2 Technological & Educational Institute of Athens The Technological, Educational Institute of Athens (T.E.I.A) is 3 rd in number of students among all the rest of the Higher Education Institutions in our country. It consists of 5 Schools with 35 different oriented Departments, covering all Scientific and Technological domains/areas. More than students attend courses in Technological, Educational Institute of Athens(T.E.I.A), whereas it employs 850 Professors in permanent positions plus 1700 Professors and Researchers temporarily positioned. Furthermore, the Technological and Educational Institution of Athens employs great personalities from Private Sector and Public Administration as well. It has a campus of m 2 where are extended: 200 classrooms 4 large-sized amphitheaters, 100 laboratories of different orientations, 300 PCs, Net-LAN, Library with book titles and editions Specially designed classrooms for E-learning Apart from the above facilities of the Institution, there are several other rent or owned buildings of m 2 equally equipped. The Technological, Educational Institute of Athens(T.E.I.A) is the unique among the rest of the Institutions of Higher Education that is multi-oriented. There are Departments of Science, Technology and Social and Human Studies as well. More specifically T.E.I.A consists of the following Schools : 1. Management and Economics 2. Departments of Health Care and Welfare Management COMMITTEE OF EDUCATION AND RESEARCH SPECIAL ACCOUNT FOR RESEARCH FUNDING (S.A.R.F) The Special Account for Research Funding of T.E.I.A. was composed to its present form after several modifications and replacements of its previous and relevant decisions regarding its composition. a)presidential Decree 432/81, Government Gazette 118 issue A, May 5 th 1981(Government Gazette Composition), b)common Ministerial Decision numbered B1/819/1988, Government Gazette 920 issue B, December 21 st 1988 (Government Gazette of 1 st Amendment), c)common Decision of Minister of Economics and Minister of Education, Lifelong Learning and Religious Affairs numbered C.D/680/22/8/96, Government Gazette 826 issue B, September 10 th 1996 (Government Gazette of 2 nd Amendment) The main purpose of Special Account for Research Funding is to allocate and also manage the fundings that come from any source for covering necessary expenses for research, educational and training programmes, programmes for Development and Lifelong Learning, s for providing scientific, technological and art services. These fundings also head for feasibility studies, performance of measurements and lab tests analysis, councelling, composition of requirements on behalf of other. Finally, the Special Account for Research Funding is also connected to relevant services and activities which contribute to the special relationship between Education-Research and Production. Over the last years the Special Account for Research Funding managed the following Programmes in all fields of Science and Technology:

5 University of Athens and large Greek industries such as GIOTIS A.E., 3E, AGRINO, VIORYL A.E. e.t.c. D. RESEARCH PROGRAMMES These programmes are funded by organizations such as the Ministry of Infrastructure, Transport and Networks, the Ministry of Marine Affairs, Islands, and Fishing, the National Centre for Public Administration and Local Government, the Research Academic Computer Technology Institute of Patras, the Labor Force Employment Organisation, National Organisation of Welfare, the Municipality of Athens, the Municipality of Tinos and the Municipality of Tegea. The Special Account for Research Funding of T.E.I.A has funded so far 250 internal Research Programmes. Ε. TRAINING PROGRAMMES The S.A.R,F. of T.E.I. of Athens has managed over 300 Training Programmes which are funded either by the Ministry of Labour and Social Insurance and other Ministries, Organisations and Scientific Unions or self-funded.

