1 Pan-Canadian Public Health Network Overview Presentation June 2012

2 Overview The Pan-Canadian Public Health Network (PHN) is a network of individuals from many sectors and levels of government, who effectively work together to strengthen public health in Canada. The PHN includes academics, researchers, and public servants to members of nongovernmental organizations, and health professionals Creation The PHN was established in 2005 by F/P/T Ministers of Health as mechanism for intergovernmental collaboration and coordination on public health issues while respecting jurisdictional responsibilities in public health Governance The PHN is accountable to the Conference of F/P/T Deputy Ministers of Health

3 PHN Mandate Serve as forum for multilateral intergovernmental collaboration on public health issues while respecting jurisdictional responsibilities in public health Develop and implement efficient and collaborative pan-canadian approaches to public health issues and challenges Support the public health challenges jurisdictions face during emergencies Facilitate information sharing among all jurisdictions Provide technical and policy advice to the Conference of F/P/T Deputy Ministers of Health on public health matters and the activities of the Network Implement decisions of F/P/T Deputy Ministers of Health

4 The Public Health Network Consists of: Public Health Network Council Council of Chief Medical Officers of Health 3 F/P/T Steering Committees Task Groups Talent Pool of Expertise *The PHN recently transitioned to a new governance structure. The above diagram reflects this new structure.

6 PHN Governance: PHN Council Serves as central governance body and acts as a liaison with the Conference of F/P/T Deputy Ministers of Health Facilitates and oversees activities of the Network Represents the Network to the public Serves as a central coordination body during public health emergencies Responsible for developing and implementing tools

7 PHN Governance: Council of Chief Medical Officers of Health (CCMOH) A forum for promoting excellence in population and public health practice through communication, collaboration, and the exchange of ideas, knowledge, experience and best practices A catalyst for strengthening public health systems and practices across the country and for enhancing the professional competence of Medical Officers of Health in Canada Advocates and provides specific advice on measures that prevent disease and injury, and protect and promote the health of Canadians Provides guidance on technical issues to the PHN Council, Steering Committees and Task Groups, as appropriate Membership includes the Chief Medical Officer of Health from each provincial and territorial jurisdiction, a representative from the Public Health Agency of Canada, the most senior Public Health Physician of the First Nations and Inuit Health Branch of Health Canada and the Chief Public Health Officer of Canada (ex-officio member)

8 PHN Governance: Steering Committees Three Steering Committees report directly to Council and are responsible for developing and implementing work plans that are aligned with the PHN s strategic priorities, as approved by F/P/T Deputy Ministers of Health Provide public health policy advice and recommendations to PHN Council Oversee the development of deliverables to support and advance the strategic priorities of the PHN including: Coordinate and facilitate activities, research and information dissemination in public health program and/or policy areas. Gather and consider all information from Task Groups to ensure integrated and comprehensive perspective. Where appropriate, take decisions that promote convergence and collaboration on public health issues where participating jurisdictions voluntarily agree to joint actions. Steering Committees may form expert-based task groups and/or partnerships with public health organizations to develop and/or contribute to the deliverables

9 PHN Governance: Task Groups Time-limited and long-term Task Groups are expertbased and report directly to Steering Committees Task Groups: Conduct research and consultation on a variety of specific public health issues Reach across Canada to bring together research, resources, and expertise in specific areas Address technical and/or operational issues

10 PHN Governance: Talent Pool of Expertise Resource for Canada s best available expertise on a variety of public health issues PHN Council and Steering Committees may engage or form partnerships with experts to contribute to PHN work and/or provide advice
