3 1. INTRODUCTION This procedure sets out arrangements for the provision of Personnel Protective Equipment (PPE) that apply to staff and students. This procedure should be read in conjunction with the University Risk Assessment Procedure, this requiring responsible person to carry out a risk assessment to identify hazards and the provision of PPE. PPE should be used as a last resort, wherever there are risks that cannot be adequately controlled in other ways. 2. LEGAL FRAMEWORK The Health and Safety at Work etc. Act 1974 The Act requires us to show that we have taken reasonably practicable steps to protect the health and safety of anyone at risk from of our work-related activities. We can do this by assessing our work activities and evaluating the risks presented by any hazards identified thereby. The Management of Health and Safety at Work Regulations 1999 These regulations require the University to prepare suitable and sufficient risk assessments to control any foreseeable risks presented by our work activities. Personal Protective Equipment at Work Regulations 1992 These regulations require the University to assess and review the provision and suitability of personal protective equipment (PPE) at work. International Health and Safety Legislation At our Dubai Campus the Occupational Safety Regulations 2010 (5th edition - Regulation IO 001) impose similar requirements to the UK Health and Safety at Work Act and the Management of Health and Safety at Work Regulations. At our Malaysia Campus the Occupational Safety and Health Act 1994 (Laws of Malaysia - Act 514) applies. 3. LINES OF RESPONSIBILITY Health & Safety Services has overall responsibility for the development of this procedure, and review in consultation with the University Health and Safety Committee. Health & Safety Services shall provide support and advice as required to Schools and Services. Heads of Schools and Services shall ensure that activities taking place in their area of responsibility are subject to the University s risk assessment processes, in addition they shall: take appropriate action to protect staff against any hazard identified via a risk assessment ensure that wherever there are risks to health and safety that cannot be adequately controlled in other ways, that PPE should be the last resort ensure that the provision of PPE is fit for purpose ensure that finances are available for the purchasing of PPE ensure that arrangements are in place for the training of how to use and store PPE safely ensure that supervision is in place to monitor the correct use Staff with Management or Supervisory responsibilities including Academic Staff with Management or Supervisory responsibilities in research or other projects shall ensure that: activities taking place in their area of responsibility are subjected to the University s risk assessment processes Author: Health & Safety Services 3

4 risk assessment and method statement for the activity to be undertaken addresses the requirements of PPE wherever there are risks to health and safety that cannot be adequately controlled in other ways, that PPE should be the last resort suitable PPE is available and provided as required the arrangments for purchasing PPE for staff are at the cost to the School or Service suitable information, instruction and appropriate training is provided prior to wearing of PPE (wearers must be trained in its proper use, how to fit correctly and wear it and what its limitations are) and that training records are in place and kept up to date they monitor the working practices are in place to ensure that control measures identified in the risk assessment are being adhered to all staff or students comply with safety signs are wear PPE in designated areas there is a local procedure in place for reporting loss or defective PPE appropriate records of tests and examination where required are carried out and kept. they keep a record of PPE issued, see appendix 1 Personal Protective Equipment Record Form School or Service Safety Officers shall co-ordinate health and safety activities within their respective areas to ensure compliance with this procedure and ensure: they provided support in conducting risk assessments they monitor the working practices are in place to ensure that control measures identified in the risk assessment are being adhered to Staff purchasing PPE must ensure that: it is suitable for the task undertaken it is comfortable and fits the individual all PPE carries a CE or BS mark All Staff and Students are required to: to wear all provided items of PPE in accordance with provided training and instructions use PPE in accordance with the findings of the risk or COSHH assessment comply with mandatory PPE signage check that personal and general issue PPE is in good condition prior to use, and if it is not in good condition then they must bring the matter to the attention of their line manager/tutor for an immediate replacement ensure safe storage of PPE Contractors are required to provide their own PPE and ensure that it is used. This will be in accordance with their risk assessment and method statement. 4. PROCEDURE Provision of Personal Protective Equipment A risk assessment of the activity should be carried out in line with the Risk Assessment Procedure, to determine the requirement, if any, for appropriate PPE. The provision of PPE should only be made as a last resort when other means of protection have been ruled out. Suitable PPE should be provided to staff and students exposed to health and safety risks. Personal Protective Equipment The purchase costs for any PPE for staff should be met by the appropriate School or Service. For student PPE, the local school arrangements apply. Information, Instruction and Training The School or Service shall provide adequate and appropriate information, instruction and training to staff and students being issued with PPE. 5 Use of Personal Protective Equipment In almost all circumstances items should be issued on an individual basis and should not be shared. PPE issued must be stored and used properly in line with manufacturer s recommendations and any specialist training given. Personal Protective Equipment Eye Test Employees who require PPE eyewear can request an eye test by completing the PPE Eye Test Form (Appendix 2) from the Health & Safety SharePoint Site. The first part of the request form is to be completed by the employee and have the budget holder's signature of authorisation as well as a PO Number for the cost of the PPE eyewear and eye test. Once the approval has been completed then the employee can make an appointment with the optician. Take the completed form to the appointment and the optometrist will conduct the eye test and recommend suitable PPE eyewear. Note: At the Edinburgh Campus, Margaret Best Optometrist in Juniper Green is the recommended optician for this procedure. At the Borders Campus, employees are recommended to use Specsavers Opticians in Channel Street. These optometrists will invoice the University directly for the cost of the eye test and PPE eywear. If you require to use another optometrist, the cost should be met by the user and reimbursed via an expenses claim form with the original PPE eye test request form attached, submitted to the user's line manager.