7 The Committee of Research and Education of T.E.I. of Athens leads of the Department of Research Programmes which includes the Special Account for Research Funding(S.A.R.F.). The Committee is composed with permanent(7 employees) and temporary(4 employees) Human Capital which specializes in administrative and scientific activities and in accounting and management activities as well. Apart from permanent and temporary Staff, S.A.R.F employs one External Technical Consultant, hence the total amount of Human Capital in S.A.R.F. is 12. DEPARTMENT OF HEALTH AND WELFARE MANAGEMENT The Department of Health and Welfare Management of T.E.I. of Athens operated for the first time in 1973 at the School of Health Care and Welfare Professions as a Department of Hospitals Administration. In 1986 the Department changed to Department of Health and Welfare Management (D.H.W.M), became part of Management and Economics School and it is the only one together with the same Department of T.E.I. of Kalamata that train executives in Organisation and Administration as well as in Social Units Administration. The educational and scientific operation of the Department is based on the Students Guide which has been updated towards the current and nowdays evolution of Organisation, Management and Administration in fields such as Health Care, Welfare and Social Security. The educational and scientific evolution of the Department is ensured through continuous reformations of Student Guide in total accordance to current needs and tendencies. In this way we are witnesses of a timely compatibility between the evolutions in Science, Technology, Society and our Educational Programme. FIELD OF KNOWLEDGE OF THE DEPARTMENT All the aspects of field of knowledge of Management and Economics are totally and successfully covered through the courses in the Department of Health Care and Welfare Management. 10 MISSION OF THE DEPARTMENT The Department of Health and Welfare Management has as its mission to promote the development and the diffusion of knowledge in the scientific field of Management/Administration in Health Care and Welfare Units. This may be achieved through Teaching, Applied Research, and providing its students the necessary supplies that ensure they are perfectly equipped for their scientific and professional career. More specifically the Department : Enables its students to develop their skills and abilities that will make them competitive in national and worldwide level Uses the most up-to-date cognitive and pedagogical methods and technologies in teaching processes Conducts applied research and develops longlife educational programmes Is constantly aware of securing and continuously developing the level of quality in education provided Is informed in a permanent base for international evolution in scientific and educational field Is always prepared for changes and being in accordance to educational, economical, technological evolutions in national and worldwide level Cooperates with all productive units and organizations that are related to its field of knowledge Searches and plans assessment, certification and evaluation methods in Health Care and Welfare services Develops interdepartmental, educational and research cooperations with other Educational Institutes and Universities both in national and international level Apart from its educational purposes the Department of Health and Welfare Management, contributes for more than 15 years to the development and materialisation of European Programmes, Researches and Lifelong Learning resulting from its great experience in Human Resource development. Permanent and temporary Staff of the Department have remarkable acquaintance in Research as Executives in Research Organisations and in Public Administration as General Secreteriats, and Advisors in Ministries, National and International Organisations.

11 MATERIAL EQUIPMENT OF DEPARTMENT OF HEALTH CARE AND SOCIAL UNITS ADMINISTRATION CLASSROOMS AND LABORATORIES The Department owns (6) classrooms and (3) laboratories in 430m 2 satisfying the needs of theoretical courses and practical exercises of the students. Each student corresponds to 1.4 m 2 both in classrooms and laboratories. These (3) laboratories are : Hospital Informatics Systems Laboratory Completed Health Care Informatics Systems Laboratory Social Protection Systems Analysis Laboratory Furthermore, the updated version of Student Guide set in operation the Analysis and Implementation of Research Methods Laboratory whose importance is great not only for the development of graduates studies but for the post-graduates studies of the Department as well. LABORATORIES TRAINING EQUIPMENT The Hospital Informatics Systems Laboratory owns 13 PCs The Completed Health Care Informatics Systems Laboratory owns 20 PCs The Social Protection Systems Analysis Laboratory owns 5 PCs and 10 Printers (Laser,Inkjet) E-LEARNING EQUIPMENT AND MULTIMEDIA After related approval through the Operational Programme for Educational and Vocational Training the supply of educational equipment of E-Learning is expected soon. This equipment concerns : or E-Learning Server E-Learning Software All the equipment above allows the development of a completed educational environment and a simulation of a virtual classroom. The installation of the equipment above promote a continuous development of educational processes quality. In this programme there are courses such as Research Methodologies, Graduates Seminar, Practical Administrative and Practical Exercise which take place

12 in cooperative Organisations in fields of Health Care and Welfare. Furthermore, this equipment fulfills every possible need in theoretical and practical courses. The satisfaction of this specific need relies exclusively on E-Learning and Multimedia equipment. EDUCATIONAL MATERIAL Teaching Books The main educational material of the Department is based on books which are used for covering the students needs of teaching. As it concerns the basic courses of the Department, the qualitative adequacy of the teaching textbooks is ensured with the great, long experience in this field. The Department of Health Care and Social Units Administration may cover every possible aspect in the field of knowledge in the domain of Health Care, Welfare and Social Units Management-Administration concerning the courses of special infrastructure and expertise. The teaching textbooks that are used in order to cover the needs of the students go up to 34, covering 34 out of 45 courses (76% coverage percentage). The textbooks of major result from research diploma thesis and studies of the students in this Department, and they have been approved by the Academic and Scientific Community of Higher Education. Not to mention that these textbooks are used as teaching textbooks in at least 8 Universities and Technological and Educational Institutes. It has been up to people who have dealt with this educational material, among them students, scientists and executives in Administration, hence it is a basic educational and scientific tool that leads to a modern and suggested Student Guide. Digital Educational Material The Department of Health Care and Social Units Administration is also equipped with Digital Educational Material such as: 1. Quali Learn: Outputs-Results Indicators as basic methodological tools in official statistics materialization in programmes of Total Quality Management in Health Care and Welfare Units 2. SPSS : Statistical Methods and Techniques implementation in Social Research related to courses, such as Statistical Process of Information and Health Care Units

