10 Presidents Report This report marks my 4 th year on the Ontario Branch executive and my last report as President. When I look back and realize what has been accomplished by this small yet effective executive, I m not only impressed but glad to have been part of such a dynamic team. The first CIPHI conference I ever attended was 10 years ago, right here in Niagara. I remember talking to my colleagues at the time and wondering how I could get involved with CIPHI and more importantly how can I make a difference in my profession. Not only do I feel the profession is going in the right direction, I know that when I step down as President, the momentum of the current executive will ensure more projects will be undertaken and current projects will come to a successful closing. Teamwork and Collaboration The hardest part about being part of CIPHI is that there are only so many hours in a day and there is so much work that can be done to further our profession and the CIPHI brand. However, most of us have full-time jobs, families, or we are advancing our education. The team that CIPHI has is very efficient, ensuring the Ontario Branch is involved in as many public health related projects as possible. I feel that the CIPHI brand has demonstrated that we are not only public health professionals, but leaders. CIPHI has teamed up with and continues to work with many external stakeholders. Our relationship with the Ministry of Health and Long- Term Care (MOHLTC) continues to flourish. Currently, the Ontario Branch and MOHLTC are conducting a needs assessment survey to identify professional development opportunities needed in our profession. We have also collaborated with Public Health Ontario offering monthly webinars at no cost on a wide variety of public health topics. We continue to have a seat on the Ontario Public Health Association (OPHA) executive committee, and work with our colleagues at the Association of Local Public Health Agencies (alpha) to help represent public health inspectors in the Province of Ontario. Once I have stepped down and start my term as Past-President, I am excited to see where Raymond and the executive will take us over the next few years. Mandatory Membership The project that I feel had the largest impact on CIPHI both provincially and nationally was that of mandatory membership. CIPHI Ontario led the way with introducing mandatory membership at the national level. Now all newly certified public health inspectors will need to become members and more importantly, maintain that membership by completing their professional development hours and sustaining a high level of competency throughout their career. Working alongside the National Executive Committee, the Board of Certification and the Council of Professional Experience, I feel there is a great plan in motion to ensure that there is a system that will govern these new rules and raise the bar when it comes to the professionalism and competency of any public health inspector. I recently gave a lecture at a public health school and the new students that are entering the public health field were overwhelmed by all the different professions that recognize the CIPHI(C) credential. In the future, mandatory membership will have turned into the norm, similar to other professions. Promotion et Protection de la Santé: Fondement de la Santé Publique Page 10 of 39

11 Accomplishments and Moving Forward I am happy to report that many projects from last year were completed (or very near to completion) and there are still many ideas and initiatives that will keep CIPHI busy for years to come. CIPHI was involved with the modernization of 4 regulations, launched a brand new website, worked with our public health schools to promote the profession, involved with 2 program advisory committees for public health schools, presented and participated in the creation of the new day nurseries act, helped create the new student nourishment program guidelines, and the list goes on. There was a large influx of volunteer enthusiasm this year and I m glad to see that our councilors have larger groups to help them further their agendas and portfolios. There is never a shortage of volunteer positions, so if anybody is interested in joining a working group or helping out with CIPHI, check out our new website at and send us an . I would like to extend my sincerest gratitude to Ottawa Public Health for hosting our Ontario branch and national conference last year. Without the support of our health units, CIPHI would not be where it is today and there is a huge amount of work that goes into hosting a conference. The educational components of these conferences seem to improve and the numbers of abstracts being submitted get larger. This tells me a few things: one, more people are interested in presenting at a CIPHI conference, two, and the CIPHI brand is attracting different professions to submit (an abstract?), and finally there is never a shortage of new and emerging public health topics to present and further our knowledge. The educational component of this year s CIPHI Ontario Branch conference is yet another example of the quality of presentations we expect to see. We already have a host for 2017 and we have unofficial hosts for both 2018 and CIPHI has come a long way since I became a member over 10 years ago and I m really excited to see where we will be 10 years from now. I am more than confident in Raymond s leadership of this executive moving forward, and am happy with what we accomplished and excited to find out where we go from here. 12 President-Elect Report 2016 marks my final year as President-Elect for CIPHI (ON Branch). Upon reflecting, it is clear that together we have made significant progress in moving our