4 The world of VDAB (Flemish Employment and Vocational Training Agency) The economic crisis, which started to become apparent in the number of vacancies in 2012, still had an impact in In 2013, 256,754 vacancies were recorded for the mainstream economic sectors, bar temporary agency work, which is a slight decrease of 2.5% compared to the previous year. Throughout the year, the number of received vacancies over a twelve-month period was lower compared to the same period in the year before. However, from September onwards the decrease has started to slow down. In 2013, most sectors were faced with a decrease in the number of vacancies. In particular the sectors primary sector, energy, water and waste treatment and health care received far fewer vacancies than the year before. On the other hand, some sectors reported an increase in vacancies compared to 2012, including the sectors textiles, clothing and footwear and other industries. A growing number of job seekers and a declining number of jobs further reduce labour market tension. Whereas, generally speaking, 4.8 unemployed job seekers were available for each vacancy at the end of 2012, this tension indicator increased to 5.9 at the end of The disadvantaged groups are strongly represented in the group of job seekers who are in need of job counselling: 47% of the unemployed job seekers are low-educated. 23.8% are older than % have a migration background. 13.2% have a work-limiting disability. 73,624 filled vacancies The vacancy filling rate represents the percentage of processed vacancies that were filled. VDAB only has data on the vacancies which it manages itself. The filling rate has decreased this year, from 81.5% in 2012 to 79.7% in 2013 for all vacancies in the mainstream economic sectors, registered in MasterVac. In absolute numbers, 73,624 out of a total of 92,382 vacancies were filled in 2013, of which 50% within 42 days. The median amount of time needed to fill a vacancy in the mainstream economic sectors (on the basis of the past 12 months) has decreased, following the strong increase of the past few years. Whereas, last year, this median was still 49 days, it was 42 days in /
5 Our tender projects in ,747 Intensive counselling and employment services In 2013, VDAB referred 25,747 clients on the basis of these two tenders, which is 15.8% more than the number of 22,240 guaranteed pathways that was aimed at. 1,197 Competence enhancement In 2013, 1,197 job seekers started a training course within the context of this tender, which is 96.3% of the number that was specified in advance. 602 Engaging and empowering group training for job seekers living in poverty In October 2012, VDAB initiated the integrated work/well-being pathways. Apart from an individual component, a group component is provided as well. The objective of this group component is for job seekers living in poverty to exchange experiences, coupled with job orientation and job application support. From its start until the end of 2013, 602 work/well-being pathways were initiated. This is 96.3% of the maximum number of pathways to be started and 25% more than the guaranteed number of pathways. 1,194 Activeringszorg bis tender Some job seekers are faced with obstacles in their pathway to employment, such as MMPP problems (medical, mental, psychological or psychiatric impairments) or social and/or psychosocial barriers. Zorgbegeleiding, i.e. customised counselling, works very hard to first tackle these very obstacles in pathways to employment. In 2013, a provincial partnership was established in each province to be able to carry out this tender. Also in 2013, 1,194 customised counselling pathways were initiated. The intended objective of 1,100 was thus largely exceeded. 79.3% and 83.0% satisfaction Satisfaction among the partners rose compared to 2012: among operational partners: from 74.7% to 79.3% among institutional partners: from 79.8% to 83.0%. This means that we performed much better than the management agreement (MA) and annual business plan (ABP) objectives. / 5
6 Looking for workers outside of Flanders The labour market situations in the Flemish, Walloon and Brussels-Capital Regions greatly differ from each other. Yet, precisely because the proximity of the different regions offers opportunities, the association of public services for employment and vocational training in Belgium, Synerjob, was established to promote interregional cooperation. Wallonia Thanks to targeted employment actions organised by the mixed teams and the 35 jointly organised job dating events, at least 1,961 Walloons started to work in Flanders. This means that the target of 1,500 has been largely achieved. The competence centres of VDAB and Le FOREM FORMATION worked out a language action plan together, which provides support training programmes in preparation of active guidance to employment, job dating events and job hunting. In 2013, 808 job events were organised by or together with VDAB. These included both events aimed at immediate job matching, and information or networking events for the different types of VDAB clients Brussels Actiris received vacancies equalling 1,104 jobs. To that end, it mobilised a total of 3,170 Brussels job seekers who were invited, informed and screened. 2,378 people from Brussels entered jobs in Flanders through the measures taken by the specific employment services. In 2013, 21 job dating events were organised, allowing employers and job seekers to enter into contact with one another. Europe VDAB also looks for partners outside Belgium. For this purpose, it participates, for instance, in cross-border EURES partnerships. These partnerships are established between public employment services, employers organisations, trade unions, local authorities, etc., with an eye to improving e.g. cross-border labour mobility. 6 /
7 Basic services : ) Website In 2013, the VDAB website registered 32,539,869 visitors, which corresponds to 89,150 visitors a day. After the vacancy database, the most frequently used applications are the training course database, Mijn Loopbaan (My Career) and Mijn VDAB (My VDAB). Servicelijn (call centre) The Servicelijn helpline registered 232,217 contacts with job seekers, which is a decrease of 13.67% compared to Working days: 8 a.m. to 7 p.m. Contacts 44% of the 431,531 registrations in 2013 took place through VDAB consultants. 295,864 job seekers received job offers in 2013, mainly through automatic matching. / 7

There is a noticeable decrease thanks to sustained optimisation efforts through which staffing needs are analysed and solutions other than external recruitment are actively looked for.