APOLLO: Organisational, Administrative, Financial and Managerial operation of internal environment of Hospitals, related to the course of Health Care Informatics Systems SUPERVISORY MEANS The Department is equipped with plenty of photographic and laptop slides(static and portable), modern multimedia means(televisions and DvD players) e.t.c.

14 INDICATIVE RESEARCH, SCHOLAR AND EDUCATIONAL PROJECTS OF THE DEPARTMENT Time Period 1993 Budget Organisation and Managemet of Health Care Resources Synergy ofuniversities- Technological and Educational Institutes- Enterprises Connection of theoretical studies to applied practices and techniques of public hospitals in Greece and the way of how a budget in hospitals are composed. The result of this seminar was the emerge of the need of cooperation between Universities,Technological Educational Institutes and Companies. The knowledge that was achieved helped students to confront and deal with practical problems in hospitals in a daily level by ameliorating their abilities and level of knowledge. This will lead to their incorporation in their professional workplace with great easiness and the perspective to become highly productive employees. Time Period Budget Statistical Plan for Costing for Ygeia Hospital The main objective of this project was the detailed analysis of Activity-Based Costing in the Hospital. The achievement of this project will be realized through systematic monitoring and evaluation of inputs indicator of this business plan. The final Statistical Plan of Activity-Based Costing will follow the direction of ameliorating the provided services of the hospital through the development of a relation between cost and provided service quality. It will also be set as an example of implementation and control of the services of public health care units.