organization forward. Like you, I have seen CIPHI grow by leaps and bounds with respect to its enhanced governance structure and strategic direction towards mandatory membership, ongoing professional competency, and raising the profile of our profession. Over the past year, I have worked alongside our current President and Executive Team to support the vision of this organization and acting in the best interests of our members. With their support, I have prepared myself to ensure a smooth transition into the role of President. Earlier this year, I participated in meetings with the National Executive Committee in Edmonton, Alberta. I contributed by supporting a number of initiatives that the NEC is currently working on and hope to provide further input into a new disciplinary model to augment our core competency program. In 2016 I was also invited to sit on the new Program Advisory Committee for Conestoga College. As an organization we are honoured to hold a seat at this table and I look forward to maintaining meaningful and productive relationships with all of our academic partners. Building bridges with employers and other organizations is paramount to our future success and influencing our industry. To that end, I am thrilled that we have been able to secure a host for the 2017 Ontario Branch Conference. More details will be coming shortly. I have also had the privilege of working closely with our Branch Historian, Grant Lafontaine, to collect, catalogue and preserve the rich history of our organization. Together with the other Branches, this archived material will be on display at various events throughout the year. Finally, my role as President-Elect has allowed me to learn and prepare for the upcoming challenge of President of this Branch. I will continue to hold my seat on the Finance Committee which allows me to ensure that we continue to operate with full accountability and transparency. It has been an honour working in this present capacity and I am very eager to move forward as your President for the next two years. Suffice to say, I am fortunate to have had the support of our current President, Tony Makrostergios and the Ontario Branch Executive. Through their hard work and expertise I expect the momentum of growth and positive change to continue for CIPHI. There is much work ahead of us. 13 Secretary-Treasurer Report In February of 2015 at the face-to-face meeting, the Ontario Branch Executive (OBEC) decided to approve an ambitious budget for the fiscal year. The decision to do so was based on multiple years of successful conferences that brought a lot of profit to the Branch. Unfortunately, the profit that was received from the conference was much less than anticipated and therefore 2015 was a deficit year for CIPHI Ontario. It is important to note that this deficit is within the operating activities for the 2015 fiscal year and not for CIPHI Ontario as a whole. Overall Financial Picture Despite the deficit, CIPHI Ontario still has a large sum of money in its reserves. This money provides a buffer for when there is a deficit and also contributes to other budgetary items such as the Bursary Fund, which is part of the non-operating budget. It s important to remember that CIPHI Ontario is a not-for-profit organization and although the goal is to not continually operate in a deficit, it is also not in the Branches best interest to constantly make a profit as this threatens our status as a not-for-profit Financial Summary Table 1 below outlines the financial summary for the revenue and expenses for the 2015 fiscal year. Other Activities One of the most common questions posed to the executive is How does CIPHI Ontario use my membership dues? There is a common misconception that Ontario Branch receives the full amount from all membership types, when in fact only a small rebate is received from regular memberships. To assist the membership in understanding how their dues contribute to the operation of CIPHI Ontario, an infographic entitled How We Use Your Dues? was developed to provide a visual representation and breakdown. The infographic was sent out with the Membership Update in January of this year and has received positive feedback from our members. The How We Use Your Dues infographic can be seen below in figure 1. 16 Advocacy & Policy Report The Policy & Advocacy Councillor is responsible to act as a liaison between Ontario Branch membership and the executive, participate on working groups and committee as requested. My first year as Councillor has been incredibly humbling as I have had the opportunity to work and learn from professionals across the public health workforce on various projects and committees. 18 Professional Development Report My second year as a councillor with the CIPHI Ontario Branch Executive Council has proven to be an extremely busy year. Over the past year, I have had the opportunity to be involved and lead numerous projects with other councillors and collaborate on projects with the MOHLTC and PHO. I am thoroughly enjoying my time on the OBEC and I hope to continue in the future. One of the major projects I was involved with this year involved collaboration with the MOHLTC and PHO. We worked on the development of a Needs Assessment survey for PHIs in Ontario. This survey is intended for all certified PHIs in Ontario who are working in a capacity directly related to their Certified Public Health Inspector (Canada) (CPHI (C)) designation. This survey will allow CIPHI ON and our partners to determine where to focus our learning needs and what gaps and barriers exist to support ongoing professional development. This survey has been completed and will be open from September 26 th to October 14 th, The second major project that I