Welcome Chancellor Erika Lacro welcomed the faculty and staff back for an exciting semester. Erika was happy to share that we had David Tanaka as our facilities manager and Rick Murray as our campus safety and security manager. As one of the largest committees on campus, she conveyed the important roles the safety liaisons play in communicating with their departments and in reporting unsafe conditions, such as extension cords in shops and classrooms, so problems can be addressed. Chulee Grove welcomed attendees and reminded attendees: Signatures on the sign-in sheet were required Minutes for the Health and Safety Committee meetings had been posted on the Intranet. Posters summarizing the revised GHS chemical labeling & Safety Data Sheets had been distributed to Tech I programs and selected Tech II programs in Additional posters may be purchased from vendors. Obtain the updated emergency poster from Scott Rhode before leaving, one per person. Updates Safety/Security/Facilities/Emergency Planning (VCAS Derek Inafuku) Rick Murray had been selected as the Safety and Security Manager. Rick was previously the Safety and Security Manager for Windward CC. Per Rick, Derek shared that more emphasis was placed on safety in his position. A campus-wide lock down drill was conducted in August 2016, prior to faculty s duty week. The drill involved an angry visitor in Bldg 6. The person who assumed the role was so realistic that some personnel thought that it was a live situation. Derek reiterated that emergency response drills must continue and future drills should include various types of incidents. He also thanked all who had participated. Rick would solicit comments shortly. This was the 1 st exercise that Derek officially participated in. Honolulu Community College University of Hawai i 1
2 All gender restrooms: Same as UHM, HCC is participating in establishing all gender restrooms. Signage coming. These restrooms have been identified: Bldg 20, Bldg 14, and Bldg 4 (currently closed due to renovation) Many ongoing construction projects on campus: Bldg 5 (expected completion in November; Cafeteria (expected completion in early spring); Bldg 2 s elevator (will begin soon); Bldg 5 s courtyard Health and Wellness Subcommittee Guy Shibayama reported for the Health and Wellness Subcommittee on behalf of Derek Otsuji who sent his regrets. Derek O. had to attend the departmental meeting and was unable to attend today s Health and Safety meeting. The group started since Ramsey Pedersen was the Chancellor, as an unofficial subcommittee under HSC. About two years ago, it became an official Subcommittee under HSC. Current members are: Nicole Ferguson, Cassandra Kam, Mario Mediati, Derek Otsuji, Brenda Kwon, Shioko Yonezawa, Chulee Grove, Charlene Gima (convener), Lianne Nagano (recorder), Nadine Leong- Kurio, Kyle Higa, Lorri Taniguchi, Mimi (Beng Poh) Yoshikawa, Connie Montero, Varouny Sybounmy, Charles Miller and Stella Akamine.Toward the end of spring 2016, visiting professor Ipei Machida, and his wife Uka have regularly attended the meeting as well. Highlights of recent activities included the Great Aloha Run and Pearl Harbor Aviation (with Jerry Cerny as tour guide, very enjoyable and successful). Upcoming activities for 2017 academic year: Pacific Aviation museum, Saturday October 8 th, coordinated by Lianne Nagano. Wo Health and Wellness week, hosted by the Wo Learning Champions. Activities will consist of Stress Management workshop, Sign Language, Tai-chi, Yoga, Cooking Demos by Chulee, Derek and Guy, How to use small hand tools by Guy Fo, Ukulele making, Spring 2017 semester Fire Museum tour International Showcase featuring Scandinavian countries (Derek O and Shioko will seek grant funding). Storybook/movie favorites include Hans Christian Anderson (The Little Match Girl, etc.) and the Disney movie Frozen. Flu Shot Clinic and Blood Drives Evacuation Route Maps, Emergency Notification Poster, & First Aid Kit (Lorri Taniguchi) Flu Shot Clinic (hosted by the Health Office): at least 25 participants per hour would be needed. No cost for those with participating medical insurance. HCC Blood Drives: part of the UH s commitment in collaboration with the Blood Bank of Hawaii. Lorri thanked everyone who supported. She also asked all to announce to students. In Hawaii, 200 units of blood are needed every day. Honolulu Community College University of Hawai i 2
3 The updated HCC 911 emergency poster (for main campus only) had been published recently. The poster was revised to accommodate upcoming construction projects which required re-designation of evacuation assembly areas. Changes on the poster included: Only one Security telephone number, was on the poster. If no answer, call Rick Murray s personal cell Designated assembly areas were no longer included on the emergency poster, but on a separate poster. If the assembly areas are reassigned in the future, this poster can be reprinted without having to also reprinting the emergency poster. Both the 911 and assembly areas posters were being posted around campus. Draft campus evacuation building/floor route maps were being posted in Bldg 27 and other new places. These vinyl-liked route maps had already placed in Bldgs 2 and 7. Draft copies will allow for corrections to be made prior to the final printing of Bldg 27 and other locations on the more expensive vinyl-liked material. First Aid Kits: request a refill online from the Health Office at Hepatitis A shots information: check the Health Office s website, For HMSA members, prescriptions from the doctors are required. Due to individual needs, check with your doctor or health care provider before proceeding. Jeannie Shaw for Pearl harbor and Sandy Pinell for Hickam For instructors working at non-hcc locations which emergency procedures should they follow? For example, should Construction Academy instructors follow HCC s or the high school s procedures? Follow the emergency procedures of the location in which you are present. Key topics included: Jurisdictions and duties for HIOSH and OSHA HIOSH s workplace inspection procedures Employee s health and safety rights HonCC HS Policy Common hazards found on campus Hazard & injury reporting procedures Emergency procedures Powerpoint presentation of the training is posted at: Summary of the training contents: HSC started about 18 years ago. Membership includes volunteer safety liaisons representing all programs and most departments. In contrast, based on LCC s VCAS Mark Lane, LCC s structure of support in the health and safety area includes assigned time faculty, plus established positions responsible for ongoing health, safety and security needs. OSHA s and HIOSH s functions and jurisdictions. Both enacts and enforces workplace safety and health standards. However, in Hawaii, OSHA enforces the standards only on the federal agencies, military installations, US Postal Service, and the maritime industry. Hawaii is a State Plan, meaning that HISOH is authorized to enforce its own standards on most private sectors and state and local governments. However, HIOSH has adopted most of the OSHA standards verbatim. Besides standards for specific hazards, HIOSH s General Duty Clause allows enforcement citations for hazards not addressed by the standards. Training must be documented and employees trained must be evaluated based on their competencies. Fines are different depending on the hazards cited. Highest possible fine is $ Although only employees are covered under HIOSH/OSHA standards, HCC has adopted HIOSH standards to protect students as well. What will you do if the HIOSH compliance officer identifies herself to you and requests a safety inspection of your area? Contact VCAS immediately. If VCAS is not available, contact Rick Murray. Employers have the right to refuse HIOSH s request for inspection. HIOSH inspections should include HIOSH s compliance officer, employer s rep and employee s rep.
