2 H ii s tt o rr y o ff E Q A ii n H u n g a rr y Dr. Béla Lányi ( ) In Hungary and namely in National Institute of Public Health (predecessor of National Center for Epidemiology - NCE) the organisation of EQA (external quality assessment) in microbiology and the composition of the tests spectra as a part of the quality assurance of microbiological laboratories began with the bacteriological quality tests established by Dr. Béla Lányi. The frequency of the tests, the number of the samples, the proceeding of the EQA has changed during the years, but its aim has not changed: to provide feedback to the microbiological laboratories with strong commitment to permanently develop themselves on the quality of their results. A particular accent has been given to the EQA by the recent years inland microbiological laboratory system changes. In this changing system, the EQAs provide assistance for the permanent professional development and improvement by the detailed evaluation of the laboratory results and scientific analysis published in the Microbiological Circular. The outputs indicating errors, inadequacies show in which fields the staff of the microbiological laboratory needs to be trained and where any other development and quality improvement regarding quality assurance will be needed. The participation in EQAs organized by NCE assures further possibilities, like the comparison between laboratories, that of the methods and the consultation with the Reference Laboratories operating at NCE. The Reference Laboratories assure the high level background of the EQAs by participation in international EQAs, by using reference methods and carrying out accredited tests. We have permanently enlarged the traditional bacteriological cultures and parasitological tests by mycological and virological, sero-bacteriological tests with the collaboration of the reference laboratories covering the fields which are important from epidemiological point of view or those proposed by the laboratories. We tried to consider the individual demands; the Borrelia serological EQA was included in the EQA organized by National Center for Epidemiology for the first time in The evaluations help the microbiological laboratories not only to correct their errors, but also provide important information to the professional management on the laboratory under their direction, so the participation in EQAs is a very important scientific control for the laboratories..../... page 2

3 H i ss tt o rr yy o ff E Q A i n H u n g aa rr yy During the evaluation of the EQAs, beyond the individual evaluation sent to the participating laboratories, the presentation of the resumed outcomes of all of the microbiological laboratories is absolutely necessary too; on one hand to allow the laboratories to compare their own results with others and on the other hand to make understand: in which professional field and to what extent their outcomes differ from the reference laboratory outcomes. Since May 2005, the microbiological EQAs are organised, realised and coordinated by the Quality Control Department of NCE. A great achievement is that the department accomplished the full anonymity by the implication of the central registry, so the evaluation of the results of the participating laboratories are impartially made by the evaluators as they only know the laboratory code. It wasn t so easy to achieve the full anonymity that could have been reached only gradually in several years. At the beginning some of the participants signed and stamped the test results sheet as before, giving up its anonymity, which has been of course not an obligatory, but an offered possibility. But today, every laboratory takes this opportunity. Thanks to the heritage of Dr. Béla Lányi, and following his life-work, during the last ten years we have achieved significant developments in EQA, organized by our department with the background and expertise of the national reference laboratories. Not only our microbiological laboratories, but our department as well is committed to the permanent development of the quality of our work. 4 E P II E T s ii tt e v ii s ii tt JJ aa n u aa rr yy , B u d aa p ee ss tt As we have at present three EPIET fellows at NCE (Paulius Gradeckas, EU-track, Rita Szabó MS-track, and Ágnes Fehér, MS-track) an EPIET appraisal team, Yvan Hutin, Chief EPIET Coordinator and Pawel Stefanoff, EPIET Scientific Coordinator visited our Institute in January. The visit had three main aims: The EPIET experts wanted to review the recent developments at our training site since the last EPIET site visit They also wanted to see how our fellows progress and also review the process of the supervision discussing about the goals and potentials in EPIET activities for the next 2 years at our Institute. The ECDC experts discussed with all the three fellows about their proficiency and the projects they are involved in. Every participant found the outcome of the visit very positive. page 4

5 E C D C O ff ff ii c e a tt N C E In accordance with the Regulation Nr. 851/2004/EC of the European Parliament and Council and based on the nomination of the Ministry of Health, the National Center for Epidemiology worked till now as a Competent Body in order to execute the administrative, professional and organizational tasks with the ECDC. In conformity with the decision of the ECDC s Management Board to have only one Coordinating Competent Body for ECDC in each country to improve the collaboration, in December 2011 we received the notification that NCE has become the Coordinating Competent Body for Hungary. Its Director-General, Dr. Márta Melles was nominated as the National Coordinator. An ECDC Office works in our institute to perform the administrative tasks with ECDC and to help the work of the Director-General in the correspondence, accomplishment of the tasks required by the Centre, the monitoring of deadlines and the documentation and coordination of the actions. In these recent years the experts of NCE participated in several meetings, trainings, workshops organised by ECDC. (28 in 2009, 36 in 2010, 36 in 2011 and 43 in 2012). page 5