have been working on alongside our Communication and Partnership councillor, Eric Devine, is the PHI Seminar Series also developed with PHO. This ongoing series will be free of charge and be delivered via monthly webinars specifically geared towards PHIs. I was responsible for the call for abstracts and organizing and choosing the speakers. The first webinar will take place on September 21 st, Over the past two years, I have attended the Ryerson Career Fair and have been working on engaging the student community on campus with the Membership & Engagement councillor, Lori Holmes. Together, it is our goal to strengthen our relationship with not only the Ryerson SoPHe student community but student communities at all of our affiliate schools. Last year, I attended and helped manage the booth at the OPHA fall forum on behalf of CIPHI ON. I had the opportunity to be one of the leaders at the Students and New Professionals Networking Soiree that took place after the fall forum. This was a very successful event and was an excellent way for CIPHI ON to advocate for our profession. I developed a CIPHI Ontario YouTube channel that hosts various videos on public health issues and CIPHI related content. If there are videos you would like to see posted on this website, please contact me. In closing, I wish to say thank you for allowing me this opportunity and I look forward to what lies ahead in the future. I now feel more comfortable in my role due to an abundance of great support I have received both within OBEC and throughout the profession. 19 Strategic Communications & Partnerships Report Our website changed substantially this past year to remove outdated material and fix the machinery behind the scenes. We hope you like it. Chris Chan, our webmaster, makes content changes on the website and we thank Chris for his volunteerism. Public Health Inspector Grand Rounds launched this past September to provide educational opportunities for our members and to spread the word that PHIs do much more than inspect restaurants and know where to eat. Webinars are recorded for future reference and will be available on our YouTube channel. This collaboration with Public Health Ontario ensures members can access up-to-date information that contributes to professional development hours for the Continuing Professional Competencies Program. CIPHI Ontario is committed to providing free educational content, always. The Ontario Branch News (OBN) has returned after hiatus. The newly formed Communications Working Group will work with the editor to source content and develop the publication. Additionally, this group will develop strategies to improve communications via social media and traditional outlets. 20 Membership Support & Engagement Report Over the last year, the Membership Support and Engagement portfolio continued to require a great deal of attention due to its diversity and overall needs. Priorities and projects since the 2015 AGM included: Student Collaboration and Engagement. To build upon our efforts in 2015, Rachael McArthur (Professional Development) and I were fortunate to attend the Ryerson Career fair in February on behalf of the Ontario Branch Executive. Attendance this year proved to be extremely important due to the recent Board of Certification changes impacting student membership. We were able to increase student awareness regarding these changes, obtain over 40 new memberships and award 5 free student memberships. Moving forward it is our goal to engage with student populations at our other affiliate schools within the province. Increased volunteer opportunities. Since fall 2015, we have been fortunate to have six successful call outs for volunteers. From these call outs, a total of 19 volunteer opportunities have been made available to CIPHI Ontario Branch members. Enhanced Membership. As an executive, we stress the importance of maintaining a current membership with CIPHI and actively engage non-members to enroll. As with previous years, this continues to present a challenge among practicing public health inspectors across the province. As we move towards mandatory membership, it will to be extremely important to keep our members apprised of potential changes and updates as we receive them regarding this initiative. Redevelopment of Membership, Awards and Volunteer sections of the website. It was identified that the above sections within our website required substantial updates. Newly developed content has been provided to Eric Devine (Communications). Stay tuned for the launch of our new website. Volunteers CIPHI Ontario Branch volunteers provide tremendous support to our various initiatives. These individuals are dedicated advocates of our profession and the field of public health. In 2016, we currently have 36 members who volunteer on our various working groups (*New): Regulated Profession Working Group Infectious Disease Working Group Food Safety Working Group Membership Support Working Group Healthy Environments Working Group* Communications Working Group* Membership Although CIPHI Ontario Branch has the largest number of practicing PHIs, our membership numbers are quite low in comparison to other branches (approximately 50%). In 2015, there were a total of 710 Ontario Branch members with the majority (575) falling under the regular member category. Overall our membership numbers across all membership categories have increased 8.7% from 2014 to As of September 2016, a Promotion et Protection de la Santé: Fondement de la Santé Publique Page 20 of 39