15 Human Resource Needs in Health in Greece (E.E.) Time Period The optimization of human resource employment time and the costing policy of the hospital were investigated through the study of costing cardiac surgeries. It is the first time that has been an effort so that the time of employed staff for every case examined in 3 8houred shifts is recorded. The innovation is prescribed in methodological techniques of recorded time of the employed staff. The methodology was officially announced. Budget (total budget of the project) (11.740,amount received from the Department) Employees and employers attitude and perspectives of People with Special Needs(P.w.S.N.) employment. In the framework of this study a multidimensional approach and analysis of factors that are related to professional and social integration of P.w.S.N is attempted. More specifically, the critical research points of this study are the employers and employees opinion investigation as it concerns the ability of employment of People with Special Needs, companies cooperation, attitudes towards the factors that provoke social exclusion and social discrimination, social care and social integration. Furthermore, the opinion investigation of teachers and parents of P.w.S.N offered an extent approach and analysis of this matter, highlighting the need of a modern educational policy for training P.w.S.N in accordance with market place s demands. 16 Time Period 1997 Budget 9000 Perspectives of P.w.S.N employment- Ensurement of sheltered employment job positions The perspectives of employment and the ensurement of job positions of P.w.S.N in a level of microeconomy and microeconomy level are analysed in this study.taking measures for social protection in a macro-level impose the reconstruction of professional and social rehabilitation of P.w.S.N. whereas in a micro-level it is highly important to reconstruct the training systems of P.w.S.N and their orientation to the demands of market place. This study highlights the need of emerging new structures of professional integration of P.w.S.N that concern either the sheltered or the supported employment in free market. Time Period 1998 Study of defining the needs of professional training (employed,unemployed) in regions and majors of Welfare The definition of educational needs in human resource in Welfare domain combined with the evolutions in market place are the critical points researched in this study. Furthermore, the demographical evolution of socially disadvantaged groups and the formation of new needs and services in Welfare domain, emerged the existence of new forms of employment, new professional majors defining this way the fields of training of human resource. Definition and prediction of the educational outputs of professional majors were points of methodological innovation and they are related to social security system of the country for every educational level. 17 Time Period 1998 Study of defining the needs of professional training (employed,unemployed) in regions and majors of Health Care This study investigates the training and educational needs of human resource in Health Care in accordance with the evolutions in managerial systems in Health Care not only in Greece but also abroad. The definition of the educational needs is based on the analysis of primary and lifelong education and training systems and in evolutions that take place in the market place in Health Care in Greece, keeping in mind the efficiency of Professional Training Centers of Hospitals Budget (total budget of the project), (amount received from the Department). Time Period Quali Learn: Outputs and Results Indicators as basic methodological tools in statistics techniques in Total Quality Management materialisation Programmes in Health Care domain The most valuable techniques of evaluation of Health Care Units were emerged in this study. More specifically, there was evaluation of operational, managerial and administrative activities of a Health Care Unit in real data of inputs, outputs and results. The research results in this study emerged a theoretical approach of implementation of a modern, managerial plan in Health Care Units whereas the educational results emerged innovative, pedagogical techniques. Part 3.1 of European Programme Health Care and Welfare Approach Techniques Guide Time Period The Approach Techniques Guide is based on process and analysis of practices that develop in modern fractures of Social Care and is focused on reinforcement and support of benefit people in target groups in order to ameliorate their employment time and to be part of promotion employment programmes. Furthermore, this Guide is focused on techniques of investigation and emerges the skills of a person that ease the orientation to market place and to proper professional activities. More specifically, these approach techniques have as main objectives the development of their social and professional skills, the ability of making personal choices and decision making, the ability of participating as target groups in group actions in order to confront with the multidimensional consequences of being excluded in social and professional life. Budget ,00 (total budget of the project), (amount received from the Department) Training Needs Analysis for health workers for the Ministry of Health and Social Affairs The current research aims to investigate the status in the health sector, of the training needs of the work force and their participation in programs of continuing training. The test group of personnel on which the research was done, is made of 1228 persons, among the staff who work in the ESY hospitals 18,7% (Ν=229) is Physicians, 32,8% (Ν=403) Nurses, 25,7 % (Ν=316) Administrative and 12,8 % (Ν=280) Biotechnological staff. A structured questionnaire, modified accordingly for each personnel category was used for the data collection. Among the doctors, the training course which comes first in their list of preferences for training is the medical information in the web with the choice indicator of 11.75%. For the nurses the higher choice indicator (13.9%) is for the quality course and for the emergency training (5.9%). For the administrative staff the higher choice indicator is organization and administration of health services (17.8%). Finally for the biotechnological

19 staff the higher choice indicator is for the Computer courses (23.2%). Budget Ευρώ Patients Quality Life as an evaluation tool in Quality in Health Care services The investigation and evaluation of cure efficiency of modern medical actions is researched in this project. Patients Quality Life is used as a methodological tool, taking into consideration not only the objective dimensions of health but also the subjective (physical, psychological and social health and well-being)

20 Time Period Budget ,00 Time Period European Union Initiative Equal: Investigation of human resource educational needs in Social Economy field, Creating executives professional profile, Designing a pilot programme of training and creating educational standards, Designing a Qualification Certification System. The main purpose of this project is the reinforcement of Social and Solidarity Economy and Entrepneurship field in Greece in order to contribute to diminuation of social exclusion, discrimination and inequalities in market place, reinforcing and promoting the employment and professional activity of socially disadvantaged target groups and reboost the productive net of local societies. The objective of this study concerns the definition of demands in making a unique programme of training which is expected to operate as a common model in designing training activities. Furthermore, this study targets to a common methodology of planning and materialisation of training activities and creating educational standards. Not to mention the definition of demanded qualifications, skills and abilities of human resource in order to define a modern profile per professional majors domain and the definition of professional qualifications standards certification(knowledge, skills, abilities) of executives so that the continuous amelioration of provided service quality and professional evolution of human resource are ensured. 21 Time Period Budget ,00 Measure 1.4:Synergy of Public Health Services and Promotion of Socially Disadvantaged Persons Health This programme of professional training and education includes : a) Executives training in techniques of approach and reinforcement of single-parented families, b) Training executives in inspiriting helping young people who are in danger,c) Training executives in techniques of reception and reintegration of young people who have ceased secondary education. It also includes activities in prevention and health care to people who suffer from social and professional exclusion, activities in prevention and health care to people employed in places where social and professional exclusion is faced. Its primary objective is the creation of a favourable employment environment for socially disadvantaged people. Business Plan of Developing a Primary Social Care Net. This study targets to majoring of strategical directions and to definition of business choices of Ministry of Health Care and Social Solidarity as it concerns the operation of Centres of Primary Social Care which will be the base of the development of a strong net of Social Solidarity in local level. This study extents in the following subjects: a)definition and evaluation of existed policies in Primary Social Care field, b) create international model practices in community care centers, autonomous care centers, social welfare centers e.t.c., c)basic principles of Strategy Programme Of Ministry of Health Care and Social Solidarity in Primary Social Care field, d)the Action Plan of Ministry of Health Care and Social Solidarity for promoting actions of Primary Social Care

