiritche-Minova and Kalengera-Tongo-Bishusha axes. There is a risk of a rise in cholera in Masisi as cholera cases have been reported among the cases of diarrhea registered in the past two weeks. Although 36 chlorination points in Minova continue to function, the WASH situation in Bweremana is deteroriating, as there has been no chlorination for several months. In both towns there are urgent needs for latrine and shower construction in the collective sites.

2 The inter-cluster assessment to Minova confirmed systematic looting of shops and homes, including IDP sites; 71 cases of rape were reported to local health structures in Minova, with suspicion of many more cases un-reported. Based on now completed figures from Minova there are a total of 6,503 new IDP families (est. 32,515 persons) have arrived in Minova in the last two weeks (of these 784 families, 12%, are in public buildings or sites; 5,719 in host families); these new IDPs join some 11,251 IDP families from the plateau areas who arrived earlier in the year. Families reported their intentions to return, but are waiting to see the outcomes of the M23/government negotiations. In Bweremana (North Kivu), there are 2,994 new IDP families (est. 14,970 persons); they join 6,188 IDP families previously displaced to Bweremana. The security situation in Minova enables humanitarian interventions as of this week. UNICEF & CLUSTER RESPONSE NFI/Shelter NRC and Solidarités have conducted a rapid evaluation on IDP sites in Goma and along the Sake axis, and identified urgent needs in cooking sets, blankets, jerry cans, and clothes. The NFI score is 4.1 out of 5, which indicates very high vulnerability. UNICEF and main NFI actors met on 03/12 and decided to provide blanket NFI assistance to all IDPs in Goma and along the Sake axis. Distribution will only occur once we are able to minimize security risk to recipients in light of the recent looting in Mungunga III. The inter-agency evaluation mission that took place on to Rutshuru reported that Rugari has been extensively looted. Returning IDPs may need NFI assistance. A detailed Multisectoral Assessment will be conducted as soon as possible to identify actual needs. On 4 December, IRC and AVSI RRMP teams will go to Minova for further assessments to plan additional interventions in NFI/Shelter, Education and WASH RRMP: Validation of Multi sectorial assessments (MSA) to be conducted in Masisi Centre, Nyiragongo, Rutshuru territory, and Lubero territory. RRMP : NFI Distribution validated in Kamandi Gite (Western shore of Lake Edward) for 1,519 IDP families and 308 Host families WASH Daily field visits of UNICEF WASH emergency team have monitored the progress of partner activities in Lac Vert and Mugunga I and III, where UNICEF support for construction of latrines and water distribution via RRMP or direct PCAs with WaSH partners is benefiting about 60,000 new IDPs. Assuring regular supply of chlorine and sulphate from Kinshasa is still quite a challenge for REGIDESO Goma, and they have requested support of all the main WASH actors in Goma. ICRC has provided 200 kg of chlorine, enough for about 10 days, with some capacity to provide additional chlorine while waiting for the normal supply route to be re-established. 4 generators were lent to the REGIDESO by the European Union through the ICCN in order to ensure the full capacity of the water distribution system in Goma. UNICEF is in discussion with partners to support possible shortages through the RRMP or ad hoc grants if there are future challenges to fuel supply to REGIDESO in the medium term. 2