21 total of 730 members have been reported. Although this can be seen as an increase compared to previous years; regular, fraternal and retired memberships are down. The increase observed at this time is due primarily to a substantial increase within our student membership category. Continued Member Support & Engagement It is important to the Ontario Branch Executive that our members feel supported and have their voices heard. I continue to receive feedback from both members and non-members on ways we can improve as a branch. This is something that continues to be a priority for myself and other executive members. With recent move towards mandatory membership, it is important now more than ever to remain transparent and accountable to our membership. Earlier this year I worked collaboratively with Rachael McArthur (Professional Development) and Kate Beath (Secretary-Treasurer) to release a Membership Update which included the infographic How We Use Your Dues. This document was extremely well received by the membership and was adapted by the National Executive Council. Awards, Bursaries and Membership Milestones In 2016 we were fortunate to receive applicants for four of our five available awards/bursaries. Recipients of these will be honoured at our annual luncheon during the provincial conference in Niagara Falls this October. Following the awards luncheon, our 25 and 50 year membership milestone achievements will be recognized at our annual President s Banquet. Resources and CIPHI Promotional Items CIPHI Ontario Banners and promotional items are available for use by Health Units, members and our public health stakeholders during events, conferences and staff appreciation days. The Membership Support Working Group has been tasked with redeveloping our stock of promotional items. The promotion of CIPHI through use of our banners and swag allows for increased engagement and awareness of our profession and the institute among non-members and various public health stakeholders. 22 Membership Support Working Group Report Earlier this year I was fortunate to take over the role of working group chair from Lori Holmes. We have currently had one teleconference and will be having our annual face to face meeting this October. In 2016, we have seen an increase in membership within our committee. New members are: Andrea Cooper (Ottawa Public Health), Dennis Persaud (Peel Region Public Health), and Henna Malhotra (Toronto Public Health). Lori Holmes (current Membership Support and Engagement Councillor) will remain on as an ad-hoc working group member to provide support as needed. Membership Engagement The primary goal of this committee is to increase engagement of existing members and to increase the overall membership of those in the profession. As a result the working group has endeavoured on the following goals for 2016: - Professional Development Advocacy: Develop and send a letter to Association of Supervisors of Public Health Inspectors of Ontario (ASPHIO) as it relates to CIPHI conference attendance and other professional development opportunities. The letter will recommend that priority be given to PHIs with active CIPHI memberships. We believe that this will aid in membership increase, renewal and retention rates. - Professional Development Hours: the committee will be recommending to the Council of Professional Experience (CoPE) that they consider allowing an extension to the January 31 st deadline for the entry of PDH hours. - Membership perks: Although there are perks available through CIPHI, we would like to research viable incentives (whether it be discounts, memberships, etc.) that can be provided exclusively to CIPHI Ontario Branch members. This would help in retention of existing members and potentially lead to increase in membership rates of PHIs who are currently not members. - Ontario Branch News: A recommendation to the Editor of the OBN to dedicate a section within the OBN to profile a randomly selected PHI, with their permission, to highlight the work of individual PHIs across the province. Attending monthly meetings via teleconference, she planned and staged a one-hour seminar in November of 2015, and was actively involved in planning the annual symposium. The seminar, sponsored by CIPHI in November, was presented by Ken Diplock and Dr. Shannon Majowicz on the topic of Food Safety Education Needs of Ontario High School Students. The seminar was well-attended in person at the OMAF building at the University of Guelph, and had many more attendees via webinar. This year s seminar will take place on November 9 th with Jim Chan, retired Manager of Food Safety from Toronto Public Health speaking of the trials and tribulations of life in food safety. In October of 2015, the GFSS Symposium celebrated Professor Mansel Griffiths with an event titled Microbes, Memories, and Mansel. Many of Professor Griffiths past students regaled us with tales of Mansel s classes, while also discussing their own contributions to the field of food safety. Michelle is currently at work staging this year s Symposium on Challenges in Food Safety and will be moderating a lively post-mortem discussion on this theme at the symposium. Clothilde Howieson is the CIPHI rep on two committees, the Interagency Council on Food Safety (ICFS) and the Food Outbreak Recall Committee (FORC), previously known as the Ontario Multi-Agency Foodborne Outbreak/Food Recall Working Group. Clothilde has participated in multiple teleconferences for each group, and has ensured that CIPHI s voice is heard among the many endeavors that each group undertakes. This past year, the ICFS has reviewed and given feedback on the requirements for online food handler training courses for the MOHLTC, new regulations under the HPPA, and an updated Food Safety and Quality Act for OMAFRA. Other endeavors via the CFIA and PHAC include a new Inspection Model for the CFIA, consultations for the Safe Food for Canadians Regulation, and Foodnet sampling at sentinel sites for PHAC. As a member of FORC, Clothilde helped present What you need to know about Ontario s Foodborne Illness Outbreak Response Protocol and Food Safety Investigations in Ontario at an educational session at the Post- TOPHC on April 7, The session was attended by over 100 attendees, and had very favorable feedback. 