22 during period (actions, timeplans, control and monitoring systems, threats and dangers.). The results came from this study were the following: a)registration of existed policies in Primary Social Care, b) setting limits and documentation of strategy choices of Ministry of Health Care and Social Solidarity, c) development of an action plan for interventions materialization, d) models for institutional arrangements of same policies. Time Period 10/ / 2006 Budget ,00 Opinions and the status of the Voluntary institutes in Cyprus Social Welfare Services of the Ministry of Labor and Social Insurance Republic of Cyprus The current research aims to investigate the opinions and the status in the Volunteers institutes that are active in the sector of personal social services. For the purposes of the research, a sample of 120 representatives was used, from whom 76 were in charge in programs and 44 managers of institutes. The sampling method that was used was the stratified random sampling. The sample of volunteer s institutes was clustered in groups with similar characteristics such as region, type of institute and group of served individuals. The size of the sample for each group was proportional to the relative size of the group in reference to the total volunteer s institutes. 23 Geographical distribution of Social services in Cyprus 7 Social Welfare Services of the Ministry of Labor and Social Insurance Republic of Cyprus This study aims to the registration of existed needs of the Cypriot society in social security provided services. The conduction of a research field in this case is necessary targeting the registration of needs in social security provided services in a local level. Not to mention that was also needed a research conduction whose purpose was the evaluation of current fractures and services in local level that cover these needs. Some of the objectives of this study are: a)business and operational modernisation of Social Well- Being Services in order to cover efficiently the demand for social security provided services b)efficient use of resources c)adapt to constantly changing and augmenting demands of those who use social security provided services d)terms and conditions for creation a social security provided services net and their connection with other fractures and units of provided services in social care field. This study develops and applies an integrated multiple criteria decision making approach to optimize the facility location-allocation problem Social Welfare Services in Cyprus. There was designed a model of several indicators based on several factors such as geographical distribution of clients, ease of access to the services, local population size, demand of services, Location Configuration Information. This study is characterized by many important parameters that is necessary to be taken into consideration in order to ensure an action plan for a systematic amelioration of Regional Administration Authorities interventions in social care field. This project aimed to the extension and the amelioration of social care services in local level so that women will be eased to deal with their family needs and to be encouraged for their professional integration. This study is focused on three levels: a)cypriot reality b)european Environment: Policies and good Practices c)framework of Measures and Interventions Strategy The actions of this specific project purpose on creation of 10 new programmes of Social Care in local level that materialised through Consortia Of Regional Administration Authorities and Non-Governmental Organisations. Social Welfare Services of the Ministry of Labor and Social Insurance Republic of Cyprus The methodological approach of this project aims to present a strategic plan that goals to Demographical Policy Establishment and trace new areas of intervention with policies and families emphasized. The key-points of this approach are: a)registration and analysis of the current demographical situation and the evaluation of the current framework of policy in Cyprus. Estimated and analyzed indicators to correlate the family policy to the total fertility rate. The rise of the private consumption, the improvement of the woman s place in society and the increase of the participation of women in the job market, the changes of the social values and of the attitudes towards the acquisition of many children and the large families appear to play an important role in this development. b)emerge and presentation of European experience in a European Commission level(strategy, policies, programmes, funding, planning, perspectives) and in a European countries and good policies level as well. In this case every available secondary element will be used such as European Commision documents, Studies e.t..c c)the cost-benefit analysis of demographic policy measures (current and suggested) includes the results(economical,operational) that come from the related actions, based on efficiency, effectiveness indicators, indicators of satisfaction e.t.c. Additionally, a programme of expenses is created where evaluations for economical and human resources take place in combination with the detailed time plan.c)all the above in an Action Plan Strategy for common public use and the formulation of suggestions in taking measures and actions that will be materialised by the Ministries and the related Departments.