3 As lead of the WaSH cluster, UNICEF organised a meeting on the 4 December to coordinate the support to REGIDESO through the cluster cofacilitator Mercy Corps, focal point at cluster level. Mercy Corps then signed a MoU with the REGIDESO for the support in management and supply of the water distribution system. No significant damages to water supply and sanitation systems were observed during the looting of Mungunga III on Saturday. Education The Education cluster prepared the distribution plan for the items (kits) to be distributed during December in the targeted/affected schools in the area. The distribution will start during this week. NRC/RRMP Education will intervene in light rehabilitation in 33 schools in and around Goma via a school voucher approach. These schools had experienced different types of destruction following the occupation of IDP families or looting during the recent conflict. The Wash Cluster will be assessing the situation of latrines in schools in Goma. The Cluster member Save the Children in collaboration with EPSP organized the test for IDPs and vulnerable children of 17 schools on the axe Kitchanga-Kalengera after 3 month of catch up classes. In Minova, as of Monday 3 December, the schools director reported that most schools were re-opened and the military had left the majority of schools; in those schools occupied by IDPs, school administrators were organizing with IDPs that they vacate the classrooms during the school day to allow classes to resume. AVSI/RRMP mission leaves Bukavu tomorrow for further assessments and intervention planning in Minova; with class re-starting teachers will try to catch up to prepare students for semester end exams scheduled for 7-15 December The Education Cluster South Kivu has collected data of 50 schools which experienced different types of destruction following the occupation of armed groups or forces. All schools are situated in the territory of Kalehe. Protection The seven tracing kiosks have so far registered 671 unaccompanied and separated children (including 342 girls) identified. The number of separated children increased as a result of new population movements from Sake. Family tracing continues to be problematic with tracing teams unable to find families due to constant displacement. It is expected that more children will be reunified with their families as populations begin stabilizing. So far 19 unaccompanied children have been reunited with their families. The four mobile teams CFS AVSI continue to function in Mugunga III, Mugunga I, Lac Vert and Kibati. World Vision has launched an assessment of the Shasha - Minova axis with a view of setting up 6 CFS. Multisectoral assistance Members (AMS): CARE, IRC and UNHCR will identify and train GBV focal points to conduct referals in Mugunga I & III and at Lac Vert. IRC will train 20 psychosocial assistants in the IDP site of Lac Vert in order to ensure quality psychosocial care to survivors and prompt referral to services The Minova hospital recorded 72 cases of rapes during the events. 4 PEP kits (200 doses) were sent and are available in the hospital. 22 separated children (9 girls and 13 boys) were identified in Minova by UNICEF partner AFEDEM and 8 have already been reunified. The remaining 13 have been placed in foster families awaiting reunification. 3

4 Health Preparations for the measles emergency vaccination campaign targeting around 70,000 children is ongoing, to be implemented in coordination with UNICEF, INGO partners and the government (PEV). No partner is positioned in Majengo IDP site, creating a gap in provisions of services and care. UNICEF is considering Merlin s deployment to the site. On December 3 UNICEF is sending plastic sheeting with RRMP teams to reinforce and expand MDA (Medecins d Afriques) cholera treatment centers in Minova. Nutrition 162 cases of SAM reported in Don Bosco, who were treated by Save The Children using UNICEF supplies. 10 cases with complications were referred to HGR Virunga, for care by UNICEF partner CBCA. 7 SAM cases in 8e CEPAC (Lac Vert) referred to Mugunga I health centre by Merlin since 28 November. A total of 450 cases of moderate malnutrition have been notified in Mugunga I IDP site, where care is being provided by MSF. IMC conducted a nutritional assessment on the Kibunba-Kanyaruchinya-Kasisi-Kingarame axis from 28 November to 1December, results to be released shortly. In Minova, malnutrition is a serious concern. Previous assessment already shows a 10.8 GAM rate within the IDP community (Pronanut) and ACF should soon resume Pooled Funds activities in Minova (with UNICEF supplies). RUTF supply is available in Bukavu, and there are opportunities to further collaborate with ACF and also MSF-E. In the health zone of Rwanguba (Rutshuru territory) UNICEF is providing supplies to an NGO partner and PRONANUT for care of SAM. REVISED RESOURCES REQUIREMENTS 1 In order to respond quickly, UNICEF is requesting an initial $13,830,396 to meet the immediate and medium-term needs of children and women throughout the affected areas for the coming 3 months. So far $7.7m in pledges has been received. 1 These are preliminary needs based on initial estimates and can change as the situation evolves 4