25 Steven Rebellato, Danny Martin, and Theresa Warren continued to serve the FSWG admirably this year, giving feedback and thoughtful critique on our many projects. The FSWG has reviewed and/or revised Bill 45 on Menu Labelling, the new and updated O. Reg Food Premises Regulation, and aided in creating a sustainable process for schools to access funding for salad bars in their premises. This trio rose to every challenge no matter what the timeline, and was always at the ready to share their expert advice on challenges both timely (non-regulated household dining) and of value. As requests to the FSWG have increased, the group was excited to welcome Nik Tymoszewicz, Brian Thompson, and Stefanie Georgopoulos into the fold in early Already these members have jumped in with enthusiasm to give feedback and review on our varied endeavors, and look forward to progressing areas in Food Safety on behalf of CIPHI (ON Branch) into the next year and beyond. However, this July we were able to solidify our membership with the addition of Jennifer Snow, Mark Anderson and Ken Colquhoun. In addition, we were able to convince Heidi Pitfield to continue participation as an adhoc member. With the added members and their enthusiasm, we anticipate some initiatives and ideas for the working group for 2017 and beyond. Early in 2016, several members participated in the Public Health Unit Working Group for the revision of the Infection Prevention and Control Best Practices for Personal Services Settings, Public Health Ontario was given the initiative to facilitate a revision of this document on behalf of the Ministry of Health and Long Term Care. David Ryding chaired this working group. We anticipate the draft document to be circulated to Public Health Units within Ontario for review and comments before the end of This recent participation with the revision of the PSS document and having both David and Laura on the CIPHI-Infectious Disease Working Group, has fostered a strong partnership with Public Health Ontario and we hope it will lead to further initiatives in the area of Personal Services Settings and other Infection Prevention and Control areas of interest. Also, this past June, our working group provided CIPHI with information related to areas of Infectious Diseases and Infection Prevention and Control for a comprehensive Needs Assessment Survey directed to Public Health Inspectors. They were given a copy of EHR - CIPHI ON - Mandatory Continuing Professional Competencies Position Paper, Mandatory Continuing Professional Competencies - Questions and Answers for BOH & Stakeholders - June 2015 and Mandatory Continuing Professional Competencies - Questions and Answers for PHIs - June 2015, as well as letters of support from alpha, ASPHIO, CPHA, OPHA, CIPHI National, and CIPHI ON Branch. Third, the RPWG met with Tony Amalfa and Elizabeth Choi of the MHLTC, who indicated that our proposal was not going to be accepted due to the change in regulatory landscape since the project was initiated and the current activities underway with CIPHI ON, PHO and ASPHIO to conduct a needs assessment of PHI ongoing competency requirements. 32 2015 Ontario Examiners In 2015 a total of 113 applications were received for those interested in being an examiner for the April and October exams. A total of 84 examiners were selected with representation from 26 health units and 4 other agencies. With the exception to non- public health inspector, examiners must: be a current CIPHI member have 5 years or greater experience as a public health inspector have the support from their employer. The benefits of being an examiner include: Earning CIPHI Professional Development Hours Helping to keep knowledge current Advancing the profession Experiencing increased networking opportunities Enhancing the student practicum program Approved Schools We now have seven BOC approved schools in Canada. They are: British Columbia Institute of Technology Concordia University First Nations University Cape Breton University Lake Superior State University Conestoga College Ryerson University Presentation to Ryerson Graduates On March 30, 2016 a presentation on BOC requirements was made to Ryerson students graduating from the School of Public Health. This presentation updated students on the requirements and on how to prepare for both the written and oral exam process. Presentation to ASPHIO 4 Other Agencies 84 Examiners 26 Health Units On May 2, 2016 a presentation on was made to the members of the Association of Supervisors of Public Health Inspectors of Ontario (ASPHIO) at their spring meeting at Nottawsaga Inn, Ontario. 34 Council of Professional Experience (CoPE) Report CoPE is the body tasked with the administration of the Continuing Professional Competencies (CPC) Program. CoPE s role is to provide structure and leadership for the CPC program and system, and to foster accountability in Environmental Public Health Professionals across the country. CoPE is comprised of members who have been appointed through consultation with the Branches of CIPHI. The Council currently has 7 members from across Canada including: Keir Cordner (BC) Chair Cole Diplock (BC) Jenny Brown (AB) Michelle Marcus (ON) Peter Ross (SK) Stephen Ferguson (NS) Ron MacIsaac (NB) CoPE completed random audits of CIPHI members for This year, the number of audits completed was 140 or roughly 10% of CIPHI regular members.
