14 WHO Leadership Statement WHO will Engage with national authorities Develop capacity to respond rapidly and effectively This will require a directing and coordinating mechanism to bring together the world s resources to mount a rapid and effective response Commit to expanding core staff working on diseases with outbreak potential and health emergencies Create a Global Health Emergency Workforce Establish a Contingency Fund Recognize that emergency situations demand a command and control approach and we commit to seamless collaboration between headquarters, regional offices, and country offices Strengthen the International Health Regulations.
15 It is strongly recommended that your leadership team work within existing disaster preparedness and response structures.. There is no reason to change a disaster management system that works!
