1 Curriculum Vitae Dr Charmaine Gauci PERSONAL INFORMATION Dr Charmaine Gauci MD,MSc, PhD, FRSPH, FFPH Personal profile I am a dedicated and committed public health specialist. Over the years I have developed skills in the wide aspect of the public health specialty. During this time I have tackled for many of the aspects of public health and am particularly interested in the specialty of epidemiology. I have found that my work contributes a lot to the prevention of communicable and non communicable diseases and this has provided me with great job satisfaction. Following the attainment of the medical degree, I pursed my studies with a masters in public health and consequently followed the European Programme in Epidemiological Training ( EPIET) in France. I have specialized in fitness and nutrition and have developed a programme for weight management as part fulfilment of the diploma. I have attained my PhD Degree in communicable disease epidemiology in I am a fellow of the UK Royal Society for Public Health (FRSPH) and a fellow of the UK Faculty of Public Health (FFPH. I have been registered as a specialist in Public Health Medicine with the Specialist Accreditation Committee in accordance with the Health Care Professions Act 2003 since I have an appointment as resident senior lecturer with the University of Malta and deliver lectures in the field of public health with special interest in Epidemiology and Communicable Diseases and Disease Prevention. I currently assist in the coordination of the Public Health masters course organized by the Public Health Department. I have served as President of the Malta Association of Public Health Medicine for the term December and December after having served as vice-resident for two years and secretary for four years. Currently I am a member on the executive committee and member of the CPD subcommittee.. I am also part of the Public health training committee which is responsible for setting up of training in the public health specialty. I am also a lead location trainer for public health trainees who are attached with the directorate. I have great interest in research work and further education especially in the field of epidemiology and carry out various research projects. I form part of the Editorial Board of the International Journal of Medicine and of Infectious Disease: Research and Treatment (Libertas Academia, New Zealand). I have published a number of papers in peer review journals, chapters in books and frequent reviewer for various international and local peer reviewed journals. 2 Curriculum Vitae Replace with First name(s) Surname(s) DIRECTORATE (September present) I have been appointed as consultant in Public Health Medicine in November 2009 and given headship position as the director of the Health Promotion and Disease Prevention Directorate within the Ministry for Health since September 2007, where I am responsible for two units namely: Infectious Disease Prevention and Control Unit Health Promotion and Chronic Disease Prevention Unit The Directorate is responsible for preventing illness and promoting health in order to improve the health and well-being of the Maltese population. My role as Director is to provide leadership for health promotion to reduce/delay the onset of illness. In this function, I am responsible for promoting healthy lifestyles amongst the population and working in partnership with other Ministries and external stakeholders to tackle the determinants of illness, particularly to reduce the disease burden caused by non-communicable diseases. As a Director I am responsible to ensure that services within the directorate are operating in line with the Ministry s policy, strategy, regulations and standards. The main tasks of this directorate are to: 1. Enhance knowledge, attitudes, beliefs and values that are conducive to good health; 2. Educate and empower the public to adopt healthy behaviour, enhance personal skills, promote environmental change and advocate lifestyle policies favourable to health; 3. Monitor health and disease trends and provide the necessary input to the development of policies in respect of communicable and non communicable diseases; 4. Study ways of promoting better nutrition; prevent overweight, obesity and chronic disease; 5. Formulate effective health promotion measures, in co-operation with the key stakeholders, by applying a multisectoral approach; 6. Produce publications and use media on a range of health topics; 7. Formulate and regularly update national policy for communicable disease and ensure its implementation 8. Carry out field investigation and epidemiological control of communicable diseases; 9. Minimize the transmission of and mortality from communicable diseases; 10. Prepare operational policies and strategies aimed at reducing non communicable diseases and their impact on morbidity and mortality; 11. Reduce the incidence, morbidity and mortality from non communicable diseases; 12. Formulate contingency plans for potential epidemics and prepare national plans for biological threats to public health. I deliver a number of lectures to undergraduate doctors, nursing conversion courses, diploma environmental health and postgraduate courses including Masters Public Health, Masters Health Services Management and to other health care professionals. I currently assist in the coordination of the Masters course of Public health with the University of Malta. I have supervised a number of students for their dissertation including MSc Public Health, BSc Environmental health and have acted as an advisor for a number of students. I am currently supervising the dissertations of a student for his doctorate degree, one student for masters public health and four students reading for B.Ed. I also have other prospective PhD students to supervise. I am also part of the training committee (representing the Superintendent of Public Health) which is responsible for setting up training in the public health specialty. I am the principal lead trainer and responsible for the training of doctors attached with the Health Promotion and Disease Prevention Directorate. I am also an Educational Supervisor to the Foundation Programme of Trainees I participated in PHTECE which is responsible for harmonizing public health training in Europe and have attended workshops organized by this team. I was a standing member on the selection committee of the MGSS scheme whereby I was responsible for evaluating and selection of health related proposals. Malta Association of Public Heath Medicine I have been and active member on the MAPHM since 2005 Was Hon secretary for the period December 2005-Decemeber 2007 Was Hon Vice President for the period December 2007-December 2009 Have been appointed Hon President of the association December December 2013 In 2012, the association was responsible for organising the local European Public Health Conference in Malta which welcomed over 1200 delegates. Appointed as member on the current executive committee for term Member on the CPD subcommittee July 1998-September 2007 HEAD OF DISEASE SURVEILLANCE UNIT (July 1998 to September 2007) I started working with the Department of Public Health in July 1993 as a medical officer. I obtained a post as medical officer in public health on the 3 rd June I was promoted to senior medical officer on the 25 th June 1998 when I was appointed Head of Disease Surveillance Unit within the Department of Public Health where I was responsible for a team of 20 people. Consequently I was then appointed as Principal Medical officer on the 13 th June The work involved mainly the surveillance of communicable diseases at national level in Malta and the international cooperation with other countries. The work included: Investigation and follow up of reported Notifiable Diseases Setting up an outbreak control team in case of outbreaks Communication with various disease specific networks and provision of information to the ECDC/WHO. Responsibility for the early warning and response system of the ECDC (24hr/7 day on call for urgent alerts) Issuing recommendations for improving prevention and control of Communicable Diseases Co-ordination of Health Promotion in conjunction with other sectors Initiation of surveys and statistical interpretation of data Assisting the Director of Public Health in the investigation of reports of breaches of the relevant national Health Laws and Regulations. Screening of laboratory results Focal point for a number of disease specific networks under the ECDC including early warning and response system (EWRS), RAS-BICHAT, Enter-Net and Epi-South. These included nine medical officers, a health inspector, a clerk, a messenger and a maid. Responsibility for the training of doctors who are attached with the disease surveillance unit. These include doctors who are on the training programme and also junior house officers who are attached for a temporary period with the unit. Responsibility for the research carried out at the unit both as initiatives and also in collaboration with other centres or institutes, locally and internationally. Responsibility for the Chest Unit, which is responsible for surveillance and control of Tuberculosis, and the Occupational Health Unit, which is responsible for screening of employees. I was also responsible for taking up duties of the Director of Public Health when the latter is abroad or on leave and performing on call duties for which I am responsible for emergencies dealing with public health issues.
